Harman ABSTRACT This thesis examines peaceful Spanish-Osage and Spanish-Missouri relations with an emphasis on the period 1763-1780. Using specific primary source documentation, this study highlights frequent reports from Lieutenant-Governors stationed at St. Louis concerning the thriving fur trade and positive Osage economic exchanges with Spanish- licensed traders. The multi-cultural, multi-ethnic, multi-racial inhabitants and the entangled nature of trade and political interactions in the Missouri River Valley region, specifically in the Upper Louisiana capital, St. Louis, complicated and sometimes undermined peace. During this period, however, the Spanish, Osage, and Missouri nations, sought to overcome these misunderstandings and emphasized instead the mutual benefits of trade and peace. The findings of this thesis challenge the characterization of the Osage as warlike and violent and demonstrate that the Osage understanding of belonging and the use of fictive kinship ties established between St. Louis and the Osage made peace possible in this region. INTRODUCTION French Louisiana had been a thorn in the flank of Spain’s Atlantic Empire from its founding in 1699. Failure to remove that thorn in 1699 and again in 1716, when doing so would have been comparatively easy and Spanish naval forces were positioned to do so, meant that by 1762 the wound had festered, so that the colony had become what La Salle, Iberville, Bienville, and their royal masters had envisioned: a smuggling station through which French goods reached New Spain and Cuba and their goods—dye stuffs and silver mostly—reached France and helped to pay the costs of a colony that consumed more than it produced, at least so 1 far as the French crown’s finances were concerned. * © 2017 Paul E Hoffman. Arkansas v Oklahoma: Restoring the Notion of Partnership Under the Clean Water Act Katheryn Kim Friersont The long history of interstate water pollution disputes traces the steady rise of federal regulatory power in the area of environ- mental policy, culminating in the passage of the Clean Water Act Amendments of 1972.1 Arkansas v Oklahoma2 is the third and latest Supreme Court decision involving interstate water pol- lution since the passage of the 1972 amendments. By all ac- counts, Arkansas is wholly consistent with the Court's prior decisions. In Milwaukee v Illinois3 and InternationalPaper Co. v Ouellette,4 the Court held that the Clean Water Act ("CWA") preempted all traditional common law and state law remedies. Consequently, states lost much of their traditional authority to direct water pollution policies.   • The 1951 Kansas - Missouri Floods
    The 1951 Kansas - Missouri Floods ... Have We Forgotten? Introduction - This report was originally written as NWS Technical Attachment 81-11 in 1981, the thirtieth anniversary of this devastating flood. The co-authors of the original report were Robert Cox, Ernest Kary, Lee Larson, Billy Olsen, and Craig Warren, all hydrologists at the Missouri Basin River Forecast Center at that time. Although most of the original report remains accurate today, Robert Cox has updated portions of the report in light of occurrences over the past twenty years. Comparisons of the 1951 flood to the events of 1993 as well as many other parenthetic remarks are examples of these revisions. The Storms of 1951 - Fifty years ago, the stage was being set for one of the greatest natural disasters ever to hit the Midwest. May, June and July of 1951 saw record rainfalls over most of Kansas and Missouri, resulting in record flooding on the Kansas, Osage, Neosho, Verdigris and Missouri Rivers. Twenty-eight lives were lost and damage totaled nearly 1 billion dollars. (Please note that monetary damages mentioned in this report are in 1951 dollars, unless otherwise stated. 1951 dollars can be equated to 2001 dollars using a factor of 6.83. The total damage would be $6.4 billion today.) More than 150 communities were devastated by the floods including two state capitals, Topeka and Jefferson City, as well as both Kansas Cities. Most of Kansas and Missouri as well as large portions of Nebraska and Oklahoma had monthly precipitation totaling 200 percent of normal in May, 300 percent in June, and 400 percent in July of 1951.
