    The place-name conflict in Carinthia (Austria): Symbolic surface of historical burdens Peter JORDAN* On the background of critical toponomastics, the paper highlights at first reasons, why the representation of place names in public space has a special meaning for linguistic minorities in principal and from a cultural-geographical point of view, before it enters into describing and explaining the minority situation in the Austrian federal province of Carinthia [Kärnten] and the reasons for toponymic conflict there. The Carinthian minority situation is up to the present day – albeit with declining intensity – marked by the fact that a Slavonic population present since the 6-7th centuries has later been socially overlayed by Bavarians. The newcomers, supported by political powers, formed the upper strata of the society including traders and craftsmen while the Slavonic population remained the rural ground layer. Up to the end of the Middle Ages an ethnically/linguistically mixed situation persisted. Assimilation towards local majorities resulted in an ethnic/linguistic patchwork. This shapes Carinthian culture in many respects also today. This is also reflected by the namescape, which is a mixture of Slavonic and German names all over the province. In general, however, linguistic assimilation towards German-speakers, the upper strata of the society, proceeded. Social ascend was only possible by using the German language – very similar to the situation of Slovenes under Venetian rule in what is today Italy, where Venetian, later Italian were the languages of the dominating group. By the end of the Middle Ages a distinct language boundary within Carinthia had developed – very much coinciding with ecclesiastical boundaries between Salzburg and Aquileia.

This article underlines the limitations of Wilsonian national self-determination, focusing on the Slovene Carinthians and the pro-Austrian result of the 1920 plebiscite. The outcome of the plebiscite exemplifies that minorities are motivated by more than solely ethno-linguistic reasons when deciding what state to belong to. Even though other factors existed, the key motivations for Slovene Carinthians to remain with Austria were of economic and political nature. It will be con- tended that the importance of the centuries long accultura- tion of Slovene Carinthians to Austria brought them closer to Austria than to the Kingdom of Serbs, Croats and Slovenes. Additionally the phrasing of the plebiscite made Slovene Car- inthians’ decision a question of state preference rather than ethno-linguistic identity. Moreover, the unpleasant occupation of parts of Carinthia by the troops of the Kingdom of Serbs, Croats, and Slovenes and the higher effectiveness of Austri- an propaganda played a key role in the vote of many Slovene Carinthians. Box 1, A-9545 Radenthein, Austria Abstract: Places that are named after bears are spread over the whole of Carinthiaand the rest of Austria. Although not all of these names derive directly from a former presence of brown bears (Ursus arctos), other historical data such as hunting statistics and bone collections confirm that there were bears living in all areas of Austria, including Carinthia. The brown bear in Carinthiahas not been extirpated and continues to survive. Bears continue to travel to Carinthiaalong a 300-km corridorfrom the bear range of Slovenia and Croatia. Presently there are an estimated 12 bears in Carinthiaand the surroundingarea. They do not seem to depend on domestic livestock or beehives, but prefer naturalfoods. The amount of damage caused by bears is not high, averaging approximately$5,000/year during 1990-95. Reproduction was observed 3 times from 1989 to 1995 (2 cubs in 1989, 1 in 1990, 1 in 1995). If these bears are not cut off from the source populationin Slovenia and Croatia and if negative public attitude present in other Austrian bear areas (2 bears were shot in 1994) does not spread to Carinthia,there is a realistic chance for the survival of this small bear population.     UPF Peace Road 2020 in Carinthia, Austria and Koroska, Slovenia Alfred Waldmann and Kristina Bakovnik September 12, 2020 St. Paul, Austria -- Three town mayors joined a Peace Road event, a project of UPF, connecting two neighboring regions, Carinthia in Austria and Koroška in Slovenia. The two regions were one country during the Austro-Hungarian Monarchy but were divided after World War I. A bitter dispute concerned territory as well as Slavic and German ethnicities. After a plebiscite in 1920 -- this year marks its 100th anniversary -- political borders were pinned down but internal disputes and resentments remained. Developments during and after World War II led to even higher tensions. Koroška, the Slovenian name of this region, became part of communist Yugoslavia, and Carinthia (Kärnten) became part of the democratic Austrian Republic. Despite these developments, the people on both sides remained connected internally, and social relationships kept going to a certain extent. In 1991, after its 10-day war of independence, Slovenia became an independent state and in 2004 joined the European Union. Some interesting facts concerning the city of Slovenj Gradec: In 1989, it was accepted as the only Slovenian city in the International Association of Peace Messenger Cities initiated by the United Nations. Now Tilen Klugler, the mayor, has a leading, active role as the secretary general of the International Association of Peace Messenger Cities. On the day of the Peace Road 2020 event, he also was awarded an Ambassador for Peace certificate by UPF. In Slovenia, neuropterid insects are relatively well investigated. The Slovenian name for the Neuropterida – lacewings (in a broad sense) is mrežekrilci (v širšem smislu) (for Slovenian names of lacewing orders and families see Devetak 2003). Geographical and Geopolitical Divisions of Slovenia From a zoological point of view Slovenia is a very interesting part of Central Europe (sometimes placed in Southeastern Europe). Despite the fact that it is a small country, covering only 20,273 square kilometers, it is known for its diversity of species. The great biodiversity of the country is attributable to its varied climate, topography, and vegetation, all of which promote species richness. Four of the major geographic regions of Europe meet in Slovenia: the Mediterranean, the Alps, the Dinarides, and the Pannonian. The country is mostly mountainous, with a prevailing continental climate. The coastal region has a sub-Mediterranean climate, and in the high mountains an Alpine climate dominates. In 2000 Slovenia was divided into 12 statistical regions (Figure 1), which replaced the traditional regions into which the country was formerly divided. The statistical regions are entities created primarily for legal and statistical purposes (Table 1). They are used in the Neuropterida of Slovenia fauna project because they represent Figure 1. In many zoological studies, a five-region zoogeographic division of Slovenia – Submediterranean, Dinaric, Alpine, Prealpine, and Subpannonian – is used (e.g., Carnelutti 1992).

Origins, transition and current practice Since the first Slavs settled in Carinthia in the 6th century, Slovene denominations and names in Carinthia have been constantly changing and adapting to historical developments. Slavic denominations are important and well preserved cultural assets and have remained a natural part of everyday life in Carinthia. Due to social change – particularly the very strong processes of assimilation that were taking place during the 20th century – these cultural assets are being kept alive in their natural surrounding only by a small group of people.

Hitler's plan for converting Slovenia into a germanized frontier zone of the Third Reich is assessed in the light of Slovene history, most particularly since 1918. The evidence for the Nazi resettlement program designed to achieve Hitler's goal came from manuscript documents, which were written largely by the SS officers in charge of population manipulation.
