PROFILE Sina Wartmann is an international expert in the fields of emission monitoring, reporting and verification (MRV) / Transparency with 17 years international of work experience in this area. She holds a Diploma in Industrial Engineering from the Technical University of Karlsruhe. Sina has excellent insight into the set-up and enhancement of MRV systems for GHG emissions, mitigation actions and support. She is currently supporting Kenya in setting up its national MRV system (GNIplus) and three Mexican States with their GHG inventory and mitigation MRV, she also supported Lebanon in setting up an MRV of support system under Clima South. She heavily contributed to the development of the MRV requirements under the EU-Emission Trading System between 2002-2012. Sina also has an excellent understanding of GHG inventory compilation, including based on the IPCC 2006 Guidelines and the IPCC Software. She has supported a number of countries in enhancing their national GHG inventories, e.g. Lebanon, Palestine, Chile, the Dominican Republic, , , Perú. She also supports cities with GHG inventory compilation using the GPC Standard. She regularly attends the international climate negotiations under the UNFCCC, including as part of country delegations. This gives her an excellent insight into requirements related to the existing MRV framework and its transition to the future reporting requirements under the Paris Agreement’s Enhanced Transparency Framework (ETF) and its Modalities, Processes and Guidelines (MPGs), which are still under discussion. On behalf of the OECD she contributed to a paper assessing options to provide flexibility under the ETF to developing countries who need it in light of their capacities. Sina is accredited with the UNFCCC for the review of national GHG inventories, the review of National Communications and Biennial Reports under the International Assessment and Review (IAR) process and the review of Biennial Update reports under the International Consultation and Assessment (ICA) process. She currently participates in 2 reviews/analyses annually. She has supported a number of countries in developing their NDCs, e.g. Lebanon and Ukraine and has held a workshop on NDC implementation for francophone African countries. Sina has excellent training experience, both with regards to coordinating, designing and holding trainings. Sina is a native German speaker, and has outstanding linguistic skills. She holds workshops in English, Spanish and French. Her long-standing training experience in a large range of regions gives her excellent cultural adaptability. Projects June – Sept 2019, Development of an MRV of support database for Lao PDR (NDA Readiness Project Laos, UNDP) Based on a brief assessment of the existing reporting structures, Sina identified relevant information that can realistically be collected by Laos at present, suggesting further information to be collected in the medium- and in the long-term. She suggested data collection processes using existing structures that would minimize additional effort for data collection and developed a database structure (Excel), a data collection template and a guidance document supporting the data collection. The materials were presented to relevant stakeholders in a workshop and were adjusted based on the feedback received.

January – May 2019 Lessons learned on regional climate target setting (Scotland ClimateXChange) Sina supported the assessment of key lessons learned in setting climate targets at regional and national level through interviews with the German region Baden-Wuerttemberg and the German Ministry of Environment and contributed to drafted a report presenting lessons learned. October 2018 – ongoing – GNI+ Kenya Funded by the International Climate Initiative, GNI+ Kenya supports Kenya in achieving its NDC at a technical level developing sectoral mitigation plans, at a legal level enhancing relevant legal frameworks, at a financial level assessing climate finance flows and bringing together potential donors to support the developed mitigation plans and helping to enhance Kenya’s MRV system related to GHG emissions, mitigation actions and climate finance. Sina acts as technical leader for the MRV component.

December 2018 – ongoing – Carbon footprint project (Under 2 Coalition) Funded by the International Climate Initiative, the Under 2 Coalition is supporting the further development of GHG inventories and mitigation MRV in seven regions in four countries: Mexico, Brazil, South Africa and . Ricardo is providing technical assistance together with local partners. Sina is the technical lead for this project, guiding the capacity building and technical support activities. She also leads the technical assistance in the three Mexican regions Baja California, Yucatan and Jalisco, developing and holding workshops, webinars and desk-based technical support together with the local partner Carbon Trust. She provides all support in Spanish.

September 2018 – January 2019 – Developing an Urban Crediting methodology (World Bank) On behalf of the World Bank, Ricardo is developing a methodology allowing cities to issue credits for GHG reductions using a city-level baseline and the city-level GHG inventory, as opposed to project-level accounting. This approach is intended to provide cities with the opportunity to make a stronger contribution to the country’s NDC targets, while benefitting from the issuance of credits. Amman is used as a practical example for the methodology development. Sina contributes to the methodology with her long-standing experience on MRV related to carbon markets, city and national level GHG inventories as well as her more recent insight into tracking progress towards NDC targets.

May 2018 – November 2018 (OECD) – CCXG Paper on Flexibility Contributing to a paper for the OECD’s Climate Change Expert Group (CCXG) with the title “Operationalising flexibility and facilitating improved reporting under the Paris Agreement”. Sina is responsible for drafting chapters related to flexibility on national GHG inventories and NDC progress tracking.

May 2018 – May 2019, Information Matters 3 (GIZ) Supporting developing countries in the set-up and enhancement of elements of their national MRV/transparency systems through ad-hoc support in the form of in-country trainings on country request. Sina has so far conducted trainings in Burkina Faso, Niger, Zambia and Benin. Trainings in Burkina Faso, Niger and Benin were fully delivered in French.

Dec 2017 – ongoing, Cities Matter: Capacity building in sub-Saharan African mega cities for transformational climate change mitigation (C40 Cities Climate Leadership Group) Ricardo, as C40’s main contracted technical implementation partner, will be providing tailored technical assistance and practical support to Accra, Cape Town, Addis Ababa, Dar es Salaam, Durban, Johannesburg, Lagos, Nairobi and Tshwane, working with them over the next three years to develop transformational, robust and evidence-based long-term climate action plans that align with national climate strategies, the goals of the Paris Agreement, and support sustainable development goals. Sina will support with a series of in-city workshops (Nairobi so far), complemented by regional workshops, to build capacity and enable peer interaction. Tools and resources – underpinned by existing city practices and international GHG and MRV approaches – will be developed in collaboration with the cities. This includes action planning frameworks and an emission projection tool.

December 2017-Februray 2018, Development of standard procedures for improved preparation and communication of GHG inventories in National Communications and BURs - Ad-hoc measure under Information Matters 2 (GIZ) Ricardo has supported the Climate Change Unit in Lebanon’s Ministry of Environment (MoE) in establishing institutional structures and processes allowing to compile forthcoming national GHG inventories in a more sustainable and consistent manner. This was achieved by, on one hand, training staff from MoE’s Air Quality Unit, which can in the future support the team within the Climate Change Unit which at present only consists of two staff members. Furthermore, meetings were held with key sectoral data providers like the Ministry of Agriculture, the Ministry of Industry, the Ministry of Energy and the waste department within MoE. These meetings allowed better understanding availability of relevant data, how missing data could be provided in the future, how data would be exchanged and what the role of the data providers in the GHG inventory compilation would be. Ricardo provided tailored data collection templates for various sectors for this purpose. Furthermore, tailored templates for a QA/QC plan and for methodology and data documentation were provided. The work included an assessment of the current compilation arrangements, identification of improvement potentials and a roadmap setting out improvement action in a step- wise manner at the cross-cutting and the sectoral level, over the next three GHG inventory compilation cycles. Sina lead the project and all of the above mentioned activities.

November 2017 – October 2018, Kyrgyz Republic: Methodological and Institutional Strengthening for Greenhouse Gas (GHG) Inventory (World Bank) The objective of the assignment is to strengthen the institutional arrangements and methodological capacity for the regular preparation of the country’s GHG inventory. The expected outcome is a GHG inventory made available on a regular basis (as opposed to every few years when a National Communication is prepared), at a more granular level (in particular to provide data relevant to assess impact of mitigation measures in priority geographic areas and for priority sectors), with more accuracy (progressing, at least for some sectors/sub-sectors, by one Tier), and in full compliance with the IPCC Guidelines and the UNFCCC’s MRV framework. For this purpose, the Ricardo team has carried out a stocktaking exercise to understand training needs and carry out three capacity building missions in-country. The capacity building will cover methodological issues, but also the set-up of sustainable processes and their transparent documentation, thus ensuring sustainable and consistent approaches over time. Sina leads the design and implementation of the capacity building activities.

2017-2018, Deciphering MRV, accounting and transparency for the post-Paris era (GIZ) Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has published a paper drafted by Raúl Salas and Sina Wartmann to help countries better understand the requirements for progress tracking in terms of Nationally Determined Contributions (NDCs) under the Paris Agreement. The paper explores the linkages and interactions between the key concepts related to tracking, reporting and accounting – with the aim of promoting a better understanding of the requirements among policy makers and practitioners, so that they can design or agree upon appropriate systems.

2017, Formulating a MRV Framework for Support Received for Lebanon (Europaid) Under the Clima South programme, Sina is supporting Lebanon to strengthen their capacity to undertake MRV of support received and to enhance its capacity to undertake MRV of support with respect to mapping domestic and international climate finance flows in Lebanon, clarifying the support received, identifying support gaps, enhancing related decision-making and ultimately support Lebanon’s NDC implementation. Two in-country missions will be undertaken to liaise with the relevant stakeholders and to ensure political-buy in of the proposed MRV system.

January 2017 – Dec 2017. 7th National Communication and 3rd Biennial Report for the EU (European Commission) Sina is supporting producing the seventh National Communication (NC) and the Third Biennial Report (BR) of the European Union for submission to the UNFCCC. She is responsible for compiling the QEWER and projections chapters, comparing historical data for the 28 member states against projected values out to 2035. This includes analysing the impact, of the policies and measures in place and anticipated for all member states, on the total emissions of the European Union.

Sept 2016 – February 2017, Developing sectoral action plans for Nigeria’s Nationally Determined Contribution (NDC) (UNDP) Ross led the MRV aspect of this project. It involved developing an approach, based upon international guidance and best-practice, for tracking the implementation and impacts of GHG mitigation actions across all of Nigeria’s NDC commitments. This included five separate and very different sectors including power generation and supply, agriculture and energy efficiency. Sina supported the development of a bespoke indicator framework encompassing data from the national GHG Inventory alongside many more detailed and granular datasets across all sectors.

2016-2017, Capacity Building for National Greenhouse Gas Inventory Systems in Developing Countries (US EPA). Ricardo Energy & Environment and Eastern Research Group are assisting the US Environmental Protection Agency’s Climate Change Division (CCD) with capacity building for national greenhouse gas (GHG) inventory systems in developing countries. This includes supporting collection and compilation of activity data for GHG inventories, through technical support and in-country missions and supporting the development, refinement and publication of outreach materials. Sina was involved in capacity building missions (e.g. Bangladesh, February 2016), providing support in the energy and IPPU sectors.

2013-2016, Information Matters 1 (GIZ) Ricardo Energy & Environment provided technical support to strengthen in-country capacities for ambitious reporting in the four partner countries Chile, Dominican Republic, Ghana and the Philippines. Ricardo conducted a gap analysis in each of the four selected countries and drafted a capacity building plan covering the areas GHG inventories, NAMA MRV and MRV of support, which was implemented through a number of in-country training missions as well as technical back-stopping activities and the development of knowledge products. Sina has led activities in Chile and the Dominican Republic, acted as lead author for the majority of the knowledge products and was responsible for the overall consistency of training approaches in the project.

May 2013 – Ongoing, UK Greenhouse Gas Inventory and National Atmospheric Emissions Inventory (DECC/Defra) Member of the UK GHG inventory team, delivering reports and data to the UK government and UNFCCC on UK GHGI emissions with a focus on the industrial processes sector.

2007- ongoing, Review of National GHG Inventories, National Communications, Biennial Reports and analysis of Biennial Update Reports under the UNFCCC (German Ministry of Environment, BMUB) On behalf of the UNFCCC Secretariat and financed by the German Ministry of Environment, Sina, being a member of the UNFCCC review roster, acted as expert for industrial processes in the reviews of the National Inventories of Italy (in-country), Latvia (in-country), Estonia, Switzerland (in- country), Belgium, Austria, Australia, Canada, the U.S (in-country), Spain and Luxemburg. She also participated in the reviews of the National Communications of Austria (5th) and Spain (6th) as well as of the first Biennial Report for Spain as expert for policies and measures and as lead reviewer. She participated in the firsts and third ICA technical analysis rounds in May 2015 and March 2016, analysing BURs of Andorra, Tunisia, Colombia, Costa Rica and Argentina.

2016-2017 - Developing a multi-tier MRV system for Jordan (World Bank) On behalf of the World Bank’s PMR Ricardo Energy & Environment is leading a project for the development of a multi-tier MRV system for Jordan. The system is to allow managing renewable energy and energy efficiency project data, including GHG impacts and finance received and use this information at the sectoral and national level for the purpose of NDC tracking and policy- decisions related to mitigation. Project work includes a needs analysis, which performs a detailed stocktaking of existing data reporting and IT-structures and compares them to desired system functions, thus identifying relevant gaps to be addressed. On this basis, an MRV system is designed, which is translated into specifications for an IT-system in the form of a functional specification and a technical specification report. Sina acted as key MRV expert for the project, developing the MRV aspects of the system design.

2016-2017, Developing the mitigation module of Costa Rica’s MRV system SINAMECC (GIZ) Costa Rica has developed a concept for a national system for climate change metrics, abbreviated SINAMECC. This system will have a number of modules, including mitigation, adaptation, support, national benefits, etc. This system will support the country to achieve its nationally developed contribution under the Paris Agreement and comply with international reporting requirements.

Ricardo Energy and Environment, together with a team of local independent consultants, developed the mitigation module of SINAMECC on behalf of GIZ. This work included identifying international best practice in assessing the progress towards a mitigation target and existing indicators at country-level, suggesting a “dashboard” of key sectoral indicators to be used right away, specifying the necessary functions of a database system for the management of the relevant information and the development of a guide for the development of appropriate indicators for new mitigation actions to be included into the system. Two stakeholder workshops allow presenting suggested approaches to stakeholders and gathering feedback. Sina acted as project manager, providing MRV expertise and ensuring quality.

2016, A Carbon Budgets Approach for Chile (FCO) On behalf of the FCO, Ricardo Energy & Environment helped Chile develop a system allowing the country to track progress and steer mitigation activities towards its mitigation target in its nationally developed contribution (NDC) under the Paris Agreement. This included an assessment of how the intermediate targets might be defined, considering Chile has set an intensity-based target related to GHG emissions per unit of GDP, how they might be calculated and whether annual values or values relating to a longer time period were most appropriate. Furthermore, the need for regularly updated GHG emission projections was identified and options for the approach to projections and the frequency of updating were discussed. Existing elements relating to the collection and evaluation of climate data, like the existing MRV system for mitigation actions and the national GHG inventory, where integrated into the overall approach suggested for tracking progress towards the NDC. Sina acted as key MRV expert for the project.

2014-2015, Training and Support Services for the Development of a National Greenhouse Gas Inventory System and National MRV Methodology in Viet Nam (FCO) Under this FCO project, domestic staff responsible for the national GHGI system and MRV system were trained by Ricardo Energy & Environment experts, working with qualified local specialists. Through capacity building missions and support, the Vietnamese staff were able to implement recommendations (i.e. institutional frameworks, data collection systems, quality assurance/quality control and nationally appropriate reporting procedures), so that domestic government entities in Viet Nam have been able to take full responsibility to compile and report a national GHGI, compliant with UNFCCC requirements. Sina supported the development of training materials for this project.

2016, Turkey Summer School on MRV and Carbon Markets (GIZ) Ricardo Energy & Environment held a 5 day Summer School in Ankara, Turkey with over 20 participants from ECO and PMR countries, including among other Turkey, Iran, , Tunis, Morocco, Ukraine, Aserbaijan, South Africa. Participants were introduced into the topic of MRV, its national benefits and the MRV of carbon markets, using good practice examples from Germany, the UK, South Africa, Chile and particularly Turkey’s MRV system. A focus was set applying the theoretical learnings in break-out sessions, where participants had to discuss potential approaches and consider their application for their own country. Sina acted as one of two trainers who preparing and delivering the event.

2015-2016, Analysis of MRV and accounting systems of Annex I Countries: lessons learned and best practices for non-Annex I Countries (GIZ) Ricardo Energy & Environment is working together with GIZ. The objective of the project is to inform Colombia, Costa Rica and Mexico how accounting and Monitoring, Reporting and Verification (MRV) systems for greenhouse gas (GHG) emissions, mitigation actions, and Monitoring & Evaluation (M&E) of adaptation to climate change can be designed, implemented and work, suggesting improvements to their national MRV systems, based on good practice examples from Annex I and non-Annex 1 Parties of the Convention. Sina acted as project manager, together with a colleague presented best practices to the three partner countries and developed recommendations for enhancing their existing MRV and accounting systems.

2015, Support to Ukraine’s INDC development (Europaid) Under the Europaid project Clima East, Ricardo Energy & Environment supported the Ukraine in drafting their INDC. This included a review of data used for projections based on the TIMES-model for the industrial and process use sector. Furthermore we supported discussions among stakeholders in agreeing the mitigation targets set.

2015-2016, Supporting Georgia with LEDS in the Industrial Processes Sector (Europaid) Under the EU-funded Clima East project, Georgia is supported with the development of a LEDS in its industrial processes sector. This includes identification of mitigation options, data collection with industry, a review of the IP sector GHG emissions in Georgia’s most recent National Communication as well as a review of IP sector projections. Sina leads the projects and was responsible for all review activities and communication with the client. The local counterpart for this project is Remissia, the NGO who was responsible for the compilation of Georgia’s recently published 3rd National Communication.

2015-2016, Supporting Belarus with the set-up of a national MRV system (Europaid) Under the EU-funded Clima East project, Belarus is supported with the set-up of a national MRV system. This includes identification of key stakeholders, existing capacities and institutional structures as well as recommendations for roles and responsibilities and set-up steps in a national MRV system, consistent with current national planning, which includes the set-up of an Emission Trading System after 2020. Sina acts as project lead and is responsible for communication with the client.

2014-2015, Design and facilitation of the institutional arrangements and technical requirements for MRV Framework for mitigation actions in Chile (FCO) The project achieved and enabled a clear and straightforward national MRV framework for NAMAs in Chile, increasing transparency, comparability and improvements in data quality. The framework covered all sectors of the economy. The objective of the project was achieved through the design and agreement of common technical requirements for NAMA MRV; design of coordinating institutions and processes; and national and international communication of the resulting framework. The outputs were achieved by adapting emerging practice on NAMA MRV frameworks (including the MRV approach for the UK carbon budgets) to the priorities and needs of Chile. Technical work was underpinned by thorough involvement of Chilean stakeholders (including a stakeholder event and bilateral meetings) and strong coordination with ongoing initiatives in Chile. Sina was the technical project manager and thus responsible for the overall design of the system.

May 2015 - March 2016, Supporting the roll-out of the GPC to C40 Cities (C40 Cities Climate Leadership Group) Supporting C40 Cities to improve the greenhouse gas (GHG) inventories of 20 city members in order to achieve compliance with the Global Protocol on Community Scale Emission Inventories (GPC), and meet the requirements of the Compact of Mayors. This involved undertaking reviews and gap analyses of existing reported inventories, and helping cities to report their data using the approved GPC reporting tools. Several cities received a training workshop and support in-city to increase their capacity on GHG inventory compilation, reporting and data use. Cities were provided with tailored technical support to update and improve inventories as required, and a final audit of all cites' data was undertaken to verify that GPC-compliance had been achieved ahead of the COP21 deadline. The project also involved input into the development of reporting tools now used by the Compact of Mayors through the CDP platform, development of calculation tools for fugitive emissions and wastewater, guidance on estimating emission reductions from sector-specific projects, and production of a self-verification toolkit for estimating emissions. Sina undertook gap analyses and audits of city inventories and provided technical support to cities.

2014, African Development Bank MRV NAMA training (ADB) Ricardo-AEA was commissioned by the African Development Bank to provide capacity building support on measurement, reporting and verification (MRV) of Nationally Appropriate Mitigation Actions (NAMAs) for African countries. This was delivered in the form of a two-day workshop in Tunis on 12th and 13th March. Ricardo-AEA designed training material in English and French and delivered the two-day workshop. The workshop was attended by 22 attendees from 19 African countries and covered topics including MRV of emissions and GHG inventories, an introduction to MRV of NAMAs, measuring NAMA impacts (including co-benefits), institutional structures for NAMA MRV and MRV of support (e.g. climate finance). The workshop consisted of presentations from Ricardo-AEA and attendees, case study examples and interactive exercises. Sina led the development of training content and acted as the main trainer during the event.

2013, Conceptualization and implementation of a summer school on “Tracking progress and MRV for Greenhouse Gas Emission Reductions” (GIZ) On behalf of GIZ, Ricardo-AEA helped organise and run a 10 day workshop (with VNEEC, lead), Southpole Carbon and Perspectives) in Viet Nam to train government officials from a range of countries (including South Africa and Kenya) in the measurement, reporting and verification of progress in reducing greenhouse gas emissions. More than 20 participants from as many countries took part. The event aimed to train participants on MRV through presentations and group exercises, but also to foster experience exchange among them. The event focused on tracking progress towards targets and thus included MRV of emissions, of actions and of support. Sina Wartmann took part in the event as expert on the MRV of GHG emission reductions.

2011-2013, Development of monitoring and reporting approaches for projects under the international climate initiative (BMUB) The project further developed MRV approaches under the International Climate Initiative (together with Germanwatch (lead) and Wuppertal Institute); the resulting MRV approaches were both scientifically valid as well as pragmatic. The project covered the ICI funding areas of adaptation, REDD+ and mitigation. Ms Wartmann led the team responsible for the development of mitigation related approaches. The work included development of a manual on MRV approaches, suitable indicators, approaches allowing aggregation. For this purpose, existing approaches, e.g. EU ETS, GHG Protocol, IPCC, also approaches at funds like CIF, CTF, and GEF were considered.

2012, Autumn School on MRV, APR 2012 (GIZ) Under the Partnership for Mitigation and MRV, Ecofys organised and implemented an Autumn School on the topic of MRV (monitoring, reporting, and verification) on behalf of GIZ. The MRV Autumn School took place in October 2012 close to Berlin. 24 participants from 23 countries - among them 3 participants from Annex I countries - were trained during 7 days on MRV of national inventories, other systems related to GHG emissions, nationally appropriate mitigation actions and MRV of support. The training was designed to ensure intensive experience exchange and networking among the participants. Participants were also asked to present practical example cases from their work experience. Sina Wartmann acted as project manager, preparing and facilitating the event.

2011-2012, Support to the European Commission for the development of a Regulation on Monitoring and Reporting under the EU ETS (EC) Together with Umweltbundesamt Wien and PwC as subcontractors, Ecofys developed a draft for a Monitoring and Reporting Regulation for the EU-ETS. The bases for these Regulations were the EU ETS Monitoring and Reporting Guidelines. In the development of the draft Regulation, the project team considered experiences with the application of the Monitoring and Reporting Guidelines, including best practices at Member States level as well as identified need for improvement via clarification or increased level of detail of requirements.

2010, Support to the European Commission for the review of permits, monitoring plans, verification report in the EU ETS at the level of the Member States for the 2008-2009 compliance cycle (EC) In collaboration with PwC, Ecofys evaluated the implementation of the compliance cycle for the years 2008 and 2009 in all EU Member States, including Iceland, Liechtenstein and Norway. Improvements over time, potential for improvement and best practices were identified. This project delivered highly valuable information for the further improvement of the compliance cycle, e.g. the development of the Monitoring and Reporting Regulation, the Accreditation and Verification Regulation as well as the development of comprehensive guidance.

2010, Development of Monitoring and Reporting Guidelines for the new activities under the revised EU ETS Directive (EC) Ecofys together with Umweltbundesamt Wien developed new MRG annexes for all new activities in Annex I of the revised EU ETS Directive, except for aviation, N2O and Carbon Capture and Storage, where annexes already exist. In the development of these Annexes, existing approaches have been applied as far as possible to ensure consistency. Industry stakeholders were involved both through bilateral meetings as well as through a stakeholder forum. The development of the new Annexes enabled to identification of a number of points of improvement within the MRG, e.g. with regards to transparency, level of detail or consistency.

2002 - 2009, Various projects related to the preparation of monitoring guidelines for the EU ETS (EC) Ecofys led the consortium that developed the EU monitoring and reporting guidelines for the ETS. The guidelines present detailed criteria for the monitoring and reporting of greenhouse gas emissions in participating installations and were adopted in January 2004. Subsequently, Ecofys has reviewed the guidelines based on experiences made, leading to a revised MRG version which was adopted in 2007. Ecofys also led the consortium developing the MRG annexes for carbon capture and storage in 2008 and 2009.
