Mr TAM Yiu-chung will address the Council on the "Report of the Subcommittee on Proposals on the Method for Selecting the Chief Executive in 2017". Report of the Subcommittee on Proposals on the Method for Selecting the Chief Executive in 2017 MR TAM YIU-CHUNG (in Cantonese): President, in my capacity as Chairman of the Subcommittee on Proposals on the Method for Selecting the Chief Executive in 2017, I submit the report to the Council. The Subcommittee held eight meetings to discuss the Administration's proposals for the method for selecting the Chief Executive by universal suffrage as well as the draft motion to be tabled by the Administration to the Legislative Council on the amendments to Annex I to the Basic Law concerning the method for selecting the Chief Executive. The Subcommittee also met with 236 organizations and individuals to listen to their views. The deliberation of the Subcommittee is presented in detail in the written report, so I will only focus on several salient points in the report today. Regarding the composition and formation method of the nominating committee (NC), some members expressed dissatisfaction with the decision made by the Standing Committee of the National People's Congress (NPCSC) in 2014 which provides that the number of NC members shall remain at 1 200 and the NC shall be composed in accordance with the four sectors of the existing Election Committee (EC) in equal proportions. These members also expressed disappointment at the proposals put forward by the Administration, including the proposal that the subsectors and number of members of each subsector should remain unchanged, and that the method for selecting members of the 38 subsectors should remain unchanged while the electorate base of the 38 subsectors should remain largely unchanged. They pointed out that the existing EC was elected by fewer than 250 000 voters and many seats in the EC were returned by corporate votes only. They also considered that the allocation of seats among various subsectors in the existing EC is unfair and the industrial and LEGISLATIVE COUNCIL ─ 17 June 2015 13103 commercial sectors have excessive influence in the EC. They were worried that the nomination process will be completely controlled by the Central Authorities in future. Some other members considered that forming the NC by following the same framework of the four sectors of the existing EC can balance the interests of all sectors and ensure the preservation of the capitalist system in Hong Kong. Some members suggested the Administration to, on the premise of complying with the Basic Law and the decision made by the NPCSC in 2014, consider making adjustments to the electorate base of some subsectors in order to secure support of the Legislative Council for the Administration's proposals. The Administration pointed out that there is neither in-depth discussion nor a clear consensus in society on suggestions regarding the increase or change in the number of subsectors, the number of NC members returned by each subsector or expanding the electorate base of individual subsectors.
