The Camp is a significant Defence facility and is of strategic importance regionally, nationally and internationally. The New Zealand Government purchased land for the Camp in1900, and the Camp has been in operation since before World War I. The continued operation of the Camp, and defence facilities in general, is essential in achieving Defence purposes under the Defence Act 1990 and an integral part of military capability.

    Strategy and Policy Committee 12 November 2019 Report No. 19-170 Information Only - No Decision Required UPDATE ON PER- AND POLYFLUOROALKYL SUBSTANCES (PFAS) INVESTIGATIONS 1. PURPOSE 1.1. This report provides Council with an update on progress around investigations into contamination of land and water by per- and polyfluoroalkyl substances (PFAS) in the Horizons Region, primarily arising from the use of fire-fighting foam. 1.2. The focus of this report is on the technical findings of these investigations and excludes discussion around any regulatory activity. We provide an update on PFAS sampling programmes at Ohakea Air Base, Bulls public water supply, Palmerston North Airport and Feilding Fire Station. It is also noted that while the report touches on the proposed water supply for the Ohakea community, it is not the focus of this report. 2. EXECUTIVE SUMMARY 2.1. PFAS is an acronym for a group of chemical compounds known as per- and poly- fluorinated alkyl substances that have been extensively manufactured and used worldwide. PFAS is an emerging issue following detection in soil and water on and around New Zealand Defence Force (NZDF) and other sites in New Zealand. 2.2. In the Horizons Region, PFAS has been: Identified in soil, surface water and groundwater in and around NZDF Base Ohakea, near Bulls, at levels that exceed a range of human health and environmental guideline values. Detected at levels below human health drinking water guideline values in the Bulls public water supply, wastewater treatment plant influent and effluent streams, and in shallow groundwater in the vicinity of Bulls township.

RNZAF C-130H Part-Task Trainer courtesy of the NZDF CAE’s relationship with the New Zealand Defence Force (NZDF) began in the early 2000’s when CAE began delivering C-130 aircrew training to the Royal New Zealand Air Force (RNZAF) at the company’s C-130 Tampa Training Center in the United States. This relationship has continued through a number of contracts to include training and simulator access for C-130H pilots, flight engineers, loadmasters and maintenance technicians, including brokering access to the CAE-managed Royal Netherlands Air Force C-130H training systems located in Europe. This is the first round of monitoring to be conducted following the implementation of the LTMP (PDP, 2020). The objectives of monitoring are to: • Track the concentrations of PFAS in surface water and groundwater at representative locations over time to enable stakeholders to monitor plume development; and, • Support validation of the groundwater model produced by PDP (2019). The scope of work included: • The collection of groundwater samples from 13 groundwater wells or taps; • The collection of surface water from 4 locations; • The collection of 11 quality assurance/quality control (QA/QC) samples; and • Preparation of this report. This letter reports the results of all monitoring undertaken at RNZAF Base Ohakea (“Ohakea” or the “base”) at these sample locations, including a comparison with the findings of the previous monitoring round (undertaken as part of a previous sampling investigation (PDP, 2019)). 1 For ease of reporting, the current monitoring round is referred to as the October 2020 monitoring round.
