Just when parents, students, teachers, and administrators think they have the education system figured out, new education reforms come along. Both nationally and locally, the education system is responding to changes in the world that we live in. According to recent studies, two-thirds of the jobs of the future will require a college degree.1 And a majority of the jobs of the future will require some level of college education. A high school diploma alone will not move a person out of poverty. This should be of particular concern to Tribal Nations that struggle with limited job opportunities and high levels of poverty and unemployment. -

Site Visit Report January 2018 Hopi Education Feasibility Study www.public-works.org 1 EXECUTIVE SUMMARY The Hopi Tribe is a federally-recognized government comprised of a union of self- governing Hopi villages located on the Hopi reservation in northern Arizona. There are seven tribally-controlled schools on the Hopi Reservation. After receiving a Tribal Education Department (TED) grant from the Bureau of Indian Education (BIE), the tribe contracted with Public Works LLC to conduct a feasibility study to help the tribe improve education in Hopi schools. The feasibility study included a review of promising practices in tribal education. To that end, between July 2017 and January 2018, the Public Works team conducted extensive research on other tribes’ education activities, conducted visits to eight tribes and one school, and held telephone interviews with two tribes. The tribes and schools included: • Standing Rock Sioux, North Dakota • Coeur d’Alene, Idaho • Nez Percé, Idaho • Confederated Salish and Kootenai Tribes, Montana • Jemez Pueblo, New Mexico • Santa Clara Pueblo, New Mexico • Eastern Band of Cherokee, North Carolina • Mississippi Band of Choctaw Indians • Santa Fe Indian School, New Mexico • Gila River Indian Community, Arizona • Navajo Nation, Arizona, New Mexico, and Utah These tribes and schools were chosen due to their relevance to the Hopi’s objectives for a comprehensive educational system. Based on our preliminary research, each tribe used a model or strategy that could inform the Hopi in their decision-making process. For example, using a Sovereignty in Education (SIE) grant, the Gila Education Department River is moving forward on plans to unify its three tribally-controlled schools. -

An overview of the study of North American Indianlanguages is presented first, outlining the contributions of severalgenerations of linguists and leading up to a discussion ofthe present situation. Some current trends are identifiedthrough discussion of a representative group of recently instituted programs.Three appendices present the collected data. Appendix Alists American Indian language courses and other types of programsof 101 universities and colleges in the U.S. and Canada. Testimony of Amy Bowers Staff Attorney, Native American Rights Fund Regarding S.1262 the Native Culture, Language, and Access to Success in Schools Act Submitted to the Senate Committee on Indian Affairs June 30, 2011 Good afternoon, Chairman, Vice Chairman, and members of the Committee. Thank you for inviting me to testify on S.1262, the Native Class Act. My name is Amy Bowers. I am a staff attorney at the Native American Rights Fund (NARF). I am also a member of the Yurok Tribe of Northern California. I represent the Tribal Education Departments National Assembly (TEDNA), a non-profit organization for tribal education departments and agencies nationwide. I’d first like to unequivocally thank the Committee for this bill. NARF and TEDNA are greatly appreciative of it and we support it. Its excellence reflects that the Committee has really listened to Indian country. It incorporates very well many of the key recommendations that TEDNA, other Indian organizations and major reports have urged - elevation of the role of tribal governments in education, meaningful support of tribal education agencies (TEAs), and clear provisions for partnerships among other education entities and tribes. The bill’s provisions regarding tribal access, TEAs, and cooperative agreements, all of which my testimony will address, are indeed unprecedented. Currently over 93% of K-12 Native American students attend public schools on and off Indian lands. There are 740 elementary and secondary public schools in this country located on Indian lands. Many of these schools have student populations that are predominately Native American, and in a high number of these schools the population is overwhelmingly (80-90% +) Native American. -
