Brazilian Journal of Strategy & International Relations Revista ISSN 2238-6262 / e-ISSN 2238-6912 Brazilian Journal of Strategy & International Relations Revista Brasileira de Estratégia e Relações Internacionais Porto Alegre, v.5, n.9 | Jan./Jun. 2016 Austral Porto Alegre v.5, n.9 p. 1-318 Jan./Jun. 2016 About the Journal AUSTRAL: Brazilian Journal of Strategy & International Relations is an essentially academic vehicle, linked to the Brazilian Centre for Strategy and International Relations (NERINT) and to the International Strategic Studies Doctoral Program (PPGEEI) of the Faculty of Economics (FCE) of the Uni- versidade Federal do Rio Grande do Sul (UFRGS). Its pluralist focus aims to contribute to the debate on the international political and economic order from the perspective of the developing countries. The journal publishes original articles in English, Portuguese or Spanish about themes that lie in the vast area of Strategy and International Relations, with special interest in issues related to developing countries and the South-South relations, their security issues, the economic, political and diplomatic development of emerging nations and their relations with the tra- ditional powers. The journal’s target audience consists of researchers, special- ists and postgraduate students of International Relations. The journal will try, through its publication policy, to ensure that each volume has at least one author from each of the great southern continents (Asia, Latin America, Africa), in order to stimulate the debate and the diffu- sion of the knowledge produced in these regions. All of the contributions will be subjected to a scientific review. The complex involvement in the process of institutions such as the legislative, the judiciary and the Federal Police in “Lava Jato Operation”, which aims to fight corruption, reached multiple political sectors and reverberated in companies and in the declaim of GDP, creating an uncertain future. The Brazilian’s president removal, motivated by internal and external factors, is closely linked with end of the cycle of progressive regimens in Lat- in America. She changed President´s Lula project, adopting conflicting pol- icies that fragmented the presidential coalition and neither understood nor answered properly to the protests of 2013 and 2014. Furthermore, she sought her reelection, without a consensual left support, and was able to win by a narrow margin, which worsened Brazilian’s society polarization. A hetero- genic alliance, composed by both opposition and the own base of government support, now competes for the indication to the 2018’s elections.     Austral: Brazilian Journal of Strategy & International Relations e-ISSN 2238-6912 | ISSN 2238-6262| v.5, n.9, Jan./Jun. 2016 | p.141-164 KWAME NKRUMAH AND THE PAN- AFRICAN VISION: BETWEEN ACCEPTANCE AND REBUTTAL Henry Kam Kah1 Introduction The Pan-African vision of a United of States of Africa was and is still being expressed (dis)similarly by Africans on the continent and those of Afri- can descent scattered all over the world. Its humble origins and spread is at- tributed to several people based on their experiences over time. Among some of the advocates were Henry Sylvester Williams, Marcus Garvey and George Padmore of the diaspora and Peter Abrahams, Jomo Kenyatta, Sekou Toure, Julius Nyerere and Kwame Nkrumah of South Africa, Kenya, Guinea, Tanza- nia and Ghana respectively. The different pan-African views on the African continent notwithstanding, Kwame Nkrumah is arguably in a class of his own and perhaps comparable only to Mwalimu Julius Nyerere. Pan-Africanism became the cornerstone of his struggle for the independence of Ghana, other African countries and the political unity of the continent. To transform this vision into reality, Nkrumah mobilised the Ghanaian masses through a pop- ular appeal. Apart from his eloquent speeches, he also engaged in persuasive writings. These writings have survived him and are as appealing today as they were in the past. Kwame Nkrumah ceased every opportunity to persuasively articulate for a Union Government for all of Africa. Due to his unswerving vision for a Union Government for Africa, the visionary Kwame Nkrumah created a microcosm of African Union through the Ghana-Guinea and then Ghana-Guinea-Mali Union.

    ‘Civil society works for a democracy that is not only more representative but also more participatory’ CIVICUS speaks to Ramiro Orias, a Bolivian lawyer and human rights defender. Orias is a program officer with the Due Process of Law Foundation and a member and former director of Fundación Construir, a Bolivian CSO aimed at promoting citizen participation process for the strengthening of democracy and equal access to plural, equitable, transparent and independent judicial institutions. Q: A few days ago a national protest against the possibility of a new presidential re-election took place in Bolivia. Do you see President Evo Morales’ new re-election attempt as an example of democratic degradation? The president’s attempt to seek another re-election is part of a broader process of erosion of democratic civic space that has resulted from the concentration of power. The quest for a new presidential re-election requires a reform of the 2009 Constitution (which was promulgated by President Evo Morales himself). Some of the provisions introduced into the new constitutional text were very progressive; they indeed implied significant advances in terms of rights and guarantees. On the other hand, political reforms aimed at consolidating the newly acquired power were also introduced. For instance, there was a change in the composition and political balances within the Legislative Assembly that was aimed at over-representing the majority; the main authorities of the judiciary were dismissed before the end of their terms (the justices of the Supreme Court and the Constitutional Tribunal were put to trial and forced to resign) and an election system for magistrates was established.

    Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. The exit is through the Door”, Editora Fundação Perseu Abramo and Cortez Editora 2002, 4th ed. in 2006 (Editions Calmann-Lévy, Editor of books of Marcel Proust and Celso Furtado, has just decided to publish this book in France); and “Citizen’s Basic Income. The Answer is Blowin´the Wind”, L&PM pocket, 2006, all of them in Portuguese.
