    North Yorkshire County Council Executive 15 January 2019 Harrogate Congestion Study –Options Assessment Report Addendum Report of the Corporate Director – Business and Environmental Services 1.0 Purpose of Report 1.1 To provide an update on the progress of the Harrogate Congestion Study further analysis. 1.2 To set out the broad outcomes of the Options Assessment Report Addendum (OARA) 1.3 To recommend next steps, including potential public consultation 2.0 Background 2.1 Members of the Executive will be aware that a route for a Harrogate Northern Relief Road and Killinghall Bypass was approved by the County Council in the early 1990’s. Following a request from the County Area Committee for the Harrogate District a review of ‘the need for and alignment’ of the adopted relief road was commenced in late 2016. 2.2 As an early part of this study, initial modelling and appraisal was undertaken on various potential relief road options based on work originally carried out in the early 1990’s (see Figure 1 below.) This showed that of the alignments, the two inner relief road options provided the greatest benefits in terms of traffic relief. 2.3 As a result of development pressures, and based on information available from the initial consideration of relief road alignments the Executive recently resolved to rescind the protection of the Harrogate Northern Relief Road and a section of the Killinghall Bypass. The remainder of the Killinghall Bypass remains an adopted route. NMR Prehistoric Monuments in the A1 Corridor Information and activities for teachers, group leaders and young archaeologists about the henges, cursus, barrows and other monuments in this area Between Ferrybridge and Catterick the modern A1 carries more than 50,000 vehicles a day through West and North Yorkshire. It passes close to a number of significant but often overlooked monuments that are up to 6,000 years old. The earliest of these are the long, narrow enclosures known as cursus. These were followed by massive ditched and banked enclosures called henges and then smaller monuments, including round barrows. The A1 also passes by Iron Age settlements and Roman towns, forts and villas. Water Table, Flooding and Overflowing Septic Tanks: The over flowing septic tank at the Homestead is currently being dealt with following intervention by Harrogate Borough Council. The Clerk informed Members as to the progress of a scheme to control flooding and speed up drainage within Hopperton. It appears that any scheme covering the whole of Hopperton would be extremely expensive and quite complex. It may therefore be easier to deal with individual areas as they arise. The Clerk is taking advice from drainage Consultants recommended by other Parishes. 4. Flaxby Developments: An application has been submitted regarding the Flaxby Business Park. The plans were studied and the Clerk was asked to submit concerns regarding local infrastructure in both relation to this, the Allerton Waste Recovery Plant and proposed housing on the redundant Golf Course. The Clerk was also requested to raise concerns about the A168/A1 corridor becoming a development zone. 5. Allerton Waste Recovery Plant: Members raised their concerns at the sheer size of the building and its “silver blob reflection” which is visible from many miles away.
