Resettlement Planning Document Resettlement Plan Document Stage: Final Project Number: 40665 July 2008 PRC: Songhua River Basin Water Pollution Control and Management Project – Tonghe County Water Supply Expansion Prepared by Engineering Consulting and Appraisal Centre of Heilongjiang Province The resettlement plan is a document of the borrower. The views expressed herein do not necessarily represent those of ADB’s Board of Directors, Management, or staff, and may be preliminary in nature. LETTER OF ENDORSEMENT Tonghe County Water Supply and Drainage Company (TCWSDC) received the approval for the construction of Tonghe Town Water Supply Expansion Project in Tonghe County. The construction of this Project is proposed to be started in April 2009, and completed by December 2011. Tonghe County Government, through Ministry of Finance, has requested a loan from the Asian Development Bank (ADB) to finance part of the Project. Accordingly, the Project will be implemented in compliance with ADB’s social safeguard policies. This Resettlement Plan (RP) represents a key requirement of ADB and will constitute the basis for land acquisition and resettlement of the Project. This Resettlement Plan fully complies with the requirements of the relevant laws, regulations and policies of the People’s Republic of China, Heilongjiang Province and Tonghe County Government as well as complies with ADB’s policy on involuntary resettlement. To achieve better resettlement outcome, the RP has adopted additional measures and arrangements for resettlement implementation and monitoring and evaluation. Tonghe County Government and TCWSDC hereby affirms the contents of this Resettlement Plan prepared in June 2008 and ensures that the resettlement cost included in the overall project funds will be made available as stipulated in the budget. -

Country Report for the Preparation of the First Report on the State of the World’s Animal Genetic Resources Report on Domestic Animal Genetic Resources in China June 2003 Beijing CONTENTS Executive Summary Biological diversity is the basis for the existence and development of human society and has aroused the increasing great attention of international society. In June 1992, more than 150 countries including China had jointly signed the "Pact of Biological Diversity". Domestic animal genetic resources are an important component of biological diversity, precious resources formed through long-term evolution, and also the closest and most direct part of relation with human beings. Therefore, in order to realize a sustainable, stable and high-efficient animal production, it is of great significance to meet even higher demand for animal and poultry product varieties and quality by human society, strengthen conservation, and effective, rational and sustainable utilization of animal and poultry genetic resources. The "Report on Domestic Animal Genetic Resources in China" (hereinafter referred to as the "Report") was compiled in accordance with the requirements of the "World Status of Animal Genetic Resource " compiled by the FAO. The Ministry of Agriculture" (MOA) has attached great importance to the compilation of the Report, organized nearly 20 experts from administrative, technical extension, research institutes and universities to participate in the compilation team. In 1999, the first meeting of the compilation staff members had been held in the National Animal Husbandry and Veterinary Service, discussed on the compilation outline and division of labor in the Report compilation, and smoothly fulfilled the tasks to each of the compilers. -

China Abstract: Based on the amended model of USLE universal soil loss equation and GIS technology, combined with the natural geographical features of Great Khinggan area, it has conducted quantitative analysis of the factor in Soil loss equation. Uses 2011 years TM/ETM images classification are land uses/cover type figure, combination Great Khinggan area Digital Elevation Model (DEM) and soil type distribution figure and research regional rainfall information, we gets all factors values of space distribution in the USLE model, gets soil erosion volume estimates data and soil erosion strength distribution figure based on grid cell data. Then according to Sl190-96 of ratings standard (table) for ratings, obtained Great Khinggan area soil erosion strength grade distribution figure. Study results indicate that the micro-absolute percentage of erosion throughout the study area, with increasing slope, area of erosion and erosion gradually reduce trend increases with the elevation increases, reduced erosion area after, generally good soil and water conservation in the region. Through the analysis of the region with a view to Government decision-making behavior, such as erosion control, soil and water conservation to provide the scientific basis. -

Chuonnasuan (Meng Jin Fu) The Last Shaman of the Oroqen of Northeast China* (Published in the Journal of Korean Religions, 2004, 6:135-162) Richard Noll** Kun Shi*** In the 17th Century a Dutch explorer in Siberia witnessed something terrifying that only a handful of Europeans had ever seen before. During a visit to an encampment of nomadic tribal people whom the Russians generally referred to as the Tungusy, Nicholas Witsen reported being horrified by the satanic nocturnal dancing, drumming, leaping and screaming of a Priest of the Devil adorned in a furry costume that made him seem half-human, half-animal. This devil-priest whom Witsen said the Tungus people called a Schaman was performing a healing ritual for a sick member of the tribe. Witsen is given credit today for introducing the word shaman into Western culture, though earlier Russian explorers had already encountered and used the Russified version of the term (Znamenski 2003). In his 1692 book, Noord en Oost Tartaryen, Witsen also included an illustration of the Tungus Priest of the Devil as a monstrous amalgam of man and beast in an image of evil familiar to 17th- century Europeans: the lycanthrope, or werewolf. 1 This famous image was the very first representation of a Siberian shaman to appear in any European publication, and it has haunted the imagination of the world for three centuries. Indeed, the word shaman is itself derived from the Tungus saman/xaman, though the origin of this word and its indigenous meanings among the Tungus are still less than clear (Janhunen 1986). -

Multi- temporal series of SPOT VEGETATION NDVI dataset and meteorological data were integrated to interpret vegetation dynamics and the linkage with climate variations in the upper and middle reaches of the Nenjiang River Basin (NRB) from 1999 to 2010 using the correlation analysis and the rescaled range (R/S) analysis. The results demonstrate that annual NDVI increased slightly and 26.02% vegetation coverage of the study area significantly improved. The area of significantly decreased in vegetation cover took up 13.33% of the total land in spring. In autumn, 26.2% of the study area showed a significant vegetation increase. The improved activity of vegetation might reinforce in summer and autumn, while the decreasing tendency in spring might be persistent in the future.
