Reacting to the medium’s growing significance, members of the Canadian Broadcasting Corporation (CBC) accepted that they had a wartime responsibility to maintain civilian morale. The CBC thus unequivocally supported the national cause throughout all levels of its organization. Its senior administrations and programmers directed the CBC’s efforts to aid the Canadian war effort. -

A reflexive reaction? Patriotic duty? The answer is complex • We were entirely unprepared. • Army – 4,000 men • Navy – 2 obsolete ships • Militia – 70,000 poorly trained • In the first month, 30,000 enlisted. • The army rallied at a hastily built camp at Valcartier Quebec under the ubiquitous and capricious leadership of the Minister of Militia and Defence... Sir Sam Hughes One of Canada’s most colorful characters, some historians think Hughes was crazy. One high ranking officer called him “the Mad Mullah of the Militia.” Others claim he was crazy like a fox. What we agree on is that Hughes was a nationalist and from the outset, was determined that the Canadian army would be Canadian lead, Canadian equipped and carry Canadian made weapons. A noble and popular position in l914. Unfortunately, fumbled the ball and gave us bad Canadian officers, defective Canadian boots and the much maligned Canadian designed Ross rifle. -

Daniel Pellerin Supervisor: Serge Marc Durflinger 2016 During the Second World War, training was the Canadian Army’s longest sustained activity. Aside from isolated engagements at Hong Kong and Dieppe, the Canadians did not fight in a protracted campaign until the invasion of Sicily in July 1943. The years that Canadian infantry units spent training in the United Kingdom were formative in the history of the Canadian Army. Despite what much of the historical literature has suggested, training succeeded in making the Canadian infantry capable of succeeding in battle against German forces. Canadian infantry training showed a definite progression towards professionalism and away from a pervasive prewar mentality that the infantry was a largely unskilled arm and that training infantrymen did not require special expertise. From 1939 to 1941, Canadian infantry training suffered from problems ranging from equipment shortages to poor senior leadership. In late 1941, the Canadians were introduced to a new method of training called “battle drill,” which broke tactical manoeuvres into simple movements, encouraged initiative among junior leaders, and greatly boosted the men’s morale. -

MacDonald iv ABSTRACT The Policy of Neglect: The Canadian Militia in the Interwar Years, 1919-1939 Britton W. MacDonald Doctor of Philosophy Temple University, 2008 Dr. Gregory J. W. Urwin The Canadian Militia, since its beginning, has been underfunded and under-supported by the government, no matter which political party was in power. This trend continued throughout the interwar years of 1919 to 1939. During these years, the Militia’s members had to improvise a great deal of the time in their efforts to attain military effectiveness. This included much of their training, which they often funded with their own pay. They created their own training apparatuses, such as mock tanks, so that their preparations had a hint of realism. Officers designed interesting and unique exercises to challenge their personnel. All these actions helped create esprit de corps in the Militia, particularly the half composed of citizen soldiers, the Non- Permanent Active Militia. The regulars, the Permanent Active Militia (or Permanent Force), also relied on their own efforts to improve themselves as soldiers. They found intellectual nourishment in an excellent service journal, the Canadian Defence Quarterly, and British schools. The Militia learned to endure in these years because of all the trials its members faced. The interwar years are important for their impact on how the Canadian Army (as it was known after 1940) would fight the Second World War. -

This thesis is a comparative investigation of the experiences of two Canadian infantry brigades and one armoured brigade. The findings highlight similarities and differences between each brigade as they shifted from combat to peacetime roles depending on their trade specialty and geographical location. These case studies bring to light how the same war ended in different ways, creating unique local dynamics for Canadian Army interaction with the defeated German Army, the Dutch population which had been subjugated for five years, and efforts to maintain the morale of Canadian soldiers between the end of hostilities and a time when they could go home. These situations and experiences demonstrate that the same war ended not with the stroke of a pen, but at different times and under very different circumstances throughout First Canadian Army’s area of responsibility in the Netherlands in 1945. -

Abstract By the time that the 2nd New Zealand Division reached Italy in late 1943, many of the soldiers within it had been overseas since early 1941. Most had fought across North Africa during 1942/43 – some had even seen combat earlier, in Greece and Crete in 1941. The strain of combat was beginning to show, a fact recognised by the division’s commanding officer, Lieutenant-General Bernard Freyberg. Freyberg used the term ‘battle weary’ to describe both the division and the men within it on a number of occasions throughout 1944, suggesting at one stage the New Zealanders be withdrawn from operations completely. This study examines key factors that drove battle weariness within the division: issues around manpower, the operational difficulties faced by the division in Italy, the skill and tenacity of their German opponent, and the realities of modern combat. -

Keshen From the earliest days of English-language Canadian Broadcasting Corporation television (CBC-TV), the military has been regularly featured on the news, public affairs, documentary, and drama programs. Little has been done to study these programs, despite calls for more research and many decades of work on the methods for the historical analysis of television. In addressing this gap, this thesis explores: how media representations of the military on CBC-TV (commemorative, history, public affairs and news programs) changed over time; what accounted for those changes; what they revealed about CBC-TV; and what they suggested about the way the military and its relationship with CBC-TV evolved. Through a material culture analysis of 245 programs/series about the Canadian military, veterans and defence issues that aired on CBC-TV over a 40-year period, beginning with its establishment in 1952, this thesis argues that the conditions surrounding each production were affected by a variety of factors, namely: (1) technology; (2) foreign broadcasters; (3) foreign sources of news; (4) the influence -

Check against delivery. Thank you for that very kind introduction. I am delighted to be here, and I am grateful to the Observer Research Foundation for the invitation to join you today. The University of Toronto is proud of the ongoing collaborations between our Munk School of Global Affairs and the ORF. This partnership brings together premier foreign affairs think-tanks from India and Canada. It involves international thought leaders from the academy, from industry and the non-profit sector, from the public service and all levels of government. And it extends beyond the borders of our two great nations into international collaborations. I am very pleased to have the opportunity to build on this growing relationship between our two institutions. I am also honoured to share the podium this afternoon with Dr. Ramachandran. It is an exciting and, frankly, inspiring time in India and your contributions to public debate on key policy questions facing the country are so important. Finally, I am humbled by the warm hospitality I have received in India and the lovely welcome I have had from all of you. Thank you. 1 The title of my talk today makes two important connections. The first connection is between cities and a nation’s place on the global stage. The second is between universities – or research institutions more generally – and smart cities. I am going to argue that these connections are closely inter-related. Indeed, to a large extent smart cities and universities are ultimately dependent on each other for their success. But let me start with the connection between cities and a nation’s place on the global stage.
