20th International Conference of Ethiopian Studies ኛ ፳ የኢትዮጵያ ጥናት ጉባኤ Regional and Global Ethiopia – Interconnections and Identities 30 Sep. – 5 Oct. 2018 Mekelle University, Ethiopia Message by Prof. Dr. Fetien Abay, VPRCS, Mekelle University Mekelle University is proud to host the International Conference of Ethiopian Studies (ICES20), the most prestigious conference in social sciences and humanities related to the region. It is the first time that one of the younger universities of Ethiopia has got the opportunity to organize the conference by itself – following the great example set by the French team of the French Centre of Ethiopian Studies in Addis Abeba organizing the ICES in cooperation with Dire Dawa University in 2012, already then with great participation by Mekelle University academics and other younger universities of Ethiopia. We are grateful that we could accept the challenge, based on the set standards, in the new framework of very dynamic academic developments in Ethiopia. The international scene is also diversifying, not only the Ethiopian one, and this conference is a sign for it: As its theme says, Ethiopia is seen in its plural regional and global interconnections. In this sense it becomes even more international than before, as we see now the first time a strong participation from almost all neighboring countries, and other non-Western states, which will certainly contribute to new insights, add new perspectives and enrich the dialogue in international academia. The conference is also international in a new sense, as many academics working in one country are increasingly often nationals of other countries, as more and more academic life and progress anywhere lives from interconnections. -

An Ethno-Historical Survey of the Irob Agri- Pastoralists of North Eastern Tigray (Ethiopia) by Tsegay Berhe GebreLibanos, Lecturer, Addis Ababa University; PhD stipendait (NTNU), Norway Abstract Eastern Tigray had experienced a long series of population movements and displacements over centuries. This explains the current peopling of diverse Saho-Speaking (Irob, Hazo, Dabrimeta, etc.),Afar and Tigrigna speaking communities in 'Agama' area. The Irob community is particularly at the crossroads of different ethno - religious milieu of the Red Sea hinterland though confined to the northeastern escapment. Irob land is very small area with a small population of about 20,000 yet stills a striking micro-model of intensive ethno-historical interactions, which characterize the area of 'Agama' as a whole. The Irob have become a bi- lingual community with Saho and Tigrigna being spoken by most of them. Almost all Irobs feel a special sense of community with the Tigrayans and strongly deny ancestral affinities with their Saho neighbors sharing the same language. On the otherhand, though Irob nomenclature has been largely Tigreanized, interestingly still their usually long genealogies bear names of mixed Saho, Tigrayan - Christian and Muslim are abound. The Irob were assorted into three clan organizations: Adgada Are', Buknayto Are', and Hassaballa Are' from north to south. In terms of religion, most Adyada - Hassaballa adhered to Orthodox Christianity while the Buknayto remains distinctly Catholics. Irob socio-political organization has yet to be studied. However, it appears to have been based on an egalitarian system where power larglely rested in the public assembly which in turn delegated it to the council of elders. -

Province of Eritrea In speaking about devotion to St. Justin I should say in advance that this refers in a special way to the Catholics in Eritrea and in some areas of Ethiopia. As is well known, St. Justin's apostolate was mainly in the country which at one time was known as Abyssinia, but which today is two countries, Eritrea and Ethiopia. 1. Toward an Understanding of Justice, Belief, and Women’s Rights: Ateetee, an Arsi Oromo Women’s Sung Dispute Resolution Process in Ethiopia by © Leila Qashu A dissertation submitted to the School of Graduate Studies in partial fulfillment of the requirements for the degree of Doctor of Philosophy Ethnomusicology Memorial University of Newfoundland June, 2016 St. John‘s, Newfoundland Abstract This dissertation examines ateetee, a sung Arsi Oromo women‘s indigenous dispute resolution in Ethiopia, to demonstrate how music, as an expressive form, enables women to protect, promote and claim their rights, and to resolve disputes peacefully in a rapidly changing social environment. Though Arsi society is socio-politically male dominated, women have their own power through the ateetee ritual, their women‘s institution and the vernacular belief system. Ateetee is a highly political and power laden process, in which women travel to the offender‘s house singing insults, then sing in front of the offender‘s house until a reconciliation ceremony is held. At the ceremony they receive a cow as compensation, then the women finish by blessing the offender. I have demonstrated how this ritual process is a judicial process, through which women actively resolve disputes and uphold rights and respect they hold in Oromo society and under Oromo law. By examining this process from a local perspective, through the perspectives of the different participants, I have been analyzing the factors and circumstances that allow these musical rituals to remain relevant and effective means of dispute resolution, and to draw wider conclusions concerning how to foster restorative justice through the expressive arts. -

Secondary or substitution parties are involved in fighting battles in alliance with larger states, but with their own agenda relevant in a local arena. In the era of the Cold War, proxy wars were often orchestrated on a large scale by thé then superpowers. This occurred, for example, in Angola and Mozambique and in countries in the Horn of Africa. But after about 1990 they proliferated in Africa in more limited régional settings, in the context of state compétition. In some cases it is not clear whether thé conflicts are proxy wars with foreign agendas. Many simmer on in thé margins of visible dramatic conflicts as in Sudan, West Africa and thé Démocratie Republic of the Congo (DRC). In the past decade, new webs of proxy wars and transborder alliances be- tween armed groups and states - or what remains of them - hâve emerged in West Africa, a région of growing concern to thé global powers, mainly because of its oil potential. The nature and extent of proxy wars need to be studied more systematically, because they hâve a serious impact on long-term stability and ré- gional peace in Africa, and reveal patterns of international and régional African power politics that are often neglected. The recourse to proxy wars is another re- flection of thé problems of thé African state and of its failure to institutionalise démocratie structures (Joseph 2003). -

Ethiopia has been reported as one of the most food insecure countries in the Sub-Saharan region despite the Ethiopian government has introduced diverse strategies to tackle rural food insecurity. It seems, however, that the communication approaches applied to take these strategies to rural communities have not been effective in alleviating food insecurity. Hence, the main questions of this study are: what is the potential of folk media forms for food security communication? Can these communication forms connect rural people to the food security programs in eastern Tigray? Specifically, this study analysed the current food security communication strategies in eastern Tigray, the role of folk media forms in contemporary society in eastern Tigray and their potential for food security communication. It also explored the opportunities and challenges to integrating folk media forms into food security communication strategies. The multiplicity paradigm of development was used as a lens for this study. This paradigm focuses on the cultural and social multiplicity perspectives emphasising on endogenous development and self-reliance of the people. Methodologically, this study employed an ethnographic research approach. -
