Its charge was to promote the better management and utilization of marine resources in the Gulf of Mexico. The GSMFC is composed of three members from each of the five Gulf States. The head of the marine resource agency of each state is an ex officio member. The second is a member of the legislature. The third is a governor-appointed citizen with knowledge of or interest in marine fisheries. The offices of the chairman and vice chairmen are rotated annually from state to state. The GSMFC is empowered to recommend to the governor and legislature of the respective states action on programs helpful to the management of marine fisheries; however, the states do not relinquish any of their rights or responsibilities in regulating their own fisheries by being members of the Commission. One of the most important functions of the GSMFC is to serve as a forum for the discussion of various problems and needs of marine management authorities, the commercial and recreational industries, researchers, and others. The GSMFC also plays a key role in the implementation of the Interjurisdictional Fisheries (IJF) Act. Paramount to this role are the GSMFC’s activities to develop and maintain regional fishery management plans (FMPs) and profiles for important Gulf species. The menhaden fishery management plan is a cooperative planning effort of the five Gulf States under the IJF Act. Various members of the Menhaden Advisory Committee (MAC) contributed to this effort by drafting and/or reviewing assigned sections. In addition, all members contributed their expertise to discussions that resulted in revisions and led to the final draft of the revised plan. The GSMFC made all necessary arrangements for meetings and workshops to develop the plan. Under contract with the NMFS, the GSMFC funded travel for state agency representatives and consultants other than federal employees. While drafting the FMP, several data confidentiality issues came to the fore. After 1997, the reduction fishery downsized from three companies to only two (Omega Protein Corp. and Daybrook Fisheries, Inc.). With less than three entities in the fishery, the landings and catch/effort data became confidential; simply put, with landings consisting of only two companies, Company A could easily determine Company B’s landings by subtraction. A similar situation has existed in the menhaden bait fishery for a number of years as well. Most federal agencies are required to protect individually identifiable data by a variety of statutes, regulations, or policies. Disclosure restrictions are applied by the agencies to limit the risk of releasing individual information when statistics are disseminated. Confidential data include detailed proprietary information provided by firms and individuals, as well as personal-identifying information and business-identifying information. Confidentiality prevents unfair competitive advantage by the disclosure of sales statistics, marketing plans, profit and loss data, overhead and operating costs, and information on iv financial condition. These rules apply to the Departments of Commerce, Agriculture, Education, Energy, Health and Human Services, Justice, Labor, Transportation, Treasury, the National Science Foundation, and the Social Security Administration (OMB 2005). NOAA (Department of Commerce) utilizes the ‘rule of three’ in determining confidential status under the Magnuson-Stevens Fishery Conservation and Management Act (MSA). If there are less than three entities operating in any fishery at a local, state, or regional level, those data derived from those entities must be included in aggregate at a level that will not compromise individual confidentiality. In other words, if one state has confidential landings, it must be combined with the whole region to prevent disclosure. Disclosure of confidential landings data is subject to the civil and criminal penalties. NOAA Administrative Order (NOA) 216-100 is the principal legal guidance

Likewise, there are also an overwhelming number of different forms, sources and ways to deliver these omega-3 fatty acids; which unfortunately, has led to confusion in product selection for both clinician and patient alike. We will walk through the most common issues discussed in selecting the appropriate omega-3 fatty acid product, with the goal to bring clarity to the decision-making process. For the most part, the marine omega-3 fatty acid category is dominated by products that can be best described as “fish oil.” That is, while there are products available that deliver omega-3 fatty acids from other marine sources, nearly all the available research has been done with fish oil derived fatty acids. This fish oil data has become the benchmark for efficacy and safety, and is the standard to which we compare throughout this paper.

They are an excellent indicator of stream health, requiring clean, cold, well-oxygenated water to thrive. Without very high quality surface waters, trout just cannot survive. Hillsdale is fortunate to have several miles of trout streams including the Roeliff Jansen Kill, Taconic Creek, Agawamuck Creek and Green River with numerous smaller and unnamed tributaries contributing to them. Our streams and their residents endure many perils including natural flood and drought cycles as well as man made impacts like pollution, invasive species, barriers and over –fishing. Erosion adds silt that smothers aquatic food sources and gravel spawning beds. Introduced Didymo algae (a.k.a. ‘Rock Snot’) now found in the Green River, also chokes the streambed. Loss of vegetation exposes water to heating and eliminates important breeding, feeding and cover areas for trout. Readers may recall the massive fish kill that resulted from the release of manure into the Roe Jan in the 90’s or tales of unscrupulous ‘sportsmen’ using small explosives and chlorine to kill all the fish in a segment of stream. Maybe the most harmful and insidious are non-point sources of pollution such as chemicals, fertilizers and heated runoff from parking lots, roads, roofs, crop fields and lawns. In 2009 and 2010, members of the community with help from the Columbia-Greene chapter of Trout Unlimited and the N.Y.S.D.E.C. Trees for Tributaries program planted several hundred small trees and shrubs on the banks and flood plain of the Roe Jan Kill through the Roe Jan Park in an effort to stabilize banks, introduce vegetative cover and provide shade to maintain cool stream temperatures.

They may be a little hard to swallow, but Senator Stevens and the North Pacific Council will be sure to offer last minute riders, father and son sweetheart deals, record-breaking quotas, industry-led research, conflicts of interest and anti-trust violations. Meanwhile, fur seals, sea lions and sea otters are going hungry and disappearing fast. Surprise! Pacific Rockfish: See No Fish, Eat No Fish Cowcod, Canary Rockfish and Bocaccio are just three examples of rockfish managed by the Pacific Council that are overfished. As for the exact number of West Coast groundfish that are overfished, who knows? Without surveys to tell them what’s going on, what are they managing exactly? Striped Bass: Thin Is In! This popular Atlantic rockfish is available in abundance. Unfortunately, many appear to be undernourished and suffering from lesions – a condition that may point to Omega Protein’s industrial fishery of menhaden, the striper’s favorite prey species. Actually, you may want to hold off on this one until ASMFC starts regulating menhaden. Can you believe there are still no catch limits? Red Snapper Bycatch Platter While we are unable to provide full-size red snapper, we offer this plate of twenty juvenile red snapper discarded as bycatch from a Gulf of Mexico shrimp trawler for your dining pleasure. Shrimpers take and throw away about half of all young red snappers along the Texas coast, so we’ll keep these little guys coming straight from the back of the boat to the back of your throat! Caribbean Reef Fish Grab Bag What’s for dinner from the Caribbean? Who knows? With coral reefs in their jurisdiction, you would expect the Caribbean Council to be pioneering the ecosystem-based management approach and implementing the precautionary principle approach.

Oyster kills from “poison water” draining off of marshes are said to be caused by plankton bloom. Small “jubilees” are said to be caused by localized blooms and one of these is described as it occurred. In November 1938, Dr. Margaretha Brongersma-Sanders of billions of Chaetoceras sp., a common open sea diatom.

    Review of Atlantic Menhaden Ecological Reference Points Steve Cadrin July 27 2020 The Science Center for Marine Fisheries (SCeMFiS) requested a technical review of analyses being considered by the Atlantic States Marine Fisheries Commission (ASMFC) to estimate ecological reference points (ERPs) for Atlantic menhaden by applying a multispecies model (SEDAR 2020b). Two memoranda by the ASMFC Ecological Reference Point Work Group and Atlantic Menhaden Technical Committee were reviewed: • Exploration of Additional ERP Scenarios with the NWACS-MICE Tool (April 29 2020) • Recommendations for Use of the NWACS-MICE Tool to Develop Ecological Reference Points and Harvest Strategies for Atlantic Menhaden (July 15 2020) Summary • According to the SEDAR69 Ecological Reference Points report, the multi-species tradeoff analysis suggests that the single-species management target for menhaden performs relatively well for meeting menhaden and striped bass management objectives, and there is little apparent benefit to striped bass or other predators from fishing menhaden at a lower target fishing mortality. • Revised scenarios of the SEDAR69 peer-reviewed model suggest that results are highly sensitive to assumed conditions of other species in the model. For example, reduced fishing on menhaden does not appear to be needed to rebuild striped bass if other stocks are managed at their targets. • The recommendation to derive ecological reference points from a selected scenario that assumes 2017 conditions was based on an alternative model that was not peer reviewed by SEDAR69, and the information provided on alternative analyses is insufficient to determine if it is the best scientific information available to support management decisions. • Considering apparent changes in several stocks in the multispecies model since 2017, ecological reference points should either be based on updated conditions or long-term target conditions.
