    INTRODUCTION Merkeldämmerung Eric Langenbacher Government, Georgetown University Abstract: The elections for the German Bundestag on 24 September 2017 saw heavy losses for the two governing parties—the Christian Democratic Union (CDU) and the Social Democratic Party (SPD)—and the rise of the right- populist Alternative for Germany (AfD). It took almost six months for a new grand coalition to be formed in light of the extremely fragmented parliament. Despite the good economic situation and relative calm domestically and inter- nationally, much change is occurring under the surface. Most importantly, the country is preparing for the end of Chancellor Angela Merkel’s long tenure. Who and what will come next? Can the surging AfD be contained? Will Ger- many step up into the leadership role for which so many have called? Keywords: 2017 Bundestag election, Alternative for Germany (AfD), Angela Merkel, Christian Democratic Union (CDU) German Parliament, political parties, Social Democratic Party of Germany (SPD) Liminal Germany I was recently re-watching the last Harry Potter film and was struck by the scene where Harry speaks with Dumbledore in a kind of purgatory, having to decide to die or go back to the living to try to defeat evil Lord Voldemort once and for all. (Spoiler alert: He chose the latter and was successful). This depiction of that space in-between life and death seems to be a fitting metaphor for German politics right now—seemingly immobile, in a weird kind of transitional stasis, a liminal state, with everything on hold, caught in-between one reality and another. On the surface, everything looks placid—there were even internet memes circulating about how there was no new government in Berlin for almost half a year, but no one noticed.

    Gleiche Wurzeln, ähnlicher Spross, andere Blüte: Ursachenforschung zum unterschiedlichen Ist-Zustand der deutschen und französischen Grünen in parteienvergleichender Perspektive von Anastasia Pyschny (M.A.; Martin-Luther-Universität Halle-Wittenberg) Abstract: Betrachtet man die historiographischen Analogien der grünen Partei Bündnis 90/Die Grünen in Deutschland und Les Verts (ab 2010: Europe-Ecologie-Les Verts , kurz EELV) in Frankreich erscheinen die unterschiedlichen Ist-Zustände beider politischer Organisationen zunächst paradox: Während die französischen Grünen keine Wahlerfolge verbuchen können und sich mit ihrem Regierungsaustritt im Anschluss an die Kommunalwahlen Ende März 2014 in die politische Isolation manövriert haben, gelten die Bündnisgrünen im deutschen Parteiensystem als etablierte Größe. Der vorliegende Parteienvergleich versucht Erklärungsansätze für die unterschiedlichen Verfasstheiten beider Parteien aufzuzeigen, wobei sowohl externe Faktoren als auch binnenspezifische Erklärungsmuster wie ihre programmatische und organisatorische Gestaltung, in den Blick genommen werden. Tandis que le statut de EELV dans le système des partis en France est, notamment depuis leur départ du gouvernement en mars 2014, bien fragilisé, les Bündnisgrünen s’incarnent dans le système partisan allemand comme une organisation politique établie et stable. The evolution, political prospects, and foreign policy of Germany’s Green Party AMANDA SLOAT EXECUTIVE SUMMARY Countries across the trans-Atlantic alliance are suffering from deep polarization, shifting political landscapes, and doubts about the liberal order. American retrenchment, China’s growing influence, the climate crisis, rising economic inequality, and the coronavirus pandemic are fueling the angst. In response, a new generation of moderate politicians has emerged with a different style of politics that includes hopeful, unifying messaging. Germany’s Green Party, a strong contender to serve in the country’s next government, is part of this trend. Until the coronavirus outbreak, there was a developing narrative in German politics. The long-serving governing coalition — between Chancellor Angela Merkel’s Christian Democratic Union (CDU) and the Social Democratic Party (SPD) — was fading in dynamism. The traditional left/right political divide, embodied in these traditional parties, was being challenged by a liberal/illiberal rift. On one side was the Alternative for Germany (AfD), a far-right populist party that surged in the polls during the 2015 migration crisis. On the other side, the Green Party had evolved from its radical origins in the 1980s to become an appealing moderate force with increasing electoral success. Clear-eyed about the social transformations underway, the Greens have countered the fearmongering of the far right, seized ground from the center left with progressive policies, and developed a constructive approach that emphasizes coalition building and positive rhetoric.

On the surface, everything seems to be going rather well. The economy has been chugging along with the country having the largest trade surplus in the world for three years. Unemployment is at near- record lows and real wages have been increasing.1 State finances are solid—budgetary surpluses have been used to reduce the debt-to-GDP ratio. In light of this economic strength, even though it took nearly six months to form a new government after the September 2017 Bundestag elections, few seemed to notice. Various crises bubbled up periodically, but nothing has been too dramatic. Syria? Brexit? Trump? The Alternative for Ger- many (AfD)? The diesel scandal? Chancellor Angela Merkel would always be there to take care of things. Much, however, had been brewing underneath the surface. Expectations were mounting for increased spending on domestic social programs, afford- able housing, and infrastructure after years of relative austerity. Responses to the simmering external challenges that had been put on hold for much of 2017 and 2018 because of the election campaign and the caretaker govern- ment had to be formulated. Despite hopes from some quarters that the British will pull back from the 2016 decision, Brexit in some form will likely happen during the current parliamentary term. Given the possibility of a transitional phase or delay, it is uncertain how much of a negative impact this will have on the German or European economy—but negative it will be at one point.2 Illiberal eastern European governments in places like Hun- gary and Poland need to be more vigorously confronted, and the new pop- Notes for this section begin on page 32.

I contend that the Greens represent a political experiment whose establishment as a parliamentary party was never certain.
