But by the tender age of 28 he had experienced more than many of us see in the whole of our lives. He was born during the First World War at Lansdowne, Spilsby Road, Horncastle, the fourth child of six and the eldest son. His father was an auctioneer and land agent and came from a family of factors or land agents who had started in Perthshire. His great grandfather, George Bell, had secured the post of resident land agent on the Revesby Estate in 1842 bringing his family to Lincolnshire. His quick open mind fostered an interest in a wide variety of subjects including, centrally, agriculture. It was his perseverance that kept Horncastle cattle market going (perhaps beyond its natural life).

GAYTON-LE-WOLD, a small scattered village, 6 miles W. by S. of Louth, has in its parish 115 inhabitants and contains 1139 acres of fertile land, belonging to Jabez Riggall, Esq., the Trustees of the late William 'Vhitlam, Esq., Rev. D. P. O'Connor, Thomas Rhodes, Esq, and the Rev. ·w. Walsh.. The Manor and Soke of Gayton, of which S. T. Scrape, Esq., is lord, is parcel of the Honour of Rich­ mond Fee, and comprises Grimoldsby, Manby, the three Saltfleetbys, North and South Somercotes, Grainthorpe and Alvingham. The Church (St. Peter), rebuilt in 1775, is a small structure of brick, consisting of nave and chancel, with a bell turret, and containing about 60 sittings.     PART THREE - EAST LINDSEY STRATEGIC FLOOD RISK ASSESSMENT 6.0 FLOODING FROM OTHER SOURCES 6.1 In addition to the threat of flooding from tidal and fluvial events, other causes of flooding have been identified in the District. These are principally:- Surface water flooding – occurs as a result of heavy rainfall and overland flows/run-off, overwhelming the drainage capacity of the local area. Sewer flooding - happens when sewers are overwhelmed by heavy rainfall or when they become blocked and can result in land and property being flooded with water contaminated with raw sewage. Rivers can also become polluted by sewer overflows. Groundwater flooding - this occurs when water levels in the ground rise above surface levels and is influenced by the local geology. It is most likely to occur in areas underlain by permeable rocks, called aquifers. Reservoir flooding – where large volumes of water are stored above ground level. In the unlikely event of failure it would result in a large volume of water being released very quickly. 6.2 The risk of floods from other sources highlighted by recent events most notably in the summer of 2007 and 2012 where as a result of a combination of unusually high rainfall over a short time period and the inability of the systems in place to discharge the quantities of water involved, resulting in river, surface water and sewer flooding. 6.3 The 2007 events led to the introduction of the Floods and Water Management Act (2010) and the establishment of the Lincolnshire Flood Risk and Drainage Management Partnership. As the Lead Local Flood Authority the County Council will produce and implement a Local Flood Risk Management Strategy using the network of local Flood Risk and Drainage Management Groups.
