Vogel, Chair Urban-bias and the Roots of Political Instability: the case for the strategic importance of the rural periphery in sub-Saharan Africa seeks to unravel a conundrum in African politics. Since the 1980s, we have witnessed two contradictory trends: on the one hand, coups, which have become rare events world-wide, have continued to proliferate in the region; concurrently, several African countries – such as Ghana, Uganda, Burkina Faso and Benin – have managed to escape from seemingly insurmountable coup-traps. What explains this divergence? To address these contradictory trends, I focus initially on Ghana and Cote d‟Ivoire, neighboring states, with comparable populations, topographies, and economies that have experienced contrasting trajectories. While Ghana suffered five consecutive coups from the 1966 to 1981, Cote d‟Ivoire was an oasis of stability and prosperity. However, by the end of the 20th century, Ghana had emerged as one of the few stable two-party democracies on the continent, as Cote d‟Ivoire slid into civil war.

Using both tabular and graphical profiles, emphasis is given to the evolving framework of economic policy. This framework began initially with capital budgeting, then passed on to indicative planning, and then more comprehensive planning as Madagascar sought to achieve both economic transformation and growth in the decades since political independence from France in 1960. As conflicting objectives became more acute through fluctuating export earnings and domestic policy constraints, Madagascar has engaged in a scaling back of public sector intervention in the context of international programs of structural adjustment. What remains to be determined is the optimal mix of public and private sector participation in the economy, particularly where such issues as income distribution are concerned. It became in the process a test case of the new African Union (AU), and an illustration of the still widely divergent diplomatic approach to African crisis adopted by African and developed nations. Although the bitter eight-month crisis ended in July and the risks of civil war abated, it brought disastrous consequences politically, economically and socially. In a display reminiscent of the people power that ousted Slobodan Milosevic from the Serbian presidency, hundreds of thousands of people stayed on the streets of the capital, Antananarivo, for weeks. Their aim was to defend political upstart Marc Ravalomanana, who claimed that incumbent president Didier Ratsiraka had changed the count in the first round of presidential voting on 16 December 2001. Ravalomanana, a self-made millionaire and the popular mayor of Antananarivo, argued that since Ratsiraka had stolen the first round, he would surely steal the second round to remain in power.
