General regulations 1. The present regulations determine the procedure for the competitive filling of vacant positions of the teaching staff, researchers and heads of structural divisions. 2. Persons who meet the qualification requirements of the vacant position for which they are applying and who have submitted the relevant documentation within the timeframes determined by these regulations are admitted to the competition for vacant positions filling of the teaching staff, researchers and heads of structural units. 3. The basis for holding a competition for vacant positions filling of heads of structural divisions, heads of departments, teaching staff, research workers is the availability of vacancies, resulted from: 1) changes in the organizational structure of the university; 2) changes in the staffing table of the university; 3) reorganization of divisions, which may also include the merger of several divisions, which entails the abolition of existing positions, creation of a single head position, with the subsequent announcement of a competition for the position. 2. Announcement of the competition holding 4. An announcement of the competition holding is to be published on official website of the “MUK” NCJSC in the presence of vacant positions of the teaching staff, scientific workers, and heads of structural divisions of the university. 5. The announcement of the competition holding contains the following information: 1) name of the organization, indicating the location, postal address, telephone number; 2) name of the vacant position, structural unit where this position is provided for by the staffing table; 3) date and time of the beginning and end of the acceptance of documents (the period for the acceptance of candidates' documents is 10 working days after the day of publication of the announcement of the competition); 4) list of basic requirements for the candidate, in accordance with the qualification characteristics. 5) list of documents required to participate in the Competition. The Commission for the Filling of Vacant Positions of Heads of Structural Subdivisions, Heads of Departments, Teaching Staff, Scientific Workers (hereinafter referred to as the Competition Commission) is a permanent commission of the “MUK” NAO. 7. The composition of the Competition Commission is considered and approved by the decision of the Board, with the subsequent publication of the order of the Chairman of the Board - Rector. Also, by the decision of the Board, a secretary of the Competition Commission is appointed, who is not a member of the Competition Commission and performs organizational and technical functions. 8. The competition committee consists of an odd number of participants and includes: 1) chairman; 2) deputy chairman; 3) members of the competition Commission. 9. The composition includes: 1) University employees who coordinate work or are directly responsible for work in the main areas of activity; 2) compliance officer; 3) a representative of the legal service of “MUK” NJSC; 4) a representative of the trade union organization of “MUK” NAO. 10. Members of the Board of Directors have the right to take part in the meetings of the Competition Commission as observers. 11. The main principles of the Contest Commission are: 1) providing equal opportunities to all participants in the competition; 2) ensuring fair competition among the participants in the competition. 4. Reception and consideration of documents of the participants of the competition 12. The candidate, personally or by means of e-mail / courier service, sends to the secretary of the Competition Commission the documents required to participate in the competition no later than 10 working days after the announcement was published. 13. The application for participation in the Competition is to be written by the candidate in his own hand and addressed to the Chairman of the Competition Commission. An employee of the Human Resources Management Department determines the compliance of candidates with the qualification requirements, indicating the position on the application, full name. and signatures. 15. The provision of an incomplete package of documents, as well as the submission of documents later than the deadline is the basis for refusal and return of documents. Refusal is announced to the candidate in any form (written or oral). 16. The Legal Department examines the submitted documents and gives a written opinion regarding compliance with the contest procedure to Competition Committee. 17. The participant of the competition has the right to submit additional information regarding his education, professional level (list of scientific publications, recommendations from the management of the previous place of work). 18. Persons wishing to participate in the competition for filling the vacant position of the head of the unit must additionally submit a presentation on their vision and development strategy of the unit. 19. Competition for filling vacant positions can be held with the participation of two or more candidates for one position, subject to the qualification requirements for the position presented. 20. In the absence of competition for a vacant position due to the submission of documents by one applicant, the commission for interviewing candidates for employment decides to recommend / not recommend to the Board Chairman - Rector the appointment of a candidate for the position. 21. The following documents are attached to the application: 1) copy of identity card and original for verification; 2) copies of higher education diplomas, academic and / or scientific degrees, a document on academic title and originals for verification (for persons who have a diploma of education from another state, it is necessary to provide a diploma that has passed the apostille and nostrification procedure) 3) copies of certificates of retraining and advanced training (if any) and originals for verification; 4) list of scientific works and inventions (if any) certified by the Secretary of the Senate for the employees of "MUK" NJSC; for employees who do not work in "MUK" NJSC it is to be certified by a person authorized to perform this function in the organization. Two days before the Competition Commission meeting, the secretary notifies the candidates about the date, time and place of the interview. 23. The candidate is admitted to the interview, subject to the qualification requirements. During the interview, the Competition Commission assesses the professional potential of candidates necessary to perform functional duties. 24. The competition committee make decision about inclusion the candidate’s name into the secret ballot. 25. The results of voting “For” a candidate shall be expressed by crossing out the word “Disagree”, in voting “Against” - by crossing out the word “Agree”. 26. Before the start of the secret ballot, the Competition Commission elects a counting commission of three people from among the members of the Competition Commission to count votes (Appendix 1). 27. The Counting Commission announces the results of voting for each candidate. 28. The minutes of the meeting of the counting commission based on the results of voting of the Competition Commission (Appendix 2) and ballots (Appendix 3) are attached to the materials of the competition. 29. The decision of the Competition Commission is valid if at least 2/3 of its members took part in the voting. 30. In case of an equal number of votes following the voting results, the vote of the Chairman is decisive. 31. At the same time, the reasoned opinion of the Chairman is entered into the minutes of the meeting of the Competition Committee. 32. Based on the results of the Competition, the secretary draws up the minutes of the meeting of the Competition Commission (Appendix 4) for each applicant for the vacant position. 33. The decision of the Competition Commission related to the heads of structural divisions directly subordinate to the Board of Directors shall be submitted to the final decision of the Board of Directors of "MUK" NJSC. 34. The Secretary acquaints the candidates with the decisions of the Competition Commission made on their candidacy in the form of an extract from the minutes (Appendix 5). 35. Upon completion of the competitive procedure and announcement of the results of the competition, within three working days, the employer's act is issued on the appointment of the candidate to the vacant position in connection with the election by competition, in accordance with the extract from the minutes of the meeting of the Competition Commission.
