1988 crisis: Salleh shot himself in the foot? Malaysiakini.com Apr 23, 2008 P Suppiah The personalities involved in the entire episode are as follows: * The then Yang Di Pertuan Agong (the King), now the Sultan of Johor * Tun Salleh Abas, who was then the Lord President * The prime minister (Tun Dr Mahathir Mohamad, who was then Datuk Seri Dr), * The then attorney-general, Tan Sri Abu Talib Othman, now Suhakam chief. The whole episode started with Salleh writing a letter to the King dated March 26, 1988, copies of which were sent to the Malay rulers. On May 27, 1988 the prime minister in the presence of high-ranking government officials informed Salleh that the King wished him to step down (to retire as Lord President) because of the said letter. Salleh on May 28, 1988 sent a letter of resignation: the next day he withdrew it and subsequently held a press conference. On June 9, 1988 the prime minister made a second representation to the King alleging further misconduct on the part of Salleh based on his undignified use of the press to vent his grievances – such as requesting for a public hearing of the tribunal and asking for persons of high judicial standing to sit on the tribunal. On June 11, 1988, members of the tribunal were appointed pursuant to the Federal Constitution by the King. On June 14, 1988, Salleh was served with the list of charges against him. On June 17, 1988, Salleh was served with a set of rules to govern the tribunal procedure. -

The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates. -

The Developing Economies, XXXV-3 (September 1997): 209–39 THE NEW ECONOMIC POLICY AND THE UNITED MALAYS NATIONAL ORGANIZATION —With Special Reference to the Restructuring of Malaysian Society— TAKASHI TORII INTRODUCTION N 1990, Malaysia duly completed its twenty-year New Economic Policy (NEP) which was launched in 1971. Though the NEP has been described as I an “economic” policy, its contents and implementation processes show that it went far beyond the scope of economic policy packages. In fact, policies in such noneconomic areas as education, language, culture, and religion have been formu- lated and implemented in close relationships with it. Consequently, the NEP has exerted major influences not only on Malaysia’s economy but on Malaysian society as a whole. From the point of view of the NEP’s stated objective, namely, “ to lift up the economic and social status of Malays,” the NEP has achieved signal successes, such as the creation of a Malay middle class and Malay entrepreneurs, most notably the new Malay business groups.1 A number of both positive and negative evaluations have been made about the NEP, which has had such a major impact on Malaysian society.2 These studies generally identify two basic characteristics of the NEP. –––––––––––––––––––––––––– This paper is part of the fruits of the research and investigation I conducted in Malaysia in 1991–93 as a visiting research fellow at the National University of Malaysia (Universiti Kebangsaan Malaysia— UKM). UMNO Factionalism and The Politics Of Malaysian National Identity JAE HYON LEE This thesis is presented for the degree of Doctor of Philosophy of Murdoch University 2005 I declare that this thesis is my own account of my research and contains as its main content work which has not previously been submitted for a degree at any tertiary education institution. .................................. Abstract This thesis analyses UMNO factionalism from the perspective of the elite’s manipulation of the various modes of nationalisms. This thesis argues that UMNO factionalism, which is seemingly a power struggle between competing UMNO elites, has been significantly shaped by contesting nationalist ideologies that reflect the unresolved questions of national identity in Malaysia. These two issues, that is, nationalism and UMNO factionalism, have shaped Malaysian politics in significant ways. UMNO factionalism has been related to such major political events as the 1969 ethnic riots, the introduction of the New Economic Policy, the UMNO split in 1987 and the Reformasi (Reform) movement in 1998. Frequently, the impact of these disputes extended beyond UMNO politics and affected wider Malaysian politics. At the same time, due to unresolved questions of national identity, nationalism has occupied a central position in Malaysian political discourse. There are ambiguities regarding the relationships among the various ethnic identities and national identity and between the individual and the larger Malaysian community that enable elites to construct and manipulate nationalist ideologies. In this thesis, the conflicting nationalisms are captured by five different concepts of nationalism – ethnocultural, civic and multicultural nationalisms in one group and collectivist-authoritarian and individualistic-libertarian nationalisms in another. -

1 88 PENA KETUA PENGARANG kepada negara-negara lain yang sedang membangun dan disegani di mata dunia meskipun pernah dijajah satu ketika dahulu. Jasa dan pengorbanan pejuang-pejuang negara satu ketika dahulu tidak pernah dilupakan. Bagi terus menghargai pengorbanan yang telah diberikan, sambutan Hari Pahlawan telah dijadikan sebagai salah satu acara tahunan. Acara ini adalah bagi memperingati individu-individu yang telah gugur di medan perang dalam mempertahankan kedaulatan negara agar isinya dapat menikmati keamanan berterusan. Justeru, marilah bersama-sama kita bertafakur sejenak dan mendoakan kesejahteraan para syahid yang gugur agar mereka memperolehi syafaat sebagai pejuang yang lhamdulillah memanjat kesyukuran kehadrat mempertahankan negara, agama dan bangsa. Illahi dengan limpah inayahNya, kita masih Rentetan daripada itu, semangat juang yang telah dikurniakan suasana kehidupan yang aman dipamerkan oleh pejuang tanah air dahulu tidak dan damai. Namun begitu, harus kita sedari seharusnya dibiarkan terkubur bersemadi bersama Abahawa kemakmuran yang dinikmati kini adalah hasil jasad-jasad mereka. Semangat itu seharusnya dibawa titisan darah dan pengorbanan pejuang-pejuang negara dari generasi ke generasi amnya oleh para pasukan bagi memastikan generasi akan datang hidup dalam keselamatan dan khasnya kepada Angkatan Tentera persikitaran yang bebas merdeka. Tanpa pengorbanan Malaysia (ATM). 82 tahun setelah penubuhan ATM mereka, belum tentu kita akan merasai apa yang telah diyakini mematangkan lagi ketumbukan ini sebagai dikecapi kini. -
