The Government of the Independent State of Papua New Guinea (GoPNG) has requested the Asian Development Bank (ADB) to provide a multi-tranche financing facility (MFF) to facilitate investments to improve the current state of the country’s domestic air transport system under the Civil Aviation Development Investment Program (CADIP). Twelve major airports have been identified for improvements under Tranche 3 due to deteriorated pavement conditions and low pavement strength to ensure that these airports are capable of accommodating the current operating aircraft or similar within a safe and secure operating environment II. CADIP is a comprehensive program to improve, rehabilitate and maintain major domestic airports in Papua New Guinea (PNG) so that these airports are compliant with the domestic and international aviation safety and security standards. The executing agency for CADIP is the National Airports Corporation (NAC) who owns, operate and maintain twenty-one (21) national airports in PNG on behalf of GoPNG. III. An environmental assessment and review framework (EARF) has been prepared to guide environmental safeguards implementation for Tranche 3. In accordance with the EARF this Initial Environmental Examination (IEE) presents the environmental assessment of one of the project under Tranche 3 – Momote Runway Extension and Associated Works at Momote Airport, Manus Province of PNG. IV. This IEE has been carried out to ensure that the potential adverse environmental impacts are appropriately addressed in line with ADB Safeguard Policy Statement 2009 and the GoPNG Environment Act 2000. V. The main findings of this IEE indicate that the impacts that will arise from Momote Airport Runway Extension & Associated Works will be minimal and will be contained within the aerodrome area. The works only involve rehabilitation and improving the aircraft pavement and associated works and building a new terminal together with an airport market for duration of 18 months. The project is classified as Category B because the potential adverse environmental impacts are site-specific, few if any of them are temporary, and mitigation measures can be designed readily. VI. The potential environmental impacts associated with the project particularly occur during the construction and operation phases which will typically involve: (i) Earthworks and pavement works. During the conduct of earthworks for the terminal construction, markets and pavement works, heavy rains and the associated run-off into drains and soil erosion problems can be expected in some areas such as flight strip widening and Open Unlined Drain which may cause surface water quality problem in nearby water courses. (ii) Pollution. Problems of pollution related to the disposal of sewage, waste fuel & petrochemical products, salvage materials, oils spillage and leakage, solid wastes generated during construction (from worker camps) and operations could occur. Temporary site contamination, dust & noise generation associated with construction, and pollution associated with firefighting drills may cause environmental impacts. (iii) Noise. Construction activities may cause noise impacts from vehicle movements for a short duration. Noise from aircraft is already existing and it will be intermittent and in short duration. Significant incremental increase of flight frequency is not expected. P a g e | v VII. Adherence to best engineering practices during rehabilitation/reconstruction and implementation of the environmental management plan will avoid or adequately mitigate all of the rehabilitation/ reconstruction-related impacts. VIII. A Grievance Redress Mechanism setup in Tranche 1 and 2 will be used in Tranche 3 and the Provincial Administration are fully aware of its role. Public support during consultation for the project was unanimous and the community wanted the project to commence immediately as they seek

Platymantis admiraltiensis sp. nov. and P. latro sp. nov. have been confused with P. gilliardi Zweifel, 1960 which is known with certainty only from New Britain in the Bismarck Archipelago. Platymantis admiraltiensis sp. nov. differs from P. gilliardi in its much longer legs (TL/SV 0.54–0.60 vs 0.51 in the holotype of P. gilliardi), and from all species of the morphologically conservative P. papuensis complex by its advertisement call, a long series of slowly- repeated (~ 0.4–1.9/s) yapping notes lasting up to 44 seconds.

    Social assessment – indigenous peoples Empowering the people of Pobuma to design conservation actions on Manus Island Papua New Guinea Indigenous Peoples in the project area Manus Province Manus is the smallest province in Papua New Guinea in terms of both the population size and land mass. During the 2000 National Census, Manus had a total population of 43,387 people (National Census 2000). Of the total population of 43,387 the majority of people, 83 percent live in the rural areas. The average annual population growth in Papua New Guinea is 2.8%, which places a projected population of Manus Province at about 62,000 people. Manus Province has a land area of 2,149.1 square kilometres with the main island of Manus covered with tropical rainforests and a vast sea area of 274,243.6 square kilometres. The island of Manus is situated about 2.9 degrees south of equator and 147 degrees east. Manus is located ideally within the Coral Triangle countries and has diverse biodiversity hotspots which are included amongst those found in the East Melanesia Islands region. The proposed rubber estate is owned by the Powai people and will be about 100 hectares in size. This will be right next to the mountain ranges within Central Manus where Mt Dremsel is located. Mt Dremsel is the highest peak in Manus and is home to high biodiversity. This rubber estate development is expected to take place before end of 2016. The rubber estate project will be a joint venture between the Powai people from Jekal, Pelipowai, Peli-Patu, and Kupano communities and a Malaysian logging company called Maxland.

    Index to Niugini Caver Tracy Harwood and R. Michael Bourke* Niugini Caver was a journal devoted to documenting cave exploration and speleology (the science of caves) in Papua New Guinea (PNG). The journal was published on behalf of the PNG Cave Exploration Group (PNGCEG), an informal association of those engaged in cave exploration in PNG. It was founded in early 1973 by RM (Mike) Bourke, supported by his wife, Jean, who were based at Keravat, about 40 km from Rabaul, New Britain. Mike edited sixteen issues of the journal, volumes 1 to 4, from 1973 to 1976. Another member of the PNGCEG (and also University of Queensland Speleological Society), Malcolm Pound, supported by his wife, Alison, and others in Port Moresby, took over the editing when Mike left PNG. The Pounds produced nine issues across 1977, 1978 and 1979. After a gap of several years, they produced a huge catch-up issue (volume 7, numbers 2, 3 and 4) of 124 pages in 1982. Geoff Francis, assisted by John Wyeth and Bernard Pawih, produced one issue in December 1982. This was the final issue, as the number of active cave explorers in PNG, most of whom were Australian, British or New Zealander, had declined as this generation of expatriates left PNG. Twenty-seven issues of the journal were produced, containing 1010 pages. The focus of the journal was documenting caves in PNG, but many other cave-related topics were covered, including documentation of cave use by indigenous Papua New Guineans (rock art, burials, wartime history, legends, spirits and stone artefacts).

Grether At the suggestion and with the encouragement of Austin H. Clark, of the United States National Museum, we made a joint collection of about 200 butterflies while we were in the Admiralty Islands, the species represented including a number of new records for the group. The collection was made while we were flying with the Naval Air Transport Service during lay-overs at Momote Airstrip on Los Negros Island late in 1944 and in 1945; on Manus in May, November, and December 1945 ; and on Lou Island in the middle of November 1945. There are no published records of any species from either Los Negros or Lou Islands, or from the interior of Manus. The Admiralty Islands are located west of New Ireland and north- west of New Britain in the Bismarck Archipelago at approximately latitude 2° S. and longitude 147° to 148° E. There are numerous small islands in the group clustering closely about the main island of Manus, which is 55 miles long by 16 wide and lies east and west. The highest altitude on Manus is 2,359 feet. All the islands are heavily forested except where they have been burned over or cleared by man for coconut groves and villages. Los Negros is a small coral island just to the east of Manus from which it is separated by a narrow channel.

Reynolds& ABSTRACT The interaction of clouds and radiation is a particularly difficult issue in the study of climate change. Clouds have a large impact on the earth's radiation budget but the range of spatial and temporal scales and the complexity of the physical processes associated with clouds made these interactions difficult to simulate. The Department of Energy's Atmospheric Radiation Measurement (ARM) program was established to improve the understanding of the interac- tion of radiation with the atmosphere with a particular emphasis on the effects of clouds. To continue its role of pro- viding data for the study of these interactions, the ARM program deployed an Atmospheric Radiation and Cloud Station (ARCS) in the tropical western Pacific. This site began operation in October 1996. The tropical western Pacific is a very important climatic region. It is characterized by strong solar heating, high water vapor concentrations, and active convection. The ARCS is equipped with a comprehensive suite of instruments for measuring surface radiation fluxes and properties of the atmospheric state and is intended to operate for the next 10 years. The ARCS is an integrated unit that includes a data management system, a site monitor and control system, an external communications system, redundant electrical power systems, and containers that provide shelter for the equipment as well as work space for site operators, technicians, and visiting scientists. The dataset the ARCS produces will be invaluable in studying is- sues related to clouds and radiation in the Tropics.
