Notable Items

 Good news! Last evening the Kern Council of Governments (Kern COG) awarded the City in the amount of $2.655 million in Congestion Mitigation and Air Quality Improvement (CMAQ) funds for the Truxtun Avenue Operational Improvements Project. As part of the Thomas Roads Improvement Program (TRIP), this award replaces local funds that would have been contributed to the project; thus, reducing the City’s overall debt obligation.

This project will extend the improvements to Truxtun Avenue, performed as part of the Westside Parkway Phase 4 project, east through the Oak Street intersection. The project will make improvements to the Truxtun Avenue/Oak Street intersection and widen Truxtun Avenue to three lanes in each direction from just west of the State Route 99 overcrossing to east of Oak Street.

In addition, the curve at the Truxtun Avenue/Westwind Drive intersection will be modified, and the project will construct a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive.

 A remarkable 25 candidates have been certified to run for Mayor. Attached is the list of candidates to be included in the Primary Municipal Election on June 7, 2016.  I will be on vacation beginning March 21st and returning March 31st. Chris Huot will be in charge during my absence, and will fill in for me at the City Council meeting on March 30th. As usual, City staff has my contact information.

 The playground at Coral Keys Park is closed due to the renovation of the playground equipment. We anticipate the closure will last until late April 2016.

 Last weekend the City partnered with the Tree Foundation of Kern, PG&E, and the community to plant 35 trees in celebration of Arbor Day at Beale Park. The City has been recognized for 19 years as a Tree City USA. Thank you to all who participated in this event.

Traffic and Other Road Advisories

IN THE EVENT OF INCLEMENT WEATHER OR OTHER UNFORESEEN CIRCUMSTANCES, THIS WORK MAY BE RESCHEDULED TO A LATER DATE.

 Work continues on State Route 178 at Alfred Harrell Highway/Comanche Drive

Drainage work at the intersection of State Route 178 and Alfred Harrell Highway/Comanche Drive will continue next week, Monday, March 21st, through Friday, March 25th. This work will require flagging personnel to stop vehicles approaching the intersection from all four directions. Delays may last up to 10 minutes. This work is expected to be underway between the hours of 8:00 a.m. and 4:00 p.m., each day.

Motorists are encouraged to avoid this area during work hours if possible. Motorists who must travel through the area should adjust their travel plans to allow adequate time to reach their destinations. Please be courteous to other drivers and stay with the lead car while being escorted through the work area. We appreciate the public’s patience and understanding while this work is completed.

 Nighttime Lane and Ramp Closures on State Routes 58 and 99

Nighttime lane closures are planned for State Route 58, between State Route 99 and Cottonwood Road, from Monday, March 21st, through Wednesday, March 23rd, to remove overhead signs. Closures of the two outside travel lanes will be needed in various areas along both the eastbound and westbound directions. These closures are expected to be in place between the hours of 9:00 p.m. and 5:00 a.m., each night.

The northbound State Route 99 to Ming Avenue off-ramp is also expected to be closed on Monday and Tuesday nights, between the hours of 9:00 p.m. and 5:00 a.m., each night. The closure is needed to allow for construction work on a new retaining wall along northbound State Route 99. This ramp is expected to be open to traffic during daytime hours.

Event Notifications

 As part of the City’s High Speed Rail Station Area Plan, a series of workshops are scheduled that will shape the community’s vision for Downtown Bakersfield. Participants will explore and design their ideal future for Downtown. The City has developed a schedule of 10 workshops over three different days to maximize participation.  The California Public Utilities Commission will hold a community forum to discuss changes to residential electric rates of PG&E. Please see the attached flyer for additional information.

Bill Park Greens Playground Rehabilitation – Most of the installation is completed. Rubberized surfacing and safety inspection are scheduled. This project should be finalized by March 25, 2016. Coral Keys Parks Playground Rehabilitation – Playground equipment is on order. The scheduled delivery date is March 10, 2016. This project is estimated to be complete by the last week of April.

Aquatic Maintenance:

 Re-bidding of Pool Chemical annual contract was posted on 2/26/16 for a scheduled bid opening on 3/10/16.  New thermal covers arrived and were installed for the McMurtrey competition pool.  New security fencing adjacent to the Jefferson Pool chemical doors were installed to secure area and allow for an eye-wash station.  Silver Creek Pool Plaster Project was successfully completed and in operation for the KHSD swim season.  The Centennial Plaza Fountain demolition was completed and colored concrete for the lower and upper sections of the new above ground fountain have been poured.  The automated chemical controller system for the McMurtrey Aquatic Pools has been completed and in operation.

Silver Creek Community Center  Total Attendance: o Overall attendance was 500 as compared to last year of 695. o There were no rentals for the month of February.  After School Fun – Attendance: Weekly Average: 44 Monthly: 200  Total Revenue: $1,946.00 Saunders Recreational Facility  Total Attendance: o Overall attendance was 1,018 as compared to last year of 184. o There was one rental for the month of February.  Drop in Hockey Program: Total Attendance: 58  Soccer Program: 12 Registered Teams / Total Attendance: 960  Total Revenue: $693

Aquatics  Overall Aquatic Attendance: o Total attendance for Aquatics was 13,004 compared to February 2015 of 9,617. o Total attendance for Aquatics in February was 13, 004 compared to 9,617 in 2015. This huge 35.2% increase was due to the growth in participants on the Kern High School District swim and dive teams. The number of participants has forced teams to have16 swimmers per lane. This problem is not limited to McMurtrey only. Silver Creek Pool is also bursting with 150 swimmers on Stockdale Swim Team and 52 swimmers on Ridgeview’s team.  McMurtrey Aquatic Center: o Monthly attendance at the McMurtrey Aquatic Center was 8,402 compared to last year’s 6,751. This 24.5% increase was due to the increase in attendance of the high school swim and dive teams. o The 100 Mile Lap Swim Club is currently made up of 418 active members that swam 15,627.94 miles this month. The club has swum a combined total of 156,937 miles. o Kern High School Swimming – On February 1st Golden West, Liberty, South, West, and Bakersfield High Schools started their swim season at McMurtrey. Over-all February’s attendance for these high schools was 5,679 and 267 for the divers. Last year’s attendance was 4,310 for swim teams and 294 for divers.

o Jefferson Pool – Foothill and Mira Monte High School’s swim teams’ attendance at Jefferson Pool for the month of February totaled 1,430 compared to last year’s 1,211. o Silver Creek Pool – Stockdale and Ridgeview High School’s swim team’s attendance at Silver Creek Pool for the month of February totaled 3,172 compared to last year’s 2,303. o Make A Splash Program – The Make A Splash drowning prevention program held a Parent CPR/AED and First Aid Training on February 8th with 14 receiving their certification. Staff have been working on the Make A Splash presentation that they will be giving to various Head Start and community groups starting in March. o Lifeguard and Water Safety Instructor Classes – Recruiting individuals interested in working this summer as a Lifeguard is underway with the first pre-assessment test and interview held on February 8th with 8 participants. Five were invited to take the Lifeguard Academy. There are 2 Waterpark Lifeguard Trainings scheduled in March and April. The Water Safety Instructor Course is scheduled for May. Athletics  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of February was 10,457 as compared to last year’s total of 11,696.  Athletic Programming:  Adult Softball: o The Spring Adult Softball League is made up of 159 teams – 102 Men’s and 57 co-ed. o A Manager’s meeting was held on February 18th along with an Umpire’s Training. o Two weeks of evaluation games started on February 22nd and the Spring League games will begin on March 14th.  Softball Tournaments:  Mesa Marin hosted an ASA Tournament on February 20th & 21st. Twenty teams participated in the tournament. o 10 Men’s Teams on February 20th o 10 Coed Teams on February 21st  The Westside Bullets held a National Softball Association (NSA) youth fast pitch tournament on February 27th & 28th. A total of 21 teams participated in the tournament.  Valentine’s Run for Your Heart 5K/10K Run/Walk: o The Valentine’s Run for Your Heart 5K/10K Run/Walk was held on Saturday, Feb. 13th at CSUB. We had 480 runners compete for the special heart awards and prizes. Fifty volunteers from the CSUB P.E.A.K. Department donated a total of 250 volunteer hours to make the program a success.  Adaptive Programming:  Adaptive Basketball: o The Adaptive Basketball League had their last game on February 25th. The league was made up of eight teams, with games held weekly throughout the months of January & February. o This was the program’s fourth year of operation.  Donation Total: $2,400

Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 6,363 as opposed to last year’s total of 4,269. Attendance at the center was up 49% from last February due to higher participation in many of our programs including snacks, adaptive basketball and the fitness class that is being offered. Southeast Neighborhood Partnership o The Southeast Neighborhood Partnership held its election and Linda McVicker was elected as Treasurer. o A meeting was held for the Good Neighbor Festival. o The Good Neighbor Festival will be held October 8, 2016 from 11:00 am to 2:00 pm.  Donation Total: $2,480

Softball Fields  ASM’s are prepping MLK and Patriots fields for the upcoming softball season.  Backboards at Wayside, Beach and MLK are being replaced/painted in preparation for the new softball league. Streetscapes  Flail mowed the following:  Old Farm Rd & Campfire  Verdugo & Reina  Olive Dr. & Riverlakes Dr. Westside Parkway  On 2/24/16 – staff sprayed for weed removal.  On 2/27/16 – staff sprayed for weed removal.  On 2/28/16 – 2 City staff sprayed for weed removal.  On 2/26/16 Staff installed mulch on the medians located on Hosking and Wible Rd.

CRAFTWORKER DIVISION

Backflow Testing  On 2/29/16 Craftworkers began testing backflow devices throughout the City. Mill Creek  On 2/2/16 through 2/4/16 crews rerouted the main line off of City property to City property boundaries. South side of 19th Street, East side of the canal. Mesa Marin Sports Complex  On 2/8/16 crews tested and repaired all drinking fountains and restroom fixtures at the complex in preparation for the start of the softball season. Crews also made repairs to some valves that were of concern. Sumner Storage  Staff made repairs to damage of the Recreation trailers and two locations of the back fence caused by vandalism. TPRW  On 2/5/16 staff tapped into the domestic line near the east restroom for the domestic line run for AEG. Staff began installing water spigots to the domestic line runs for AEG access during events.  On 2/9/16 through 2/10/16 staff started and completed the draining of the ponds to the north of the theater and the ponds in front of and to the south of the theater.  On 2/10/16 through 2/11/16 staff assisted the City electricians with trenching and installing of new electrical runs on the hill for AEG.  On 2/12/16 staff began making repairs to the irrigation lines damaged when the new sewer line runs for AEG were installed.

TREE DIVISION

o City tree staff trimmed all trees on Olive Drive North wall between Lake Erie Ln. and Calloway Dr. o City tree staff assisted Areas 1, 2, 3 and 5 with mass pruning projects. This was accomplished over a 14 day period during the month of February. o Several trees in Season’s Park were trimmed during the Month of February.
