iii Bangladesh Software and IT Service Industry

There are over 800 registered soware and ITES (IT Enabled Service) companies in Bangladesh. There are another few hundred of unregistered small and home-based soware and IT ventures doing business for both local and internaonal markets. The total industry size is esmated to be around BDT 18 billion (US$ 250 million). Approximately 30,000 professionals, majority IT and other graduates, are employed in the industry. There are over 200 soware and IT service companies who regularly export in different parts of the world. Around one third of those companies are 100% export based. In terms of export desnaons, North America (mainly USA; a major part of business in US market is sll done through NRB linkage) sll dominates, while in Europe countries like UK, Denmark and Netherlands have emerged as major desnaons during last few years. , which is very sensive to language skill, has also been an important market for a while. During last few years, a number of developments have contributed to the accelerated growth of export earnings (growth of export has been around 30% in 2011). In December 2010, Gartner, one of the most respected global consulng groups, has published a list of top 30 outsourcing desnaons of the world (this list is published every two years by Gartner). The list included Bangladesh for the first me. This recognion is certainly going to posively influence percepon of prospecve overseas clients on the capability of Bangladesh IT industry. And already there have been signs that global companies have started to seriously consider Bangladesh as their outsourcing or back-office locaon. In late 2010, Samsung, the global leader in consumer electronics industry, has opened up its high-end R&D (research and development) centre in Bangladesh with over two hundred engineers (it is the 18th R&D centre for Samsung. Beside Bangladesh, Samsung has R&D centres only in within South and South East Asia). Currently there are at least 10 small to mid sized offshore development or back office service centres (established in last 3-4 years) operang from Bangladesh. Apart from those, at least 30 joint-ventures have been set-up in Dhaka during last few years and these are providing offshore services to clients in North America, Europe and Far East.

Technology Matrix of Bangladesh Software Companies The recent survey indicates that the majority of the soware companies have taken a strategy to maintain flexible technology skill porolio that includes both open source as well as proprietary technology plaorms. Microso clearly dominates in laer category. Though web applicaon is sll the predominant technological focus area for most of the companies, a number of companies have built technical experse for core technologies (e.g. C, C++) for some advanced development works including embedded soluon or game development. Very recently, ancipang the new wave of mobile centric global IT demand paern, a number of companies have already started building skill base mobile plaorms like Android, iOS, J2ME etc. Industry experts feel that, for the soware companies there will be regular need of upgrading the skill sets, parcularly in this decade where some revoluonary trends (e.g. Cloud compung) will probably fundamentally redefine the technology market. iv DCCI

Dhaka Chamber of Commerce & Industry (DCCI) is the voice of SMEs serves as the first point of business contact for penetration into new market and a vibrant platform putting forward facts-based opinions, suggestions and recommendations for a brighter tomorrow in the sphere of trade, commerce and the overall economy. DCCI, the largest and most active Chamber of the country, established in 1958 , was incorporated under the companies Act, V11 of 1913 as a limited company on March 10, 1959. It serves as a model of non-profit, service-oriented organization. It has rendered more than four decades of very useful services for the development of business and industry in Bangladesh.

It has four classes of membership: General, Associate, Town Association and Trade Group. The Chamber is run by a Board of twenty-four Directors representing all classes of membership. One third of the Directors retire every year. A President, a Senior Vice-President and a Vice-President are elected by the Board for a term of one year. The President is the Chief Executive of the Chamber. The Board of Directors is assisted by a number of Standing Committees on various important business-related subjects and by a full fledged Secretariat.

Bangladesh Association of Software and Information Services (BASIS) is the national trade body for Software & IT Enabled Service industry of Bangladesh. Established in 1997, the association has been working with a vision of developing vibrant software & IT service industry in the country. BASIS started its journey with only 17 charter members. Today the membership stands at over 450. Members of BASIS account for the lion share of the total software & IT services revenue of the country.

BASIS, through its regular programs and activities, works on the following broad objectives. • Domestic market development by creating awareness among potential IT users from both private and public sectors, establishing market places for IT solutions and ensuring level playing field for local software and ITE service industry • International market development through networking and business linkage events as well as brand promotion of the industry at international level • Capacity building of the member companies as well as the industry as a whole through management/ entrepreneurship development initiatives, technology training and resource sharing • Member service development and delivery in different operational and business support areas like financing, tax, export/import, remittance, foreign visit, contract & legal issues, IPR etc. • Advocacy for business friendly and enabling government policies for the development of software and IT enabled service industry • Social contribution, as responsible citizen group, towards the long term national vision of becoming a technology driven knowledge economy, particularly through engaging with the young generation for motivating and guiding them for becoming future technology leaders

Role of BASIS in International Business Linkage With regard to export market development, BASIS regularly takes initiatives for creating exposure for member companies to international markets with the help of different government and development agencies working in the export development area. Such initiatives include arranging participation at international IT fairs & marketing missions, business linkage programs for outsourcing, B2B trade platform etc.

Who are we? The CBI is the Centre for the Promotion of Imports from developing countries. We are an agency of the Ministry of Foreign Affairs of the Netherlands.

What do we do? The CBI’s mission is to contribute to sustainable economic development in developing countries through the expansion of exports from these countries. Over the last 40 years, we have opened the doors of European trade to thousands of exporters in developing countries. Our role as a knowledge broker is characterised by us working closely with our network. We offer and work with an integrated approach to sustainable economic development. Furthermore, all of our programmes are based on CSR. The focus of the CBI is on an important link in the export value chain. We offer an integrated, needs-driven approach to both exporters as well as their business support organisations (BSOs) and governmental authorities. We focus on the link between producing exporters and European buyers. We contribute to strengthening the competitive position of exporters sustainably, assisting them in trading on the European markets.

From the field ‘The CBI made us,’ says Venus Genson who founded the Venus Group of Companies in the . ‘We had no access to Europe until the CBI provided it for us, helping us to understand the markets and taking us to trade fairs. An essential part of business is meeting other people who are willing to share their knowledge, experience and network with you. The CBI’s training and market-entry support changed the shape of our business. We had already developed a solid export base in the USA, however, it was access to the European markets that gave us our real break. Now 40% of our exports go to Europe, 40% to the USA and the remaining 20% are regional.’

Formed in 1964, ITC has been the focal point within the United Nations system for trade related technical assistance (TRTA). In line with our joint mandate from the World Trade Organization (WTO) and the United Nations through the United Nations Conference on Trade and Development (UNCTAD), we support our parent organizations’ regulatory, research and policy strategies. We focus on implementing and delivering practical TRTA projects. Our work focuses on the areas of expertise where ITC can have the greatest impact Improving the ability of small- and medium-sized enterprises (SMEs) to integrate into the world trading system, enhancing the abilities of trade support institutions to better support them, and increasing the ability of the private-sector to advocate their priorities to policymakers, and have these reflected in trade policy. Along with our United Nations family and partner organizations, we continue to connect ITC projects and programmes with global efforts to achieve the Millennium Development Goals and the Aid for Trade agenda. ITC remains the only international organization focused solely on trade development for developing and transition economies. To deliver effective trade-related technical assistance (TRTA) and to achieve the goal of expanding exports requires all the major players, including ITC, to develop effective working partnerships as well as greater levels of coherence and coordination. Our goal is to build on our capabilities and that of our partners to bring about even greater development impact.

Netherlands Trust Fund II

In March 2009, the Centre for the Promotion of Imports from Developing Countries of the Netherlands (CBI) and International Trade Centre UNCTAD/WTO (ITC) signed a partnership agreement, called the Netherlands Trust Fund II (NTF II). The Netherlands Ministry for Development Cooperation finances the programme, while ITC takes responsibility for the implementation. The overall objective of NTF II is the creation of sustainable exporter competitiveness in selected export sectors within selected partner countries. ITC and CBI collaborated to short-list potential beneficiary countries, including Bangladesh.

The overall objective of the NTF II project for Bangladesh is to build “ Sustainable Exporter Competitiveness in the IT & ITES Sector in Bangladesh”. It is expected that the project will achieve the following three outputs:

1. Viable commercial relationships between Bangladeshi suppliers and EU buyers are established 2. Capacities of TSIs enhanced to provide a demand-driven and sustainable Business to Business (B2B) linkaging service to SMEs in the IT and ITES sectors 3. Bangladesh is better branded and marketed within specific segments in selected target markets

The project will be implemented in collaboration with the Dhaka Chamber of Commerce and Industry (DCCI) and the Bangladesh Association of Software & Information Services (BASIS). Both organizations have committed to sustaining project objectives after the project ends. The International Trade Centre (ITC) will emphasize strong involvement of country expertise to design and conduct the planned activities of the programme, to optimize efficiency, engagement and relevance.
