The views expressed herein do not necessarily represent those of ADB’s Board of Directors, Management, or staff, and may be preliminary in nature. LETTER OF ENDORSEMENT Tonghe County Water Supply and Drainage Company (TCWSDC) received the approval for the construction of Tonghe Town Water Supply Expansion Project in Tonghe County. The construction of this Project is proposed to be started in April 2009, and completed by December 2011. Tonghe County Government, through Ministry of Finance, has requested a loan from the Asian Development Bank (ADB) to finance part of the Project. Accordingly, the Project will be implemented in compliance with ADB’s social safeguard policies. This Resettlement Plan (RP) represents a key requirement of ADB and will constitute the basis for land acquisition and resettlement of the Project. This Resettlement Plan fully complies with the requirements of the relevant laws, regulations and policies of the People’s Republic of China, Heilongjiang Province and Tonghe County Government as well as complies with ADB’s policy on involuntary resettlement. To achieve better resettlement outcome, the RP has adopted additional measures and arrangements for resettlement implementation and monitoring and evaluation. Tonghe County Government and TCWSDC hereby affirms the contents of this Resettlement Plan prepared in June 2008 and ensures that the resettlement cost included in the overall project funds will be made available as stipulated in the budget. TCDRC has discussed the draft resettlement Plan with Tonghe County Government and has obtained their concurrence. Tonghe County Project Management Office under Tonghe County Government was authorized as the responsible agency to manage the implementation of the Project and related resettlement activities. INTRODUCTION 1. Tonghe County is located in the east of Harbin and one of ten counties and cities under jurisdiction of Harbin Municipality. Tonghe town is the political, economic and cultural center of Tonghe County. Tonghe town water supply system is far behind the pace of city expansion and restricts the urbanization of the county and economic development. At present, the capacity of tap water supply is 5,000 m3/d, which is much less than 14,000 m3/d of water demand of the town. The residents and enterprises have expressed great dissatisfaction with the water supply status. In addition, the water pressure of storey buildings and houses far from the center is very low and can not meet the daily requirement of people’s living. In order to promote the economic development of the town and improve the living standards of the local residents, the Project is in urgent need to be built as soon as possible. 2. Tonghe County Water Supply Expansion Project is located in the west of Nongtian Road, northwest of the town. The project includes construction of water treatment plant (WTP) with the capacity of 9,500 m3/d, 6 water resource wells, the pipelines with the length of 300 m between wells, water transmission pipeline with the length of 2,500 m from the water resource to the WTP, and the water distribution network of the town with the length of 26,800 m. The components of water treatment plant and pump wells will acquire 1.1 ha or 16.5 mu land permanently, including 0.56 ha or 8.4 mu of rural collective wasteland for the WTP and 0.54 ha or 8.1 mu of farmer contracted vegetable land for the 6 pump wells with a total of 6 households or 24 persons to be affected. The construction of water transmission pipeline will occupy 0.64 ha or 9.6 mu of land temporarily, including 0.58 ha or 8.7 mu of road and 0.06 ha or 0.9 mu farmland with 12 households or 38 persons to be affected. Water distribution network will go along road with temporary land occupation of 8.5 ha or 127.5 mu road. 3. The Project construction will necessitate permanent land acquisition and temporary land occupation. To mitigate the impacts, the short resettlement plan (RP) has been prepared by Engineering Consulting and Appraisal Centre of Heilongjiang Province (ECACHP) on behalf of Tonghe Water Supply & Drainage Co. (TCWSDC) in line with the Asian Development Bank’s (ADB) Involuntary Resettlement Policy and the relevant laws, regulations and guidelines issued by the governments of the People’s Republic of China (PRC), Heilongjiang Province and TCG. II. IMPACT OF LAND ACQUISITION AND RESETTLEMENT A. Measures Taken to Avoid or Minimize LAR Impacts 4. In order to avoid or reduce LAR impacts to the minimum, engineering alternatives have been carefully reviewed and the optimal option has been adopted during the Project design phase. Water resource site of Option I will be located in the northwest of the town and upstream of Chalin River. It’s 2.5 km far from the town. The ground water is flowing into the upstream and the transmission pipeline can be paved along the Nongtian Road. Water resource site of Option II will be located in the west of the town and downstream of the Chalin River. The advantage of Option II is that the distance to the town is 0.3 km shorter than that of Option I. However, the construction of transmission pipeline will occupy more farmland and then directly affect more villagers. Table 2-1 provides the comparison of impacts of temporary farmland occupation based on the two alternatives. Scope of Land Acqusition and Resettlement 5. The scope of the Project impacts is determined by the measurement survey in March 2008 on the basis of the technical standards and drawings of the feasibility study report (FSR). The components of WTP and pump wells will acquire land permanently in Chengxi Village of Tonghe Town, Tonghe County. In total, the permanent land acquisition of the Project is 1.1 ha or 16.5 mu, including 0.56 ha or 8.4 mu of rural collective-owned wasteland for WTP and 0.54 ha or 8.1 mu of farmer contracted vegetable land with a total of 6 households or 24 persons to be affected by the 6 pump wells. At average, the total 6 households to be affected by permanent land acquisition of the pump wells will lose 22.5% of their lands. The 0.56 ha or 8.4 mu collective-owned wasteland is used as sunning dung yard of the village with some trees planted on it by the villagers. In total, 14,733 different types of trees and additional 110 electrical poles will be affected due to the permanent land acquisition of the WTP. As result of optimal and proper design, no house demolishment with associated auxiliaries, and basic infrastructure and facilities will be affected. No vulnerable group, including the poor, the disable, women-headed households, and minority population, will be affected by the Project. Table 2-2, Table 2-3 and Table 2-4 provides the details of impact of permanent land acquisition. Table 2-5 presents the affected ground attachments. Figure 2-1 and Figure 2-2 present the proposed site of water resource and affected trees by permanent land acquisition of WTP, respectively. All 6 households grow vegetables including tomato, potato, pepper or eggplant, etc.. They can cultivate one or 2 seasons each year depending on different kinds of vegetables. Their average annual income from agriculture is CNY13,600.
