ANNUAL REPORT 2019 1 About Humana People to People China Humana People to People China (HPP China) is an organization fighting with The Poor - foremost in poor rural villages – and aiming at sustainable development with an ‘Open Future’ for everyone. It is a non-political, non-religious, non-profit organization. HPP China is affiliated to ‘The Federation for Associations connected to the international HUMANA PEOPLE TO PEOPLE Movement.

Humana People to People came to China in 2005. It started as the "Humana People to People Cooperation Project Office of Province" under the cooperation with the Poverty Alleviation and Development Office of Yunnan Province in June 2005. It was recorded at the Civil Affairs Department of Yunnan Province as an overseas NGO representative office in Yunnan called "The Yunnan Office of the Federation for Associations Connected to the International Humana People to People Movement (Switzerland)" in July 2010.

On March 29, 2017 it was registered as 'The Federation for Associations Connected to the International Humana People to People Movement (Switzerland) Yunnan Representative Office' at the Yunnan Provincial Public Security Department. On September 7, 2017 it was registered as 'The Federation for Associations Connected to the International Humana People to People Movement (Switzerland) Representative Office' at the Sichuan Provincial Public Security Department. On March 28, 2018 it was registered as 'The Federation for Associations Connected to the International Humana People to People Movement (Switzerland) Chongqing Representative Office' at the Chongqing Municipal Public Security Bureau.

Through our work we want to bridge the four big social gaps in China: Urban-Rural, East-West, Rich-Poor, and the gender gap.

From 2005 to 2019, our projects in the sectors of rural preschool education, green poverty alleviation, rural community development and health and nutrition benefitted more than 3.8 million people.

Our Purpose and Concept Humana People to People China is committed to creating better development opportunities for disadvantaged groups through solidary actions, standing shoulder-to-shoulder with those in need, striving for a better future.

'Dear friends, colleagues, partners and stakeholders of our projects',

The Government of China made significant progress towards the goal of reaching the ‘moderate well-off society’ by 2020. The economy grew with 2.8% GDP per capita from 9,982 USD in 2018 to 10,264 USD in 2019, which places China around no. 70 on a global ranking.

An additional 11 Million people escaped poverty during 2019 and by year end there were about 5.5 Million Poor – a poverty incidence of 0.6% - left, which the government aims to lift out of poverty in 2020, 10 years before the deadline of the SDGs. Preschool education also was strengthened in 2019. In Yunnan Province the 3 year enrolment rate could be raised from 70% in 2017 to 79% in 2018 and 83% in 2019 and the number of children without access dropped from 600,000 in 2017 to 340,000 in 2019. Poverty rural areas still bear the brunt of the lack of education access, with only estimated 20-50 % of children able to access preschools.

On the HIV front, China managed to conduct 230 million HIV tests from January – October 2019 and 131,000 new cases were reported, bringing the total reported cases to 958,000 as Contents of 31.10.2019, or to a National infection rate of 0.07%. 2 HUMANA PEOPLE TO PEOPLE CHINA Governance

As a development organization concentrating on inclusive social progress, HPP follows and devotes itself to establishing sound systems and operation management systems. The “Management Committee of Humana People to People China”, subordinate to the HPP council, is the corner of HPPC to carry out project activities in China. It integrates the mission of the organization into the long-term strategy, maintains organizational values, and guides the organization’s operations. Its development strategy is to focus on the fields closely related to the stakeholders through targeted intervention measures and social influence.

Meanwhile, it guides the HPP China team to deal with various problems, including project design, fund raising, operation strategy, human resource development, and key strategy.

Organizational Structure The council is responsible for supervising business strategy, implementation, and management of the organization. Launch of Hygiene and Nutrition Community Development Project for Children in Liangshan Yi

On February 1, 2019, the “Tackling Childhood Malnutrition: Rural development for underserved Yi community in China” Project was launched. The project is funded by the Baxter International Foundation and the Federation for Associations Connected to the International Humana People to People Movement. It supports Puge County, Liangshan Yi Autonomous Prefecture, Sichuan Province, to carry out 1 a two-year children's hygiene, nutrition and health improvement project.

Completion of Farmers’ Green Action Clubs Project in Fengdu County, Chongqing Municipality On July 24, 2019, the Farmers’ Green Action Clubs Project held the project conclusion meeting in Luojiachang Village, Sanyuan Town. The project covered 269 households of its Village. Through trainings and meetings and household visits the project raised villagers' awareness of environmental protection, hygiene, health and self-driven development, increased farmers' income through promotion of sustainable agricultural technologies and introduction of new commercial crops, solved the problem of drinking water difficulties, established a rural garbage disposal system and created sustainable channels for mutual help and experience 3 sharing.

Humana People to People was invited to present at a World Bank 2019 International Symposium on Knowledge Sharing for Preschool Education Development From September 24 to 26, 2019, Humana People to People was invited to present its POF model at a World Bank “2019 Executive Program on Education Development: Prioritizing Early Childhood Education” International Symposium in . This symposium was sponsored by the World Bank, assisted by the Yunnan Provincial Department of Education and hosted by Yunnan Normal University. At the meeting, representatives of Humana People to People shared the model and best practices of its Preschools of the Future (POF) project with more than 100 policy makers and preschool education experts from 19 countries 4Wand regions.

Humana People to People was invited to the 2019 Alibaba APSARA Cloud Computing Conference On September 25, 2019, Michael Hermann, the Chief Representative of Humana People to People, Luo Ruhong, the project manager, Yang Xiaoqing and Li Wenjie (Yang Xiaoqing's student and daughter), teacher in Zhenkang Preschools of the Future (POF), were invited to present the POF program at APSARA. At the Public Welfare Session, the invited representatives of Humana People to People introduced the Zhenkang Preschools of the Future (POF) Project to more than 200 guests including representatives of non-profit organizations, IT research and development personnel, media, etc., and explained the research and development process, main functions and user status of the POF Project APP 5 developed by Alibaba volunteer "Love Geek" Mr. Wang Junjie.

Launch of Huize County's ‘One Village, One Preschool’ and ‘Pre- primary Class Turns into Preschool’ Project On October 8, 2019, Huize County's ‘One Village, One Preschool’ and ‘Pre- primary Class Turns into Preschool’ project was launched. The project is executed by the Federation for Associations connected to the International Humana People to People Movement (Switzerland) Yunnan Representative Office in cooperation with Huize County Education and Sports Bureau to assist it in recruiting and interviewing teachers under the policies of "One Village, One Preschool" and "Pre-primary Class Turns into Preschool", organizing teachers’ training in early childhood knowledge, class management and teaching, and changing the "Primary school blackboard rote learning" teaching method of teachers. The project provides management toolkits, teaching videos and other related tools and materials, supervises and visits the preschools on-site to guide and demonstrate the child-centred learning through play to the preschool teachers. Opening Ceremony of Tengchong Minzhen Preschools of the Future (POF)

On October 15, 2019, Tengchong Minzhen Preschools of the Future (POF) held its opening ceremony. The project is funded by Tin Ka Ping Foundation and implemented by the Federation for Associations connected to the International Humana People to People Movement (Switzerland) Yunnan Representative Office. Tin Ka Ping Foundation began to fund the Preschools of the Future (POF) project in Tengchong City in 2018. By the end of 2019, it provided support for 231 7 children in 10 preschools in 8 villages of 6 townships.

Training of TCE HIV/AIDS prevention and control officers

From October 30 to November 6, 2019, the TCE project team of Humana People to People held two training sessions in City, Liangshan Prefecture, Sichuan Province, improving the training and mobilization skills of 20 "excellent TCE officers" and 20 "Township clinic TCE officer Managers" of 10 key townships of 4 counties. Early childhood education is the starting line of children's growth and creates good preconditions for children's all-round, healthy and harmonious development. Early childhood education is an important part of the national education system and the foundation of education.

Preschool education is not part of the compulsory education in China, but thanks to the efforts and support of the governments and education departments at all levels, great progress has been made in the provision of early childhood education. The 2018 national education development statistics bulletin said the gross enrolment rate of early childhood education in China has reached 81.7%, but there are still problems such as poor foundation of early childhood education, insufficient educational resources, irregular management, and obvious urban-rural gaps.

In China, there are still 1/5 of preschool-age children who cannot receive early childhood education, and the 3 years gross enrolment rate of preschool education is generally below 50% in poverty areas. At the end of 2018, the 3-years gross enrolment rate of Yunnan Province was 79.69%, and there were still about 470,000 preschool-age children who could not receive early childhood education.

Children in some remote rural villages lack preschool access for two reasons. First, farmer families cannot afford the fees required for private preschools. Second, scattered rural housing and the preschool location in towns in the west cause long journey to preschool. Even there is funding to build or renovate preschools, there is still a lack of teachers as well as of quality teaching. Humana People to People POF projects focus on increasing both access to early childhood education and quality of early childhood education. The POF program aims - through provision a child-friendly space and the company of local teachers and other children of the same age - to help often left-behind children to safely and inspired grow up physically and mentally, narrow the gap in early childhood education between the urban and rural areas, and contribute to breaking the vicious circle of intergenerational poverty.

In this year, I travelled to many remote villages and got a deep understanding of the urgent needs of children in remote villages for early childhood education. The inconvenient transportation and low income make it impossible for parents to send their children to preschools in other townships. Many children in rural areas cannot attend to the first grade of primary school until they are six or seven years old. But at that time, what were waiting for the children were not nursery rhymes, games or happy times in preschools, but first-grade textbooks piled together on the desks. If there is a preschool class in a remote mountainous countryside, or just a small classroom and a teacher who plays games with them, it will be the happiest thing for children. With the support and help of the project team, the Humana People to People Preschools of the Future (POF) Program has been expanded from Longling County to Tengchong City, from the original 11 preschools to 26 preschools, which means that more of our children in remote rural areas can receive 3-year early childhood education in preschools. A spacious and bright classroom and a place where children grow up healthily definitely need a good preschool teacher. Training a teacher with excellent professional knowledge in all fields is one of the important goals of our project. How to give full play to teachers' initiative and let teachers grow up faster and better is a lasting task for the development of preschool. Teachers then apply what they have learned after training, which is the greatest encouragement and support to us. ANNUAL REPORT 2019 9 At the end of 2018, 16.6 million rural people in China still lived below the poverty line – a number bigger than the population size of 127 countries in the world. In 2019, China lifted 11.09 million rural people out of poverty (with an annual per capita income of 3,747 Yuan or 540 US dollars). However, by the end of the year, 5.51 million rural people were still living below the poverty line. (Data from the official website of National Bureau of Statistics)

Chairman Xi Jinping often emphasizes the importance of poverty alleviation, and to build a well-off society under continuous efforts of the Communist Party of China.

National policy of "Precise poverty alleviation" is seeking truth from facts, adjusting measures to local conditions, categorize guidance, and make poverty alleviation ‘targeted’ and precise.

Therefore, 100,000’s of government employees were appointed to serve as resident "first secretary" across the country, and helped local people to get rid of poverty through income generation projects, rural tourism, prioritizing poverty alleviation, moving and relocation of whole villages, educational support and health support.

Farmers’ Green Actions Club Project aims to provide skills training for farmers, promote farmers to take actions to improve their agricultural technology, product quality, change income generation patterns and mitigate the impacts of climate change, and explore sustainable agricultural practices, water resources management and soil environment improvement with rural communities.

Based on the local actual conditions, villagers' preferences and abilities, the project is committed to organizing farmers in a region together and uniting their strength, ideas and resources, thus increasing the agricultural production of each farmer and their wealth. Meanwhile, the project also works to improve the living conditions of farmer families. Farmers’ Green Action Clubs Project in Fengdu County, Chongqing Municipality Project cycle:01.08.2016 – 16.08.2019 Farmers’ Green Action Clubs Project is executed by Chongqing Representative Office of the Federation for Associations Connected to the International Humana People to People Movement (Switzerland). This project covered 269 households in Luojiachang Village, Sanyuan Town, Fengdu County. It aimed to improve soil and water conservation through prompting protective cultivation measures; solve drinking water difficulties of people and livestock by building a water reservoir and water pipes; improve local sanitary conditions through constructing garbage pits and installing solar energy; meanwhile, establish a information sharing platform and carry out capacity building for farmers via Green Action Clubs.

Project impact

·Most villagers not only gave high praise to the increasing production and income activity, but also more than half of the villagers’ income improved; ·The use of chemical fertilizers and pesticides decreased by 15.3% compared with baseline; ·The number of farmers adopting intercropping was the same as the baseline. Farmers continued to maintain their original planting habits. The number of farmers adopting crop rotation rose from 76.7% at baseline to 86.5%; ·The proportion of farmers using or partially using compost or green manure increased from 18.6% at baseline to 96.0% at the end; ·The villager’s environmental protection behaviour has been significantly improved, further indicating that the villagers environmental protection awareness has been greatly improved; ·The available garbage management systems, up from 5.1% at baseline to 69.8%; ·The number of households using renewable energy increased by 77.4%; ·Soil organic matter increased from 0.53% at baseline to 0.96%; ·The villagers in the project village now have a clean drinking water system, solving the problem of drinking water difficulties.

12 HUMANA PEOPLE TO PEOPLE CHINA Community Development Project

The community development project closely follows national and local development planning to develop the capacity of individuals, families and communities. The project aims to improve living conditions of local people through various methods, such as increasing production output and income, effectively managing natural resources, and improving health and education. The project organizes the people in the community to achieve food security and drinking water safety, improves medical treatment and health, solves children's nutrition issues, introduces new cash crops, and expands community services, etc.

Humana People to People began to implement community development projects in Zhenkang County, City, Yunnan Province in June 2008. ANNUAL REPORT 2019 13 2019 project activities Comprehensive Rural Community Development Project in Liangshan Yi Autonomous Prefecture Project cycle: March 1, 2018 - April 30, 2020 Comprehensive Rural Community Development Project in Liangshan Yi Autonomous Prefecture, Sichuan Province was jointly executed by Sichuan Representative Office of the Federation for Associations Connected to the International Humana People to People Movement (Switzerland) and Bureau for Poverty Alleviation and Migration of Butuo County. The project covers 459 farmer households and 1,802 villagers in Shougu Village and Luo'en Village, Le'an Township, Butuo County. The project will use the new model of integrating the "Foundation + Government + Non-profit Organization" to participate in the precise poverty alleviation. The project also teaches rural women cultivation techniques, cares for single and widowed housewives, empowers women, and improves their life skills and quality.

14 HUMANA PEOPLE TO PEOPLE CHINA Hygiene and Nutrition Community Development Project for Children in Liangshan Yi Autonomous Prefecture Project cycle: February 1, 2019 - January 31, 2021 The Hygiene and Nutrition Community Development Project ‘Tackling Childhood Malnutrition: Rural development for underserved Yi community in China’ is funded by Baxter International Foundation and the Federation for Associations Connected to the International Humana People to People Movement. The project adopts "home- preschool cooperation" to raise awareness of health, nutrition and hygiene in communities and schools, and introduce new crops or poultry varieties to improve child nutrition. It improves parents’ attention to children nutrition condition and child rearing and cultivates good hygiene habits in children. In addition, through the implementation of the project, we will help the schools to establish a set of theoretical and practical lessons for the cultivation of children hygiene habits, improve the work efficiency of local departments concerned with child services, and help the township health centre to establish a sound children medical management system.

ANNUAL REPORT 2019 15 Total Control of the Epidemic (TCE) Project

Liangshan Yi Autonomous Prefecture is recognized as a high incidence area of HIV/AIDS in China. It is located between the Sichuan Basin and the Yunnan- Guizhou Plateau, covering an area of more than 60,000 square kilometres, which are the largest concentrated area of Yi ethnic groups in China and the area with the most categories of minorities and the most population of minorities in Sichuan Province. There is still a lack of awareness about HIV/AIDS caused by taking drugs and unprotected casual sex, so it is very necessary to carry out mass health education.

Under the leadership of the National Health Commission and the Provincial Health and Family Planning Commission, the AIDS prevention work in Liangshan Prefecture has achieved periodic results and the health cause has made great progress. However, due to poor foundation and weak foundation, the contradiction between the supply of public health services in the whole prefecture and the growing health needs of the people is still very intense. The task of AIDS prevention and control is still very arduous.

TCE, Total Control of the Epidemic, is a campaign launched by the Federation for Associations connected to the International Humana People to People Movement (FAIHPP) to mobilize the grass-roots to fight against HIV/AIDS - to prevent HIV/AIDS by integrating individuals, families and communities. The concept of TCE is centred on the idea that "Only the people can liberate themselves from AIDS the epidemic."

Since 2007, Humana People to People has successively introduced the TCE project model to Yunnan and Sichuan provinces, and implemented prevention and control projects for infectious diseases such as AIDS, tuberculosis and malaria. Through community health workers, the project used door-to-door and face-to-face methods to carry out health education and publicity activities. Among them, the Total Malaria Control project covered 2.5 million villagers and the TCE AIDS projects covered 1 million people. The solid experience of village-level AIDS prevention and control projects of Humana People to People has promoted the implementation of the "1 + M + N model" policy for AIDS prevention and control in Liangshan Prefecture, Sichuan Province. Humana People to People independently implemented the TCE project in Liangshan Prefecture until 2017; from 2018 on, Humana People to People began to train, manage and supervise TCE officers recruited by the government.

16 HUMANA PEOPLE TO PEOPLE CHINA 2019 project activities Project to Improve the Comprehensive Ability of Village-level Work Teams for Prevention of Mother-to-Child Transmission of AIDS in Liangshan Prefecture Project cycle: From January 1, 2019 to June 30, 2019 The project was funded by the China Association of STD/AIDS Prevention and Control. The main activities are to carry out itinerant counselling, collective training and home observation guidance for TCE officers/mother-child caregivers in 10 key villages and towns, including Qingheng Township, Dimo Township and Sikai Township in , Liangshan Prefecture, Sichuan Province; Lada Township and Buer Township in Butuo County; Matuo Township, Yuexi County; Xinmin Town and Puxiong Town, Mapu Town, and Jiukou Township, 20 "excellent TCE officers" candidates were to act as Trainers of Trainers, covering a total of 123 TCE officer/mother-child caregivers.

Comprehensive Ability Improvement Project of Prevention of Mother to Child Transmission of AIDS at Village Level in , Liangshan Prefecture Project cycle: From May 1, 2019 to August 9, 2019 The project was funded by the Chinese Preventive Medicine Association, mainly carrying out pre-job training, on-the-spot tour counselling and demonstration base observation and practice activities for village-level prevention of mother-to-child transmission of AIDS in 4 villages and towns of Tiandi Dam, Nanwa, Bingdi and Yida in Jinyang County, Liangshan Prefecture, Sichuan Province aiming at improving the comprehensive ability of the team, covering 30 TCE officers/mother-child caregivers.

ANNUAL REPORT 2019 17 Technical Support Project for AIDS Prevention in Key Villages and Towns of Liangshan Prefecture Project cycle: July 1, 2019 - April 30, 2020 The project is a public bidding project of the Maternal and Child Health Family Planning Service Centre of Liangshan Yi Autonomous Prefecture, Sichuan Province. The main activities are as follows: centralized training, on-site tour counselling, teacher training, demonstration base internship and development of home publicity brochures for TCE officers.
