(Def.) *Question No. 55 Senator Farhatullah Babar: (Notice received on 13-06-2017 at 09:00 a.m.)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the former Spokesperson of Tehrik- e-Taliban (TTP) and Jamat-ul-Ahrar, Ehsanullah Ehsan has publicly claimed the responsibility for several incidents of terrorist attacks on security forces, civilians and state institutions in the country, if so, the details of those incidents and the number of persons martyred and injured in each of the same;

(b) whether any case(s) has been registered against the said person regarding those incidents, if so, the details thereof; and

(c) whether the said cases registered against that person will be tried in military courts, if so, when and if not, the reasons thereof?

Mr. : (a) Ministry of Interior referred the matter to Civilian Agencies working under its administrative control and the consolidated reply is that the issue is not dealt by them. Hence, Ministry of Interior reply may be treated as Nil. 2

(b) Yes a petition has been lodged in the Peshawar High Court, Peshawar (PHC) by Advocate Fazal Khan father of Sahibzada Umer Khan martyred student of Army Public School through Barrister Amirullah Khan. The respondents in this case are Federal Government, Government of KPK, Ministries of Defence, Human Rights and Law and Justice, ISI, GHQ of Pakistan Army. The PHC disposed of the petition and directed the authorities not to release Ehsan Ullah Ehsan without court orders and investigate properly.

(c) On receiving the case and the recommendations of the concerned Home Department of provinces, the case of Ehsan Ullah Ehsan will be placed before the Committee constituted in the Ministry of Interior. If approved by the subject Committee, the case will be trailed in the Military Court.

Will the Minister for Interior be pleased to state:

(a) the number of registered immigrants in the country during the last five years with province wise break up;

(b) the estimated number of illegal immigrants entered into the country during the said period with province wise breakup;

(c) the steps being taken by the Government to stop the entry of the said immigrants into the country; and

(d) the details of action taken by the present Government against the illegal immigrants?

Mr. Ahsan Iqbal: (a, b, c, & d) MOI referred the matter to NADRA, FIA and the Civil agencies working under its administrative control. Regarding part i & ii of Question. No. 59, it is apprised that National Alien Registration Authority (NARA) a Federal Government Department dealing with immigrants was disbanded and merged with NADRA on the orders of Supreme Court of Pakistan in 2011. Figures available with NADRA may be seen at Annex-A.

It is apprised that the matters regarding immigrants is not spread to one organization but multiple i.e. SAFRON, Provincial Governments etc. However, as regards part iii & iv of Question No. 59, FIA has responded and reply may be seen vide Annex-B. 3

(Def.) *Question No. 63 Senator Sehar Kamran: (Notice received on 20-06-2017 at 11:10 a.m.)

Will the Minister for Defence be pleased to state:

(a) whether is a fact that the Government has established de- radicalization centres in the country, if so, the number of said centres with location wise break-up;

(b) the type of training and counseling being provided in those centres;

(c) the number of persons inducted and re-rehabilitated in the said centres so far;

(d) the present status and position of the persons who were provided training and counseling in those centres;

(e) the mechanism devised by the Government to keep a watch on those rehabilitated through the said centers; and

(f) whether it is a fact that some of the said rehabilitated persons re-joined the militant organizations, if so, the steps being taken by the Government in this regard?

Engineer : (a) Yes, five (5) de-radicalization Centers are functional in 11 Corps/Southern Command area of responsibility.

(b) Four (4) Modules are being followed in all de-radicalization centers as under:

i. Psychological Module, ii. Social and Religious Module, iii. Vocational Module, iv. Family De-Radicalization Module,

(c) 2944 x Individual have so far been re-integrated into the society through 39 x de-radicalization program. 9

(d) As per record available no individual has rejoined militancy after going through said programme. Out of 2944 x individual de-radicalized, less than 1% are untraceable / not reported back.

(e) A deliberate System of de-radicalization and subsequent monitoring is also in place. The mechanism for watch / monitoring to the rehabilitated individuals is ensured as under:—

(i) Proper follow up by local formation on quarterly basis. (ii) Monitoring through local intelligence agencies. (iii) Monitoring through social workers of the area. (iv) Feedback from the local populace / community.

(f) There is no evidence that rehabilitated persons have re-joined the militant organization.

Will the Minister for Interior be pleased to state the names and designations of the officers of the Ministry of Interior, its attached departments, sub-ordinate offices and autonomous & semi autonomous corporations, bodies and authorities who were sent abroad on official visits during the last three years indicating also the name of country visited, purpose & duration of visit and the expenditure incurred in each case?

Mr. Ahsan Iqbal: The names and designations of the officers of the Ministry of interior, its attached departments, sub-ordinate offices and autonomous & semi autonomous corporations, bodies and authorities who were sent abroad on official visits during the last three years indicating also the name of country visited, purpose & duration of visit and the expenditure incurred in each case is detailed hereunder:—

Will the Minister for Interior be pleased to state:

(a) whether any survey has been conducted in recent past to collect data regarding the plants and trees in Islamabad which cause allergy, if so, the details thereof; and

(b) the steps taken by the Government to control the pollen allergy in Islamabad?

Mr. Ahsan Iqbal: (a) Yes, survey has been conducted. There are total 1272 plants of Paper Mulberry which cause allergy in Islamabad. 11

(b) A Plan has been prepared to cut paper Mulberry trees from Islamabad in following phases:

Will the Minister for Interior be pleased to state: 12

(a) the average rainfall recorded in Islamabad Capital Territory (ICT) on annual basis during the last four years with year wise break up;

(b) whether it is a fact that every year a large quantity of rainwater goes waste in ICT, if so, the reasons thereof;

(c) whether there is any proposal under consideration of the Government to harness the said water by establishing water harvesting structures in ICT, if so, the details thereof; and

(d) the details of water harvesting structures in ICT at present, if any?

Reply Not received:

The Ministry of Interior has transferred this question to the Aviation Division. However, the Aviation Division has not accepted the question so far.

(Def.) *Question No. 105 Senator Muhammad Talha Mahmood: (Notice received on 28-09-2017 at 10:10 a.m.)

Will the Minister for Interior be pleased to state whether it is a fact that motorists face great traffic rush and jams between Gulberg underpass and Soan Garden, Islamabad, during peak hours, if so, the reasons thereof and the steps being taken by the Government to resolve the same?

Mr. Ahsan Iqbal: Islamabad Traffic Police is striving hard to manage traffic in the Capital. It is a fact that there is rush and traffic jams between Gulberg and Soan Garden due to the following reasons:

i. Since declaration of Islamabad as Capital District, there is no Ring Road for the heavy traffic as well as for the traffic proceeding to via Gujar Khan, Jehlum. As result all the traffic has to pass through Expressway to Rawat “T” cross. Traffic congestion can be minimize through construction of ring road on GT road from Tarnol to Rawat “T” Cross avoiding the city area. 13

ii. Moreover, flyover is under construction at Navel anchorage which causes rush and traffic jam in the area. iii. Despite repeated requests, CDA has failed to provide service road along the expressway from Faizabad to Rawat “T” cross. It has already been proposed to CDA to construct service road to reduce the traffic load/congestion on expressway. iv. To manage rush at the above points, ITP diverts heavy traffic from 7:00 a.m. to 9.00 a.m. in the morning and 5.00 p.m. to 7.00 p.m in the evening to facilitate the road users. It is therefore requested that CDA may be directed to construct service road on both sides of expressway as well as a Ring Road to cater the inter- provincial transport to facilitate motorists.

(Def.) *Question No. 209 Senator Chaudhary Tanvir Khan: (Notice received on 11-10-2017 at 09:15 a.m.) Will the Minister for Interior be pleased to state the number of guest houses, hotels and motels checked by the ICT, Police during the last one year?

Mr. Ahsan Iqbal: It is submitted that during the last one year from 01-01-2017 to 10-12-2017 a total number of 181 Guest Houses, 88 Hotels/ Motels were checked by concerned police stations in their AOR.

Will the Minister for Interior be pleased to state:

(a) whether there is any rule which makes it mandatory for the co-operative housing societies registered in Islamabad to plant sufficient number of trees within their respective limits, if so, the details thereof; and

(b) the steps being taken by the Government to make the tree plantation mandatory for the said housing societies?

Mr. Ahsan Iqbal: (a) There is no such rule as per Cooperative Societies Act, 1925, Cooperative Societies Rules, 1927 which make it mandatory for the Cooperative Housing Societies in Islamabad to plant 15 sufficient number of trees within their respective limits. However, as per CDA modalities and procedures of CDA Zoning Regulations, 1992, 8% area of a Society is left for open space meant for play grounds, parks, wherein sufficient tree plantation is made. Besides 26% of the scheme area is left for roads and the sides of the roads may also be utilized for tree plantation.

(b) From time to time, efforts are made by CDA and ICT Administration to encourage public for maximum tree plantation in the Housing Societies.

@*Question No. 17 Senator Mian Muhammad Ateeq Shaikh: (Notice received on 14-11-2017 at 12:30 p.m.)

Will the Minister for Interior be pleased to state;

(a) the number of fire extinguishing vehicles available with Fire Brigade in Islamabad indicating also the number of functional and non functional vehicles out of the same; and

(b) whether the said Brigade has latest fire extinguishing vehicles and equipment especially for high rise buildings, if so, the details thereof?

Mr. Ahsan Iqbal: (a) 40 x numbers of fire extinguishing vehicles are available with fire brigade in Islamabad and all fire vehicles are in working condition routine repair maintenance work is continuously carried out.

(b) 4 x specialized fire vehicles are available for high rise buildings which are fully functional (2 x 68 meter and 2 x 29 meter).

Will the Minister for Interior be please to state whether it is a fact that the owners of dairy farms in Islamabad Capital Territory are giving banned injections ‘Boostin’ and ‘Somatech’ to animals to extract increased milk production from them, if so, the steps taken by the present Government to stop the use of the same indicating also the action, if any, taken against the culprits?

Mr. Ahsan Iqbal: “Bosstin” and “Samatech” injections are banned by government and not easily available in the open market.

However, in order to cope with issues related to “Bosstin” and “Samatech” unhygienic injections being injected to cows and buffaloes, Livestock & Dairy Dovelopment Department, is running awareness campaigns targeting dairy farmers as well as consumers to create awareness about the side effects fo the Bosstin, Samatech whose residual parts come in the milk in small ratio causing some health side effects.

*Question No. 86 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 10-11-2017 at 02:35 p.m.)

Will the Minister for Interior and be pleased to state whether it is a fact that the Federal Employees Cooperative Housing Society has recently handed over possession of 76 non-developed plots to the employees of Parliamentary Secretariat, if so, the time by which development work of the same will be completed?

Mr. Ahsan Iqbal: The Federal Employees Cooperative Housing Society has handed over possession of 76 semi-developed plots to the employees of National Assembly Secretariat. The development work has haulted due to the expiry of term of the Federal Employees Cooperative Housing Society, Islamabad on 29-06-2017. The election schedule was announced to hold elections of the Society on 31-08-2017 but the private parties challenged the elections process in Civil Court Islamabad & Islamabad High Court Islamabad vide Writ Petition No. 2867/2017, Writ Petition No. 3021/2017 & CM No. 3859/2017 in Writ Petition No. 2920 and the election process was stopped. Next date of hearing is fixed on 12-12-2017. The remaining development work of these plots shall be completed within a period of 03 months immediately after holding elections of the Society and taking over charge by the newly elected Managing Committee of the Society.

*Question No. 87 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 10-11-2017 at 02:35 p.m.)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the affairs of a number of Cooperative Housing Societies in Islamabad are being run 17

by the Administrators appointed by the Commissioner, ICT, if so, the names of societies, date and reasons of appointment of Administrators in each case;

(b) the functions and powers being exercised by the said Administrators for the welfare of the members of those societies; (c) the steps taken by those Administrators for the development of the said societies and the number of plots handed over by them to allottees with society wise break up; and

(d) whether it is a fact that elections for new management of those societies could not be conducted for long time, if so, the reasons and the time and schedule by which the same will be conducted?

Mr. Ahsan Iqbal: (a) The Cooperative Societies Department, ICT, Islamabad has appointed Administrators of the following 08 Cooperative Societies due to the reasons stated against each respective Society:— 18 19 20

(b) As per notification No. 1(151)-Law/2006-1845 dated 04-11- 2011 of office of the Chief Commissioner, ICT, Islamabad issued exercising the powers of Provincial Government of ICT, the Administrators are assigned the following tasks:—

(i) The Administrator shall make necessary arrangements in coordination with Cooperative Societies Department and Election Commission to hold elections of the Managing Committee of the Society within stipulated period.

(ii) The Administrator shall not make any allotment of plots, whether fresh or pending, initiate any development work or make any payments pertaining to any development work and sale or purchase of land or any other payment except salary of staff and utility bills.

(iii) No fresh appointment of any employee shall be made except with the approval of the Registrar.

(iv) The Administrator shall facilitate and discharge his duties and obligations as laid down in Byelaws of the Society.

(v) The Administrator shall take over proper charge of the Society.

(vi) The Administrator shall submit monthly report to the Registrar Cooperative Societies, Islamabad regarding affairs of the Society.

(c) As stated at para (a) above.

*Question No. 88 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 13-11-2017 at 10:15 )

Will the Minister for Interior be pleased to state:

(a) the name of department which checks the standard and quality of milk, juices, chips, chocolates and toffees being sold in Islamabad;

(b) the number of staff deputed by the said department for checking those items; 21

(c) the number of visits made by the said staff to the markets of Islamabad and tests of those items conducted by them since January, 2016; and

(d) the names of companies whose products were found substandard during the said period and action taken against them?

Mr. Ahsan Iqbal: (a) The following are responsible to check the quality/standard of milk, juice chocolates/toffees in Islamabad.

(i) The CDA under Capital Administration & Development Division, Islamabad. (ii) The Health Department, ICT Administration. (iii) The Food department, ICT Administration. (iv) PSQCA

(b) Following 10 employees are deputed for the said task, as well as checking of food outlets.

i. District Food Controller ii. Assistant Food Controller iii. Food Inspector iv. DHO, ICT (being Food Inspector) v. 06 Sanitary Inspectors of Health Department, ICT.

(c) The details of checking of food outlets are as under:—

(d) A total 108810 Ltrs of Milk was checked by Lactometer out of which 74610 Ltrs of Milk was found sub- standard that was destroyed at the spot. The details of companies/owners are given as under:—

Total number of 32 complaints were submitted in the Court of Law against the owners of milk / dairy forms under Section 269/273 of PPC, whereas FIRs were lodged against 06 Numbers of owners of Milk suppliers in tanks/browsers who were arrested by the Local Police, the sub standard milk was also destroyed on the spot. 23

*Question No. 90 Senator Nuzhat Sadiq: (Notice received on 13-11-2017 at 04:10 p.m.) Will the Minister for Interior be pleased to state whether any study has been conducted regarding recycling of waste in Islamabad and making it productive, if so, the details thereof? Mr. Ahsan Iqbal: The MCI has not conducted any study regarding recycling of waste in Islamabad. *Question No. 92 Senator Mohsin Aziz: (Notice received on 14-11-2017 at 10:10 a.m.) Will the Minister for Interior be pleased to state: (a) the present status of the Computerized National Identity Cards (CNICs) re-verification programe; (b) the number of fake CNICs detected during the said programme so far with province-wise breakup indicating also the action taken by the Government against the holders of the same; and (c) the steps being taken by the Government to avoid issuance of fake CNICs? Mr. Ahsan Iqbal: (a) The National Re-verification Programme (NRVP) was commenced on 1st July, 2016 has been completed on 31st of December, 2016. A copy of last advertisement published in the press is attached as Annex-A. (b) 58,301 fake / suspicious CNICs have been detected during the Re-verification of CNICs Programm. Province wise details are as under: 24

(1) All these CNICs have been temporarily digitally impounded in NADRA database for verification of particulars of these applicants. These applicants have been issued notices under section 18 of NADRA Ordinance to appear before NADRA Zonal Verification Boards at district levels for scrutiny and verification of their particulars. (2) 32,548 cases have been decided by Zones. Rest 25,753 cases have been blocked in the database. These records have also been made available to District Level Committees (DLCs) for further verification. (3) Additionally 3,640 people have called and made a self-declaration as aliens. All these cards have been cancelled. (c) Following steps have been taken to avoid issuance of fake CNICs:- (1) A checklist has been introduced at NADRA centers. Interview in the light of said checklist is conducted to determine the National Status and particulars of each individual. (2) In light of Ministry of Interior Notification No. 8/37/2016- NADRA dated 19th April, 2017 and subsequently amended vide letter No. 8/37/2016-NADRA dated 3rd January, 2018, doubtful individuals are asked to provide any one of following documents for processing of CNIC:– i. Land record registered prior to 1979 (verified by Revenue Deptt). ii. Local / Domicile Certificate issued prior to 1979 and verified by issuing authority. iii. Pedigree (Shajra-e-Nasab) issued & verified by Revenue Deptt. iv. Government employment certificate (or of blood relative), employed before 1990. v. Verified Educational certificates (issued prior to 1979). vi. Passport issued to applicant prior to 1979. 25

vii. Any other document issued by Government of Pakistan prior to 1979 and verified by issuing authority (including Arm License. Driving License or Manual NIC issued prior to 1979 duly verified by record). (3) Record of each individual is matched with Alien database i.e. POR, ANR, NARA to stop non-nationals from being registered. Annex-A 26

*Question No. 93 Senator Mohsin Aziz: (Notice received on 14-11-2017 at 10:10 a.m.)

Will the Minister for Railways be pleased to state whether there is any proposal under consideration of the Government to upgrade the cargo trains owned by , if so, the estimated cost and the time by which the same will be upgraded?

Khawaja Saad Rafique: Pakistan Railways is in process of upgradation of cargo trains like other sector of the department. System of transportation of coal for Qadirabad Power plant has been upgraded by purchasing high tractive power / locomotives and high capacity / high speed wagons. Following improvements have been made during 4-5 years for cargo trains;—

 118 locomotives have been added in current fleet of locomotives to replace old and obsolete engines.

 1405 modern wagons for coal loading/unloading (hopper wagons) have been procured for Qadirabad Coal Power Plant at Sahiwal.

 The proposed improvement on the anvil is procurement of 820 high capacity/high speed wagons to replace old and overage fleet of cargo wagons at a cost of Rs. 9516 million in next 1-2 years.

 As compared to the year 2013-14 during 2016­17, the freight trains from Karachi Port were increased from 182 trains per year to 3318 trains per year. To increase freight earning under a strategy different companies have been enlisted for freight loading in block rakes. Long haul long term agreements have been signed with major companies with advance payment in freight deposit accounts. Maple Leaf Cement, Bestway Cement, Gharibwal Cement, Awan Trading Company and Chishtian Logistics are some of the major companies who deposit advance payments with Pakistan Railways for their transportation needs.

 In comparison to year 2012-2013 when a total number of 46617 railway wagons were loaded, in 2016-17, 264256 wagons were loaded which is more than five times increase. 27

 To improve container traffic, Prem Nagar Dry port, Lahore Dry Port, Faisalabad Dry Port and Jia Bagga has been improved due to which container traffic has improved from 06 containers per day in 2014-2015 to 135 containers per day in 2016-2017.

 The agreement between Pakistan Railways Freight Transportation company (PRFTC) and Shandong Ruyi named Chinese Company for transportation of coal will benefit Pakistan Railways upto 13 billion rupees alone.

 Such agreements have been signed with PSO for transportation of high Speed diesel from Mehmoodkot to Taru Jabba, Chak Pirana to Sihala after 10 years, which is expected to bring enhanced freight earning for the Railways.

*Question No. 94 Senator Kalsoom Perveen: (Notice received on 14-11-2017 at 10:15 a.m.)

Will the Minister for Interior be pleased to state the names and number of posts in BPS-16 and 17 lying vacant in FIA with quota wise break up the time by which the same will be filled in?

Mr. Ahsan Iqbal:  The names of posts in BPS-16 &17 lying vacant in FIA and quota wise breakup is attached at (Annex-A).

 The case for recruitment on vacant posts BPS-16 & 17 were sent to FPSC but referred back for inclusion of repealing clause in the APT Rules,2014 (Copies attached at (Annex B&C).

 Amendment in FIA APT rules 2014 is in process for approval of Establishment Division and concurrence of FPSC. Once they are notified, recruitment process will be started accordingly. 28 29

Will the Minister for Interior be pleased to state the steps being taken by the Government to improve the public transport system in Islamabad Capital Territory?

Mr. Ahsan Iqbal:

 There are 23 intra-city routes operative in Islamabad.

 In addition, 7 routes from also passes through Islamabad.

 The vehicles used for passengers transport include Hiace, Suzuki, buses, Taxis etc.

 Secretary Islamabad Transport Authority ensures the following.

o Condition of vehicles is checked and fitness certificate is issued after through examination.

o Route permit is issued.

o If any vehicle does not complete its route, secretary, ITA takes stern action against the violators.

o New routes are sanctioned on need bases.

o Temporary carriage permit is issued only after verification of drivers identity considering the law and order situation.

o A number of taxis and Motor Cabs are operating and they are registered and they are registered by Islamabad Transport authority once they fulfill all the criteria, of Motor Vehicle ordinance 1965 and the ICT.

 There are five bus stands in Islamabad namely Daewoo express “D” class Jhangi Syedan, Islamabad Terminal “D” Class Motor Chowk, and Skyways “D” class. 32

 In addition any issue related to public transport is dealt is accordance with law by Secretary, ITA and SSP (traffic).

 In collaboration with SSP (Traffic), checking on routine basis regarding fares, CNG cylinders, route permits, driving license and fitness certificate is carried out by Secretary Transport Authority.

Will the Minister for States and Frontier Regions be pleased to state the details of amount allocated, released and spent for the rehabilitation of the Internally Displaced Persons of FATA during the fiscal year 2016-17?

Lt. Gen. (Retd.) : For Permanent Reconstruction Rs. 15,000 Million were allocated out of which Rs.10,000 Million were released by Federal Government, which have been transferred to TDPs Secretariat for execution of permanent reconstruction projects. Details are at Annex-I.

Funds to the tune of Rs.1,800 Million were allocated and released on account of Immediate Rehabilitation Projects by the Federal Government, which were also transferred to HQ 11 corps for completion of projects. Details are at Annex-II.

Under Citizen Losses Compensation Program (CLCP), Rs. 22,000 Million were allocated. Rs. 8,364 Million were released by the Federal Government during FY 2015-16, out of which Rs. 8,356 Million stand utilized. Details are at Annex-III. 33

Khawaja Saad Rafique:  Pakistan Railways has assembled 05 Nos. locomotives of 3000 HP at Pakistan Locomotive Factory, Risalpur during the last five (05) years. The expenditure incurred on manufacturing of these locomotives is Rs.1760.229 million.

 The Factory has also carried out nominated repair / special repair of 85 Nos. of locomotives during the last five (05) years. Besides new manufacturing & major repair of Diesel Electric Locomotives, the factory is continuously engaged in manufacturing of various kinds of diesel spares, such as Gear Cases, Shafts, Coupling, Fuel Tank, Water Tank, Cow Catchers, Equalizer Beams, Brake Levers, Push Rods, Footsteps, Flanges, Superstructure’s doors, Hatch Covers, Air Compressor Shafts, Sand boxes, repair of Elastic Coupling, Bogies, rewinding of different types of Motors etc. 39

 Besides above, Pakistan Railways has recently completed rehabilitation of 27 Nos. HGMU locomotives of 3000 HP at Mughalpura Workshop, Lahore under PSDP with an expenditure of Rs. 6540.211 million, which enhanced their life for further fifteen (15) years. *Question No. 99 Senator Muhammad Usman Khan Kakar: (Notice received on 15-11-2017 at 12:50 p.m.) Will the Minister for Interior be pleased to state the number of missing persons in the country at present? Mr. Ahsan Iqbal: Federal Government established Commission of Inquiry on Enforced Disappearances in March, 2011 headed by the former senior most judge of the Supreme Court of Pakistan with the mandate to trace the whereabouts of Missing Persons in the country. 2. Since its inception in March 2011, the Commission has received 4608 cases of alleged enforced disappearances out of which 3076 cases have been disposed of while remaining 1532 cases are under investigation as on 31-12-2017. 3. (a) the steps taken by the present Government to boost the morale of Islamabad police force personal;

(b) the number of casual or accidental leave allowed to a constable of the said force in a year; and

(c) whether any transportation charges are allowed and paid to constable of that force, if so, the details thereof?

Mr. Ahsan Iqbal: (a)

 Islamabad Police has taken up the matter with Ministry of Interior for seeking approval of Finance Division for:

i. Restoration of 100% Special Allowance;

ii. Payment of Fixed Daily Allowance at present rates; and

iii. Exemption from deduction of Conveyance Allowance and Fixed Daily Allowance during leave in respect of those personnel who get injuries in line of official duty. 41

However, approval of Finance Division is awaited.

 Meetings of Departmental Promotion Committee (DPC) are convened from time to time to grant promotion to the deserving police officers/officials on seniority cum fitness basis.

 Orderly Rooms are regularly arranged by the senior officers including IGP, DIsG, AIsG, SSsP & SsP for redressal of grievances of the police officials and disposal of their departmental appeals against punishment and seniority etc.

 Police Dispensary has been established to provide medical facilities to police personnel as well as their family members.

 Pension Desk has been established to facilitate the pensioners.

 Shuttle Service has been arranged for police personnel in order to reach their duty points and back to their residences.

 Duty hours are being rationalized to facilitate police employees and to save them from long duty hours.

(b)  20 days casual or accidental leave is granted in a year. Besides, 48 days earned leave is also granted.

 Police personnel are granted casual and earned leave as & when required.

(c) Conveyance Allowance at prevailing rate is allowed to Constables of Islamabad Police as amended by Finance Division from time to time. Presently, Conveyance Allowance sanctioned by Finance Division vide O.M No. F. 3(1)- R-5/2010, dated 07-07-2014 (copy enclosed) is being paid to Constable of Islamabad Police.

Mr. Ahsan Iqbal: (a) Following are the cases registered in cyber crime wing of FIA under Prevention of Electronic Crimes Act (PECA), 2016 (18-Aug-2016 to 30-Nov-2017):

• Total cases/FIRs registered: 232

• 01 accused has been convicted for 14 months imprisonment and fine of Rs.200,000 in case FIR No.26/2016 of FIA Cyber Crime Circle, Lahore.

(b) Currently the following steps have been taken by the Government to control the said crime in the country:—

 After the promulgation of PECA in August, 2016, FIA has been designated the investigation agency for implementation of this Cyber Crime Act.

 FIA Cyber Crime Wing (NR3C) is currently operating in Pakistan, with its five Cyber Crime Police Stations in Islamabad, Lahore, Karachi, Peshawar and Quetta.

 The investigation of cyber crime complaints registered in FIA is carried out with technical expertise and the forensic laboratories are operating in Islamabad, Lahore, Karachi, Peshawar and Quetta for conducting forensic analysis. 50

Mr. Ahsan Iqbal: (a) Since year 2013, 5992 terrorist incidents took place in the country. 5244 persons were killed and 14209 were injured. Year wise summary of human losses in terrorist attacks since 2013 is at Annex-A

(b) The matter has been taken up with provinces and this Ministry is in process of obtaining the requisite information, which will take some time. 51

Mr. Ahsan Iqbal: Currently, there is no beautification work in progress on Islamabad Express Way. Presently, the construction work of Sohan and Khanna interchange is in progress for Signal Free Corridor. The beautification of Express way will be carried out after the completion of Civil work.

(a) whether it is a fact that 28 luxury coaches of Pakistan Railways have been allocated for travel of VIPs in the country, if so, the justification thereof;

(b) whether the officers of Pakistan Railways are also allowed to travel by the said coaches, if so, the grades of officers who are allowed that facility; and 59

(c) the fare payable by the VIPs and officers of Pakistan Railways for travel in those coaches?

Khawaja Saad Rafique: (a) Presently 19 saloons are available on the system. Saloon numbers with year of built and the names of persons who are entitled/allotted the said saloons are as follows; 60

(b) All the 19 Saloons/inspection cars in use of the Pakistan Railways have outlived their useful lives with the oldest being first built in year 1903 and the latest overhauled in year 2012. Calling them luxury coaches is out of place secondly only Railway officers BS-20 and above are entitled to travel over these saloons/ inspection cars, when on duty and are not allowed to use them after retirement or when on leave. The saloons allotted to Federal and Provincial Governments are owned and maintained by the respective government themselves.

(c) The fare amounting to Rs. 60/- per kilometer is charged on non stop trains and Rs. 50/- per kilometer is charged on mail express trains on commercial basis whereas Pakistan Railways officers are not entitled to use this facility other than duty.

Mr. Ahsan Iqbal: (a) Total 55 check posts have been established in Islamabad.

(b) The Ministry of Interior is planning to introduce reforms in ICT and improvement of check posts is also on the agenda. However, presently during rush hours e.g. school and office timing the lanes are opened at checkpoints to ensure smooth running of traffic.

Lt. Gen. (Retd) : (a) 32 Law Enforcement Agencies (LEAs) including Anti Narcotics Force are working/functioning under the Inter Agency Task Force (IATF) Secretariat. The details/list of these agencies is attached as Annex-A. However, only 20 LEAs are functioning in the country for narcotics control. Will the Minister for Defence be pleased to state the percentage of work completed on the project for fencing the Park- Afghan Border indicating also the estimated cost of the project and the time by which the same will be completed?

Engr. Khurram Dastgir Khan: (a) Fencing along Pakistan-Afghanistan Board (FATA / Khyber Pakhtunkhwa) started in May 2017. Fencing along Pak-Afghanistan Border (Balochistan) will commence in February 2018 subject to release of Funds by Government. As part of progress, 150 Kilometers i.e. 18.07% of Fence out of 830 Kilometers along Pakistan- Afghanistan Border in FATA / KP has been completed till 18 January 2018.

(b) Estimated Cost of Project

(1) Rupees 65.8 Billion - Including 17.5% Taxes

(2) Rupees 56 Billion - Excluding 17.5% Taxes

(c) Completion of the project is likely to take at least 3-4 years.

Will the Minister for States and Frontier Regions be pleased to state:

(a) the estimated number of non-registered Afghan Refugees living in Pakistan at present with province wise break up including ICT and FATA; and

(b) whether there is any proposal under consideration of the Government to get register the said refugees or deport them to their parent country?

Lt. Gen. (Retd) Abdul Qadir Baloch: (a) As per the ongoing Afghan Citizen Card exercise, total processing so far is 0.737 million. However, it is expected to go till 08-09 million approximately.

(b) In pursuance of the Federal Cabinet’s decision dated 7th February, 2017 regarding documentation of the unregistered Afghans (Annex-A) Ministry of SAFRON in collaboration with NADRA, Internal Organization for Migration (IOM), MoRR, has initiated the documentation of unregistered Afghans living in Pakistan through 21 centres across the country w.e.f. 16th August, 2017. So far have processed 194,030 families comprising 737,055 individuals. The detail is at Annex-B. 71

As per understanding with Government of Afghanistan, after documentation of these unregistered Afghans, they will be issued identity papers and travel documents by Government of Afghanistan that will facilitate them to go back to Afghanistan within a stipulated time. Annex-A 72 73 74

Will the Minister for Railways be pleased to state:

(a) the details of subsidy provided by the Government to Pakistan Railways during the last five years with year wise break up; and

(b) whether it is a fact that Pakistan Railways is facing huge losses despite the grant of the said subsidy, if so, the reasons thereof?

Khawaja Saad Rafique: (a) Government of Pakistan provided following amounts of subsidy to Pakistan Railways during the last five years:—

(b) There is traditional gap between Railways income and expenditure since Mid 70s. The gap between income and expenditure is filled with a grant which is also known as subsidy. Federal Government provides subsidy to Pakistan Railways only to meet pay and pension obligations of employees and pensioners. The expenditure on salaries and pension are increasing rapidly. Expenditure on salaries and pension increased by 411% from 2005-06 to 2016-17 (Increase for 2017-18 is not included). Increase in income of PR is hardly sufficient to meet the increase in pay and pension in a financial year. As evident from the above table, subsidy was frozen by Federal Government at the level of sanctioned during the financial year 2014-2015 i.e Rs.37.000 billion. It is also worth-mentioning here that the requirement for pay and pension is beyond the subsidy being provided by Federal government to Pakistan Railways. At present, Pakistan Railways is meeting all its operating expenditure from its own resources in addition to partial payments of pay and pension. 78

The following table reveals the fact that Pakistan Railways has disbursed huge amounts annually on pay and pension over and above the subsidy provided by Federal Government during the last 5 years:—

On the other hand, it is also a fact that annual increase in revenue receipts is being swallowed by increase in pay and pension as reflected in the following table. Pakistan Railways is bound to grant increases to employees and pensioners as announced by Federal Government in annual budget speech of Finance Minister:— 79

Will the Minister for Interior be pleased to state whether it is a fact that the Government is developing a new narrative to deal with terrorism and extremism in the country, if so, the details thereof?

Mr. Ahsan Iqbal: The National Internal Security Policy (NISP) tasked NACTA to construct a robust national narrative on extremism, sectarianism, terrorism and militancy. Being the focal and lead agency, it facilitated a dialogue process with all the stakeholders which included parliamentarians, religious scholars, intelligentsia, academia, security specialists and media and has developed a Narrative based on the following themes: 1. Developing Counter Narrative to extremism and terrorism through true religious values and spirit 2. Political System for-Stability and Progress of Pakistan 3. Implementation of the Constitution and Law 4. Socio-Cultural Values and Customs as basis for National Narrative 5. Media’s Role in Development and Dissemination of National Narrative 6. Equitable Economic Development as part of national security paradigm 7. Rehabilitation and De-Radicalization 2. This narrative was developed keeping in view “whole of the nation” approach and based on religion, Sayings of Prophet Mohammad (PBUH), Constitution, Vision of Quaid and cultural values of Pakistan. Once approved, a broad based well integrated implementation strategy will be presented for tackling extremism and terrorism on a long term and sustainable basis for a peaceful, progressive and prosperous Pakistan.
