Humana People to People Movement...... 23 Our Purpose and Concept

Humana People to People China is committed to creating better development opportunities for disadvantaged groups through solidary actions, standing shoulder-to-shoulder with those in need, striving for a better future.

Our development work is rooted in a commitment to fight alongside The Poor in a collective process that supports people to make changes, improve their lives and solve their problems. Message from the Chief Representative

Dear friends, colleagues, partners and stakeholders of our project,

With growing societal polarizations in many countries, never ending senseless wars in certain regions, trade tensions and protectionism around the corner and unchecked 'Global Heating' looming at the horizon, the world more than ever needs to come together and truly build a "community of shared future for mankind” - both internationally and also inside countries.

China's victorious Long March against absolute poverty assisted another 14 million people to leave the national poverty line behind, now only 17 million need to be lifted out of poverty over the next 2 years; Yunnan enrolled another 200,000 children into preschools and now only 400,000 or 20% children lack access - the fight against HIV in Liangshan progresses - but still many challenges remain - from lack of protein and vitamins, lack of clean water and toilets in some mountain regions, lack of sustainable production, income and sales to blackboard teaching in kindergartens - building a harmonious society requires all of us to stand shoulder to shoulder with the less privileged - please join in on any matter which is close to your heart!

Initiatives with innovative programs, structures and content that empower people to address these challenges in their local communities as strong individuals with the capacity to take collective actions are needed. People organized in structures such as Farmers' Clubs, Village Action Groups, health support groups and village preschool students, teachers and parents seeking knowledge, understanding and the capacity to act, can become effective agents for change.

With your support and hard work we touched the lives of 19,000 people in 17 projects in 2018. During the year we started 4 new projects: Community Development Project (CD) Lean, Preschools of the Future (POF) Qiaojia, POF Ninger and POF Puge - while we successfully completed 6 projects: CD Meisa, POF Butuo, POF Ximeng, POF Funing, POF Zhenkang and Farmers' Clubs Xundian.

Thank you all for caring and working for 'The other'!

6 HUMANA PEOPLE TO PEOPLE CHINA Total Control of the Epidemic

Background

Liangshan Yi Autonomous Prefecture is recognized as a high incidence area of HIV/AIDS in China. It is located in the southwest of Sichuan Province - at the junction of Sichuan and Yunnan, covering an area of more than 60,000 square kilometers, which is the largest concentrated area of Yi ethnic groups in China, the area with the most categories of minorities and also the area with the most minority population in Sichuan Province. There is still a severe lack of awareness about HIV/AIDS caused by drug-taking and unprotected sex for people here, so the one-to-one health education is necessary. It is known that the epidemic situation in at least 5 counties in Liangshan Prefecture is more serious.

Buto County, for example, since the first case of AIDS was detected in 1995, there were 9649 cases of HIV/AIDS found & 2928 deaths by December of 2016Among them, 607 cases were newly infected with HIV/AIDS in 2016, and 299 died in that year - 44.66% of which were transmitted by injecting drugs, 34.4% by heterosexual transmission, 3.62% by mother-to-child transmission, and 17.32% by other reasons. There are multiple ways in the local epidemic transmission, and there is a tendency that the HIV/AIDS spreads from high-risk groups to the general public.

ANNUAL REPORT 2018 7 Project Concept: TCE, Total Control of the Epidemic, is a campaign launched by the Federation for Associations connected to the International Humana People to People Movement (FAIHPP) to mobilize the grass-roots to fight against HIV/AIDS ----- to prevent HIV/AIDS by intergrating individuals, families and communities. The concept of TCE is centered on the idea that "Only the people can liberate themselves from AIDS the epidemic."

Project Approach: 1. Household visit

The main work of the HIV/AIDS Field Officers is to carry out day-to-day household visits chatting with villagers to spread the knowledge about HIV/AIDS and reproductive health, to assess their understanding and to distribute condoms and so so. On average, the HIV/AIDS Field Officers will usually conduct three visits for each target farmer household in one project.

2. Rapid home-testing

Household Pre-test Test View results Collect used Propaganda registration Consulting and or testing supplies registration make referrals

3. Collective training for common villagers: the HIV/AIDS Field Officers will organize a periodical training for villagers to spread the basic knowledge, mainly in terms of HIV/AIDS and reproductive health.

·Training for HIV/AIDS infected people: the project team members will periodical gather the HIV/ AIDS infected people to provide guidance and advice for drug compliance, psychological support and organize the "peer education". ·Publicity and education activities in schools: through cooperation with local schools, the project team members will conduct targeted collective training for teenagers.

4. Community Mobilization The project team will mobilize and train local activists to help them establish various community groups, such as the mutual-aid health club by ordinary villagers, the three-person anti-virus group by HIV/AIDS infected people and their family members, and the HIV/AIDS-infected female club, etc. This will, on one hand, strengthen the community’s capability against HIV/AIDS, and will contribute to foster the community capacity of autonomy on the other hand.

ANNUAL REPORT 2018 9 Preschool of the Future (POF)

Background The early childhood education provides the basis of cognitive abilities and t personality development, which is of great significance to one’s lifetime development. The investment in early childhood development is critical to breaking the intergenerational vicious circle of poverty.

With the implementation of the Guidelines of the National Program for Medium- and Long-Term Educational Reform and Development and the two phases of Three-year Action Plan for Preschool Education, the popularization of pre-school education in China has been significantly improved. In 2017, the national average gross enrollment rate of the three-year preschool education reached 79.6%. But in the meantime, pre-school education is still the weakest link in China's education system due to the long-term lag plus the weak foundation. For example, by the end of 2017, there were about 600,000 school-age childrenin Yunnan had not received the early childhood education.

In China, there are still 1/5 of the school-age children have no access to the preschool education at present. The gross enrollment rate of the three-year preschool education is generally below 50% in the special poverty-stricken areas. “No kindergarten” for the children from most of the remote rural villages due to two reasons. First, the cost of regular kindergartens is unaffordable . while the government cannot cover it yet. Second, the western countryside villagers live dispersedly, but the kindergarten locates in the township, this is therefore difficult for most of the young children to walk long distance for school every day. The short-term rapid scale expansion has solved the preschool shortage in quantity and resources, but also brought the problem of insufficient teachers and low teaching quality.

Community Mode

The Preschool of the Future (POF) project, initiated by the Humana People to People, is a long- term public welfare education project towards communities. It focuses on children in remote rural areas not covered by the government and other institutions. Starting with early education, non- profit preschools are established in the renovated vacant houses of villages, where parents recruit young people with a junior high school education level and train them to become qualified teachers for mixed-age class. At the same time, organize local communities to set up parent committees to participate in the management of the preschool. With the company of kindergarten teachers and children of the same age, it creates helpful and healthy environment for the left-behind children, and will narrow down the gap between the rich and the poor areas in early childhood education, and consequently, to break the vicious circle of intergenerational transmission of poverty at the end,

"One Village, One Preschool" Mode

The "One Village, One Preschool" program refers to establishing a rural preschool in the administrative village without early childhood education or facilities and the natural village with large population and concentrated households. The program aims at expanding the coverage of preschool education in rural areas so as to enable the children of this area to transition from their mother tongue to Mandarin, and to develop gradually the healthy living habits, which will lay a foundation for the compulsory education. This opportunity provided by the government coincides just with the most advantageous “Preschools of the Future (POF) " model of Humana People to People. For this common purpose, both the Education Bureau and Humana People to People are willing to utilize all resources to contribute to the fulfillment of the program. Humana People to People is responsible for fanacial support in teacher training, project management, incentive subsidies for teachers, etc.The specific work includes training, support and management, and evaluation for teachers, so as to help establish an evaluation system respectively for teachers and the preschool children, and meanwhile assist the Education Bureau to supervise the teaching quality, class safety and management.

ANNUAL REPORT 2018 11 Project Approach: 1.Location: all the preschools are set up in communities and natural villages in remote poor areas, enabling the local children to enjoy the preschool education without long distance travel.

2 .Mixed-age Class: the class is composed of children aging from 3 to 6.

3.Classroom: the vacant primary school buildings, activity rooms, culture rooms or libraries in the villages will be renovated and reused as the children’s activity place. The project will be provided with basic teaching facilities and materials.

4.Parental Involvement: a parent committee will be established to organize training for parents and teachers in terms of early childhood development, sanitation, nutrition, health knowledge, and national policies and interests.

5.Bilingual Education: the places Humana People to People works are mostly remote mountainous regions gathered by ethnical minorities, so the teaching languages include both local dialect and mandarin.

6.Local Community Teachers: in the community mode, the teachers are recommended by local community parent committee. They should at least hold junior high school diploma (9 years). Humana People to People project provides the teachers with 3-4 years’ support and training. In the “One Village, One Preschool” mode, the local Education Bureau employs those at least with junior high school diploma (9 years) or senior high school diploma (12 years). The project provides systematic educational training. 7.Management and Support: a resident project team includes one project director to supervise, evaluate and guide 10 community preschool teachers.

8.Development of Teacher Training Materials: the community teacher training systems, manuals and materials for preschools in Chinese rural area are developed and optimized by continuous field experience accumulation combined with government-published teaching materials.

12 HUMANA PEOPLE TO PEOPLE CHINA Our Voices Jishimerihe ( mainstay teacher of Luowu Kindergarten) preschool teacher

After becoming a preschool teacher, my life is full of joys and tears, gains and toils.. I witnessed the growth and change of every child, and also felt the love from the children. Late arrival and early leave hardly happened in the preschool. Despite of windy, rainy or hot weather, parents still sent their children to the preschool. Under my guidance and encouragement the shy children became outgoing. They accepted new knowledge better and faster than I expected, and are always full of curiosity about new things. The hometown and little animals in their paintings are vivid and cute. The children here are naive ,lovely, and grateful. They cherish what they have. I think I will be here and see them growing day by day.

Project Manager Luo Ruhong: Project Manager of POF Project in Ning'er County For me, the year 2018 is a turning point. I left the project site (Humana People to People Zhenkang Project) where I had worked for 8 years in July. Although I was reluctant to leave such a place that gave me so much reminiscence, I had to head for the new site (Humana People to People Ning'er Project) in August to embrace the new challenges there. Even though the new project also called Preschool of the Future (POF), the “Pre-primary Class Turns into Preschool” in Ning'er is quite different from the community mode of Zhenkang project In Ning’er, there are so many new things to learn and I have been completely occupied. Even so, I felt very much enriched. After more than a half year, I have gradually adapted to the new environment and the new job. Village Leader Yang Jinhua: POF Longling Project Mengwaiba Village Secretary

The preschool education at Mengwaiba Village has been a blank. In September 2017, Mengwaiba Preschool of the Future was set up under the support of Class 161 of China Europe International Business School (CEIBS-EMBA 161) - thanks to the coordination of Humama People to People. More than 40 children have received education here and their life is full of joys ever since then. Meanwhile, over 40 families’ children educational difficulty has been solved, and this has effectively eased the parents’ burden who now have enough time and energy for shaking off poverty. The project has made great contributions for our villagers to get rid of poverty.

The preschool was initially established with all necessary facilities, such as paintings albums, books, toys and sound equipment. The children enjoyed their school life a lot. They learnt not only basic manners and the active thinking but also developed do-it-yourself abilities from the school. Furthermore, the preschool contributed to the integrated development of the children in terms of cognition, emotion, language, body and society. The setup of preschool is beneficial to the county, village and people. Like the old sayings, achievements for the present will benefit the future. The project really reflects the HPP’s mission of helping children in need and caring for the community. Principal of Central Primary School Hu Qifa: POF Ning'er Project Dehua Town Central School The targeted training has greatly improved the preschool education standard in Dehua and solved the problem that preschool education overly emphasizes the knowledge to be learned in primary school. The main purpose of preschool education is to develop children’s intelligence and cultivate good behavioral habits through various activities and games. Over the past one year, Humana People to People - Ning'er “One Village, One Preschool” Project Leader Luo Ruhong has provided elaborate help for Dehua Town, and another two villages. . The activity places for children in Wotuo and Gantian Villages were renovated , Besides, the project team brought us many toys. And a total amount of RMB 1000 Yuan per person evey month has been paid to support the two teachers of the central kindergarten Through the cooperation, many substantive problems are solved, the quality and standard of our preschool is improved.

ANNUAL REPORT 2018 13 Green Actions Group Project Background

In 2018, China had a rural population of 30.46 million living below the poverty line (per capita annual income of RMB 3000 or USD 450). There was no highway and clean drinking water in many areas. In 2018, 13.86 million of rural residents got rid ofpoverty in China, as part of central government’s plan - the whole country will eradicate poverty by 2020. But at the end of the year 2018, 16.6 million of rural population still lived below the poverty line - which exceeded the sum of the population of 127 countries.

Chairman Xi Jinping often emphasizes the importance of poverty alleviation, and to build a well-off society under continuous efforts of the Communist Party of China.

Therefore, 100,000 governmental officials were appointed to serve as resident “First Secretary” across the country. They helped local people get rid of poverty through income generating, rural tourism, prioritized poverty alleviation, villages re-positioning, educational and health support.

Nationwide news channels, newspapers and journals reported poverty relief cases, successful stories, and challenges.

Humana People to People also participated in this nationwide “fight”.

Our common dream is to liberate the 16.6 million of population from poverty and make them live a well-off life.

Our national policy of “targeted poverty alleviation” is seeking truth from facts, adjusting measures to local conditions, classified guidance, and targeted poverty relief.

In the Humana People to People Rural Community Development Project, it is the footholds of the project to develop the farmers and their families’ abilities: it is better to teach a man fishing than to give him a fish!

14 HUMANA PEOPLE TO PEOPLE CHINA Project Mode Green Actions Group Project aims to drive farmers to take actions to improve their agricultural technology and livelihood.

The project gathers farmers in a group for them to learn from each other, share information and experience, and find out the best methods to solve problems.

Basic framework of the project: 250 households are divided into 5 clubs, and each club comprises 30-50 households. One club includes 5 groups, and each group is composed of 6-10 households. Each squad elects a villager as the leader of the squad.

Based on local conditions, people’s preferences, and abilities, Green Actions Group Project is devoted to organizing the farmers in one region and uniting their strength, ideas and resources to deepen agricultural production of every farmer. Meanwhile, Green Actions Group Project is also committed to improving the farmers’ life and increasing their wealth.

Green Actions Group Project started in Zhenkang County of Yunnan Province in 2008 followed in Yuanyang County of Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, Wanzhou District, Fengdu County, Wulong County of Chongqing Municipality, and Xundian County of Kunming City, Yunnan Province. A total of 153 Farmers’ Clubs were set up; 42 kinds of crops were planted; 28 environmental improvement measures were taken; the income of each household increased by 22-75%; a total of 7049 households benefited.
