European Parliament 2019-2024 Delegation for relations with Mercosur DMER_PV(2019)0512_01 MINUTES Meeting of 5 December 2019, 9.00-11.00 Brussels The meeting opened at 9.10 on 5 December 2019, with Nicola Danti (first Vice-Chair) presiding. 1. Adoption of draft agenda (PE 596.557) The draft agenda was adopted. 2. Approval of minutes of meeting of 26 September 2019 (PE 596.556) The draft minutes were adopted. 3. Election of Vice-Chair Since the second Vice-Chair of the Delegation could not be elected at its constitutive meeting of 26 September 2019, Molly Scott Cato (Verts/ALE) had been subsequently elected by acclamation. 4. Ambassador of the Federative Republic of Brazil to the EU, Marcos Galvão (pro tempore presidency of Mercosur) Matthias Jørgensen, Head of Unit, Trade Relations with Latin America, DG Trade, European Commission Veronique Lorenzo, Head of Unit, South America, European External Action Service Ambassador Marcos Galvão said that the EU-Mercosur Association Agreement had a special meaning since it had been adopted in a turbulent international climate, less favourable to rules-based international trade, and with the WTO in deadlock, and stressed the scale and scope of the benefits of the agreement for both parties. He pointed out that the agreement did not seek deregulation but rather greater regulation of relations between the parties. In this regard, he recalled that the agreement provided for the application of the precautionary principle to all parties and sought to implement in Mercosur countries of a set of rules already applicable in the EU. Matthias Jorgensen (DG TRADE) underlined that the agreement was a clear sign of the value of predictable and rules-based international trade relations, and stressed that the agreement provided for an undertaking by all parties to comply with international agreements such as the ILO conventions and the Paris Agreement on climate change. He further underlined that the agreement boosted regional integration within Mercosur. Veronique Lorenzo (EEAS) stressed that the agreement strengthened the strategic partnership between the two regions and provided instruments to foster compliance by both sides with commitments in many sectors, including the environment, and to structure dialogue on many issues of common interest. She also emphasised that the role of civil society under the agreement needed to be bolstered. Some members of the delegation stressed the importance of the agreement which, in addition to trade, has made provision for regulations in many sectors, and underlined the spirit of openness and predictability with which both regions have entered into this agreement. Mention was made of the need to clarify and improve the mechanisms for implementing and monitoring the agreement in order to ensure that the parties comply with its provisions, and a call was made for greater efforts to explain content, in particular in relation to agriculture and the environment. Ambassador of the Republic of Argentina to the EU, Héctor Marcelo Cima, on the results of the presidential elections in Argentina Ambassador Marcelo Cima reported on the results of the Argentinian elections held on 27 PE596.558v01-00 2/8 PV\1196756EN.docx EN October 2019, from which the coalition ‘Frente de Todos’ had emerged victorious in 20 provinces, resulting in its leader, Alberto Fernández, becoming president of the country. In addition, ‘Frente de Todos’ secured a majority in both legislative chambers. The Ambassador highlighted how orderly the transfer of powers had been and referred to the challenges faced by the new government, such as management of the economic crisis and returning the economy to growth. Members enquired about the degree of public access to the documentation on the EU- Mercosur Association Agreement and expressed fears that the economic crisis would affect Argentina’s commitments regarding the payment of its debt and compliance with the EU- Mercosur Association Agreement. Ambassador of the Oriental Republic of Uruguay to the EU, Carlos Pérez del Castillo, on the results of the presidential elections in Uruguay Ambassador Pérez del Castillo presented the results of the legislative and presidential elections in Uruguay, which had taken place in an exemplary manner. The Ambassador informed the Delegation that the Frente Amplio had won a slight majority in both chambers, but that coalitions and alliances would be needed to pass legislation. Luis Lacalle Pou, leader of the ‘Partido Nacional’ coalition, had won in the second round of the presidential elections. In response to questions from Members, the Ambassador stated that the new government would continue to support the ratification of the EU-Mercosur Agreement and that the development of infrastructure would remain a priority for government action. Other business H.E. Ambassador of Paraguay to the EU, Rigoberto Gauto, briefly intervened to express his gratitude for the imminent visit to Paraguay of a European Parliament delegation to follow up on Paraguay’s compliance with the recommendations of the EU Election Observation Mission carried out during the elections held in Paraguay in April 2018. 10. Date and place of next meeting The Secretariat announced that the date and place of the next meeting would be announced in due course. The meeting closed at 11.00.
