PEMPEL March 2016 Our Mission The National Committee on American Foreign Policy (NCAFP) was founded in 1974 by Professor Hans J. Morgenthau and others. It is a nonprofit policy organization dedicated to the resolution of conflicts that threaten U.S. interests. Toward that end, the NCAFP identifies, articulates, and helps advance American foreign policy interests from a nonpartisan perspective within the framework of political realism. American foreign policy interests include: • Preserving and strengthening national security; •Supporting the values and the practice of political, religious, and cultural pluralism; • Advancing human rights; • Addressing non-traditional security challenges such as terrorism, cyber security and climate change; • Curbing the proliferation of nuclear and other unconventional weapons; and • Promoting an open and global economy. The NCAFP fulfills its mission through Track I½ and Track II diplomacy. These closed-door and off-the-record conferences provide opportunities for senior U.S. and foreign officials, subject experts, and scholars to engage in discussions designed to defuse conflict, build confidence, and resolve problems. Believing that an informed public is vital to a democratic society, the National Committee offers educational programs and issues a variety of publications that address security challenges facing the United States. The Chinese Dragon Boat Festival Occurs on the 5Th Day of the 5Th Month of the Chinese Lunisolar Calendar and Lasts for Three Days
Dragon Boat Festival The Chinese Dragon Boat Festival occurs on the 5th day of the 5th month of the Chinese lunisolar calendar and lasts for three days. This festival is also known as the Tuen Ng Festival, the Duanwu Festival, the Zhongxiao Festival, and the Double Fifth Festival. This holiday has been observed nationally for over 2,000 years. There are three different stories of whom this festival commemorates: Qu Yuan, Wu Zixu, and Cao E. The most well known story is about Qu Yuan, an ancient Chinese patriotic poet who was alive from 340-278 BCE. Qu Yuan was a minister in the state of Chu who wrote many poems to show his love and devotion for his country. He drowned himself in the river after he was exiled by the king because he didn’t want to see his country be invaded and conquered by the state of Qin. It is said that local people raced out in their boats to retrieve his body. When they couldn’t find his body, they dropped balls of sticky rice (zongzi) into the river so the fish would eat them and not Qu Yuan’s body. This was said to be the creation of zongzi, sticky rice dumplings or “Chinese tamales”. He died on the 5th day of the 5th month, thus the people created this festival to honor his death. The southeast region of Jiangsu (former territory of the state of Wu) commemorates Wu Zixu who was a Premier, a politician. Zixu warned his king, King Fuchai, of a dangerous plot regarding a beautiful woman, Xishi, who was sent by king Goujian of the state of Yue. -

INSS includes the Center for Strategic Research, Center for Complex Operations, Center for the Study of Chinese Military Affairs, Center for Technology and National Security Policy, Center for Transatlantic Security Studies, and Conflict Records Research Center. The military and civilian analysts and staff who comprise INSS and its subcomponents execute their mission by conducting research and analysis, publishing, and participating in conferences, policy support, and outreach. The mission of INSS is to conduct strategic studies for the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and the Unified Combatant Commands in support of the academic programs at NDU and to perform outreach to other U.S. Government agencies and the broader national security community. Copyright © 2010 Printed in Norway – all rights reserved ACTA ORIENTALIA ISSN 0001-6438 The Towers of Yue Olivia Rovsing Milburn Seoul National University Abstract This paper concerns the architectural history of eastern and southern China, in particular the towers constructed within the borders of the ancient non-Chinese Bai Yue kingdoms found in present-day southern Jiangsu, Zhejiang, Fujian and Guangdong provinces. The skills required to build such structures were first developed by Huaxia people, and hence the presence of these imposing buildings might be seen as a sign of assimilation. In fact however these towers seem to have acquired distinct meanings for the ancient Bai Yue peoples, particularly in marking a strong division between those groups whose ruling houses claimed descent from King Goujian of Yue and those that did not. These towers thus formed an important marker of identity in many ancient independent southern kingdoms. Keywords: Bai Yue, towers, architectural history, identity, King Goujian of Yue Introduction This paper concerns the architectural history of eastern and southern China, in particular the relics of the ancient non-Chinese kingdoms found in present-day southern Jiangsu, Zhejiang, Fujian and 160 OLIVIA ROVSING MILBURN Guangdong provinces. In the late Spring and Autumn period, Warring States era, and early Han dynasty these lands formed the kingdoms of Wu 吳, Yue 越, Minyue 閩越, Donghai 東海 and Nanyue 南越, in addition to the much less well recorded Ximin 西閩, Xiyue 西越 and Ouluo 甌駱.1 The peoples of these different kingdoms were all non- Chinese, though in the case of Nanyue (and possibly also Wu) the royal house was of Chinese origin.2 This paper focuses on one single aspect of the architecture of these kingdoms: the construction of towers. -

Claremont McKenna College Tapping the Potential of Sports: Incentives in China’s Reformation of the Sports Industry Submitted to Professor Minxin Pei by Yu Fu for Senior Thesis Spring 2017 April 24, 2017 2 Abstract Since the 2010s, China’s sports industry has undergone comprehensive reforms. This paper attempts to understand this change of direction from the central state’s perspective. By examining the dynamics of the basketball and soccer markets, it discovers that while the deregulation of basketball is a result of persistent bottom-up effort from the private sector, the recentralization of soccer is a state-led policy change. Notwithstanding the different nature and routes between these reforms, in both sectors, the state’s aim is to restore and strengthen its legitimacy within the society. Amidst China’s economic stagnation, the regime hopes to identify sectors that can drive sustainable growth, and to make adjustments to its bureaucracy as a way to respond to the society’s mounting demand for political modernization. -

Carswell Professor of East Asian Languages and Civilizations, Harvard University, 2 Divinity Avenue, Cambridge, MA 02138, USA Title: 論邵雍之觀物法 Abstract: Shao Yong’s “Inner Chapters on Observing Things” develops a method for understanding the unity of heaven and man, tracing the decline of civilization from antiquity, and determining how the present can return to the ideal socio-political order of antiquity. Shao’s method is based on dividing any topic into fours aspects (for example, four Classics, four seasons, four kinds of rulers, etc.) and generating the systematic relations between these four member sets. Stimson Working Group on Theater Missile Defenses (TMD) all agree Mthat policy options for TMD should not be driven by ideological constructs—whether for or against the Anti-Ballistic Missile Treaty, Taiwan independence, or a containment policy toward China. Nor should TMD choices be driven by technological optimism. Far too often, fixed constructs frame policy choices, whether on missile defenses or on China policy. US foreign policy, alliance ties, regional and US national security are likely to suffer if ideology crowds out regional expertise. This report constitutes the best efforts of the Working Group to apply regional expertise to TMD policy choices. The Working Group’s deliberations have been framed by two overarching considerations: US policy choices toward TMD must be acutely mindful of the pitfalls associated with missile defense deployments, but they must also be responsive to the growing ballistic missile threats in the Asia–Pacific region. Given the many complexities as well as the political and military ramifications of TMD options, policy decisions must be made carefully.
