Reporting Period: 30 January to 5 February 2014 Donor: OFDA/USAID Submission Date: 5 February 2014 Incidents Update: During the reporting period, two new natural disaster incidents were reported. Central Region Panjsher Province: As per the initial report obtained from ANDMA, on 3 February 2014, four houses were reportedly damaged as a result of heavy snowfall in Shutul district (Janan Joy village). There are no reports of casualty. The roads linking to the district are currently cut off due heavy snowfall. IOM is in close contact with ANDMA and will coordinate assessment and response as soon as the roads are reopened. Parwan Province: On 30 January, as per the reports from ANDMA, due to a mountain slide, three persons died and two were injured. There are no damages to the houses. ANDMA will provide cash assistance to the families of those injured and those who lost their family members. In a separate incident on 4 February, 15 families were reportedly affected as result of heavy snowfall in Kohi Safi, Shinwari and Chaharikar districts of Parwan province. As per initial report from ANDMA and district authorities, the houses of the affected families were damaged. IOM together with ANDMA and partners will initiate an assessment of the affected families on 6 February. IOM will cover the needs for NFIs once the needs of the families are identified. Central Highland Region: Bamyan Province: On 31 January, as a result of mountain slide, a house was completely destroyed in Yakawlang district (Tozajay village) of Bamyan province. IOM together with ANDMA conducted an assessment of the affected family on 1 February. The findings of the assessment indicated that the house of the family was completely destroyed; two members of the family perished and seven others were injured. The main needs of the family were Bamyan, Yakawlang district, a house destroyed by mountain slide, 31 household items, winter warm clothing, and January , IOM emergency shelter and non-food items. IOM assisted the family with the provision of household, winter warm clothing, blanket, emergency shelter and solar lighting modules on 3 February. South Region Helmand Province: As per the initial report obtained from ANDMA in Helmand, on 2 February, 95 families were reportedly affected as a result of heavy rainfall in Nad Ali (Shen Kalay Junobi and Kamp villages) and Bamyan, Yakawlang, affected families receiving IOM NFIs and Emergency Shelter, 3 February, IOM Lashkar Gah (Karaiz Loyi Kalay village) districts. A coordination meeting was held in Kandahar on 4 February, a joint assessment team was formed to carry the assessment of the affected families. On 5 February, a joint assessment team comprised of IOM, ANDMA, WFP, HAPA, DRC and a representative from the Governor’s Office initiated the assessment. The findings of the assessment are expected by 6 February. IOM will coordinate the response with partners and will provide NFIs and emergency shelters once the needs of the families are identified. Eastern Region Kunar Province: As per the initial report from ANDMA in Kunar, on 4 February, 19 families were reportedly affected as a result of heavy rainfall in Asadabad, Marawara, Narang, Khas Kunar, Asmar and Dara-I-Pech districts. A joint assessment team comprised of IMC, WFP, ARCS and ANDMA in Kunar has initiated the assessment in the districts on 5 February. IOM is closely monitoring the situation and will cover NFI and emergency shelter needs once the assessment is finalized. Southeast Region Ghazni Province: As per the initial information obtained from ANDMA in Ghazni, on 2 February, 180 families were reportedly affected as a result of extreme winter and heavy snowfall in Ghazni center, Nawur and Deh Yak districts. IOM field staff is coordinating the assessment of the affected villages, a PDMC meeting will be held on 6 February to coordinate the assessment and formation of the joint assessment team. The roads linking to Nawur and Malistan districts are currently cut off due to heavy snowfall. IOM is closely monitoring the situation and will join the assessment team as per the PDMC’s decision. Northeast Region: Takhar Province: Due to recent heavy snow and extreme cold weather in Northeast region, on 3 February, the water in two canals (Quchi and Nahri Sayed canal of Taloqan city) are frozen which resulted in diversion of water direction towards the residential area. Five families were affected (houses partially damaged) in Quchi village while 31 families were affected in Baba Zarif, Nahri Sayed, Nahri Chaman, Shorab villages (six houses completely destroyed, 27 severely damaged, 4 moderately damaged). A joint assessment team consisted of ANDMA, Mission East, ARCS, WFP and DRRD conducted an assessment on 4 February. The main needs of the affected families were NFIs, tents/emergency shelter and food items. IOM will provide winter warm clothing and emergency shelter kits; ICRC will provide tents; ARCS will provide kitchen set while WFP will cover their food needs. In addition, based on the findings of the assessment, in order to prevent further destruction in the area, there is a need to change the water direction in both frozen canals. CONCERN Worldwide committed to provide fuel for the excavator. Badakhshan Province: As per the information obtained from ANDMA, an avalanche occurred between Chashm Dara and Shokharo villages of Kofab district on 30 January. The information obtained from Kofab district indicates that six individuals were trapped by avalanche while they were travelling from Chashm dara village to Shokharo village. Out of six individuals, four of them died (two dead bodies recovered, two still missing) while two of them were rescued. No damages to the houses are reported. During PDMC meeting held on 1 February, as per ANDMA statement, 12 people were trapped by the avalanche, of these, six individuals died and 6 were injured. The provincial governor has requested ministry of defense to provide a helicopter to the designated team who will visit the affected area in order to provide cash assistance, assist the families who lost their family members and to transfer the injured individuals to Faizabad district for treatment. Due heavy snowfall and bad weather conditions in Badakhshan, the team could not visit the area. Subject to improvement in weather conditions, the team will visit the area on 8 February. North Region: Jawzjan Province: As per the primary information obtained from ANDMA, 32 families were affected (8 houses completely destroyed, 24 houses severely damaged) as a result of water uprising in one of the frozen canals in Darzab district. 10 individual fatalities were reported and 5 animals (livestock) were killed in in 8 villages. A joint assessment team consisted of NRC, Save the Children, ANDMA and DoRR carried out an assessment of the affected families on 4 February. As per the findings of the assessment, the affected families were in need of NFIs and food items. NRC, Tearfund, Save the Children and ANDMA will cover their NFI and food needs. Balkh Province: Based on the initial information obtained from ANDMA, on 5 February, six families (1 house completely destroyed and 5 houses partially damaged) were affected as result of extreme cold weather in Mazar-e Sharif. In addition, 13 people died (only two deaths confirmed) due to water overflowing from the frozen canal located in Nawshad area of Mazar city. ARCS already provided food and non-food items to 6 affected families; The extreme cold weather during last few days in Balkh province has resulted in causalities which are as follows: • As the road between Sia Gerd and Mazar city is frozen and the road is blocked, two children died while their parents were taking them to the hospital in Mazar city. • 59 animals (livestock) were reportedly killed in Nahr-e-Shahi district, 500 livestock killed in Charkent district, 35 livestock killed in Kishindi district and 300 livestock killed in Kaldar district.
