CHAPTER I

INTRODUCTION

1.1 Background of the Study

Mass media is a tool for people to get information about issue from their environment, figures, technology, life style and so on. Magazine, print newspaper or even digital newspaper are kind of mass media which can be consumed by people every day. Mass media has significant and important roles in society, especially in this modern era in which technology keeps developing into more and more sophisticated. Mass media become one thing that cannot be separated from people‘s life. Recently, with the reach of the print, electronic, and digital communications and the amount of time people consumed them, mass media has more controversial role in society (Campbell, 2005: 15). With the role, mass media now does not only give information to the people consuming the news but also capable to influence society‘s perspective towards event, attitudes and creates the representation by the language that it uses.

Mass media eminent tool is language besides pictures and colors which are presented on the news, article, and magazine and so on. This study analyzes how language works in the articles. In a mass media, language can determine what people think and it is a key tool for people to produce and deliver news. Language is used for media shape, representation of things, or even tells people experience, certain event, politic figures and so on. In other word, as cited in Dan Everett‘s book that language is not only an instrument for communication, but also an instrument for thought (2012).

One of Indonesian politic figures who has frequently been captured in any media is Ahok, who is the current . On 14 November 2014, he was confirmed by Jakarta City Council as the 17th Governor of Jakarta and was inaugurated by President on 18 November. He was formerly a legislator in the Indonesian People's Representative Council and Regent of East

Belitung. After he was officially as a Jakarta Governor, his leadership style become a main issue in many mass media. Ahok‘s leadership style is picked up as the subject of this study because there are different sides and style of informing about him in the media. To know how it works, the data will be analyzed by using framing analysis.

Leadership style is important to be discussed in order to understand the characteristics of a leader. Leaders‘ styles encompass how they relate to others within and outside the organization, how they view themselves and their position, and to a very large extent, whether or not they are successful as leaders. All of these depend on leadership style. A leader‘s role is to elicit effective performance from others. This involves leading and influencing the development of shared values, vision and expectations to enhance their organisation‘s planned goals and overall effectiveness (Feather, 2009). Traditionally, leaders were seen as having different personality traits from those of followers (Winkler, 2010). Grimm (2010) described these traits as confidence, purpose, courage, ethical fitness and ability to prioritise. Therefore to deteremine the leadership style of Ahok as Jakarta

Governor, the writer would like to analyze it from several articles taken from 2 3

different online magazines, The Jakarta Post and The Jakarta Globe using framing analysis by Pan and Kosicki‘s model. Then, the writer investigates differences between The Jakarta Post and The Jakarta Globe.

As the writer wrote in the beginning, mass media is a tool for people to get information about issue from their environment, figures, technology, life style and so on. As a public figure and as a leader, Ahok is frequently written in mass media. As a leader, Basuki has shown signs of a good leadership. Not only does he tries to ensure that he is free from corruption, he also wants to ensure that the system is free from corruption. Moreover, unlike many leaders, he has the strong political will to carry out his programs, showing signs of results within his first year in the office. To improve bureaucracy, he relies a lot on technology. For example, Basuki introduced e-Budgeting and e-Catalog, in an attempt to increase supervision over the city budget and to simplify the process of procurement of goods. As a public figure, Perhaps, Basuki‘s most distinctive trait is his honest remarks. He is unafraid to publicly scold anyone, be it his staff, journalists, or even protesters. He was even caught using swear words in front of the camera several times. While his straight forward speech style contrasts with the typical politicians‘ polite and restrained speech, Basuki defended his action, saying that it is his honest opinion and that he always has valid reason whenever he does that.

He always says that he ―obeys Constitution, not constituent‖, and on this basis he is not afraid to challenge anyone openly in the media, even the higher authority, if he is sure that he is right. Even though such leadership style could be considered 4

to be rather extreme, given the condition in , such a treatment might be just what the country needs in order to progress.

Another good leadership trait that he has willingness to make himself approachable for everyone and to work hand in hand with other officials in times of crisis. Even before he entered politics, he was actively involved in helping the community around him. Coming from a respectable business family, he and his big family often help those who are in need. As he enters politics, his openness to people does not change. His trademark is to give out his name cards to everyone.

Looking at the different traits of Basuki Tjahaja Purnama, it is evident that he is really a respectable leader who is willing to work for the betterment of his people and one who has good leadership qualities.

In this study, the writer uses framing analysis to build the critical language awareness to frame Ahok‘s leadership style in the mass media. Thus, the writer investigates differences between The Jakarta Post and The Jakarta Globe. Two of them reviewed what have been done by Ahok‘s leadership style as a Jakarta

Governor. How the two articles build people‘s the way of thinking, the writer choose Pan and Kosciki‘s model to analyze the research.

The Jakarta Post and The Jakarta Globe are mass media which also discussed and reviewed about Ahok‘s leadership style as a Jakarta Governor. The writer chooses The Jakarta Post as a data source since it is one of the most popular daily English media in Indonesia. The second is The Jakarta Globe, the reason is 5

because this newspaper is available in Indonesia and English and it has achieved as Asia‘s most popular media page on Facebook

(www.facebook.com/thejakartaglobe). These two media are concerning about issues of economy, culture, and also politics.

1.2 Problem of the Study

How is Ahok‘s leadership style as a Jakarta Governor framed in the Jakarta Post and the Jakarta Globe?

1.3 Purpose of the Study This study aims at revealing how Ahok‘s leadership style as a Jakarta Governor framed in the Jakarta Post and the Jakarta Globe

1.4 Scope of the Study The study limits on analyzing the differences idea between The

Jakarta post and The Jakarta Globe in framing Ahok‘s leadership style as a

Jakarta Governor using framing analysis model by Pan and Kosicki.

1.5 Significance of the Study The Result of this study is expected to broaden knowledge in

studying framing in mass media to students of English Department UNJ.

Furthermore, the result of this study will be important source for the next

researcher who will conduct study relates to framing.

1.6 Previous Studies Some studies had been conducted relates to the framing analysis are explained below.

The research of framing analysis has been conducted by Amalia on titled

The representation of ‘s Leadership in the Jakarta Globe‘s Articles. The results had shown three dominant processes;

Material process with 50%, relational process with 23,07%, and verbal process with 17,30%. Then the writer concluded that Suharto‘s Leadership was represented as the most popular among other ex-presidents by looking by his success achieving wealthy in economy and social.

Another research related to the framing analysis was conducted by Devy

Rosita Entitled Konstruksi Pers tentang pemberitaan pembentukan Kabinet

Indonesia bersatu II (framing analysis padaharian JawaPos dan Kompas Edisi 23 oktober 2009). The researcher discussed in this study the researchers chose an object in KOMPAS newspaper and JAWA POS, with the aim to obtain a picture of the two media in building a reality about important events.

Although this research also analyzes framing, it differs to the previous study on the theory used and the data source that articles relates to Ahok‘s leadership style as a Jakarta Governor. This study takes the articles from The

Jakarta Post and The Jakarta Globe and analyzes using Pan and Kosicki‘s framing mode. CHAPTER II

LITERATURE REVIEW

In this literature review, the writer discussed about framing analysis, the framing analysis theory of Pan and Kosicki, leadership style, Basuki Tjahaja

Purnama (Ahok), and mass media.

2.1 Framing Analysis

In recent years, there has been an increasing tendency to isolate frames as a characteristic of news texts in an effort to trace their influence on audiences.

Within this approach, framing research becomes part of the wider tradition of media effects scholarship. By linking framing and reasoning devices to meaning construction within news stories, Eriyanto (2002) provided a useful means to guide the analysis of frames. They explored the degree to which media frames shape interpretations of particular issues. As a property of a message, a frame limits or defines the message‘s meaning by shaping the inferences that individuals make about the message. Frames reflect judgments made by message creators or framers which some frames represent alternative valancing of information

Hallahan (1999).

In recent years, framing theory has taken over from agenda-setting and cultivation theory as the most commonly applied research approach in the field of communication science (Bryant &Miron, 2004). Media framing often manifests itself by the choice of some keywords, key phrases and images that reinforce a particular representation of the reality and a specific emotion toward it, and the

omission of other elements that could suggest a different perspective or trigger a different sentiment. It can also be observed in the journalist selection of whom to quote, what to quote and where this quotation will be located in the story.

This selection process is known to be influenced by multiple factors, including the journalist personal belief system, his working conditions, the editorial position and journalistic practices in his organization, as well as more distant factors such as the economic environment, the political climate, and by broader ideological and cultural conditions prevalent in his society. News framing by journalists is often highly dependent on the availability of various sources of information and their specific attributes (perceived credibility, legitimacy, power status, etc.) and may shift in time, influenced by new events and changing conditions.

Media framing research usually involved the analysis of media in print or electronic format, using qualitative analysis techniques. Some studies will treat media frames as a dependent variable, analyzing a wide range of factors that influences the way journalists or other interest groups frame a specific topic. In other studies, media frames will be conceptualized as independent variables and will examine the influences of new frames on a specific issue on individual‘s perception of the issue.

2.1.1 Zhongdang Pan and Gerald Kosicki’s Theory

A framing process is how the process of a message which is seen more prominent to construct more information to another, so that people can be more focus on the news (Pan &Kosicki, 1993). This conception of framing has been applied to study voters' sense of causality and responsibility concerning public policy issues (lyengar, 1991) and to assess the effects of question framing on public opinion responses (Kinder & Sanders, 1990; Pan & Kosicki,1991).

Zhangdong pan and Gerald Kosicki conception of framing are physiologist concept and sociologist concept. In the psychological concept, framing is emphasized on how the individual process the information. Framing cultivate information with structure and cognitive processes which in this concept framing seen as placing such information in a particular context and placing certain elements of an issue through highlight on one‘s cognitive. Besides, in the sociologist concept, Pan and Kosicki more looking on how the individuals interpret an event in a certain ways, then viewing more sociologist at how the social constructed the reality. This framing understand how individuals clarify, interpret, and organize to find out the reality of itself. (Eriyanto, 2002: 253).

Pan and Kosicki (1993) suggested that framing can be evidenced in a series of structures within a message. These devices include:

a. Syntactical structures (how the journalist arranges the facts), stable

patterns of arranging words and phrases in a text that observed from the

chart news (headline, lead, background, citation source, statement/opinion

and closure). The signifying power of these elements varies in the same

descending order. For example, a headline is the most salient cue to

activate certain semantically related concepts In readers' minds; it is thus

the most powerful framing device of the syntactical structure. A lead is the

next most important device to use. A good lead will give a story a

newsworthy angle, suggesting a patticular perspective to view the event

reported.

b. Script structures (How the journalist narrates the news story), the orderly

sequencing of events in a text in a predictable or expected pattern. A script 11

refers to an established and stable sequence of activities and components

of an event that have been internalized as a structured mental

representation of the event. A generic version consists of the familiar 5W

and 1H in news writing: who, what, when where, why and how. Even

though they do not have to be present in every single story, these are

categories of information that a reporter is expected to gather and report. c. Thematic structures (How the journalist writes the facts), the presence of

propositions or hypotheses that explain the relations between elements

within a text—including the presence of words such as ―because,‖

―since,‖, ―so‖ and so on. A theme is presented or implied, and evidence in

the forms of journalists' observations of actions or quotations of a source is

presented to support the hypothesis. Causal statements are often made

explicitly in a news story through the use of such words as because, since,

or for. Sometimes, causality is less explicit by the contingent relations

among a set of propositions, indicated by phrases such as if. . .. then . ..

and not ... unless. Still, many factual reports often make causal

representations of a news story implicitly by simply presenting actions in a

context in which one may be seen as an antecedent and another as a

consequence. d. Rhetorical structures (How the journalist illustrates the fact) that subtly

suggest how a text should be interpreted. Rhetorical devices can include

metaphors and similes, familiar exemplars and illustrations, provocative

language and descriptors, catchphrases, and visual imagery. Rhetorical 12

structures of news discourse also refer to the tendency of news to tout its

facticity. One important indication of journalists' professionalism is to use

various devices to maximize the survival of his or her observations and

interpretations as facts or to increase the effectiveness of news. In

attempting to do so, journalists are in effect accepting the proposition that

there is no clear distinction between factuality and persuasion. The

rhetorical claim of news being factual and impartial helps establish the

epistemological status of news as a source of factual information and the

authority of news as a mirror of reality. Such a rhetorical claim is clearly

used by journalists in constructing news stories

2.2 Leadership style

Leadership style is the manner and approach of providing direction, implementing plans, and motivating people. As seen by the employees, it includes the total pattern of explicit and implicit actions performed by their leader

(Newstorm & Davis, 1993). Leadership style encompasses a wider range of terms, as some authors claim that ―a leadership style is a combination of traits, skills and behaviors that leaders use while they interact with subordinates" (Lussier &

Achua, 2010, p. 70). The interpretation of leadership in the context of leadership styles implies that "this is leadership focused exclusively on what leaders do and how they behave" (Northouse, 2008, p. 47). Leadership means guiding others to complete a particular task. It means motivating the members of your team to be their best selves. The definitions may vary, the general sentiments remain the 13

same that leaders are people who know how to achieve goals and inspire people along the way.

Lewin (Lewin, Lippit & White, 1939) defined three basic styles of leadership: autocratic, democratic and liberal management style (Kippenberger,

2002). First, autocratic leadership style is determined by the leader‘s power. The leader has absolute power in a group or organization. The leader alone makes decisions and takes responsibility for the conduct, results and achievement of the company. This style of leadership, characterized by unidirectional communication channels, confirms that autocratic leaders are mostly not interested in feedback and employees do not have influence and control over the decision making process. The autocratic leadership style can be illustrated in the structure of a pyramid, whereby on the top of the hierarchy stands the leader, while employees are below. Second, democratic leadership style is defined by a leader who involves associates in decision-making and management. The leader encourages associates to participate in setting goals, determining methods, providing ideas and suggestions for solving relevant problems, as well as participating in the decision-making process. This type of leader does not give detailed instructions.

The democratic leadership style is characterized by two way channels of communication, including the exchange of feedback with employees, as well as the delegation of work and authority. Third, The liberal style is characterized by the leader‘s role in providing information to employees and maintaining good work conditions.. It is necessary for the leader to have adequate power, so that he 14

could influence the employees in the right way to shape their behavior and actions, which is derived from the proper sources and is focused on the achievement of organizational goals.

As cited from Santa Clara University and Tom Peter Groups, leaders should have these following criteria (www.nwlink.com/donclark/leader). First, they should be honest, it means they should display sincerity, integrity and condor in all actions. Besides, they should be competent in their action on reason and moral principle. To that sense, they can inspire many people to be better. One important aspect that should leaders have is an intelligence. Also, they should be fair-minded which means leaders have to show their fair treatment toward his people without prejudice as it is the opposite of justice. Last, the leaders should be courageous to complete the goals.

2.3 Basuki Tjahaja Purnama (Ahok)

Basuki Purnama (Ahok) came to power on pledges of ushering in an era of change and a new leadership style.Ahoki began his career in politics as a district legislator in East Belitung in 2004, before winning the election for district head a year later. It was there that he developed a reputation as a tough, action-oriented leader. The skills he learned there have proved essential for his successes to date in Jakarta. In 2004, Ahok managed to convince a Korean investor to build a Tin

Smelter or tin ore smelting Kiak. In that year, too, began to join the party Ahok

Association New Indonesia Party (PIB), and was appointed as chairman of the

DPC PIB Belitung district. In the 2004 elections, he was elected as member of 15

parliament until 2009 Belitung district. One year later, after pocketing 37% of the popular vote, Ahok served as Regent of the East Pacific Islands. In government, freeing Ahok health costs to all citizens without exception. However, on

December 22, 2006, Ahok officially resigned from the government and handed the job to his deputy, Khairul Effendi. In 2007, Ahok running for governor of the

Pacific Islands. At that time, he received the full support of .

However, he was defeated by Eko Maulana Ali. This year also, Ahok awarded as

People Against Corruption. health care programs and free education for the East

Pacific Islands also managed to deliver Ahok to win the award. He built a reputation of strict but efficient leadership during his tenure and in 2007 won the national anticorruption figure award. Joko ―Jokowi‖ Widodo, then the mayor of

Surakarta, selected Ahok as his running mate in the 2012 Jakarta gubernatorial elections in a move that consolidated support from the Gerindra party of former general and the Indonesia Democratic Party of Struggle (PDI-

P), led by former president . Both Prabowo and Megawati are likely contenders for the 2014 presidential elections. In the 2009 legislative elections he ran as candidate from . Although initially placed at number four on the list of candidates (only available when in Babylon 3 seats), he managed to get the most votes and seats parliament seat distribution system due to the change of the number being the most votes.

2.4 Mass Media

Mass media are tools to transfer of information, concept, and idea to the audiences in general or specific. As stated by Cangara that media is a tool or means used to deliver the message of the communicator to the audiences (2003 :

124). Campbell also explain that mass media are not purely in neutral position however they have several roles in society. Mass media present as manufacture of youth culture, as reporter of tragic events, and definer of how we think about social issues( Champbell,2005: 5). From these explanations, it can be concluded that the mass media are used to deliver a message from the communicator to the audience‘ large amounts simultaneously in order to control the people‘s way of thinking towards something.

Mass media refers to communication devices, which can be used to communicate in a large number of audiences. The mass media are widely used in daily life generally in newspaper, radio, television, and internet which produce information, education, and recreation, or in other word, information, education, and entertainment. Fortunately, Mass media convey messages which received by communicant in a relatively large amount. Thus, in order to disseminate information the mass media can very effective to control and change attitudes, opinions, and behavior communication (Effendi, 2000), it can make the mass media position in society become very important.

Civilized society can be civilized with the news which spread by mass media.

That situation can occur because mass media has a wide network so that people 17

who consume the news produced not only the individual but also the number of tens, hundreds, and even thousands. Therefore, the influence of mass media to the people will be very visible to all around the world. Furthermore, The rise of the

Internet in the early 90's opened a door to the previously rather exclusive world of news production to the public. There were now two giant branches of news production. The one that was occupied by professional journalists who worked for newspapers, TV and radio stations and the new one which is now occupied by both professionals as well as amateurs in the field, people who simply want to share personal concerns and interests with their community or the rest of the world (Domingo &Heinonen, 2008).

Nowadays, Online media has become a particular source of many people to get the new information. Online media has certain advantages that offer the opportunity to spread the news much greater than traditional form of journalism as a newspaper. Santana said that online journalism have to make decision about the most appropriate format to reveal a certain news and should consider the ways to connect the news with other resources through hyperlink (2005 : 137).

Online media also can be a media to a journalists which deliver the latest news so that people will always up to date to the recent things (Craig, 2005 : 30).

The invented of internet is become the most important factor in mass media.

People can change other‘s paradigm toward something.

In short, online media refers to content that is presented electronically

(digital media formats) on websites or servers whereby detail is able to be 18

retrieved through web browsers. Online media is thus a form of electronic communication. Industries currently using online media successfully include journalism, news broadcasters, marketing and advertising, commerce, as well as entertainment (music and film). More and more of these media industries are making the move to online media, reaching a broader and better suited or niche audience.

2.4.1 The Jakarta Post

Going online has become a necessity for businesses, the media in particular, expecting to progress to the new millennium. Recent development in

Indonesia shows that the web is the future of news and information as evidenced by the increasing number of media publications available over the Internet.

As the largest English newspaper in Indonesia, The Jakarta Post has anticipated this trend and has dedicated a considerable amount of time and resources to preparing its website. On June 1994, The Jakarta Post announced that the online version of newspaperis now available on the Web. The Jakarta

Post.comwhich is more than just an extension of The Jakarta Post daily newspaper. As the name suggests, it also offers breaking news and a wealth of information on Indonesia. By providing up-to-date, in-depth accurate information and analyses, The Jakarta Post.com aspires to be a one-stop reference point on

Indonesia that will serve both local and international audiences. Meeting the public demand for real-time news, The Jakarta Post.com has news flashes which are updated as each story develops. Taking full advantage of the unlimited space 19

One of the Resource Center's most interesting features is its database- formatted archives, making The Jakarta Post.com the first and only online media in Indonesia to date with this facility. The paper initially came out with an average of 48 pages a day, and publishes Monday to Saturday. Indonesia. It is marketed primarily at cosmopolitan and well educated Indonesians and expatriates.

The newspaper combines a bright colour palette, bold photo usage and clear navigation aids. It uses US spelling and stresses clarity in its editing language to maximise reader appeal. The newspaper's owner, PT Jakarta Globe

Media, is part of the BeritaSatu Media Holdings that is an associated company of

Lippo.

2.5 Theoretical Framework

This study focused on Ahok‘s leadership style as a Jakarta Governor framed in the Jakarta Post and the Jakarta Globe Articles. Then, this study uses framing analysis theory by Zhongdang Pan and Gerald Kosicki (1993), analyzing the text through the structures of syntax, script, thematic, and rhetoric to know how The

Jakarta Post and The Jakarta Globe construct the news. Moreover, to enrich the study of the language that are represented something by using Zhongdang Pan and

Gearld Konsicki‘s model.

CHAPTER III

RESEARCH METHODOLOGY

In this chapter the writer elaborates the methodology used throughout this research with the intention of answering the problems of the study stated in the first chapter.

3.1 Research Method

The methodology that the writer used in this study is descriptive analytical study. (Creswell,2009: 177) Descriptive analytical study is a method to analyze the data which is described and supported with analysis. This study is set into the approach of Framing Analysis by Zhongdang Pan and Gearld Konsicki‘s model, comparing the result of the analysis of The Jakarta Post and The Jakarta Globe articles.

3.2 Data

The data are in the form of words, clauses, and sentences from 6 articles taken from two newspapers which relates to Ahok‘s leadership style as a Jakarta

Governor. The following are the title of selected articles, three of them are taken from Jakarta Post (‗100 days of leadership, Ahok style‘, ‗Syafii Maarif lauds

Ahok‘s leadership in Jakarta‘, ‗Editorial: Welcome, Governor Ahok‘) and three articles are taken from Jakarta Globe (‗GlobeAsia‘s Man of the Year: Ahok,

Indonesia‘s Shooting Star‘, ‗Ahok: Courage Needed to Lead Jakarta‘, ‗View point: Ahok: His ‗potty mouth‘, performance and presidential bid‘).

3.3 Data Source

The data are taken from Jakarta Post Newspaper website

(www.TheJakartaPost.com) and The Jakarta Globe website

(www.TheJakartaGlobe.com) randomly. The article selection was in the period of

November 2014 to September 2015. This time period was chosen because it represents Ahok‘s oficially as Jakarta Gubernur. The criteria of determining articles are focus of main topic, well-written, comprehensive, well-researched, follows the style guidelines (including the provision of a lead, appropriate structure, consistent citation).

3.4 Data Collection Procedures

1. Visiting official website of The Jakarta Post and The Jakarta Globe.

2. Collecting the articles from November 2014-September 2015 which

discussed and reviewed Ahok‘s leadership style along as Jakarta

Gubernur.

3. Reading briefly all the collected articles.

4. Identifying the word, phrases and sentences in the paragraph as syntax,

thematic, script and rhetoric structure by Pan and kosicki‘s model in the

collected articles.

3.5 Data Analysis Procedures

After collected the Data as procedure above, these are the procedures to analyze the data : 23

Analyzing the data uses framing model from Zhongdang Pan and Gerald

Kosicki:

1. Analyzing the words, phrases and sentences/texts to find out syntax

structure through lead, background of information, quotation,

statement or closing of both thejakartapost.com and

thejakartaglobe.com collected articles.

2. Analyzing the words, phrases and sentences/text to find out the script

of the articles through 5W (what,where,when,why, who) + 1H (how)

of thejakartapost.com and thejakartaglobe.com.

3. analyzing the words, phrases and sentences to find out thematic

structure of the articles through paragraphs, propositions, and

sentences of both thejakartapost.com and thejakartaglobe.com.

4. analyzing the words, phrases and sentences to find out the rhetoric

structure through headline of the articles through word, idiom, picture,

and graph of both thejakartapot.com and thejakartaglobe.com.

5. Interpreting the result based on data analysis to get pre-conclusion

from reading and analyzing based on concern of framing model by

Zhongdang Pan and Gerald Kosicki through the syntax, script,

thematic and rhetoric structure of each articles.

6. Comparing the result of the analysis from www.Thejakartapost.com

and www.Thejakartaglobe.com.

7. Concluding the data based on the result found. CHAPTER IV

FINDINGS and DISCUSSION

4.1 Findings

From the data analysis the writer concludes that frames of Ahok‘s Leadership

Style represented in both online The Jakarta Post and The Jakarta Globe based on the identification of the structure of framing elements.

First, from the Syntactical Structure (Headline, Lead, Background, Citation source, statement/opinion, closing), The Jakarta Post use more opinion from several sources and the opinion mostly quoted directly, which means the Jakarta Post does not make their own opinion in framing Ahok‘s Leadership Style. Meanwhile

The Jakarta Globe mostly use their own opinion based on the facts which are mostly indicated as support towards Ahok‘s leadership style. The Jakarta Globe does not not much quoted several sources directly in framing Ahok‘s leadership.

The Jakarta Globe partially support Ahok‘s leadership style. It was shown from the last article.

Second, from Script Structure (5W+1H Questions), The Jakarta Post do not pay attention to the completeness of the script structure on each news. This is proved that The Jakarta Post still less adept in framing news. Meanwhile the

Jakarta Globe More fully present the 5W+1H elements, in which this element help the readers get the information clearly.

Third, from Thematic Structure (Theme, Coherence, Types of sentences,

Pronoun), Viewing from themes, sentences, paragraph and the relation between

sentences, both The Jakarta Post and The Jakarta Globe are well structured enough and have the similarity themes. The Jakarta Post and The Jakarta Globe do not much coherence, mostly used word ―but‖ and also mostly both of them was use positive sentences in framing Ahok‘s leadership style.

Fourth, Rhetoric Structure (Lexicon,Graphic,Idiom), The Jakarta Post use some word which are shown some positive assumption. It was shown on one of the article entitled ‗Syafii Maarif lauds Ahok‘s leadership in Jakarta‘. The

Jakarta Post used positive word such as ‗lauds‘ to represented a compliment or respectful to Ahok‘s leadership style. The other words that represented ahok;

―courage, straightforward, confident, offensive style‖. Meanwhile The Jakarta

Globe was directly put the reasons of leadership style in details as negative terms or resistant such as ―Potty mouth, combative, abrasive and foul language, hot- headed style, abrasive, temperamental, foul language, blunt and outspoken‖.

Among the three articles from The Jakarta Post which cover the news about Ahok‘s leadership style was shown that some facts that common people give their attention and opinion. First, Jakarta Post reported Ahok style in his 100 days leadership being a governor. They used some words which not leave negative assumption. It was shown on one of the article entitled ‗100 days of leadership, Ahok style‘ the way The Jakarta Post framed Ahok style was 100 days of leadership was tricky. They used positive perspective/word such as ‗courage‘.

The words have a significant role in representing Ahok‘s leadership style. The

Jakarta Globe was put the blame on Ahok leadership style. In one of The Jakarta 26

Globe article, they used a term ‗potty mouth‘ to represented Ahok‘s style it means that Ahok has no ethic as Jakarta Governor.

4.2 The Analysis of Jakarta Post Articles

The articles was taken from The Jakarta Post English version title; „100 days of leadership, Ahok style‟, „Syafii Maarif lauds Ahok‟s leadership in

Jakarta‟, „Editorial: Welcome, Governor Ahok‟. These articles from The Jakarta

Post talk about Ahok‘s Leadership Style in the different cases which show the different perspective.

4.2.1 Data Discussion of the First Article

The first article was taken from the Jakarta Post online English version on title “Syafii Maarif lauds Ahok‟s leadership in Jakarta‟‟

4.2.1.1 Syntactical Structure

From the headline, Syafii Maarif lauds Ahok‟s leadership in Jakarta, the

Jakarta Post start the article with the headline written in minimum number of words to make the reader easier understanding the topic which the news discussed, besides it written in that way to make the topic easily to be remembered. The headline using two statements which emphasize the news, they are : Syafii Maarif lauds and Ahok‘s leadership in Jakarta. These two statements which tell how Ahok‘s governorates is succeed with the Syafii Maarif lauds which represented as a something good or a ‗succeed‘ of his leadership. 27

The next observed unit is the lead of the article. The lead paragraph consist of the main idea of the news article and generally point out the perspective of the journalist who wrote the news.

“High-profile anticorruption activist Syafii Maarif has

lauded Jakarta Governor Basuki “Ahok” Tjahaja

Purnama for his strong leadership and strong

commitment to fighting corruption in the capital city.”

By reading the lead of the articles above the reader will know what the article is discussing about. The words ―lauded‖, ―strong leadership‖, ―strong commitment‖ are shown that Ahok has a absolute power as a Governor. The absolute power is one of the traits of authocratic leaderhsip style. The journalist chooses the issue about what have been done by Ahok as a new Jakarta Governor which nowadays become a central issue in Indonesia. The main idea of the articles is emphasized

Ahok‘s leadership style succeed because of Ahok‘s leadership style was tough and opened the public‘s eyes to the importance of courage in building good governance. Generally the lead talk about the topic which discussed in the whole article so the reader interested to read the whole article.

The next element is Citation Source. The source is from Syafii Maarif who

act as High-profile anticorruption activist.

Syafii said that “Ahok‟s leadership style was tough and

opened the public‟s eyes to the importance of courage

in building good governance. […] I have never doubted 28

his nationalism. The success he has achieved can be

seen not only in corruption eradication but also in many

According to Syafii Maarif that a leader should have courage in building good goevernance. Those are the way Ahok‘s leadership style serve as a Jakarta Governor in building good governance.

There are two statements Syafii Maarif who act as High-profile anticorruption activist at that time who emphasize by giving statement that a leader should have courage in building governance. Ahok in this case is represented as someone who has a courage style and success in achieved coruption eradiction.

As a closing paragraph, the journalist give a review to the readers expressed by an opinion statement. The opinion from Syafii that Ahok‘s courage could be seen not only in his consistency in implementing clean governance but also from his success in dealing with major issues such health care, education, housing and transportation.

In answering the ―what‖ question, in the Jakarta post article, the thing which discussed was about Governor Ahok ledaership with mixed public reviews towards his leadership style. It is written in the first paragraph, it means this article wants to lift up Ahok‘s leadership style as a Jakarta Governor. Information of the ―where‖ part is The Jakarta Post stating the location in Indonesia.

Meanwhile, to answer of ―when‖ it happened in this article it took time in July 03,

2015, it is explicitly provided in this article.. Then to answer of ―who‖ question in this article was Basuki Tjahaja Purnama (Ahok) that become a subject of discussion in this article. The last question ―why‖ is in The Jakarta Post stating the reason of case is because Ahok‘s leadership style. In the statement from Syafii,

Ahok‘s leadership style was tough and opened the public‘s eyes to the importance of courage in building good governance.

4.2.1.3 Thematic Structure

The Jakarta post has a major themes on its articles. the theme is about

Ahok‘s leadership style as Jakarta Governor which was supported and lauded by

High-profile anticorruption activist Syafii Maafi because of Ahok‘s courage style.

The correlation is clearly explained. Within the sentences, The Jakarta Post tend to explain about what Ahok‘s leadership style in achieving his success. This article also has a systematic paragraph started with the explanation of the case, the brief explanation about the issue and also the reviewed opinion. article, but there are also some words such as courage and controversial style

which is also represented the Ahok‘s leadership style as a Jakarta Governor.

There is no picture provided in this article, the article only show a bold

title. The title “Syafii Maarif lauds Ahok Leadership in Jakarta” was show that

that Ahok is ‗successful‘ as a governor by doing his work as Jakarta Governor. It

also captured the whole news discussion which mostly discuss about Ahok‘s

pros.

4.2.2 Data Discussion of the Second Article

The first article was taken from the Jakarta Post online English version on title „‟100 days of leadership, Ahok style”

4.2.2.1 Syntactical Structure

From the syntactical structure, the Jakarta Post is formed in the news schema. The headline is ―100 days of leadership, Ahok style”. The Jakarta Post using three which emphasize the news, they are : 100 days of leadership, Ahok, 31

Style. Three statements which are tell how Ahok‘s leadership style in his 100 days of leadership. The headline written in bold style with minimum number of words to make the reader easier understanding the topic which is the news discussed.

From the lead, Ahok style represented as a governor who has a charismatic.

The theme in this article is about Basuki ―Ahok‖ Tjahaja Purnama has had a roller coaster of challenges in his 100 days of leadership with his style: bold, straightforward, sometimes bordering on rude. It can be seen from the details of statement and quotation that journalist took from several prominent figures in Indonesia. The prominent figure give their own opinion based on the fact that have been observed by formal institutes. The text did not use much coherence words between sentence and paragraph but in this article there are mostly pronoun words using the third person such as ―he‖ refers to Ahok and ―she‖ refers to Sarwo Handayani.

4.2.2.4 Rhetoric Structure

The article use ‘Ahok style‘ to make the reader more curious about what

style that Ahok did. It also captured the whole news discussion which mostly 34

discuss about Ahok performance as a Jakarta Governor. The unfamiliar word

‗bold‘ which is also explicitly represented the Ahok style in his 100 days of

leadership as a Jakarta Governor.

There is no picture or even symbol on this article, however the choice of

4.2.3 Data Discussion of the Second Article

The first article was taken from the Jakarta Post online English version on title „‟Editorial: Welcome, Governor Ahok‟‟

4.2.3.1 Syntactical Structure

From the syntactical structure, the headline of The Jakarta Post ―Welcome,

Governor Ahok. The headline using statement ―welcome‖ to indicate that it was accepted the first 100 days Ahok start his job as a Governor. The headline is very simple one because it straightly give the reader clue about what will be discussed in this article. The headline will take the reader attention and arise their curiosity about what kind of leadership style which Ahok has. The lead is started with the statement that Ahok is began served people as a leader, he become very popular leader since many people praising him as a courage and confident leader. The journalist wanted to emphasize that the topic would be about Ahok began his job as a new governor. Meanwhile, The background of this article is Ahok remain many problems of the city that must be consider as what will have been done by him. The result showed that Ahok is confident to solve the problems. The Jakarta 35

Post only direct one quotation from Ahok in this article. The rest of the article is the Jakarta Post editorial.

The closing paragraph is The closing paragraph is the opinion and suggestion addressed to Ahok that Leading Jakarta is far from easy but one good strategy for Governor Ahok would be to continue his honest approach

4.2.3.2 Script Structure

The Jakarta Post answering ―What‖ with discussing Governor Ahok on his inauguration day, none of these protests were visible despite obvious opportunities to do. The information of the place that is questioned by ―Where‖ stated directly in this article is in Indonesia. In answering ―When‖ question, however the article was made on November 20, 2014. The ―Who‖ answer is

Ahok itself and his people generally. The ―why‖ question, this article explained that the problems have not been resolved by him.

4.2.3.3 Thematic Structure

In this third article. The theme in this article was Ahok as a new governor being confident, he would not face much disruption since the Jakarta legislative council endorsed him as the next governor. The theme is showed that Ahok is courage and confident in his job to solve his problems.

The paragraph that supported the theme,

“ “I‟m really sorry I have to do this, I accept that you

won‟t elect me in the 2017 local elections,” he said. He

assured residents the compensation for their homes would be

more or less worth the market price.” 36

This article did not use many of the coherence words. The mostly type of sentences that present in this article is active sentence, it means that the journalist wants to emphasize the subject of this issue. The text did not use much pronoun to replace a person, the text mostly use name as a pronoun.

4.2.3.4 Rhetoric Structure

The Jakarta Post chooses the word ―welcome‖ to make the reader know about the positive side in accepting Ahok as a Jakarta Governor and make Ahok become popular leader. It make the reader easier to understand the issue as well.

In this article the common words are mostly used to make reader easier to understand the topic of the new , there is no significant uncommon words in this article.

4.2.4 Pre-Conclusion from the Jakarta Post Articles From the three articles of The Jakarta Post news articles, the writer conclude; based on the syntactical structure the three articles clearly enough to structure the headlines of the news article , leads of the news articles , background and also the closing statements or paragraphs, that structure make the first impression to the reader towards the Ahok‘s issue which become the central discussion of the articles. There are also many statement which systematically take from general thing to the specific thing. Furthermore, In Answering all of the

5W+1H, the three articles served the complete statement even though there is one article which only have one direct quotation it provided with complete explanation. 37

The Jakarta Post has one major theme with some supporting details on its articles. The major theme is the Ahok‘s leadership atyle as a Jakarta Governor represented as a courage leader. His leadership was also seen as ‗success‘ leadership by seeing what style oh his leadership as a governor. His leadership style is categorized as autocratic leadership style. According to Lewin (Lewin,

Lippit & White, 1939)) autocratic leadership style is determined by the leader‘s power. The leader has absolute power in a group or organization. The leader alone makes decisions and takes responsibility for the conduct, results and achievement of the company. This style of leadership, characterized by unidirectional communication channels, confirms that autocratic leaders are mostly not interested in feedback and employees do not have influence and control over the decision making process. On the other hand, his leadership is become popular among the other previous leader because of his ways of leadership is less authority. For the rhetoric structure, The Jakarta Post uses the word in the three articles with strong and clear meaning such as ―lauds‖, ―welcome‖ and ―bold‖

From the three articles of The Jakarta Post which already discussed, the writer interpret that The Jakarta Post seem has a positive perspective toward

Ahok‘s leadership style. They also use a significance data to support the facts.

One of the facts is in the second article, the journalist is wrote from Sarwo

Handayani statement,

“Sarwo “Yani” Handayani suggested that in his remaining

two years as governor, Ahok should focus on improving 38

4.3 The analysis of The Jakarta Globe articles

The articles was taken from The Jakarta Post English version title

4.3.1 Data Discussion from the First Article

The first article was taken from the Jakarta Globe online English version entitled

―GlobeAsia‟s Man of the Year: Ahok, Indonesia‟s Shooting Star”.

4.3.1.1 Syntactical Structure

5.1 Conclusion

After analyzing all the articles, the answer to main research question: How is Ahok‘s leadership style as a Jakarta Governor framed in the Jakarta Post and the Jakarta Globe? The writer finds out some points from the analysis through framing of Pan and Kosicki‘s model:

First, the syntactical structure from The Jakarta Post use more opinion from several sources and the opinion mostly quoted directly, which means the

Jakarta Post does not make their own opinion in framing Ahok‘s leadership. On the other hand, The Jakarta Globe mostly use their own opinion based on the facts which are mostly indicated as support to Ahok‘s leadership style. The Jakarta

The last article is shown the objectivity in framing Ahok.

It can be looked from the themes, sentences, paragraph and the relation between sentences that the journalists elaborate in each article. On this structure also proved that each of these media is very stable in writing news according to the topic.

Fourth, from the rhetoric structure, The Jakarta Post used positive word such as ‗lauds‘ and the word ‗courage and controversial style‘ is the most related to Ahok, to make the readers easily understand the article. The other words that represented Ahok are ―bold, straightforward, confident, courage‖. Besides, The

Jakarta Globe was directly put the meaning of leadership as negative terms or resistant such as ―potty mouth, temperamental nature , outspokenness, sincerity, willingness, foul language.‖

The conclusion that can be drawn after analyzing the articles using framing on The Jakarta Post and The Jakarta Globe articles is the three articles from The Jakarta Post which cover the news about Ahok‘s leadership style showed that some facts that common people give their attention on. First, Jakarta

Post reported that Ahok has an authocratic leadership style as a governor; however The Jakarta Post did not really put blame on Ahok. They used some words which shown positive assumption such as ―lauds‖, ―courage‖ and

―controversial style‖. The way The Jakarta Post framed Ahok‘s leadership style was tricky. They used positive perspective/word such as ‗courage, bold, straightforward, confident, offensive style‘ rather than ‗rude style‘. The words have a significant role in representing Ahok‘s leadership style. On the other hand, 52

High-profile anticorruption activist Syafii Maarif has lauded Jakarta Governor Basuki “Ahok” Tjahaja Purnama for his strong leadership and strong commitment to fighting corruption in the capital city.

Syafii said that Ahok‟s leadership style was tough and opened the public‟s eyes to the importance of courage in building good governance.

He said he was sure that besides his controversial style, support for him would continue flowing in from the people.

“We have really been sleeping so far. What is happening, Ahok dares to reveal the play in the Jakarta legislative council,” he said at a book launch at Bentara Budaya cultural center on Friday.

Syafii, also former chairman of Muhammadiyah Islamic organization, said that Ahok‟s courage could be seen not only in his consistency in implementing clean governance but also from his success in dealing with major issues such health care, education, housing and transportation.

“I have never doubted his nationalism. The success he has achieved can be seen not only in corruption eradication but also in many other things,” he said as quoted by kompas.com.

In his first 100 days as Jakarta governor, Basuki “Ahok” Tjahaja Purnama has had a roller coaster of challenges, from worsening ties with the City Council, to flooding and the ongoing budget dispute, which could eventually hamper the city‟s projects and programs.

Ahok was inaugurated on Nov. 19 by Joko “Jokowi” Widodo, who had earlier left his position to the latter after he was elected Indonesia‟s seventh president.

Once Ahok took office, he continued with his signature style as a deputy: bold, straightforward, sometimes bordering on rude. But this time with more power and, without Jokowi, less restraint.

He demoted several of his agency heads, including Manggas Siahaan, Endang Widjajanti, I Made Karmayoga and M. Akbar.

His relations worsened not only with his subordinates but also with the City Council.

Aside from his highly publicized feud with the City Council, Ahok has had better moments in his first 100 days, in which he introduced several pioneering programs.

For example, earlier this month, he introduced the electronic payment system for micro entrepreneurs and low-cost apartment rent. In this system, vendors and tenants must have a bank account with city- owned lender Bank DKI. Their rent is be debited automatically each month from their accounts.

“This system will put a stop to illegal levies collected by thugs,” Ahok has said.

Further, starting this year, the city administration is implementing a new payment system, whereby civil servants receive performance-based pay. Pay is categorized as either “dynamic” or “static”. The dynamic type depends on work performance. When an official fails to meet his specified targets, for example, the administration will reduce his pay.

The static type of pay is not performance-linked, and is determined only by daily attendance and supervisor appraisal.

Such a system, Ahok said, would hopefully improve the performance of civil servants and avoid corruption and illegal fees.

Urban analyst Nirwono Joga said that the city administration‟s handling of flooding was better than last year, and that complaints from displaced residents were fewer than last year‟s.

Senior civil servant Sarwo “Yani” Handayani, who currently heads the Governor‟s Team for Development Supervision (TGUPP), urged Ahok to “keep doing what he‟s doing”.

“He‟s a good leader and he should keep going with his programs,” Yani told The Jakarta Post at City Hall recently.

She suggested that in his remaining two years as governor, Ahok should focus on improving public transportation, finish flood mitigation projects, speed up low-cost apartment construction and speed up land acquisition for major projects.

However, City Council Commission A secretary Muhammad Syarif of the Gerindra Party had nothing but criticism for the governor, saying he had not made significant achievements in his first 100 days as governor.

“In fact, [Ahok] has made many missteps. For example, he has too many plans which cannot realistically be implemented and he isn‟t careful with his policies,” Syarif told the Post over the phone on Thursday. He cited the city administration‟s new take-home pay system, which Administrative and Bureaucratic Reform Minister Yuddy Chrisnandi has asked be reconsidered.

Syarif also criticized Ahok for his lack of political communication skills, which he said caused the latter‟s dispute with the City Council.

Meanwhile, Ahok said that he would continue with his policies and programs, despite attacks from the City Council.

“I think everything so far is so good and that our civil servants are performing better in the last couple of months,” he said

President Joko “Jokowi” Widodo and First Lady Iriana Widodo gave a hearty handshake to his former deputy. When Jokowi was Jakarta‟s governor, both had been targets of widespread protests by workers, vendors, slum residents and, most disturbingly, religous vigilantes simply because Ahok is a minority, ethnically Chinese and Christian.

On his inauguration day, however, none of these protests were visible despite obvious opportunities to do so, largely as a result of attention directed toward the recently increased subsidized fuel prices. They would not have made any difference either, as Ahok looked unpertrubed, being confident he would not face much disruption since the Jakarta legislative council endorsed him as the next governor, despite opposition from certain factions. Several politicians, such as those from Gerindra and the (PKS), have said they are still taking legal measures, as they oppose Ahok‟s installment pending their request of a legal opinion, on whether the former deputy automatically becomes the governor, given the new presidential regulation in lieu of law on the election of regional heads.

However, for most of Jakarta‟s residents and its commuters, it is too much of a luxury to reject the new governor based on legal technicalities. As far as most residents are concerned, Jokowi‟s former deputy is the next man to continue the governor‟s job. There was no time to party, as after the inauguration across at City Hall the next item on the agenda was getting right back to work.

The rainy season will be the merciless test for Ahok‟s leadership. The annual cynicsm against governors who were taunted for letting millions suffer in the floods will pass on to Ahok, who after Jokowi‟s departure from City Hall no longer has the “good cop” at his side. Ahok has said he will tone down his blunt, offensive style but will have to engage in innovative strategies to win over people, his underlings and opponents, as personal styles don‟t usually change that much.

What Ahok already can count on is public support for the merit system that Jokowi started to ferret out the city‟s best leaders down to subdistrict heads. There is also support for law enforcement but with a much more humane, democratic approach than in the past — the key to a number of succeses of then governor Jokowi.

On Tuesday, Ahok apologized to squatters in Bidara Cina, East Jakarta, whose homes along the Ciliwung River were to be demolished. “I‟m really sorry I have to do this, I accept that you won‟t elect me in the 2017 local elections,” he said. He assured residents the compensation for their homes would be more or less worth the market price, while residents said they had been falsely accused of holding up the river bank clearing program. Basuki Tjahaja 'Ahok' Purnama has redefined the country's political landscape and is now working to transform Jakarta.

Basuki Tjahaja Purnama has seen his profile among the Indonesian public rise meteorically. Now he has the task of proving himself a worthy leader for the capital city after the departure of his predecessor as Jakarta governor, Joko Widodo, for the presidency.

It has not been an easy path for GlobeAsia‟s man of the year to sit where he is today. The native of Belitung, where he is one of the island‟s roughly 30 percent of residents of Chinese descent, was inaugurated as the 17th governor of Jakarta on Nov. 19.

The former deputy governor finally took the oath as governor after political intrigue involving city councilors and protests from radical Muslim groups, who dislike the Christian taking charge of the Muslim-majority nation‟s capital. The inauguration marked a new milestone for Jakarta as he was the first Jakarta governor to be installed directly by the president and only the second — after Ali Sadikin — to be sworn in at the State Palace. The home affairs minister usually represents the president in inaugurating governors at their respective provincial legislatures or at the ministry.

Basuki is a phenomenon in Indonesian politics not just because of his combative and outspoken style, which has drawn many supporters as well as detractors. He also represents a new milestone for inclusiveness since he is the first ethnic-Chinese and non-Muslim governor of the capital in 50 years.

His predecessor in those respects was , who was appointed by Indonesia‟s first president, , in 1964. He lasted in office only a year, and was swept out of power as a result of the tumultuous changes in the political constellation that engulfed the nation the following year when Sukarno was deposed.

While Indonesia is a Muslim-majority nation, unlike many other Muslim-dominated countries in the Middle East or elsewhere in the world, the country is also a democracy, the third-largest in the world.

First is India, and then comes superpower the United States, which also has a long list of minorities serving as governors, including media darling Bobby Jindal, the 55th governor of Louisiana, an Indian American from the Republican Party.

This is a rare time for the Republican Party, typically more conservative than the Democrats, to host a figure such as Jindal. Like Basuki, the Louisiana governor is known as an outspoken leader who has pushed for comprehensive ethical reform that has required, among other steps, financial disclosure for elected and appointed government officials, an end to lavish lobbyist-funded meals and the prohibition of conflicts of interests in his battle against corruption.

History in the making On Dec. 22, GlobeAsia‟s Arientha Primanita sat down with Basuki in his office at Jakarta City Hall for an interview. Before he would take any questions, Basuki spent some time looking at the paintings of former governors hanging on the walls of the reception room. He asked his aide where his own painting was likely to be hung once he had finished his term.

The man who began his professional career in the mining industry in the late 1980s also asked where the picture of his predecessor, Joko, was. He nodded when his aide replied that the picture was still being painted.

“These paintings are really good. They all look like photographs. I think the painting of my face will be different from my real face,” Basuki said with a laugh.

Basuki, elected with Joko in 2012, will see his term end in 2017. The question remains whether he will seek another term in office, and whether the people of Jakarta will still vote for him if he does. That will depend to a large degree on what he can achieve over his remaining three years in City Hall.

Taking care of business Basuki was never overshadowed by Joko when the latter was in charge of the capital. While Joko was out roaming the slums and back streets of Jakarta, in his now famous blusukan meet-and-greets with residents to get to know the issues they faced, Basuki was back at City Hall, coming to grips with the internal issues of the Jakarta administration.

Now, with newly installed deputy governor by his side, Basuki still chooses to remain in his office to receive guests, do his paperwork, lead meetings as well as ensure that the city administration is working properly.

Basuki deals with conflicts in his own way, not like the calm and measured Joko. It is not unusual for the new governor‟s hot-headed style to emerge in video footage in the news or on YouTube, and his harsh comments have often drawn angry responses from his critics, including city councilors.

Luhut Panjaitan, a former three-star general who is a close adviser to Joko, believes this is just the type of leader that Jakarta needs.

“I don‟t care about the issue of ethnicity, religion or style. Even if he was a ghost, but could get things done, I would choose him,” he said.

Jakarta has never been an easy city to govern. The public has for years grown increasingly frustrated with the slow progress of development in a city famous for its traffic jams, regular floods and messy spatial planning. At the same time the city is the business and financial hub of the nation, as well as its capital.

Luhut said his sentiments reflected the frustration of the people of Jakarta, who have long dreamed about a firm leader who could introduce breakthroughs and create order in a city that should be the showpiece of the nation.

“Basuki provides such hope even without Joko at his side in Jakarta,” he said.

Asked about his relationship with Joko, Basuki smiled and said he was a lucky governor as he had the Indonesian president as his good friend.

He recalled traveling with Joko after he became president, when he was asked to join Joko on a visit to Kupang in East Nusa Tenggara on Dec. 19.

Joko asked him to sit beside him in the presidential jet on the journey. They discussed many things and caught up with each other‟s news. Basuki said he believed that his close ties with the president would have benefits for Jakarta.

When he was deputy governor, he was one of the people who pushed Joko to run for president.

The problems of Jakarta cannot be solved by a single governor, but require a concerted effort from the central government and the surrounding provinces, he argued.

“Now that I have the president‟s backing, I can just call him and report on what I need,” he said.

Action-oriented leader Born in , East Belitung, on June 29, 1966, Basuki began his career in politics as a district legislator in East Belitung in 2004, before winning the election for district head a year later.

It was there that he developed a reputation as a tough, action-oriented leader. The skills he learned there have proved essential for his successes to date in Jakarta.

He told GlobeAsia that resolving Jakarta‟s traffic jams and severe flooding remained his main priorities for 2015.

Getting officials to work is another priority: Basuki has proved no less firm than Joko when it comes to dealing with underperforming public officials.

Joko, the former mayor of the Central Java town of Solo, threw out the head of the Jakarta Public Works Office, Manggas Rudy Siahaan, for not doing his job. He also replaced the head of the transportation office, Udar Pristono, who was later charged with corruption in the procurement of buses for the TransJakarta network. Basuki has been similarly outspoken in pushing for improvement in the bureaucracy. He announced at the end of 2014 that he would purge more than a thousand officials.

His aim is to see Jakarta‟s roughly 72,000 civil servants working hard. There will be transparent selections for promotions, and he plans to replace around 3,000 officials with new ones.

“There will be friction because of this in 2015, but I am sure in 2016 our bureaucracy will run more smoothly,” he said.

On a more positive note as far as the officials are concerned, salaries of civil servants will increase to encourage them to improve their services to the public. Urban ward chiefs, known as lurah, will get salaries of Rp 25 million ($1,980) per month in recognition of their role on the front line of public services.

His other main priorities include better welfare, education and health care programs.

“Our goal is to make your brain, stomach and wallet full. That‟s what we want to do,” Basuki said, adding that he considered himself the chief servant of the Jakarta public.

As part of his policies, he has launched a “smart city” program that will receive and monitor reports and complaints from the public and then follow up on them. The program accounts for six factors: economy, mobility, environment, humanity, livelihood, and administration.

The Jakarta administration also plans to install 4,000 closed-circuit television cameras throughout the city, starting with 2,500 units this year. This will make it easier to monitor the roads and rivers — and city officials. Jakarta citizens are also expected to contribute feedback, and can access the information via smartphone.

Deputy Governor Djarot will get out on the road to carry on Joko‟s blusukan visits. Basuki has no concern that the former Blitar mayor‟s popularity might eclipse his own.

“The most important thing is we complete our mission for Jakarta. If the Jakarta people think Djarot is better than me, that‟s good. I get a better deputy governor than I was,” he said.

Weathering protests

During our interview, a noisy demonstration was taking place outside City Hall. Dozens of protesters, led by organizers shouting their complaints through loudspeakers, were criticizing Basuki‟s ban on motorcycles riding on Jalan M.H. Thamrin and Jalan Medan Merdeka Barat.

The protesters were mostly motorcycle taxi, or ojek, drivers, who lambasted Basuki for costing them their livelihood.

“There are more people buying cars. Does Basuki dare to forbid cars to pass?” said protest organizer Babak. “Why does he ban motorcycles and make ojek drivers‟ lives miserable?”

Basuki and his blunt style have also been the target of regular protests from the hard-line Islamic Defenders Front (FPI).

While they say they oppose him because he is a Christian, they are also believed to be unwilling to accept him because of his Chinese ethnicity.

Salim bin Umar Alatas, the head of the FPI‟s Jakarta branch, once said Basuki was too arrogant to be a public official, and called him “an enemy of Islam.” The group‟s protests included attacks on the Jakarta City Council, when it demanded that councilors oppose Basuki‟s succession to governor. In early December, the FPI nominated Fahrurrozi Ishaq, a teacher of the Koran and an FPI member, as its own “shadow” Jakarta governor.

Criticism has also come from city councilors. Johnny Simanjuntak, a councilor from Joko‟s party, the Indonesian Democratic Party of Struggle (PDI-P), criticized Basuki for being too plainspoken, saying that the governor‟s abrasive style had caused a stir in the city administration, but there had not been much change in the quality of services to the public.

He pointed out that many of Jakarta‟s programs were not executed well, including flood mitigation and traffic management, because the directives from top officials were not making it to the bottom of the chain.

Basuki acknowledged the criticism but said he would not change his style. His main focus, he said, is to do his best as governor and serve the people of Jakarta.

“I can handle criticism. The only thing they [the protesters] can do is not elect me for the next term. So I am focusing on my remaining three years so I can prove to them that I did something,” he said. “I don‟t ever think about my image. What‟s in my heart and what comes out of my mouth are the same. Do you need someone with substance or someone with a polished skin?” he asked.

But for all his thick skin, some of the criticism does sting.

“The only problem is that people out there still can‟t accept the fact that I, with slanted eyes and a Christian, can be governor,” Basuki said.

“Don‟t oppose me just because I‟m ethnic Chinese and a Christian. That‟s not fair. Judge me for my work,” he said, adding that he was accustomed to tough times.

Popularity was never his aim when running for public office. He intends to be himself, warts and all.

“Once you become a public official, it‟s tiring if you play a role to maintain a good image. One day your true character will be discovered. I never pretend to be who I am. I‟ve always been like this,” he said.

His aide, Sakti Budiono, is perfectly happy with Basuki‟s leadership skills. The boss does not beat around the bush and knows exactly what he has in his mind, Sakti said.

“He lets us work with our own creativity and improvisation as long as we get the job done,” he added. ‘We just do what we can do best’ Following Joko‟s rise to the presidency, there has been talk that Basuki could also be presidential material one day. The governor did not deny his ambition to become president.

“The best way to improve our country is by being president. If there are better people than me, then I wouldn‟t run, but if there aren‟t any better people, then why shouldn‟t I run for the sake of this country,” he said.

Basuki, who once planned to flee to Canada after the anti-Chinese riots of 1998, said Indonesia remained a democracy. The people, he said, represented a power that cannot be overlooked, and he said he strongly believed that Joko would be able to safeguard democracy. As for his own prospects of future high public office, Basuki said that was a matter of fate.

“In Islam, we say „Wallahualam‟” — it all depends on God‟s will.

Turning philosophical, he added that nobody knew what the future held for them. His own path to the Jakarta governorship, after coming from a limited political background, and that of Joko, who shot to the presidency, showed how life can bring surprises.

“We don‟t know about our lives and when we will die. We just do what we can do best. For me, at least I can have a painting of my face hanging in City Hall,” Basuki said with a laugh.

One of his obstacles to higher office is the lack of party backing. Basuki said he was relieved to have quit the Great Indonesia Movement Party (Gerindra) of losing presidential candidate Prabowo Subianto, which had supported the Joko-Basuki ticket in the 2012 gubernatorial election.

Now, he said, he had more time to work and did not need to attend any political party events, which in the past meant he had to work during the weekends. Running for president in the future is a long way away, and who knows what could happen in that time.

Bahasa menunjukkan bangsa (language defines a nation), we say in Indonesia, but we also believe that the language we use reflects our personality and character.

No wonder that Jakarta Governor Basuki “Ahok” Tjahaja Purnama has come under fire for his “potty mouth” (bahasa toilet). Potty mouth? Yes, swear words like “s**t” (“tahi” in Indonesian) regularly stream out of his mouth when he gets angry.

Ahok is in fact famous for his temperamental nature, and he gets angry a lot. He caught a lot of flak when he started swearing on Kompas TV recently and wouldn‟t stop even after the interviewer reminded him they were being aired live.

Admittedly, there‟s a lot to be angry about. These past few months, one of the main targets of Ahok‟s wrath has been the incompetence and corruption of the Jakarta City Council (DPRD).

Ahok publicly accused the council of including questionable items that added up to Rp 12.1 trillion (US$930 million) to the 2015 city budget, inflating it to more than Rp 90 trillion.

Naturally, his outspokenness, sincerity, courage and willingness to fight has given him hero status in the eyes of many people. Sure, he‟s rash and abrasive; but hey, let‟s give priority to ethics rather etiquette.

According to historian and native Betawi JJ Rizal, Ahok has not been rejected because of his character and speech, but because as an ethnic Chinese Christian, he‟s not part of the majority.

Let‟s not forget that the nation was founded by all the ethnic groups that make up Indonesia, so rejecting Ahok is rejecting the basic premise on which the nation was founded.

Clearly, it‟s wrong to reject Ahok on the basis of his ethnicity and religion, or because of his coarse manners. And even less so on the fact that he is a staunch anti- corruption figure. So let‟s assess and criticize him on the basis of his performance as governor.

In any case, he‟s not the only governor to use foul language. The late legendary Ali Sadikin, governor of Jakarta from 1966-1977, was even more abrasive than Ahok. He was sometimes referred to as “Gubernur Monyet” (the Monkey Governor), not because he looked like a monkey (in fact he was decidedly handsome!), but because “monyet” was one of the most frequent insults he would hurl at people he was angry with.

He would, however, not do it as publicly as Ahok does on YouTube, and of course social media and live streaming didn‟t exist at the time.

Sadikin would also assume the responsibility — and the blame — for mistakes that happened. But behind closed doors — as he felt that esprit de corps should be guarded — he would not only lash out at the staff that made the mistake; he allegedly sometimes even beat them.

Yes, Sadikin was famous for his loud mouth, but he was also famous for his controversial and daring policies — which bore results. For example, he legalized “steambaths” (de facto brothels) and gambling, and used them to build schools and hospitals.

He rehabilitated public services, set up the Kampung Improvement Program (KIP), the Taman Ismail Marzuki (TIM) cultural center, as well as the Legal Aid Institute (LBH). Despite his heavy-handed urban reforms, he was considered a popular leader who sought to address the problems of Jakarta at the time.

Ahok has stated he wants to emulate Ali Sadikin. That‟s a tall order! How much has he achieved in his two-and-a-half years at the helm of Jakarta administration? It‟s true, he‟s only been governor since November 2014, but he‟s been handling Jakarta since October 2012.

The most pressing problems facing Jakarta in 2015 are the same that has been true for years: floods — of cars, people and water.

What has Ahok done about them and why doesn‟t the DPRD confront him on these issues rather than fight publicly tooth-and-nail over the 2015 budget and even aim to impeach him?

During his campaign, Ahok rejected the idea of a six-lane toll road (as it would increase congestion). Now he approves it. Why doesn‟t the DPRD scream about this, as it involves the Jakarta ecosystem?

And what about the Giant Sea Wall (GSW), which supposedly would prevent flooding in Jakarta, but which is in fact a way for developers to make more money?

Former Jakarta governor and current President Joko “Jokowi” Widodo and Ahok, then deputy Jakarta governor, rejected it at the beginning of their term.

At the time, they listened to environmental groups who said that the GSW would have a negative impact on the ecosystem and environment around the coastal area, especially for traditional fishermen.

But last December Ahok signed the permit for the construction of the GSW. Hello?
