2.4 Pakistan Railway Assessment Pakistan Railway Assessment Page 1 The Pakistan Railways (PR) network is comprised of 7, 791 route kilometers; 7, 346km of broad gauge, and 445 km of metre gauge. There are 633 stations in the network, 1,043km of double-track sections (in total) and 285 km of electrified sections. The section of the network Karachi-Lodhran (843km) and 193km of other short sections are double tracks, and 286km from Lahore to Khanewal is electrified. The PR network is also connected to three neighbouring countries: Iran at Taftan, India at Wagha, and Afghanistan at Chaman and Landi Kotal. The Main Line (official route name) connects the following major stations: Karachi, Multan, Lahore, Rawalpindi, and Peshawar. The existing Pakistan Railway network is shown below: Out of the 7,791 km railway network, double track sections account for 1,043km in total and electrified sections for 285km. The network is classified into 5 sections: Primary A ( 2,124km), Primary B ( 2,622km), Secondary (1,185km), Tertiary (1,416km), and Metre Gauge (439km). The double track sections are only 1,043km and mostly located in the most critical section (Karachi City – Lahore City). Most of the tracks along the PR network are laid on embankments. There are a total of 14,570 bridges of which 22 bridges are recognized as large scale bridges. Almost all of these were constructed a century ago, and now require rehabilitation work. The PR has 520 diesel locomotives, 23 electric locomotives, and 14 steam locomotives. Most of these are aging and require upgrades. The signaling system is insufficient for the current operations, and neither is the telecommunication system. -

Aviation and the Role of CAREC A Scoping Study CAREC was created to foster connectivity. Air transport connectivity facilitates economic development. This Scoping Study seeks to begin to define a potential role for the CAREC program to enhance the region’s effectiveness of aviation. The study provides an analysis of the CAREC region’s current state of aviation, and is structured around three principal components of aviation development: policy and regulation, infrastructure and equipment, and operations. It also describes enabling factors necessary to realize the aviation enhancements CAREC member governments seek. The study provides conclusions and outlines a possible way forward on CAREC aviation to assist in shaping action items and capacity-building activities that underpin aviation’s role in economic development. About the Central Asia Regional Economic Cooperation Program The Central Asia Regional Economic Cooperation (CAREC) Program is a partnership of 11 member countries and development partners working together to promote development through cooperation, leading to accelerated economic growth and poverty reduction. It is guided by the overarching vision of “Good Neighbors, Good Partners, and Good Prospects.” CAREC countries include: Afghanistan, Azerbaijan, the People’s Republic of China, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. 1 (49th Session) NATIONAL ASSEMBLY SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Monday, the 21st January, 2013 (Originally Starred Question Nos. 51, 80 and 89, were set down for answer during the 48th Session) 51. *Sheikh Salahuddin: Will the Minister for Foreign Affairs be pleased to state the steps being taken to handle Geo-political situation with Iran in order to implement the Iran-Pakistan (IP) Gas Pipeline Project? Minister for Foreign Affairs (Ms. Hina Rabbani Khar): Gas supply is of critical importance for Pakistan because of the acute shortage of energy that we are facing today. The UN sanctions imposed on Iran do not include the Iranian energy sector. However, the US and EU sanctions inter-alia; apply to Iran’s oil and gas sector and any financial transactions with the Central Bank of Iran and its other sanctioned banks. Notwithstanding the above, progress is being made for the implementation of IP Gas Pipeline Project. We have signed Gas Sale and Purchase Agreement (GSPA) and an Agreement for the Construction of the Pipeline inside Pakistan. The length of the pipeline on our side of the border is 781 kilometers. Its estimated cost is US$ 1.5 billion (approx). Funding of the project, however, remains a major challenge. We are working out further modalities with the Iranian government to overcome the financial implications. 80. *Shaikh Rohale Asghar: Will the Minister for Railways be pleased to state: (a) the total number of workshops/factories owned by the Pakistan Railways in the country at present; 2 (b) the year-wise income earned by those workshops/factorjes during the last five years separately; and (c) the year-wise expenditures incurred on those factories/workshops during the said period separately?
