OFFICE OF THE CITY MANAGER March 18, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Notable Items Good news! Last evening the Kern Council of Governments (Kern COG) awarded the City in the amount of $2.655 million in Congestion Mitigation and Air Quality Improvement (CMAQ) funds for the Truxtun Avenue Operational Improvements Project. As part of the Thomas Roads Improvement Program (TRIP), this award replaces local funds that would have been contributed to the project; thus, reducing the City’s overall debt obligation. This project will extend the improvements to Truxtun Avenue, performed as part of the Westside Parkway Phase 4 project, east through the Oak Street intersection. The project will make improvements to the Truxtun Avenue/Oak Street intersection and widen Truxtun Avenue to three lanes in each direction from just west of the State Route 99 overcrossing to east of Oak Street. In addition, the curve at the Truxtun Avenue/Westwind Drive intersection will be modified, and the project will construct a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. A special thanks to Kern COG’s Board and staff members for their support! A remarkable 25 candidates have been certified to run for Mayor. Attached is the list of candidates to be included in the Primary Municipal Election on June 7, 2016. If a candidate does not receive over 50% of the vote, the two candidates with the most votes will have a runoff in the General Election on November 1, 2016. General Information Page 2 March 18, 2016 I will be on vacation beginning March 21st and returning March 31st. Chris Huot will be in charge during my absence, and will fill in for me at the City Council meeting on March 30th. As usual, City staff has my contact information. The playground at Coral Keys Park is closed due to the renovation of the playground equipment. We anticipate the closure will last until late April 2016. Last weekend the City partnered with the Tree Foundation of Kern, PG&E, and the community to plant 35 trees in celebration of Arbor Day at Beale Park. The City has been recognized for 19 years as a Tree City USA. Thank you to all who participated in this event. Traffic and Other Road Advisories IN THE EVENT OF INCLEMENT WEATHER OR OTHER UNFORESEEN CIRCUMSTANCES, THIS WORK MAY BE RESCHEDULED TO A LATER DATE. Work continues on State Route 178 at Alfred Harrell Highway/Comanche Drive Drainage work at the intersection of State Route 178 and Alfred Harrell Highway/Comanche Drive will continue next week, Monday, March 21st, through Friday, March 25th. This work will require flagging personnel to stop vehicles approaching the intersection from all four directions. Delays may last up to 10 minutes. This work is expected to be underway between the hours of 8:00 a.m. and 4:00 p.m., each day. Motorists are encouraged to avoid this area during work hours if possible. Motorists who must travel through the area should adjust their travel plans to allow adequate time to reach their destinations. Please be courteous to other drivers and stay with the lead car while being escorted through the work area. We appreciate the public’s patience and understanding while this work is completed. Nighttime Lane and Ramp Closures on State Routes 58 and 99 Nighttime lane closures are planned for State Route 58, between State Route 99 and Cottonwood Road, from Monday, March 21st, through Wednesday, March 23rd, to remove overhead signs. Closures of the two outside travel lanes will be needed in various areas along both the eastbound and westbound directions. These closures are expected to be in place between the hours of 9:00 p.m. and 5:00 a.m., each night. General Information Page 3 March 18, 2016 The northbound State Route 99 to Ming Avenue off-ramp is also expected to be closed on Monday and Tuesday nights, between the hours of 9:00 p.m. and 5:00 a.m., each night. The closure is needed to allow for construction work on a new retaining wall along northbound State Route 99. This ramp is expected to be open to traffic during daytime hours. Please see the attached flyer for additional information. The California Public Utilities Commission will hold a community forum to discuss changes to residential electric rates of PG&E.
