Reglamento 4 RESUMEN EJECUTIVO La Duodécima Sesión Plenaria Ordinaria de la Asamblea Parlamentaria Euro- Latinoamericana (EuroLat) se celebrará en la sede del Parlamento Latinoamericano los días 12 y 13 de diciembre de 2019 en la Ciudad de Panamá, Panamá. La Comisión de Asuntos Políticos, de Seguridad y de Derechos Humanos discutirá un proyecto de informe sobre “Cooperación en materia de Justicia Penal en la Unión y América Latina”, que señala que las organizaciones criminales operan a gran escala trasnacional e incluso global, sin limites territoriales. Ante este contexto, el documento, resalta la importancia de la cooperación en la materia y la necesidad de avanzar en el establecimiento de acuerdos asistencia judicial recíproca entre la Unión Europea, América Latina y el Caribe. Asimismo, la Comisión abordará la publicación “Aunando esfuerzos para un futuro común” emitida por Comisión Europea y de la Alta Representante de la Unión para Asuntos Exteriores y Política de Seguridad, la cual es el plan de acción para las relaciones entre las dos regiones en los siguientes años. La Comisión de Asuntos Económicos, Financieros y Comerciales abordaran el tema “Las Plataformas Digitales en la Economía Moderna”, en la que destacará los nuevos retos políticos y tecnológicos, así como los grandes riesgos causados por el crecimiento rápido y no regulado de la economía de las plataformas. Igualmente, intercambiará opiniones sobre el documento de trabajo “Control de las Negociaciones Comerciales y Evaluación y Seguimiento de los Acuerdos por parte de los Parlamentarios” y el tema de debate “Impacto de los Proyectos de Inversión en la Población”. Por su parte, la Comisión de Asuntos Sociales, Jóvenes y Niños, Intercambios Humanos, Educación y Cultura debatirá el proyecto de informe sobre “Cultura como promoción de las relaciones entre la UE y los países ALC”, que destaca la promoción cultural como pieza elemental, respetando cada una de sus particularidades, para el fomento de la amistad entre las dos regiones. Ante este contexto, el informe pide acentuar más la cooperación mediante un enfoque transversal de la cultura como valor común. Además, subraya la necesidad de ampliar la incorporación de los aspectos culturales en las acciones de cooperación al desarrollo entre ambas regiones. También, la Comisión intercambiará puntos de vista sobre “Educación y acreditación/homologación de diplomas”, en la que se plantea la urgencia de proseguir con los esfuerzos a fin de facilitar el proceso de reconocimiento de los 5 títulos universitarios a nivel internacional. Además, subraya que el reconocimiento de diplomas a nivel transcontinental favorece a la movilidad internacional, ofrece nuevas perspectivas a los estudiantes y refuerza el intercambio de ideas como de conocimientos y experiencias científicas de los estudiantes de las dos regiones. Otro tema que se debatirá es el Documento de trabajo “Protección de los niños, particularmente en relación con el abuso sexual.”: La Comisión de Desarrollo Sostenible, Medio Ambiente, Política Energética, Investigación, Innovación y Tecnología se enfocará en el informe “Los avances y desafíos científico-tecnológicos en el sector de la bio economía”, en la que resalta que la bioeconomía es un término reciente que surgió en la última década. Este concepto incluye la producción y la extracción de recursos biológicos renovables y la conversión de estos recursos y de flujos de residuos en productos de valor añadido. Otro informe, en el que se centrará la Comisión es “Los desafíos para garantizar el derecho al agua”, en que se resalta se ha realizado un gran avance en el saneamiento de este recurso con el fin de lograr el acceso universal y su pleno goce de este bien; así como su progreso en el reconocimiento del agua como derecho. Mientras el Grupo de Trabajo sobre Seguridad, Delincuencia Organizada y Transnacional y Terrorismo discutirá las recomendaciones para fortalecer el control parlamentario sobre cuestiones de seguridad y defensa. Asimismo, intercambiará puntos de vista sobre la “Lucha contra los mercados ilegales que afectan la seguridad”. A su vez, el Foro de la Mujer tendrá como tema principal “El papel de la mujer en la economía circular”, en la que se debatirá los retos a los que se enfrenta América Latina y Europa en aplicar esta estrategia. Asimismo, el documento señala que la economía circular tiene como finalidad mantener la utilidad de los productos y su valor el mayor tiempo posible a fin de reducir la producción de residuos.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

This latest development shows that we can never take women’s rights for granted. This is disrespectful, a clear violation of women’s rights and unacceptable. The signal the Polish government is sending is a highly troubling one in times that are already challenging for women. Women have been hit disproportionally hard by the Covid-19 crisis and face an increase in cases of domestic violence. The European Union is founded upon shared values that are enshrined in our Treaties, amongst them equality between men and women. We cannot regress on these core values stipulated in Article 2 TEU. We should never accept it when one of our Member States backtracks from equality. That is why we call on you, as the President of the European Commission, guardian of the treaties, and as the President of the European Council, to do everything within your power to discourage the Polish government from taking this misstep. Madam President, in your political guidelines, you made the commitment that the EU’s accession to the Istanbul Convention is a key priority for the Commission and that if the accession remains blocked in the Council, you would consider tabling proposals on minimum standards regarding the definition of certain types of violence, and strengthening the Victims’ Rights Directive.

Moreover, the slowdown of the Global and European economy will have an effect of which we cannot yet determine the magnitude. Firstly, we would like to thank you and the entire Commission for recognising transport as one the most affected sectors by the COVID-19 crisis. In this regard, we also welcome the measures you have taken so far to compensate the economic damages, to guide Member States across the Union when it comes to the border management and the accompanying implementation guidelines. However, the sea and inland ports and the shipping industry urgently need a sector-specific rescue and recovery action plan in order to ensure the continuity of seaborne trade to and from the EU, as well as intra -EU, and to ensure the health and the safety of transport workers in the sector.

    Manifesto for #FairInternships We support the call of the Global Intern Strike for equal access to fair, quality internships for ALL young people. ● Equality: Internships need to be paid so that they are accessible to all, regardless of socio-economic background. ● Fairness: Interns must have basic employment rights such as protection from harassment and fair working conditions. ● Quality: Internships should offer meaningful learning experiences that help young people successfully transition from education to employment. We believe that all EU institutions should ban unpaid internships. ● We call all EU institutions to take the necessary steps to provide quality and well remunerated internships to ALL its interns and to stop offering unpaid internships altogether and avoid having a parallel system of less regulated internships aside from their regular internship program. ● We call the European Ombudsman to continue investigating the situation of unpaid interns in EU institutions after its recommendation on the EEAS practice of offering unpaid internships offered in EU delegations. To this end, the European Parliament should change its rules governing internships offered by MEP’s and political groups, taking into account the following demands: ● Pay trainees in in MEP offices or political groups a decent remuneration at a similar level as the Schuman trainees! This vaccination card would take into account national vaccination schedules, be compatible with electronic immunisation information systems and be accredited for cross-border use, thereby reducing duplications. The adoption of a common vaccination card is even more urgent in light of the imminent roll-out of COVID-19 vaccines. People in the EU who have received the vaccine should be able to prove this to authorities in an easy, effective manner without having their personal data and privacy compromised. The vaccination card could facilitate travel during the pandemic, strengthen the case for vaccines, support immunisation monitoring, and ultimately bring an end to pandemic restrictions through active acquired immunity.
