Cr Brieschke - Matters of public interest

West Moreton Health held a COVID-19 Update meeting yesterday in response to the recent outbreak associated with the Brisbane Youth Detention Centre.

Chief Executive, Dr Kerrie Freeman advised there was an extraordinary amount of work being performed with clinics recording high numbers of people being tested.

Dr Freeman advised the West Moreton Health service is well prepared and thanked all regional services for their support and information.

A reminder to our community that under the updated Movement and Gathering Public Health Direction, gatherings in homes and in public have been restricted to a maximum of 10 people in Brisbane, Ipswich, Logan, Scenic Rim, Somerset, Lockyer Valley, Moreton Bay Regions and Redlands.

Cr Choat - Matters of public interest

Today is International Dogs Day, and most of us have a pet dog or two, unless you have a permit. On a serious note we know that as a council we do have a lot of issues about people keeping dogs. Pay tribute to those pet owners in the who take dog ownership seriously and are responsible in containing their dogs and look after their dogs, because at the end of the day a contained dog is a happy healthy safe dog.

Cr Gaedtke - Matters of public interest

The Electoral Commission of is making changes to prevent queues and allow for social distancing for the State Elections to be held in October. It is interesting to note that Queensland voters will be able to start voting from October 19, with about 200 early voting centres to be opened across the state. At the last election around 25% of Queenslanders lodged pre-poll votes and anther 700,000 voters chose to mail their votes, and more than a third didn’t turn up to polling booths on election day.

The NAB has reduced the opening hours of 114 of its smaller branches across Queensland. The Esk branch will be one of those affected and will now only open to customers from 9:30 am to 12:30 pm. No jobs will be lost as a result.

Planning and Environment Court Appeals

Roubaix Properties Pty Ltd v Somerset Regional Council and Anor Planning and Environment Court No. 2327 of 2019 The Appeal is against Council’s decision to refuse the development application. The trial was undertaken from 8 June to 12 June 2020. The final judgement was received on 17 July 2020 which dismissed the appeal against Council’s decision.

Edith Pastoral Company Pty Ltd -V- Somerset Regional Council Planning and Environment Court No. 2773 of 2019 The Appeal is against Council’s decision to refuse the development application and has been the subject to preliminary proceedings and expert reviews to-date. The matter is set for review in September, the matter has been tentatively set down for a hearing date in February 2021.

A total of thirty-one (31) building approvals were issued in the region for June 2020.

Building Compliance Matters The following are non-compliant building activities in this period:

June 2020: Unapproved building works at Esk, Mount , Atkinsons Dam, Prenzlau, Lowood and Fernvale.

Plumbing Compliance Permits and Inspections

A total of twenty-two (22) plumbing and drainage approvals were issued in the region for July 2020.

The number of home sewerage treatment plants on Council’s register is 1970 of which 70 or 3.55% are currently overdue for servicing. Letters have been sent to the owners of these systems to ensure compliance.

Mid-Brisbane River and Linville Risk Mitigation Program Council Plumbing Inspectors and NRM officer are currently in the process of managing a subsidy program aimed at improving water quality in the mid Brisbane River catchment and Linville township catchment.

The subsidy of up to $17,000 per household is being offered for the upgrade of septic systems on properties identified as high risk to water quality. The subsidy is funded by Seqwater.

Food Safety Training Council subscribes to the I’m ALERT food safety training package which offers food businesses, community groups, schools and the general public access to free online interactive food safety training. Just go to www.somerset.imalert.com.au

A total of 94 users completed the training during the month of July.

Swimming Pool Water Quality Monitoring Swimming pool water samples were not collected this month as the Toogoolawah, Kilcoy and Lowood pools are currently closed and will reopen for the swimming season in late September 2020. Sampling to check for compliance with the Queensland Health Water Quality Guidelines for Public Aquatic Facilities, September 2019 will recommence at that time.

School Based Immunisation Clinics Council delivers a school based vaccination program at the Lowood and Toogoolawah High Schools for Year 7 and Year 10 students under a service provider agreement with the State Government. The first school based immunisation clinics were conducted Tuesday 3 March 2020, with the second clinics scheduled for 1 September 2020.

Mosquito Monitoring Officers are currently planning the 2021 mosquito surveillance program in conjunction with Queensland Health proposed to be conducted in various towns and villages in the region from January to March 2021.

The main aim of the annual surveillance program is to establish the level of confidence in:

• the assumption that mosquitoes Aedes aegypti or Aedes albopictus are not present in the Somerset Region, and • the likelihood of early detection – to facilitate eradication.

In addition to the Queensland Dengue Management Plan 2015 – 2020; Queensland Health is currently working with local governments in SEQ to establish an emergency response framework that will be triggered on confirmation of positive Aedes aegypti or Aedes albopictus identification in SEQ.

An overview of the section activities for the month is contained in Appendix 4. Figures for the month of June were not available at the time of preparation of this report.

Natural Resource Management

Land for Wildlife

• 1 new Land for Wildlife property was welcomed to the Somerset program in July at Crossdale. • Officer participation in Land for Wildlife Committee meeting held 8 July 2020.

Somerset Flora and Fauna

• Ongoing feedback and consultation regarding the State Government review of Koala provisions – Meeting with State representatives 22 July 2020 regarding mapping amendment/review options. • Expressions of interest issued for the provisions of Matters of Local Environmental Significance (MLES) investigation to inform future Planning Scheme review – pending submissions, an appointment is anticipated in August 2020.

Catchment Management

• Resilient Rivers Project Updates:

o Planting has been completed across the 4 properties included in the Black Snake Creek Project and is currently under a period of 1 years contracted maintenance. o The Hills and Savages Crossing Investigation Project is nearing completion as the final stages of consultation regarding the options presented are concluded. Based upon the feedback provided, a final design will be presented for consideration of stakeholder implementation/investment in the future.

• The steering committee has decided progress the Upper Brisbane and Stanley Catchment Action Plan through virtual engagement/s over the coming weeks to ensure this project progresses within the current restrictions. Stakeholders will be contacted and engaged through the most suitable “virtual” means available in each instance.

• Stage 3 of the On-site Wastewater Mitigation Program is ongoing, with Council Plumbing officers engaging properties in Linville Township, and further properties along the Mid Brisbane River (in a continuation of Stage 2 delivery).

Offsets – Planting • Delivery of Councils 2019/20 Capital Works Offsets:

o Kilcoy – Approximately two thirds of the planting at Yowie Park has now been completed after a working bee with Brisbane Valley Kilcoy Landcare on 9 July 2020. o Toogoolawah – Planting in new gardens along the rail trail corridor is complete and is being maintained by Council staff o Lowood – Planting of trees on this site has been completed and is being maintained by contractors until established.

• An offset planting along Kilcoy creek has been completed, and is currently under maintenance/establishment by a contractor. This planting is supported with funding from Department of Transport and Main Roads, and SEQ Water.

Collaborations

• Continued consultation regarding the establishment of a collaborative Canoe trail across the Brisbane River Catchment with draft signage being produced by Ipswich City Council for stakeholder consideration. • Facilitated working bee at Greenhide Reserve – Linville, supporting Friends of the Forest Moore in their restoration works in this small but significant forest – 30 July 2020. • Facilitated burn off of stockpiled materials around Jimna township/reserves as a result of emergency clearing works undertaken during the recent bushfires – 1 July 2020. NRMO is also coordinating stakeholder input into a fire management/burn plan for the Jimna township context and reserves for ongoing fuel reduction activities. • Plants were provided to all participant schools in the Somerset Region in support of National Tree Day – 31 July 2020.

Subject: Vacancy on the Ministerial Advisory Council – Flood Mitigation Manuals for Wivenhoe, Somerset and North Pine Dams File Ref: Government relations - state and federal government departments – liaison (1082062, 1090621) Action Officer: DPAD

Background/Summary On 29 June 2020, Mayor Lehmann received further correspondence from Dr Anthony Lynham MP, Minister for Natural Resources, Mines and Energy, in response to Council’s resolution on 22 April 2020 and thanking Council for its previous participation on the Ministerial Advisory Council for Flood Mitigation Dams (Advisory Council).

Minister Lynham also clarified that technical knowledge regarding dam flood mitigation manuals was not required and that Council was still invited to nominate a suitable representative knowledgeable of Council’s planning and development matters.

The role of the Advisory Council is to assist the Minister for NRME in deciding whether to approve revised versions of the flood mitigation manuals when they are submitted to him. The vacant position was previously filled by Somerset Regional Council’s former Director Planning and Development, Peter Tabulo.

Council has made previous resolutions regarding this matter as follows, most recently:

On 22 April 2020, Council resolved –

“THAT Council advise the Department of Natural Resources, Mines and Energy that Somerset Regional Council will not be filling the vacated position on the Ministerial Advisory Council – Flood Mitigation Manuals.”

As indicated in the Minister’s correspondence, the value of a Council representation on the Advisory Council is to assist the Minister to consider matters that may be of special relevance to the Somerset region.

Council’s procurement policy contains the following words:

“No purchasing card other than card of the Chief Executive Officer shall have a transaction limit exceeding $3,000. No card shall have a transaction limit exceeding $5,000.”

Council has infrequent larger transactions which could be made by credit card.

It is recommended that the limit for the Chief Executive Officer credit card be increased from $5,000 to $10,000 to achieve further efficiencies while appropriately managing risks.

Background/Summary Councillors have previously discussed shade structures over the new trackside seating at Kilcoy racecourse.

A meeting of the Kilcoy Recreation Grounds Advisory Committee Meeting is due to be held on 27 August 2020. Council officers understand that a new round of the Local Government Grants and Subsidies Program (LGGSP) will be announced in September 2020.

The attached proposal from Graham Richardson Associates and Versatile Structures (a Local Buy supplier under BUS267) may cost $80,000.

Background/Summary Council currently own and maintain around 200 fixed CCTV cameras in our major towns. Of these, over 80 are street public safety cameras with live and recorded footage directly accessible by police officers at the relevant local station. Local officers have praised the installations both as a deterrent and for providing evidence to allow offenders to be identified and successfully prosecuted. Due to CCTV bandwidth requirements, each town records footage to a central location over a combination of dedicated fibre and wireless links with remote access generally limited to camera status checks.

An investigation has been conducted into whether Council could leverage the Ipswich City Council (ICC) Safe City program for monitoring our street cameras. The Safe City program commenced in 1994 and includes over 300 public safety cameras monitored 24/7 from a dedicated facility, with two operators monitoring cameras and a supervisor in attendance during business hours. Safe City cameras generally utilise dedicated fibre optic connections to each camera location, which would normally be configured at a speed of 1000Mbps.

The fastest commercially available NBN plans for our sites provide a maximum 40Mbps uplink, allowing 8 cameras or less to be viewed per link depending on camera resolution, frame rates and compression settings. The cost for these links with reasonable support contracts would be approximately $25,000 per year, and it is also unlikely that ICC would allow public internet connections to be connected to their dedicated private infrastructure. Installing a new dedicated fibre run would be uneconomic due to the required distance to link our CCTV infrastructure to Safe City (over 100km from Kilcoy to Ipswich). For this reason, linking our CCTV cameras back to the Safe City facility is considered unviable.

Consideration was also given to Somerset Regional Council setting up our own dedicated CCTV monitoring facility similar to Safe City. In addition to the costs of hardware setup and maintenance, significant ongoing expenses would be incurred for telecommunications and staffing costs. Allowing for 24/7 operation would require 17,520 Full Time Equivalent (FTE) work hours per year for operators alone, almost the equivalent of 9 normal full-time staff.

Background/Summary At Council’s Ordinary Meeting of 24 January 2018, it resolved to call tenders for the lease of parts of property described as Lot 16 on SP133023 and Lot 17 on SP133023, located in Railway Street, Lowood for a six year period, comprising an initial three year period and an option for a further three years.

The tender was subsequently advertised and submissions closed at 11am on 7 March 2018.

At Council’s Ordinary Meeting of 28 March 2018, it considered the tenders received for these properties. At the time this matter was considered, the tenderer for Property 1, Ruth Carlton, was unsure of her future plan at the site. Accordingly, she requested that her lease term be for a period of one year, with an option for a further three years.

Consequently, her lease agreement is due to expire on 30 June 2022. The other successful tenderers have expiration dates of 30 June 2024.

Mrs Carlton has now requested that the lease agreement be extended for a further two year period. This would make the expiry of her lease agreement 30 June 2024, consistent with the other leased properties in Railway Street, and consistent with the period of time offered in the advertised tender. As such, it is considered that the provisions relating to the disposal of land via tender in the Local Government Act have been met.

It should also be noted that Mrs Carlton is the only likely tenderer, as she owns the building.

The existing lease agreements provide that rent payable is reviewed annually and increased in accordance with CPI. It is recommended that Mrs Carlton’s lease period be extended to 30 June 2024, subject to the CPI increase.

Background/Summary As part of the 2020-21 COVID Works for Queensland Somerset Regional Council has received $335,000.00 for Fernvale Sports Park Enhancements. These enhancements include extending the existing amenities building, constructing practice cricket nets and constructing a turf cricket wicket. Funding for these projects is conditional upon completion in the 2020-21 Financial Year.

Council has utilised Bruce Raleigh of Totally Cricket Wickets to consult on the feasibility of the turf cricket wicket.

To support the upcoming summer cricket season and enhanced use of the Fernvale Sports Park it is recommended that construction of the wickets commence urgently for the pitches to be functional by December 2020.

Correspondence with the Marburg Mt Crosby Thunder Cricket Club and Queensland Cricket has highlighted a need for a new turf wicket facility within the Somerset, Ipswich and Lockyer areas. There are a number of clubs and parties that would be interested in using the turf wickets this season.

Totally Cricket Wickets has supplied a quotation to construct the cricket wicket and supply equipment to maintain the surface (see Attachment 1.)

To support COVID Works for Queensland timelines and to meet a December construction completion Council Officers request that Totally Cricket Wickets be engaged as soon as possible to commence construction.

Council would normally seek three written quotations for these works however there are significant external time pressures involved in the delivery of this project. The time lost in seeking additional quotation would likely not offset any potential cost savings. Cricket wicket construction is also a highly skill dependent construction discipline. There are limited contractors available nationally of which Bruce Raleigh is one (see Attachment 2 reference).

To comply with Council’s Procurement Policy Council must promote value for money. In this instance the value for money assessment includes consideration of:

(i) contribution to the advancement of Council’s priorities; and (ii) fitness for purpose, quality, services and support; and

(iii) whole-of-life costs including costs of acquiring, using, maintaining and disposal; and (iv) internal administration costs; and (v) technical compliance issues; and (vi) risk exposure; and (vii) the value of any associated environmental benefits.

For the aforementioned (underlined) reasons a recommendation is made to Council that Totally Cricket Wicket is the most suitable supplier available to Council to carry out this work and the other quotations need not be sought.

Bruce Raleigh has given an undertaking to provide advice and training on the care, maintenance and preparation of the wicket for competition to Council's currently contracted groundsman and representatives of the Marburg Mt Crosby Thunder Cricket Club.

5. Community Sport & Recreation Needs

• The SRO facilitated the monthly Esk Tennis and Girl Guides Steering Committee meeting in late July, with guests from Tennis Queensland present. The committee is agreed upon an approach moving forward with regards to joint facility.

6. Sport and Recreation Projects

• The SRO continues to liaise with the University of Queensland Business School Service Innovation Alliance regarding the Brisbane Valley Rail Trail Visitor Research Program. Dates have been scheduled for in person surveying along the trail.

• Design documentation and necessary approvals are being finalised for the construction of the new Toogoolawah Community Gym. Council has received confirmation from Energex the 200 Amps will be made available for the gym and swimming pool. This will require the installation of a new transformer on site. The first Project Control Group meeting has also held with a representative of the Queensland Sport and Recreation Infrastructure Partnership Office.

• Quotations have been requested for the construction of a multi lane cricket net facility at the Fernvale Sports Park. Soil classification testing has also occurred.

• The SRO, in collaboration with PCYC Fernvale, has sourced quotes for the installation of a ventilation system for the indoor courts.

Projects The A0 scanner that had been on hire (originally intended to be used by casual staff while libraries were closed due to Covid-19) has been returned at the end of the contract. Despite not having access to additional staff to carry out the project as originally intended, all the tubes held in Councils archives have been scanned and registered; as well as Parish Maps, Road Maps, Fire Division Maps and Water Maps previously held in the Finance Department. These have been registered and filed in archives, making more room in the office for the recent alterations at the Esk Administration Office.

Over 300 large maps were scanned and registered as part of this project. Several boxes of plans of Council facilities have also been scanned and are awaiting registration as time permits. The focus however, was on getting the documentation scanned while we had access to the large scanner.

To put this project into perspective, the cost quoted just to get the plans that Council had filed in tubes and plan boxes in the archive facility would have cost $2800 to get scanned in by an external party. It should be noted that this price was quoted at a reduced rate. The records team managed to get these scanned in and more in the three months that the scanner was on hire; whilst performing their other duties. This has been a huge undertaking by an already busy department.

Information Technology Information and Communication Technology (ICT) Monthly Report – July 2020

The month continued to see significant impacts on ICT resourcing due to COVID, with staff moves, increased remote user support and increased use of collaboration and conferencing tools factoring heavily. The situation has provided an excellent opportunity to test portions of our disaster recovery and business continuity processes with a view to identifying and incorporating lessons learnt.

The organisational wide building alarm consolidation project has slowed considerably due to access restrictions and the inability to sight existing user fobs however some urgent work has been performed to rectify failed duress alarms.

All high risk and most medium risk recommendations from the 2018 cyber security audit have now been implemented, with work progressing on agreed recommendations from the 2019 internal audit.

Several software and infrastructure upgrades have been carried out in line with budgetary considerations and operational requirements.

NBN rollout continues at multiple sites. Significant preparatory work has been carried out to reduce or migrate existing copper PSTN connections to minimise potential negative impacts. Cyber Security The percentage of malicious emails reduced slightly compared to June, however this is due to legitimate Incoming Emails incoming emails being up by 36% to over 26,000 for the month of July. Phishing emails continue to target Office365 and videoconferencing utilities such as Zoom.

Phishing testing of all corporate email users continues in line with audit requirements, with only 1 user failing in the most recent test. Phishing testing involves sending benign copies of malicious emails to staff and Councillors to increase their awareness and test their response to a potential risk. Spam/Malicious Legitimate

Attacks continue against internet facing resources, with the Australian Cyber Security Centre (ACSC) continuing to warn of an ongoing cyber campaign targeting Australian networks and thousands of direct compromise attempts detected on the primary Council firewall, still mostly comprised of automated script attacks. Many attacks purport to originate from China and Russia, although with modern obfuscation techniques and ongoing successful malicious

Websites The primary corporate website (somerset.qld.gov.au) received 31,037-page views for the month, while eServices (eservices.somerset.qld.gov.au) received 18,088-page views (up 12% on June). The “Have Your Say” section of the website has received thousands of visits to date and it is recommended that this facility continue to be internally promoted to increase awareness and usage.

Esk Works Depot. • Still working through the Eye Wash station at this site. The Chief Executive Officer has approved a chemical shed for Esk and a job has been raised. This job has been completed.

Lowood Pool • We have found a contractor who has a plan to rectify the problems we have at this site. • We a waiting on a quote for the crack in the tile work and concrete on concourse. • A contractor from Yowie Tiles has been on site and I have requested a quote for dummy tiles and grinding work only. They attended the site Thursday 2 July to re- quote. The amended quote has been submitted, approved and a job order raised. • Cupboards at the pool have become severely water damaged and are collapsing. The job has been raised and this work is in progress. • The pool steps are loose and required securing to the side of the pool. A contractor has been onsite and will fix all three steps and re-weld the stainless-steel grab rail to the pool. They will also quote on manufacturing new disabled stairs into the pool. This quote will be sent in separately to the side stairs repair

Lowood Recreation Grounds • A replacement water meter was required. A job has been raised, and the replacement part has been ordered, however there is a six to eight week wait, meaning the install date will be close to the beginning of September.

Lowood Lions Club • Termites have been reported and since treated in the building. Quotations have been sought for repairs to the damage caused. Job has been raised.

Kilcoy Anzac Park Amenities • The Kilcoy Anzac Park amenities have been reopened. Since opening, rubbish bag steel frame has been stolen and the disabled shower seat has also been stolen. Currently the disabled toilets have been locked from public use until I can obtain the new disabled items for installation.

Kilcoy Showgrounds • Installation of block wall and stainless-steel hand rail are almost complete. Quotations were sought and this job has been raised. • Quotations were sought to install fencing in newly acquired land (Lot 916) at the Kilcoy Racetrack. This job has been raised.

• Sandblasting of the camp draft fencing job has been raised and works will commence 10 August 2020. • A new dump point has been installed. • The ceiling and concreted area at the Mary Nunn Pavilion was moldy and dirty with spider webs and bird droppings. This area has been cleaned.

Kilcoy Administration Office • The duress alarms kept failing the monthly testing. The issue was investigated and RDH were selected to hardwire the system to ensure that this works. This job has been raised. • SAFETY WIN – New access ladder and support railing around the existing air conditioning has been installed on the roof of the building in accordance with guidelines. This job is now complete.

Background/Summary In late April, Council made a submission to the Department of Transport and Main Roads (TMR) in relation to the draft Brisbane Valley Rail Trail (BVRT) Strategic Plan. The submission related to the primary areas of:

• Governance – Council felt the suggested governance model needed to be reviewed;

• Partnership – Council highlighted that the Strategy missed opportunities to work in partnership with Somerset Regional Council to develop, promote and build off the Brisbane Valley Rail Trail;

• Marketing and Promotion – Council noted the need for subject matter experts to be critical to the long-term success of the trail.

TMR have responded to Council’s submission and finalised the draft of the BVRT Strategic Plan and are seeking Council’s endorsement of the draft before wider release to the community.

The governance model has been clarified and the reference to an advisory board has been removed, replaced with an advisory group now and further clarity on the purpose of this group. There has been some criticism received by key stakeholder groups that the 3-tiered governance model is unwieldy and could stifle innovation. TMR have outlined that they do not believe this to be the case with the grass roots Steering Committee driving the recommendations. The Steering Committee will consist of: operations and maintenance representatives; community representatives, Tourism Queensland and subject matter experts.

The bulk of Council’s submission in relation to developing the BVRT and leveraging further opportunities from the trail have been supported and now included into the document.

The Council’s submission has been largely supported by the state and reflected in the final draft.

Background/Summary The owners of the drapery and hardware businesses on Railway Street, Lowood have reported instances of vehicles being parked on this street between the inbound bus stop and Station Street for extended periods (e.g. 2-3 hours) during business hours while drivers visit the hotel nearby. Elderly customers are having to park considerable distances from these stores, instead of being able to avail themselves of the more convenient parking spaces.

Ample alternative on- and off-street parking is available in close proximity to the hotel.

The installation of two parking control signs to establish a half hour limit parking zone may discourage shoppers, commuters and others from monopolising these parking facilities for excessive periods; local Police could enforce this requirement if considered necessary.

Parking control signs (as shown on the attached page) would be installed on the north-eastern side of Railway Street, between the bus stop and Station Street, to provide a parking area approximately 40m long with 6x parking bays approximately 6.6m long (equivalent to the current parking facility), also allowing clear access to the fire hydrant located several metres

Discussions with the operators of the businesses concerned have established the appropriate time periods for this parking restriction.

Background/Summary The Lifecycle Cycling Club has written to Council requesting permission to hold their annual Lifecycle Cycling Classic on Sunday, 13 September 2020 based at the Lowood Sports Complex. This will be the 19th time this event has been run in our community and typically attracts 300 riders from around SEQ, plus 100 supporters and volunteers.

Post event festivities will be held at the Lowood Sports and Recreation Ground and include BBQ food and drinks stall, fruit and vege stall plus market stalls.

This event is usually held in June each year, however, due to COVID-19, Cycling Queensland has allocated 13 September 2020 as being the revised date after consultation with the Sports and Recreation and Queensland Health Department. A copy of their COVID-19 plan has been attached.

The Lifecycle Classic course starts and finishes in Noland Street, Lowood, adjacent to the Lowood Recreation Grounds. The course travels from Lowood to Coominya to Mt Tarampa and back to Lowood mostly using Council’s local roads. Refer to attached full cycle course details.

Assessor’s Summary The applicant states that the new poultry pavilion would be an asset to the Kilcoy Show Society, the showgrounds and the local community and further states:

• The replacement of the recently demolished poultry pavilion will add to the safety and comfort of patrons and growth opportunities for show poultry patrons and exhibitors.

• The improved poultry pavilion will enhance the multifunctional aspect of the showground and help entice visitors from Somerset surrounding areas to exhibit and view the poultry at the annual Kilcoy Show.

• The group have been successful in obtaining a Gambling Community Benefit Fund Grant (CBFGG) for amount of $35,000 to cover part of the estimated construction costs. The group has sought several construction quotations from reputable builders for the construction of the new poultry pavilion.

• Due to timeline of the project and CBFGG grant due to lapse, the group has requested consideration outside of the Community Assistance Grant funding rounds.

• A cost estimate for the project of $90,800 has been supplied. Council Engineers have assessed the foundation cost for the project, which makes up more than a third of the project estimate. This high cost is due to the present poor soil classification. Council engineers are aware that the building height will need to be increased to achieve necessary flood immunity; hence an opportunity exists to improve the soil

classification, which substantially reduces the foundation cost. To achieve this outcome, and keep the cost as low as possible, it is recommended that the foundation work, including a revised slab design, is completed as ‘in-kind’ support by Council.

• Further to the construction funding request, once completed the new Poultry Pavilion will become a Council asset that can be used by various groups and would require periodic maintenance at Council’s expense.

I would like to remind and invite our communities to complete the short survey that offers an opportunity to have a say on arts and culture in our region. The arts and cultural survey is being conducted through our Regional Arts Development Fund partnership and is open until 31 August. Information collected will help provide a framework necessary to support and nurture an environment in which arts and culture in the region can flourish.

I am pleased to report that the park bench which was painted red at Clock Park Lowood in support of the Red Rose Foundation’s Red Bench Initiative to raise awareness of domestic violence has received a great deal of support, so much in fact, other towns are seeking the same consideration. A plaque with the message “Change the Ending: Let’s Stop Domestic Violence” was installed on the red bench.

Many thanks to our staff for organising the Somerset Seniors Concert Series held at Toogoolawah, Kilcoy, Moore and Fernvale. I have witnessed how much work is devoted to these events. Also, a vote of thanks to staff for organising the Blackbutt to Linville BVRT bike ride. A very enjoyable day spent on our very famous BVRT, with great company, a lovely lunch and talented entertainment. Many thanks also to Out There Cycling and the Linville Hotel.
