(BCCL), Sijua Area, Dhanbad, for not providing information to his RTI-request dated 23.12.2008, which came up for hearing on 10.05.2011. The appellant was present in person, whereas the respondents were represented Shri S.D. Shende, BCCL, Shri A.K. Choudhury, PIO, Shri R.P. Singh, Area Manager and Shri U.K. Sarkar, Deputy Finance Manager. 2. The appellant filed RTI-request dated 23.12.2008 addressed to BCCL, HQ seeking information on two RTI-queries relating to TA/Shifting Rules after superannuation. The PIO, BCCL, HQ transferred the RTI-request vide letter No. 673(H) dated 27.12.2008 to PIO, BCCL, Sijua Area. The PIO, BCCL, Sijua Area vide letter No. BCCL/SA/APIO/KNJha/08/306 dated 24/27.1.2009 has provided the requisite information. 3. Aggrieved by the decision of PIO, the appellant preferred first-appeal on 19.3.2009 before FAA. The FAA vide order No. GM/SA/Adm/09/1538 dated 12/14.5.2009 has provided point-wise reply as received from Project Officer, Sendra Bansjora Colliery. The appellant again approached the FAA vide letter dated 28.6.2010. The FAA vide letter No. 5443 dated 23.7.2010 informed the appellant that he has directed the Regional Finance Manager, BCCL, Sijua Area to provide complete information and after getting the information, the same would be provided to the appellant. -2- Case No. CIC/AT/A/2010/000952/SS 4. During the hearing the respondents submitted that Payment of TA and cost of transporting personal effects on superannuation, it is payable to executive cadre employees only as per clause 14 of TA Rule 1989 and no such claim was received at the colliery excepting Shri Jha (appellant). 5. After hearing the parties and on perusal of the relevant documents on file, the observes that the requested information has been provided to the appellant, permissible under the RTI Act. For redressal of his grievance, the appellant is advised to approach the competent authority. The matter is accordingly disposed of at Commission’s end. The surrounding areas get hugely affected, and significant amount of reserves are wasted due to the burning of coal. This severely affects the environment condition, which leads to a rise in temperature of the region, which is a major reason for climate change. Greenhouse gases like CO2 SO2 NO CH4 are also emitted from the cracks and fissures. Large masses of the burning of coal also causes land subsidence and collapse. Underground coal fires ignited by natural causes or human error leads to atmospheric pollution, acid rain, land subsidence, and increased coronary and respiratory diseases. They consume a valuable energy resource, destroy floral and faunal habitats, and promote human suffering because of heat, subsidence, and pollution. Jharia Coalfield, Jharkhand, India, is well known for being the storehouse of prime coking coal and for accommodating the maximum number of coal fires among all the coalfields in the country. In this paper, some of the important issues of coal fire mapping from satellite thermal infrared data have been addressed in particular reference to Jharia Coalfield.

This study utilizes New-Small BAseline Subset (N-SBAS) technique to compute surface deformation time series for 2017–2020 to characterize the spatiotemporal dynamics of coal fires in JCF. The line-of-sight (LOS) surface deformation estimated from ascending and descending Sentinel-1 SAR data are subsequently decomposed to derive precise vertical subsidence estimates. The most prominent subsidence (~22 cm) is observed in Kusunda colliery. The subsidence regions also correspond well with the Landsat-8 based thermal anomaly map and field evidence.
