Also, we need to express our gratitude to the related design institutes, supervision units, contractor and other related personnel and experts participated in feasibility study, designing and project preparation technical assistance as well as the making of maintenance schedule. iv CONCISE SUMMARY I. Overview of road maintenance conducted by YHAB The road maintenance project conducted by YHAB is 605.54 km long. There are 7 contracts contain 197.2 km road maintenance which is financed by ADB with 20 million USD together with government counterpart. The project was planned to implement from Jan, 2012 to Dec 31, 2013. II. Project progress and plan Total length of G320 is 103.291 km, divided into 4 subcontracts: CL03, CL04, CL05, CL06. The subproject was started in early Feb, 2013 and is expected to be completed in late Mar, 2013. III. Gender action pan progress YHAB make sure that local villagers, especially women should be recruited in some non-technical job of maintenance subproject, and provide them safety condition. According to national laws and international rules, equal pay for equal work for both male and female has been implemented. Employment opportunities and economic income have been increased. v I. Project Background A. Subproject Overview: 1. In 2012, Yunnan Highway Administrative Bureau (YHAB) planned to conduct maintenance over 605.54 km highway, which would be take 4 years’ time. The project was started in 2012. It was divided into 2 parts: the 1st part would be solely financed by domestic counterpart funds. The 2nd is 197.2 km road maintenance with 20 million USD loan from ADB together with government counterpart on 7 contracts. 3 out of the 7 are ADB-financed contracts (with a total length of 79.3 km), including CL18 section on G108, CL15 and CL16 sections on G326, which have been finished in late Aug of 2013. The other 4 subcontracts of G320, including CL03、CL04、CL05、CL06 started in Mar of 2014 and expected to be completed in Mar of 2015. Kunming General Section Mechanical Engineering Corporation is in charge of the construction tasks of CL05、CL06 sections, and Qujing Highway & Bridge Engineering Co., LTD is in charge of CL03、CL04 sections. Yunnan Yunlu Road Project Management Consulting Co., Ltd is responsible for all the supervision of 4 sections. 2. The G320 sections are class 3 mountain highway with asphalt pavement. This major maintenance is 103.291 long as 4 separate subprojects. CL03 section starts from K2559+000 and ends on K2589+100, with a total length of 30.1 km. CL04 section starts from K2589+000 and ends on K2675+800, divided into three small sections for maintenance: K2589+100 - K2600+40, K2641+000 - K2656+100, and K2671+400 - K2675+800, with a total length of 30.8 km. The major maintenance would include sections that go through many villages including Bagongli, Dashuidi, Duole, Juanfengkou, Daliangshuijing, Dongshang, Xiaochangpo, Yaozhan, Tangliwan, etc. CL05 section is located in Songming County and Xundian County of Kunming City, starts from K0+000 and ends on K21+000, 20.771 km long. The chain scission is 229.09 m, and subgrade is 8.5 m wide. The major maintenance goes through Songming and Xundian County, along the road located Guanchang Village, Yindizui Village, Pintanzi Village, Da’ao Village, Zhangjiadun Village, Heishuijing, Yilong Village, Tangzi Village, and ends on the west of Balipu Village. CL06 section starts from K21+000(K2715+289) and ends on K42+620(K2736+909). The main control point along the maintenance road: The starting point is on the west Balipu of Songming County. At the coordinate K22+432, it firstly goes across the railway and then Xiao Xin Road. The route is all the way to, near the coordinate K38+105.4, the southeast crossing the route Shang Hai to Kunming and continues from the foot of Hai Chao Mountain to the west, the coordinated K40+721.7, and goes back to the route Shang Hai to Kunming and then all the way west to the Zhu Mountain of Yanglin town. Finally, it ends at the east of Yanglin town, the total length of the contract is 21.62 KM. B. Geographical location: 3. Qujing City lies in the east of Yunnan Province, between east longitude 102°42′ -105°50′ and northern latitude 24°19′ - 27°03′ , it is the transition zone from East Yunnan Plateau to West Guizhou Plateau. Qujing City connects Liupanshui City, Qianxinan Prefecture and Baise of Guizhou in the east, Wenshan and Honghe in the south, Kunming in the west and Zhaotong in Yunnan and Bijie in Guizhou in the north. The total area of Qujing City is 28,900 km2, with jurisdiction over Qiling District, Xuanwei City, Luliang County, 1 Luoping County, Fuyuan County, Shizong County, Malong County, Huize County and Zhanyi County, 39 towns, 75 townships and 1,555 administrative villages. 4. Kunming City lies in the southwest of China, middle of Yungui Plateau, between east longitude 102°10′ - 103°40′ and northern latitude 24°23′ -26°22′, and the elevation is between 1500 – 2800 m. The total area is 21582 km2, with jurisdiction over 5 districts, 1 county-level city, 5 counties, 3 minority autonomous counties; 53 towns, 81 villages, 9 minority villages, 24 urban neighborhood offices; 230 neighborhood committees and 1328 villager councils. 5 Songming County lies in the middle of Yunnan Province, and northeast of Kunming City, it is 43 km from Kunming. Songming is located between east longitude 102°41′-103°21′ and northern latitude 25°05′-25°28′, it connects Yiliang County in the east, Guandu District of Kunming in the south, Fuming County in the southwest, Xundian County in the north and northwest, Malong County in the northeast. The total area is 870 km2, the jurisdiction are 4 towns, 75 village committees and 446 natural villages. 6. Xundian County lies in the northeast of Yunnan Province, possessing important geographic position which is.between east longitude 102°41′ - 103°33′ and northern latitude 25°20′ -26°01′, crossing the Jinsha River and Nanpan river. The total area of the whole county is 3598 km2. Mountainous area and cold highland area account for 87.5 %, with jurisdiction over 6 towns, 10 villages, and 173 village committees. 7 Fuyuan County lies in the east of Yunnan Province, between east longitude 103°58′37′′ - 104°49′48′′ and northern latitude 25°02′38′′ -25°58′22′′, which connects Guizhou Province. The total area is 3348 km2, it has jurisdiction over Zhong’an, Mohong, Dahe, Yingshang, Zhuyuan, Fucun, Huangnihe 8 towns and Gugan, Laochang, Shibanianshan 3 villages, 159 village committees, and

    SHUYU JIANG Displacement and Resettlement Following the Ludian Earthquake in China hile the memory of the Wenchuan earthquake is vivid in Chinese people’s memory, on 3 August 2014, a 6.5-magni- tude earthquake devastated Ludian County in Yunnan Province in southwest China. According to the central government’s calculation (Government of the PRC, November 2014), 617 people were reported dead, 112 missing and 318,000 people were displaced. The earth- quake was the largest natural disaster in China in 2014 and caused economic losses amounting to US$6 billion (ESCAP, 2014). WThis paper concentrates on displacement after the Ludian earthquake and the relevant solutions to it. The first part provides the background information as to why this area is vulnerable to natural disasters. The second reviews the impacts of the earthquake and how rescue and temporary migration were subsequently imple- mented. After analysing the short-term action, the third part focuses on long-term resettlement and rehabilitation in order to explore feasible solutions to different flows of migrants in the longer term. The paper notably establishes connections between environmental and economic factors before and after the migration process. On the one hand, an exten- sive thriving economy would exacerbate environmental risks, thus inducing more natural disasters and migration problems. On the other hand, given existing prob- lems, environmental migration could represent a proactive solution for this under- developed area to obviate the vicious circle regarding its development and accelerate economic growth. 1. In 2013, the per capita net income of rural residents in Yunnan Province was 6,141 yuan. 3. Gender Heads of households are usually men, reflecting the superior status of men. Both men and women do farm work, where men usually do more physically demanding farm work, such as fertilization, cultivation, pesticide application, watering, harvesting and transport, while women usually do housework or less physically demanding farm work, such as washing clothes, cooking, taking care of old people and children, feeding livestock, and field management. In Lijiang and Dali, Bai and Naxi women also do physically demanding labor, which is related to ethnic customs. Means of production are usually purchased by men, while daily necessities usually by women.

Among the reported deaths, 526 were in Ludian County and 78 in Qiaojia County. The quake also caused one death in Zhaotong City and another 12 in Huize County. In addition to the deaths, 112 people are still missing and 3,143 were injured. Additionally, more than 80,000 houses collapsed, 129,100 houses were seriously damaged and 466,100 houses were moderately damaged. According to the Yunnan Civil Affairs Department, the province has accepted more than 797 million yuan of monetary donations (about USD 130 million) and supplies worth over 113 million yuan to date. With 1.09 million people affected, the Chinese Government calculated the value of the economic losses to total 61 billion yuan (almost USD 10 billion). The Government of China has reportedly invested 70 billion yuan (more than USD 11 billion) in reconstruction efforts. Highlights A 6.5 magnitude earthquake struck Yunnan Province in southwest China at 4:30 p.m. on 3 August 2014. With a depth of 12 km, the epicenter was initially determined to be 27.1 degree north latitude and 103.3 degree east longitude, which was located 40 miles away from the center of Longtoushan Township. Ludian County, the epicenter of the earthquake, is one of the nationally designated poverty counties, where many families and their children are vulnerable. Ludian’s per capita GDP is only one third that of Yunnan province and much lower than national average.
