The frequency change will make ACARS and other VHF services frequencies common worldwide. DESCRIPTION This service document transmits Rockwell Collins SIL 16-1 SITA Datalink Frequency Change for North America. NOTE: After using the steps in the SIL to confirm the Core Software part number, users will need to follow the steps outlined in section 5.0 Possible Scan Table Configuration Change for Units Without Operational Geographic Filter, to perform the a one-time update to the RIU-4010 settings, on or after 30 June 2017. COMPLIANCE INFORMATIONAL. This service document is for informational purposes only. A service document published by Textron Aviation may be recorded as completed in an aircraft log only when the following requirements are satisfied: 1) The mechanic must complete all of the instructions in the service document, including the intent therein. 2) The mechanic must correctly use and install all applicable parts supplied with the service document kit. Only with written authorization from Textron Aviation can substitute parts or rebuilt parts be used to replace new parts. 3) The mechanic or airplane owner must use the technical data in the service document only as approved and published. 4) The mechanic or airplane owner must apply the information in the service document only to aircraft serial numbers identified in the Effectivity section of the document. 5) The mechanic or airplane owner must use maintenance practices that are identified as acceptable standard practices in the aviation industry and governmental regulations. Aug 4/16 RIU-4000 SIL 16-1 Page 2 Service Information Letter 1.0 Purpose The purpose of this Service Information Letter (SIL) is to: (1) Inform operators of RIU-4000 and RIU-4010 equipped aircraft about an expected change to the Aircraft Comm Addressing And Reporting System (ACARS) base frequency used by Société Internationale de Télécommunications Aéronautiques (SITA) Very High Frequency (VHF) ground stations in the United States (US) and Canada. (2) Provide information regarding the possible impacts of this change, and how to determine the impact. (3) Provide information regarding the options for avoiding or reducing the impact. 2.0 Background 2.1 Issue: (1) SITA has recently announced a planned change to the base frequency used by its "Plain Old ACARS" (POA) ground stations located in the United States and Canada. According to information provided by SITA, the plan is to change the base frequency from 136.850 MHz to 131.725 MHz. This change is expected to be implemented at all affected ground stations, nearly simultaneously, in approximately late June 2017. The new base frequency, 131.725 MHz, is the same frequency currently used by SITA ground stations located in some other regions of the world, including Europe, Mexico and Central and South America. It is also the base frequency used by Rockwell Collins Information Management Services (IMS) Aeronautical Radio, Incorporated (ARINC) ground stations in South Korea and Taiwan. (2) It should be noted that the change is planned for the POA base frequency only. There is no impact to VHF Data Link (VDL) Mode 2 operations, ACARS over Aviation VHF Link Control (AVLC) ACARS over AVLC (AOA) and Aeronautical Telecommunications Network (ATN), except to the extent that avionics sometimes use a standard squitter uplink message received via POA to determine whether VHF Data Link (VDL) Mode 2 service is available. If the POA frequency change results in POA link issues, it may also prevent normal acquisition of VDL Mode 2 for some aircraft. Aug 4/16 RIU-4000 SIL 16-1 Page 3 Service Information Letter 2.2 Possible Impact: As a result of this change, operators of RIU-4000 and RIU-4010 equipped aircraft that fly in or near the United States or Canada may be impacted, whether or not the operator is auserofSITAPOA service. In general, there are two (2) possible impacts of this base frequency change: (1) SITA users may no longer be able to access the SITA POA service while in or near the affected region. This may occur if the operator does not have the 131.725 base frequency enabled in the Radio Interface Unit (RIU) scan table, or if the RIU’s geographic filter function is operational and prevents the use of the new base frequency in the affected region. (2) Non-SITA users may no longer be able to avoid using SITA POA service while in or near the affected region. This may occur because the aircraft operator may have the 131.725 base frequency enabled in the RIU scan table for use in other regions. The following section provides a procedure for determining the impact, if any, of the change. If it is determined that there is an undesirable impact, specific actions may be required to prevent or minimize that impact. 2.3 Determining the Impact: Refer to figure 1. The decision tree provides a means for determining whether the SITA base frequency change will have an impact on the operation of the RIU while in or near the United States or Canada. Answers to the questions in the decision tree will lead to the appropriate end point for your aircraft. If there is an impact, the end point refers to the applicable section(s) below which discuss the potential impact and solutions. If you are not referred to a section by the decision tree, it is not applicable to your situation and may lead you to an incorrect conclusion. 3.0 Determining the RIU Core Software and Vendor Modifiable (VM) Database Part Numbers The data link functionality included in the RIU depends, in part, on the Core software and Vendor Modifiable Database (VM Data) that are loaded. The following procedure can be used to determine the Core and VM Data part numbers loaded in your RIU: (1) Ensure the avionics are powered up. (2) On a Control Display Unit/emulated Control Display Unit (CDU/eCDU) used to control the RIU, select DL from the main CDU/eCDU menu. (3) Select RETURN until the APPLICATION MENU is displayed. (4) Select TECHNICAL and then SYSTEM CONFIG.
