Deliberazione Della Giunta Regionale 16 Gennaio 2013, N. 18-5225 Atto Di REGIONE PIEMONTE BU7S1 14/02/2013 Deliberazione della Giunta Regionale 16 gennaio 2013, n. 18-5225 Atto di Intesa promosso dalla Direzione regionale per i beni culturali e paesaggistici del Piemonte per l'approvazione del Piano di gestione del sito seriale UNESCO "Residenze Sabaude". A relazione dell'Assessore Coppola: Vista la Convenzione sulla Protezione del Patrimonio Mondiale, culturale e naturale dell’Umanità, adottata dalla Conferenza Generale dell’UNESCO a Parigi il 16 novembre 1972, avente lo scopo di identificare e mantenere la lista di quei siti che rappresentano delle particolarità di eccezionale importanza da un punto di vista culturale o naturale; vista la decisione 823/1997 con la quale il Comitato per il Patrimonio Mondiale ha iscritto le “Residenze Sabaude” nella Lista del Patrimonio dell’Umanità; vista la Dichiarazione di Budapest, adottata dal Comitato del patrimonio mondiale nel 2002, con la quale il Comitato ha invitato i partner a sostenere la salvaguardia del Patrimonio Mondiale attraverso degli obiettivi strategici fondamentali; vista la legge 20 febbraio 2006, n. 77 “Misure speciali di tutela e fruizione dei siti italiani di interesse culturale, paesaggistico e ambientale, inseriti nella "lista del patrimonio mondiale", posti sotto la tutela dell' UNESCO" ed in particolare l’articolo 3, che richiede l’approvazione di appositi piani di gestione per assicurare la conservazione dei siti italiani UNESCO e creare le condizioni per la loro valorizzazione; tenuto conto che le linee guida operative per l’implementazione della Convenzione sulla protezione del patrimonio mondiale, nella versione in vigore dal febbraio 2005, impongono l’adozione del piano di gestione anche per i siti già iscritti nella Lista del patrimonio mondiale UNESCO; vista la D.G.R. n. 13-11935 del 4/08/2009 “Commissione regionale per le Residenze e Collezioni reali”; facendo seguito al Protocollo d’Intesa 1 ottobre 2010, promosso dal Ministero per i Beni e le Attività Culturali e sottoscritto dalla Regione Piemonte, diretto a promuovere la redazione del “Piano di Gestione” del sito “Residenze Sabaude” iscritto alla Lista del Patrimonio Mondiale UNESCO; tenuto conto che il sito seriale UNESCO delle “Residenze Sabaude” è costituito da immobili di pregio eccezionale, come elencati nell’allegato schema di Atto di Intesa; considerato che il progetto di riqualificazione e di valorizzazione del sistema delle Residenze Reali di Torino e del Piemonte – un circuito di straordinario valore storico ed artistico, individuato a partire dal sito seriale UNESCO “Residenze Sabaude”, e che si estende anche ad altri complessi monumentali che si pongono nella sfera di interesse legata alla dinastia sabauda – costituisce un obiettivo prioritario per la Regione Piemonte, anche in vista del completamento dei restauri già avviati e del conseguente recupero di molte Residenze; considerato che tra i soggetti portatori di interesse nella gestione degli immobili del sito seriale UNESCO delle “Residenze Sabaude”, iscritto alla Lista del Patrimonio Mondiale, ha finora svolto le funzioni di soggetto referente il Direttore regionale per i beni culturali e paesaggistici del Piemonte, per quanto riguarda gli adempimenti di cui alla L. n. 77/2006. Al fine di approvare il piano di gestione del sito seriale UNESCO delle “Residenze Sabaude” (predisposto a seguito al predetto Protocollo d’Intesa 1 ottobre 2010), anch’esso allegato alla presente Deliberazione a farne parte integrante, condizione essenziale per partecipare alla procedura di finanziamento prevista dalla legge 77/2006 per l’anno 2013 e nelle more della sottoscrizione di un nuovo accordo tra i portatori di interesse volto ad individuare un nuovo modello organizzativo finalizzato alla gestione del sito seriale UNESCO delle “Residenze Sabaude”, la Regione Piemonte ritiene opportuno addivenire alla sottoscrizione dell’Atto d’intesa promosso dalla Direzione regionale per i beni culturali e paesaggistici del Piemonte, finalizzato all’approvazione del “Piano di Gestione” del Sito Seriale UNESCO “Residenze Sabaude” e altresì, nelle more del predetto nuovo accordo, all’individuazione nella Direzione Regionale per i beni culturali e paesaggistici del Piemonte del soggetto referente del predetto sito - quale soggetto cui spetta l’incarico a termine, rinnovabile, di svolgere funzioni di coordinamento tra tutti i soggetti responsabili, svolgendo gli adempimenti stabiliti dall’UNESCO oltre ad attività di segreteria e monitoraggio del piano di gestione; preso atto della convocazione della “Commissione permanente del sito UNESCO “Residenze Sabaude” del 19 novembre 2012, pervenuta dalla Direzione regionale per i beni culturali e paesaggistici del Piemonte, avente ad oggetto la firma dell’Atto di Intesa in argomento; dato atto che il presente provvedimento non comporta oneri finanziari a carico del bilancio regionale; tutto ciò premesso; la Giunta Regionale unanime, delibera 1) di approvare lo schema di Atto di Intesa promosso dalla Direzione regionale per i beni culturali e paesaggistici del Piemonte, finalizzato all’approvazione del Piano di gestione del sito seriale UNESCO “Residenze Sabaude” e all’individuazione del referente del sito, condizione essenziale per partecipare alle procedure di finanziamento previste dalla legge 20 febbraio 2006, n. 77, allegato alla presente deliberazione a farne parte integrante e sostanziale; 2) di dare mandato al Presidente o suo delegato per la sottoscrizione dell’Atto di Intesa, anche in presenza di mere correzioni allo stesso di carattere non sostanziale; 3) di dare atto che il presente provvedimento non comporta oneri finanziari a carico del bilancio regionale. La presente deliberazione sarà pubblicata sul Bollettino Ufficiale della Regione Piemonte ai sensi dell’art. 61 dello Statuto e dell’art. 5 della l.r. 22/2010. Vista la Convenzione sulla Protezione del Patrimonio Mondiale, culturale e naturale dell’Umanità, adottata dalla Conferenza Generale dell’UNESCO a Parigi il 16 novembre 1972; Vista la decisione n. 823/1997 con la quale il Comitato per il Patrimonio Mondiale ha iscritto le “Residenze Sabaude” nella Lista del Patrimonio dell’Umanità sulla base dei criteri i, ii, iv, v; Vista la Dichiarazione di Budapest, adottata dal Comitato del patrimonio mondiale nel 2002, con la quale il Comitato ha invitato i partner a sostenere la salvaguardia del Patrimonio Mondiale attraverso degli obiettivi strategici fondamentali; Vista la legge 20 febbraio 2006, n. 77, in particolare l’articolo 3 che richiede l’approvazione di appositi piani di gestione; Tenuto conto che le linee guida operative per l’implementazione della Convenzione sulla protezione del patrimonio mondiale, nella versione in vigore dal febbraio 2005, impongono l’adozione del piano di gestione anche per i siti già iscritti nella Lista del patrimonio mondiale UNESCO; Considerato che il sito seriale UNESCO delle “Residenze Sabaude” è costituito dai seguenti immobili: Palazzo Reale Palazzo Chiablese Armeria Reale Biblioteca Reale Palazzo della Prefettura Archivi di Corte Cavallerizza Regia Accademia Militare Antica Zecca Facciata del Teatro Regio Palazzo Madama Palazzo Carignano Villa della Regina Castello del Valentino Castello di Rivoli Castello di Moncalieri Reggia di Venaria Reale Borgo Castello nel Parco della Mandria Palazzina di Caccia di Stupinigi Castello di Agliè Castello di Racconigi Complesso carloalbertino di Pollenzo Castello di Govone Considerato che i soggetti responsabili della gestione degli immobili del sito seriale UNESCO delle Residenze Sabaude, iscritto alla Lista del Patrimonio Mondiale, hanno individuato quale soggetto referente il Direttore regionale per i beni culturali e paesaggistici del Piemonte, per quanto riguarda gli adempimenti di cui alla L. n. 77/2006; Considerato che dopo la predisposizione del piano di gestione si deve procedere alla sua approvazione da parte dei soggetti responsabili della gestione degli immobili inseriti nel sito seriale UNESCO delle “Residenze Sabaude”; Ritenuto che con l’approvazione del piano di gestione si rende necessario individuare un nuovo soggetto referente, nelle more dell’approvazione di un nuovo accordo volto ad individuare una struttura organizzativa per la condivisione degli obiettivi e per l’attuazione del piano di gestione del sito “Residenze Sabaude”; si conviene e si stipula quanto segue Articolo 1 I soggetti portatori di interesse nella gestione degli immobili, inseriti nel sito seriale UNESCO delle “Residenze Sabaude” ed elencati nelle premesse del presente Atto, approvano il piano di gestione allegato al presente atto. DOI: https://doi.org/10.5334/ah.462 RESEARCH ARTICLE Pelagio Palagi’s Floating Castles: ‘Risorgimental Neo-Medievalism’, Architectural Ephemera, and Politics at the Court of Savoy Tommaso Zerbi In 1842, the court artist Pelagio Palagi (1775–1860) devised four temporary floating castles on the river Po for the remarkable urban celebrations for the nuptials of His Royal Highness Victor Emmanuel of Savoy- Carignan (1820–1878) to Her Imperial and Royal Highness Maria Adelaide of Habsburg (1822–1855) in Turin. The structures formed the central pieces of a broad medievalist programme that, during the reign of Charles Albert of Savoy-Carignan (1831–1849), brought the Middle Ages back to life in the Kingdom of Piedmont-Sardinia. Challenging the classicised image of the Sabaudian monarchy, this article insists that neo-medieval architecture and the architectural style that I call ‘Risorgimental neo-medievalism’ mirrored a calibrated medievalist and royalist strategy against the background of Italy’s ‘resurgence’. Counter- ing recurrent biases that read Italian revivalist architecture as an exercise in taste, it discusses Palagi’s designs as the tools of a political reworking of the Middle Ages, in open dialogue with the disciplines of architectural history and medievalism studies. By reading the urban festivities staged in the capital as a strategically orchestrated political act, this article assesses the medievalist initiatives, culminating in the spectacle on the river Po, as propagandistic vehicles to convey meaning to a vast public, which underscore the role of medievalist rhetoric in challenging the dominant classicist iconography and forging the ‘iden- tity’ of the modern Sabaudian nation.

    DG VAL NOTIZIE APPUNTAMENTI MEDIA PUBBLICAZIONI NORMATIVA E BANDI RASSEGNA STAMPA Home > AD Arte > Ricerca > Risultati > PALAZZO CHIABLESE PALAZZO CHIABLESE La primitiva vicenda costruttiva di palazzo Chiablese è ancora poco conosciuta: i recenti lavori di restauro hanno dimostrato che la fondazione originaria dell’edificio è anteriore al XV secolo. Passato nel 1642 al cardinale Maurizio di Savoia, che lo elesse a propria residenza, esso divenne in seguito sede di uffici della Corte reale. Nel 1753 il re Carlo Emanuele III affidò all’architetto di corte Benedetto Alfieri l’incarico di riplasmare la residenza per il secondogenito Benedetto Maria Maurizio, duca del Chiablese: fu allora ridisegnata la facciata e costruito il maestoso scalone che conduce al piano nobile, ricco di arredi, stucchi, boiseries, specchiere e sovrapporte dipinte da pittori quali Francesco De Mura e Gregorio Guglielmi. Durante il periodo napoleonico il palazzo fu sede del governatore Camillo Borghese e della sua celebre moglie, Paolina Borghese. Tornato ai Savoia con la Restaurazione, divenne residenza del re Carlo Felice e poi di Ferdinando duca di Genova, secondogenito di Carlo Alberto; nel 1851 vi nacque Margherita, prima regina d’Italia. Danneggiato dai bombardamenti durante la Seconda Guerra Mondiale, passò in seguito al Demanio; l’edificio, oggi completamente restaurato, ospita la Direzione Regionale per i Beni Culturali e Paesaggistici del Piemonte insieme ad uffici delle Soprintendenze.     LA CONSULTA DI TORINO PER L’ARMERIA REALE La Consulta per la Valorizzazione dei Beni Artistici e Culturali di Torino ha lavorato per anni alla definizione del Polo Reale di Torino, mettendo a disposizione le conoscenze e le capacità gestionali ed organizzative del tessuto imprenditoriale delle aziende Socie. Il nuovo impianto di illuminazione della Grande Galleria, realizzato con la Fondazione CRT, ha raggiunto l’obiettivo di migliorare la percezione visiva dell’ambiente e delle collezioni esposte, coniugando la luce naturale con sorgenti varie di luce artificiale. Nel 2011 Consulta aveva restaurato la Loggetta carloalbertina, che consentiva alla famiglia reale l’affaccio diretto sulla piazza in occasione di grandi eventi: da qui Carlo Alberto pronunciò l’inizio della prima Guerra d’Indipendenza. La Consulta è nata nel 1987 con lo scopo di contribuire a valorizzare il patrimonio storico-artistico torinese.
