6 Immigration, Citizenship, and Canada’s New Conservative Party inder marwah, triadafi los triadafi lopoulos, and stephen white Since its inception in 2003, and particularly since forming government in 2006, the Conservative Party has made a concerted effort to draw support from new Canadians. Its aggressive courting of the “ethnic vote” stands in marked contrast to positions taken by its predecessors, the Reform Party and Canadian Alliance. Unlike conservative parties in Europe, the United States, and Australia, Canada’s new conservatives have supported the maintenance of a relatively expansive program of mass immigration. They have also abandoned their predecessors’ rejec- tion of multiculturalism and, under the current minister of citizenship, immigration and multiculturalism, Jason Kenney, implemented an aggressive ethnic “outreach” strategy aimed at peeling immigrant sup- port away from their principal competitor, the Liberal Party of Canada. At the same time, however, the Conservatives have pursued policies aimed at appealing to their conservative base. With regard to citizen- ship, new rules have been introduced making it harder for naturalized citizens to pass Canadian nationality on to their children while residing outside of Canada. 1 A review of citizenship policy also promised to fur- ther toughen rules on naturalization while extending the state’s ability to revoke nationality. In one offi cial’s words, citizenship would become “harder to get and easier to lose.” 2 Changes to refugee policy have also been introduced to crack down on “bogus” claimants. While citizen- ship policy has provided the Conservatives with a forum for devel- oping themes relating to patriotism and core Canadian values, their positions on refugee policy have nicely complemented their “tough on crime” credentials. -

While we can gain important insights by reviewing the Harper gov- ernment’s policies and record since the 2006 election, it is also essential that we step back and take a longer view, considering Stephen Harper’s two decades of political involvement prior to winning the country’s highest political office. What does Harper’s long record of engagement in conservative politics tell us about his political character? This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada. -

Introduction Canadian politics, like politics in other societies, is a public conflict over different conceptions of the good life. Canadians agree on some important matters (e.g., Canadians are overwhelmingly committed to the rule of law, democracy, equality, individual rights, and respect for minorities) and disagree on others. That Canadians share certain values represents a substantial consensus about how the political system should work. While Canadians generally agree on the rules of the game, they dis- agree—sometimes very strongly—on what laws and policies the government should adopt. Should governments spend more or less? Should taxes be lower or higher? Should governments build more prisons or more hospitals? Should we build more pipelines or fight climate change? Fortunately for students of politics, different conceptions of the good life are not random. Electoral Bias in Quebec Since 1936
Canadian Political Science Review 4(1) March 2010 Electoral Bias in Quebec Since 1936 Alan Siaroff (University of Lethbridge) * Abstract In the period since 1936, Quebec has gone through two eras of party politics, the first between the Liberals and the Union Nationale, the second and ongoing era between the Liberals and the Parti Québécois. This study examines elections in Quebec in terms of all relevant types of electoral bias. In both eras the overall electoral bias has clearly been against the Liberal Party. The nature of this bias has changed however. Malapportionment was crucial through 1970 and of minimal importance since the 1972 redistribution. In contrast gerrymandering, ultimately involving an ‘equivalent to gerrymandering effect’ due to the geographic nature of Liberal core support, has been not only a permanent phenomenon but indeed since 1972 the dominant effect. The one election where both gerrymandering and the overall bias were pro-Liberal — 1989 — is shown to be the ‘exception that proves the rule’. Finally, the erratic extent of electoral bias in the past four decades is shown to arise from very uneven patterns of swing in Quebec. Introduction In common with other jurisdictions using the single-member plurality electoral system, elections results in the province of Quebec tend to be disproportionate. This can be seen in Table 1, which provides some summary measures on elections since 1936 — the time period of this analysis. Average disproportionality over this period has been quite high at 20.19 percent. This has almost entirely been in favour of the winning party, with the average seat bias of the largest party being 19.65 percent. -

Situated on the Chilcotin Plateau of south central British Columbia, Canada, the Tsilhqot’in Nation encom- Tpasses a wide range of forests, rivers, grasslands, and pristine glacial lakes, including Teztan Biny, commonly called 'JTI-BLF CFDBVTFPGJUTVOJRVFBCVOEBODFPGåTIJUJTIPNFUPBCPVU 3BJOCPX5SPVU*UJTBMTPBQMBDFPGFOPSNPVT cultural and spiritual signi!cance for the Tsilhqot’in Nation, where generations have traditionally come to !sh, trap, skin, and gather as a community. “If they put an open pit mine here it would be just like cutting somebody’s heart out,” says Edmund Lulua of the Xeni Gwet’in community. That’s exactly what Vancouver-based Taseko Mines Limited plans to do: a massive open pit gold and copper mine with a tailings pond just two kilometers upstream from Teztan Biny, the proposed “New Prosperity” mine would turn Teztan Biny into a lake on life support. The Tsilhqot’in have already saved their lake once. After more than two decades !ghting for their land rights, people from all walks of life have stood alongside the Tsilhqot’in. Jim Prentice, then Canada’s minister of the environment, rejected an earlier iteration of the project, which had planned to drain the trout-!lled lake and use it as a waste dump.
