1 (4th Session) NATIONAL ASSEMBLY SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 30th August, 2013 (Originally Starred Question Nos. 1, 2, 3, 4, 5, 6, 7, 8, 10, 12, 14, 15, 16, 18, 20, 21, 22, 23, 24, 25, 26, 27, 29, 102, 103, 104, 105, 106, 107, 109, 110, 111, 112, 113, 115, 116, 117 and 119 were set down for answer on 22-08-2013) 1. *Sufyan Yousuf : Will the Minister for Railways be pleased to state: (a) whether there is any proposal under consideration of the Government to lease out land of Pakistan Railways in the near future; if so, the details thereof; and (b) whether any land of Pakistan Railways has been leased out during the last four years; if so, the locations thereof? Minister for Railways (Khawaja Saad Rafique) : (a) Sale of railway land is completely banned, whereas leasing of railway land has been temporarily banned in order to frame new lease policy. In future, commercialization of railway land would be on lease, rent or Joint venture basis. Pakistan Railways is also considering the appointment of Real Estate consultants through open advertisement. However proposals in this regard from the House will be welcomed. Therefore, there is no proposal under consideration of the Government to lease out railway land at present. 2 (b) 6716 acres railway land has been leased out for short term and 21.68 acres for long term during last four years. Location-wise detail is at Annex-A & B. (Annexure has been placed in the National Assembly Library) 2. *Dr. Nafisa Shah: Will the Minister Incharge of the Cabinet Secretariat be pleased to state: (a) the total number of aircrafts available with PIA at present; and (b) the total number of aircrafts amongst them are operational at present? Minister Incharge of the Cabinet Secretariat: (a) The number of aircraft available with PIA at present is 32. (b) The number of operational aircraft amongst them is 22. 3. *Dr. Azra Fazal Pechuho : Will the Minister for Railways be pleased to state: (a) whether there is any proposal under consideration of the Government to privatize the Pakistan Railways; (b) if so, the time by which it will be implemented? Minister for Railways (Khawaja Saad Rafique) : (a) & (b) No. There is no proposal under consideration of the Government to privatize Pakistan Railway. However, Ministry of Railways is considering the proposal for appointment of Chief Executive Officer(CFO) and Chief Finance Officer (CFO) in, PRACS, RAILCOP and REDAMCO in Management Position Scales for boosting their business. Private partnership with the Private Sector will also be promoted. 3 4. *Muhammad Salman Khan Baloch : Will the Minister for Railways be pleased to state: (a) the total number of locomotives/engines with the Pakistan Railways at present; and (b) the total number of locomotives/engines out of those are operational at present ? Minister for Railways (Khawaja Saad Rafique) : (a) Pakistan Railway owns a fleet of 465 diesel-electric locomotives at resent. (b) Out of 465 diesel-electric locomotives, 157 are available for train operations and remaining 308 are out of service. The shortfall of locomotives is mainly due to non-replacement of overage locomotives and lack of repair/ maintenance due to financial constraints. 5. *Dr. Nikhat Shakeel Khan : Will the Minister for Railways be pleased to state: (a) whether it is a fact that Pakistan Railways is running in loss since 2008, till date; (b) the year-wise loss suffered to Pakistan Railways during the last five years; and (c) the steps being taken by the Government to make Pakistan Railways as a profitable institute/department? Minister for Railways (Khawaja Saad Rafique) : (a) Pakistan Railways is running on loss since 1971-72, till date. A month back at an average (01) freight train per day was leaving Karachi for up country, whereas at present at an average (03) freight trains are leaving Karachi for up country. This has resulted in daily revenue generation increased by Rs. 10 million. It has been planned that the freight train operations will be gradually increased and by the end of this year at least (06) freight trains per day will be leaving Karachi generating an approx. revenue of Rs.20 —Rs. 25 million per day. (ii) In passenger sector the fare structure has been readjusted to facilitate and attract more passenger to avail the facility of train services and by this rationalization its expected that the average per month revenue of PR in passenger sector will increase by 7% to 10%. 5 (iii) Special teams have been formed to conduct surprise raids/checks to control the menace of ticketless travelling. (iv) The defective luggage vans have been made fit on priority basis to attach with non lead trains to generate revenue from the parcel traffic. Three (03) trains have been identified and the revenue to be generated from these trains by attaching luggage vans will be to the tune of Rs. 3.5 million per day. (v) PR is in the process to procure 58 + 150 new DE locomotives and rehabilitate 150+27+150 DE locomotives which will be gradually inducting in the system and frequency of train services in both sectors i.e. freight as well as passenger will increase substantially leading more generating of revenue. 6. *S. A. Iqbal Qadri : Will the Minister for Railways be pleased to state: (a) whether it is a fact that thousands of acres of land of the Pakistan Railways is under encroachment in the country at present; (b) if so, the steps being taken to get the said land vacated? Minister for Railways (Khawaja Saad Rafique) : (a) Pakistan Railway owns 1,67,690 acres of land over the country out of which 2953.151 acres is under encroachment at present. (b) The steps taken to retrieve the encroached railway land are as under:— * Earlier an anti-encroachment campaign was initiated on Feb 1, 2012 and 2537.166 acres land out of total 5662.667 acres encroached land at that time has been retrieved/regularised upto June 23, 2013. * As a result of fresh campaign started on June 24,2013 another 172.350 acres land has been retrieved so far. * Efforts are underway to retrieve the remaining encroached land. 6 7. *Abdul Waseem: Will the Minister Incharge of the Cabinet Secretariat be pleased to state: (a) the total amount given to Pakistan International Airline (PIA) as subsidy and over draft by the Federal Government during the year 2011 and 2012; and (b) the year-wise loss suffered to PIA during the said period? Minister Incharge of the Cabinet Secretariat: (a) No subsidy or overdraft was provided to PIA in 2011 and 2012 by the Federal Government. (b) Loss in 2011 PKR 26.77 billion Loss in 2012 PKR 33.19 billion. 8. *Saman Sultana Jaffri : Will the Minister for Railways be pleased to state the steps being taken by the Ministry to modernize/update the out dated and destroyed locomotives of Pakistan Railways? Minister for Railways (Khawaja Saad Rafique): Presently Pakistan Railway owns a fleet of 465 diesel-electric (D.E.) locomotives. The status of these locomotives is as under:— —————————————————————————————— Total DE In working including passengers, Out of Locos goods & shunting etc. Service —————————————————————————————— 465 157 308 —————————————————————————————— The following steps have been taken to repair/re-commission these out of service locomotives:— * Re-commissioning of 35 D.E. locomotives by utilizing available resources. The work is expected to be completed by October 30. 2013. * Re-commissioning of 50 D.E. locomotives through revenue. The work is expected to be completed within 15 to 18 months. 7 * Special repair of 150 D.E. Locomotives through approved PSDP project. The project is scheduled to be completed by financial year 2014-15. * Rehabilitation of 27 HGMU-30 D.E. Locomotives through approved PSDP project. The project is scheduled to be completed by May, 2015. Five (5) locomotives will be rehabilitated and turned out for operation by June 30, 2014 and , remaining in the next financial year. 10. *Sheikh Salahuddin : Will the Minister for Railways be pleased to state the steps being taken by the Government for restructuring and reforming the Pakistan Railways? Minister for Railways (Khawaja Saad Rafique) : Following steps are being taken for restructuring and reforming the Pakistan Railways: (i) Railway Board will be reconstituted shortly. Private Sector will also be given representation in the Railway Board. (ii) Legal Department of Pakistan Railways will be restructured/ reorganized by appointing the professional as Director General / Legal Advisor in Management Position Scales (MP) and the professional fee of the legal counsels will be enhanced considerably. (iii) Present Government is committed to eradicate the corruption. For the purpose Vigilance Cell of Pakistan Railways is being strengthened to work as eye of the Government. (iv) Junior officer working at senior important posts will be replaced by honest and dedicated senior officers. (v) Railway Police department will be restructured on modern lines and given a motto of serving the people.
