It analyzes the two applications of the law, first, by the Republican People’s Party governments during World War II, and second, by the Democratic Party Government during the years between 1956 and 1960 in view of the general economic policies followed during both periods. It argues, in reference to the ideological struggle over Turkish economic development during the twentieth century, that the enactments and applications of the first and second National Protection Law address the authoritarian characteristics of both the Republican People’s Party and the Democratic Party. It further argues, the enactment and application of National Protection Law by the Democratic Party government contradicted with the party’s economic principles whereas the Republican governments had already been on the interventionist path that they inherited from the previous decade of etatism. In addition, the thesis reveals that the first National Protection Law was more widely applied than the second. In both cases, the application of National Protection Law failed to solve economic problems and aroused a public discontent which brought about political losses for its executors. Cumhuriyet Halk Partisi hükümetlerinin 2. Dünya Savaı dönemindeki ve Demokrat Parti hükümetinin 1956-1960 yılları arasındaki dönemde bu kanunu uygulamalarını, dönemlerin genel ekonomi politikaları açısından deerlendirmeyi amaçlıyor. Yirminci yüzyılda Türkiye’nin ekonomik gelimesine odaklanan ideolojik mücadele balamında birinci ve ikinci Milli Korunma Kanunlarının çıkarılmasının ve uygulanmasının hem Cumhuriyet Halk Partisi hem de Demokrat Partinin müdahaleci eilimlerini ortaya çıkardıını iddia ediyor. Ayrıca, Demokrat Parti’nin bu kanunu çıkarıp uygulamasının partinin ekonomik prensipleriyle çelitiini, buna karılık Halk Partisi hükümetlerinin devletçilik yıllarından gelen müdahaleci eilimlere sahip olmalarının kanunun uygulanmasında bir çeliki oluturmadıı savunuluyor. Buna ek olarak, Halk Partisi hükümetlerinin Demokrat Parti hükümeti gibi populist olmamalarının kanunun daha geni olarak uygulanmasına olanak verdii ifade ediliyor. Her iki durumda da, Milli Korunma Kanunu ekonomik sorunları çözme hususunda yetersiz kalmı ve uygulayıcılarına siyasi olarak pahalıya malolmutur. My objective is two-fold. First, I conduct a detailed study of the various debates surrounding the religion course, tracking discussions in parliaments or in prominent journals of the time. I survey the changing discourses about secularism, showing that it was interpreted differently by various political camps and that discussions about the topic of religious education tended to end in deadlock.

Carver All Rights Reserved ABSTRACT 2 Dr. Douglas Forsyth, Advisor This historical investigation of U.S.-Turkish relations from the end of World War II to 1964 provides a greater understanding of the challenges inherent in the formation and implementation of U.S. policy in Turkey at a time when the Turks embarked on multiparty politics and a determined campaign to become a modern and distinctly European nation through ambitious economic development programs. Washington proved instrumental in this endeavor, providing financial support through the Marshall Plan and subsequent aid programs, and political sponsorship of Turkey’s membership in international organizations such as NATO and the EEC. U.S. policymakers encountered various quandaries as they forged bilateral relations with the Turks, specifically reconciling democratization with Turkey’s development and participation in the containment of communism. The Turkish government under Adnan Menderes demonstrated its reliability as a U.S. ally, providing troops to fight in the Korean War and cooperating in the construction of NATO bases and the modernization of its military, but it came under increasing pressure from the political opposition when its economic policies failed to secure long-term economic growth and stability. Starting in the mid-1950s the Menderes government adopted increasingly authoritarian measures to control dissent, a problematic situation for Washington, as it desired greater Turkish democracy while at them same time did not wish to compromise the growing American military presence in Turkey.

    ASSOCIATES OF KEMAL ATATÜRK 1932 - 1938 by WALTER F. WEIKER Politics is people, and political influence is greatly facilitated by having access to key political leaders. Access is, of course, far from the only factor which contributes to political influence, but in a system such as Turkey's during the presidency of Kemal Atatürk (1923-1938) contact with the central power-holder is certainly a crucial dimension. This article will analyze the partial record of contacts with Atatürk from November, 1931 through his death in November, 1938 (as reflected in the list of official appointments kept by his receptionists and published in Turkish 1), and seek to assess the significance of the contacts. The shortcomings of the data must be pointed out immediately. First, it covers only official appointments, whereas it is known that Atatürk almost nightly held dinners at which vital issues were debated among many influential persons 2. Second, the appointment calendar does not show the length of appointments, the subjects discussed, whether the visits might have been for ceremonial reasons only, etc. Third, it is very difficult to measure "influence" even if we had more complete data such as just mentioned. Nevertheless, I feel that certain tentative conclusions can be drawn and general patterns delineated which will supplement other data previously published and data still unresearched.     bilig WINTER 2015 / SAYI 72 251-280 The Roots of Anti-Americanism in Turkey 1945-1960 Tuba Ünlü Bilgiç Abstract The conventional wisdom asserts that anti-Americanism in Turkey started as a result of the Cyprus Crisis in 1964. Yet the roots of anti-Americanism can be traced back to the 1945- 1960 period, the rosy years of Turkish-American relations. In these years, some in Turkey criticized the government for granting political and economic concessions to the U.S. which were, they thought, reminiscent of the infamous capitulations of the Ottoman period. Furthermore, they argued, Turkey did not become an equal ally but was downgraded to a U.S. colony. Many critics voiced their concerns that Turkey’s internal and external affairs were shaped in accordance not with Turkish but with American interests. Last, but not least, many accused America of cultural imperialism. These anti- American views were repeated over the succeeding years with slight alterations. Hence, this study will attempt to shed light not only on the 1960s’ fiercer version of anti-Americanism but also on the current debates. Dr. Serdar SARISIR* Özet Alâettin (Tiritoğlu), 1903’te Uşak’ta dünyaya gelmiştir. Yunan işgali ile birlikte Milli Mücadele’ye katılmış, 17 yaşında henüz 20 günlük evli iken, Uşak’tan oluşturduğu akıncı müfrezesinin başında, Demirci Cephesi’ne gitmiştir. İzmir İktisat Kongresi’ne katılmış, İzmir’de bulunduğu sürede de, Milli Mücadele için faydalı işler yapmıştır. Paris Üniversitesi Hukuk Fakültesi’nden mezun olduktan sonra, 1931’de Uşak Belediye Başkanı seçilmiştir. Kırklareli Cumhuriyet Halk Partisi başkanlığı görevinde iken, V. Dönemde Maraş’tan; VI ve VII. Dönemlerde ise, Kütahya’dan C.H.P. milletvekili seçilmiştir. Kısa bir süre, Cidde Elçiliği yapmış olan A. Tiritoğlu, 1957’de C.H.P’den ayrılarak Cumhuriyetçi Millet Partisine geçmiştir. Daha sonra arkadaşlarıyla birlikte, 10 Ocak 1960’ta Sosyalist Partiyi kurmuştur. 1961’de genel sekreterlikten düşürülünce, aynı gün partiden istifa etmiştir. 1962 yılına gelindiğinde, A. Tiritoğlu’nun Sosyalist Kültür Derneğinin kuruluş çalışmaları içersinde yer aldığını görmekteyiz. 1964’te Sosyal Demokrat Parti’nin kuruluşunda yer almışsa da, burada aradığını bulamamış; C.H.P. “ortanın solu” sloganını benimseyince, tekrar C.H.P.’ye katılmıştır. İstiklâl Madalyası sahibi olan Alâettin Tiritoğlu, 28 Aralık 1969’da Ankara’da vefat etmiştir.
