Under its leadership, 3276m of railway line will be installed using the “ÖBB-PORR elastically supported slab system”. Construction work on the slab tracks of line 1 in the Hengsberg Tunnel and the Weitendorf FW12 underpass, Different types of ÖBB-PORR track support slabs Oberbau 66.03 section has started on 5 February 2016. Line Image: PORR AG 2 was built also under the leadership of PORR Bau GmbH in 2010 as a slab track and has been operational since December 2010. The following concrete and surface works will be carried out for ÖBB: Line 1 slab tracks Track cover with load bearing sound-absorbing slabs Switch in slab tracks Light mass-spring system in the Weitendorf FW12 underpass Load distribution slabs Pre-ballasting on the connecting line The main construction work on the slab tracks will be carried out over a 7 week period from 11 July to 26 August 2016 during which time the tracks will be closed. The work will mainly be carried out on rails in shifts. This construction work is a part of the new Koralm Railway Line project between Graz and Klagenfurt. Construction of the Koralm Railway Line began in 1999. The new 130km-long line will be completed in 2023. KORALM TUNNEL – DEVELOPMENT OF TUNNEL SYSTEM DESIGN AND SAFETY CONCEPT Christof Neumann, Florian Diernhofer, ILF Consulting Engineers, Austria Gerhard Harer, Josef Koinig, OEBB Infrastruktur Bau AG 1 ABSTRACT The 32.8-km-long Koralm tunnel requires additional measures to guarantee a sufficient safety level. The methodology applied to define safety measures for this very long tunnel is on the one hand based on a set of guidelines and on the other hand based on the specific boundary conditions of this tunnel. These tunnel-specific conditions are considered by establishing customized safety targets. As a result of an investigation into the construction and operating phase, the tunnel system was determined to consist of two single-tube tunnels, an emergency station, no crossover and cross- passages every 500 m. The emergency station in the centre of the tunnel, which incorporates various considerations, was designed to accommodate staggered platforms and a refuge room with a length of 800 m. With a view to the incident management strategy to be adopted, characteristic operating scenarios were analysed to realistically reflect the sequence of events in case of an emergency. 2 THE KORALM TUNNEL PROJECT The Koralm tunnel is one of the key elements of the Koralm high-capacity railway line, which connects the cities of Graz and Klagenfurt in the south of Austria. The Koralm railway line is part of the Baltic-Adriatic Axis, which represents the easternmost crossing of the Alps and links several Eastern European countries Koralm line with Koralm tunnel and Vienna with southern Austria and northern Italy. The Koralm line is a 130- km-long high-capacity railway line engineered for a design speed of 200 km/h. -

The place-name conflict in Carinthia (Austria): Symbolic surface of historical burdens Peter JORDAN* On the background of critical toponomastics, the paper highlights at first reasons, why the representation of place names in public space has a special meaning for linguistic minorities in principal and from a cultural-geographical point of view, before it enters into describing and explaining the minority situation in the Austrian federal province of Carinthia [Kärnten] and the reasons for toponymic conflict there. The Carinthian minority situation is up to the present day – albeit with declining intensity – marked by the fact that a Slavonic population present since the 6-7th centuries has later been socially overlayed by Bavarians. The newcomers, supported by political powers, formed the upper strata of the society including traders and craftsmen while the Slavonic population remained the rural ground layer. Up to the end of the Middle Ages an ethnically/linguistically mixed situation persisted. Assimilation towards local majorities resulted in an ethnic/linguistic patchwork. This shapes Carinthian culture in many respects also today. This is also reflected by the namescape, which is a mixture of Slavonic and German names all over the province. In general, however, linguistic assimilation towards German-speakers, the upper strata of the society, proceeded. Social ascend was only possible by using the German language – very similar to the situation of Slovenes under Venetian rule in what is today Italy, where Venetian, later Italian were the languages of the dominating group. By the end of the Middle Ages a distinct language boundary within Carinthia had developed – very much coinciding with ecclesiastical boundaries between Salzburg and Aquileia. -

SPRAWY NARODOWOŚCIOWE Seria nowa / naTiOnaliTIES AFFairs New series, 48/2016: 85–105 DOI: 10.11649/sn.2016.006 Maria isabella reinhard “an isOlaTed Case”*: The slOvene CarinThians and The 1920 PlebisCiTe absTraCT The end of WWI saw the dissolution of the multiethnic Cen- tral European Empires and the formation of new states based on Woodrow Wilson’s concept of national self-determination. This article underlines the limitations of Wilsonian national self-determination, focusing on the Slovene Carinthians and the pro-Austrian result of the 1920 plebiscite. The outcome of the plebiscite exemplifies that minorities are motivated by more than solely ethno-linguistic reasons when deciding what state to belong to. Even though other factors existed, the key motivations for Slovene Carinthians to remain with Austria were of economic and political nature. It will be con- tended that the importance of the centuries long accultura- tion of Slovene Carinthians to Austria brought them closer to Austria than to the Kingdom of Serbs, Croats and Slovenes. Additionally the phrasing of the plebiscite made Slovene Car- inthians’ decision a question of state preference rather than ethno-linguistic identity. Moreover, the unpleasant occupation of parts of Carinthia by the troops of the Kingdom of Serbs, Croats, and Slovenes and the higher effectiveness of Austri- an propaganda played a key role in the vote of many Slovene Carinthians. Lastly, the majority of Slovene Carinthians being farmers, reliant on Austrian trade opportunities, swayed them ............................... toward a pro-Austrian vote.
