DISTRICT 4 HEADLINE NEWS Monthly Email Newsletter June 2021 COUNCILWOMAN DIONNE FAULK CELEBRATES JUNETEENTH In the month of June I'm wishing joyous celebrations to all Dads on Father's Day, June 20th, and all Graduates participating in commencement ceremonies this month. Happy Juneteenth, everyone! On June 19th, 2021 we celebrate Juneteenth in recognition of slave emancipation in the United States. June 19, 1865, is the day that General Granger arrived in Texas and informed slaves that the Civil War was over and slavery had been abolished. Abraham Lincoln signed the Emancipation Proclamation abolishing slavery two years earlier on January 1, 1863, but the arrival of General Granger was to enforce the decree that Texas slave owners withheld to keep their free labor force operating as usual. In fact, over 250,000 slaves were SURPRISED at the news from the General. In 1980 Texas became the first state to observe Juneteenth as a state holiday, and over the years others have followed suit. I'm very happy to announce that under the Biden-Harris administration Juneteenth was recently enacted as a national federal holiday! In celebration of Juneteenth Supervisor Holly Mitchell is hosting a Juneteenth Celebration and Resource Fair, a FREE local event being held at Magic Johnson Park. All are invited, but space is limited so advance registration is a must! Food Trucks Music, Activities, Giveaways & Guest Speakers. IN THE SPOTLIGHT California Officially Reopens June 15th Here's What's Changing and What's Not California officially reopens after more than a year of restrictions and closures due to the COVID-19 pandemic. So you can ditch your masks right? Not so fast. Dr. Mark Ghaly, California's Health and Human Services Secretary, announced more details on what California's mask mandate will look like after the June 15 reopening. Those fully vaccinated will be allowed to do almost everything they did pre-pandemic without wearing a mask including grocery shopping, drinking at a bar, and going to the gym. If you're not vaccinated, you're still going to have to wear a mask in "indoor public settings." That includes grocery stores, shops, restaurants, movie theaters and other indoor businesses. There are other situations and places where masks will be required regardless of vaccination status. It all can be a bit confusing, so we've broken down the rules below. Masks still required for everyone in the following places in California: Any form of public transportation (think commuter buses and railroad systems) including airports and planes. The Transportation Security Administration (TSA) extended their mask requirement through September 13, 2021. So yes, you will be required to wear a mask for your next trip out of LAX, regardless of whether you are vaccinated or not. Hospitals and long-term care facilities: Even if you are fully vaccinated, you are still required to wear a mask in healthcare settings like hospitals and long-term care facilities such as assisted living and nursing homes. When the new mask guidance for vaccinated individuals was initially released in May, the American Hospital Association (AHA) asked for a clarification to which the CDC emphasized that new masking recommendations for people fully vaccinated against COVID-19 do not apply to health care settings. Indoors at K-12 schools and childcare facilities: Dr. Ghaly announced Wednesday that people, including teachers and students, who are vaccinated are still going to need to wear masks when they are indoors. However, they don't have to wear masks while outdoors, like on a playground. Prisons and homeless shelters: In accordance with CDC guidance, masks will still be required in correctional and detention facilities as well as homeless shelters. Indoor workplaces (with one important exception): Last Thursday, the California Occupational Safety and Health Standards Board approved controversial rules that will require masks to stay on in the workplace for the time being. The exception? Workers can go maskless only if every employee in a room is fully vaccinated against the coronavirus. Masks required for unvaccinated individuals: Dr. Ghaly announced that unvaccinated Californians will still have to wear masks at all indoor public settings, like stores, restaurants, salons and the like. This is an update that goes further than CDC guidance, which suggests masking but doesn't require it. The additional information you should know regarding mega events: Indoor mega events (examples: NBA games, Staples Center events, or any other indoor conventions, conferences, expos or concerts) Verification of fully vaccinated status or pre-entry negative test result will be required of all attendees. If you do not meet these requirements, you will not be admitted to the event or venue. Outdoor mega events (examples: MLB games at Dodger Stadium, Hollywood Bowl concerts or any music or food festivals, car shows, marathons, etc.) Verification of fully vaccinated status or pre-entry negative test result will be strongly recommended for all attendees per state guidance, but not required. However, if you are not fully vaccinated nor have a pre- entry negative COVID-19 test, you will still be admitted to the event as long as you wear a mask. The graduation ceremonies will take place at the following times: City Honors at 10:00 am Morningside High School at 2:00 pm Inglewood High School at 6:00 pm Congratulations to our Class of 2021! IUSD Facilities Construction Updates IUSD announces an update on construction projects at various IUSD school sites. Morningside High School received new heating and cooling equipment as well as new roofs, windows, flooring, and new wiring to support internet connectivity. Oak St. Elementary School is undergoing a campus modernization of their permanent buildings. Two of the three permanent buildings are complete and open for occupancy. Finally, the front entrance of Bennett-Kew was redesigned and constructed to provide a more attractive and secure entrance to the campus. The new design now routes visitors through the office prior to accessing the campus. Construction will continue at identified school sites throughout the year. Our office gets many calls inquiring about how tree roots and sewer laterals are handled by the City of Inglewood. The City does clean, maintain and repair those sewer mains in the street areas, which serve more than a single ownership (and is referred to as a “public main”). The City, however, has no way of cleaning individual sewer laterals from the public main. The City also has no control over what the property owner discharges to the sewer system. Therefore, the standard requirement by the City is that the property owner is responsible for the upkeep of their sewer lateral from the residence or business to the public sewer main in the street.
