Fazilka is connected both by Rail and Road. It was developed by Fazal din and it is called Bangla. When in 1844, the tract of country on the Satluj was ceded by Bahawalpur, there was no village where Fazilka now stands, but Vans Agnew, the first officer stationed there, built for himself a bungalow, in which the office of the Sub divisional Officer (Civil), Fazilka, is now located. From that bungalow, the place came to be known as Bangla, a name still givento the town and Tehsil by the people. Two years later, Oliver established a few shops here and gave the place the name of Fazilka from Fazil, one of early Wattu settlers. Its favorable position near the Satluj enabled it to engross almost the whole of the export trade from the great desert tract towards Sind (now in Pakistan), and made it very soon a flourishing market. A most destructive flood visited Fazilka in 1908 and practically the whole of the town collapsed and had to be rebuilt. Administrative Division:- Fazilka district spreads over an area of 3,65,777 Acres. Fazilka district is sub-divided into three Tehsils viz. Jalalabad, Fazilka, Abohar and Divided into 3 Sub Tehsils (Arni Wala Shekh Subhan, Khuian Sarwar and Sitto Gunno) and 4 Blocks (Fazilka, Jalalabad, Abohar, Khuian Sarwar). The district constitutes 359 villages. For the purpose of general as well as developmental view, the district has been divided into the following district organizational structure:- Table:- Fazilka District Organization Structure I Fazilka 1. Blocks II Abohar III Jalalabad IV Khuiyan Sarwer Climate:- The climate of Fazilka district is, on the whole, dry and is characterized by very hot summer, a short rainy season and a bracing winter. The year may be divided into four seasons. The cold season is from November to March, followed by the summer season which lasts up top end of the June. The period from July to the middle of September 4 may be termed as the post monsoon or the transition period. Page History of Flood's in the District:- Fazilka district is highly prone to flood. Every year many villages effected from the flood. If we see the history of the disasters which occurred in the Fazilka district we can see that the flood has been a major root cause of disaster. The district area falls in Satluj river. The area is drained by network of canals and drains Low lying areas some villages of Tehsil Fazilka and Jalalabad are prone to recurrent floods alomost every year. The floods of year 2011, 2013, 2014 and 2015 were very severe and caused major damage & loss. In the year 2015 Two persons, and 22608 Acre crops damaged due to Unseasonable Rain. FLOOD PREPAREDNESS The District Administration has made all arrangements in connection with floods. A meeting of District Level Flood Control Committee was held on 22-5-2017 under the Chairmanship of Deputy Commissioner, Fazilka, in which all the concerned officers of the District participated. RELIEF CAMPS During the days of flood the affected People are shifted to the nearest relief camps/ safer places. In case of heavy floods the affected population is shifted in the rescue centres set up in the nearest rural and urban areas. Usually these shelter places are set up in Schools and Panchayat Ghars and Civil Hospital. During the flood days the people shifted to the shelter places are provided all the needful facilities i.e food, drinking water, medicines and supply electricity. The animals shifted from the marooned area are provided fodder during the stay in the shelter camps. TARPAULINS During the flood season the affected population which is evacuated from the affected area is to be provided Tarpauls. DFSC Fazilka has been directed to keep ready 4000 Tarpaulins. Sources to cater to excessive requirements also need to be identified. During flood, required Petrol, Diesel, Kerosene in sufficient quantity for various purposes will be provided. For this DFSC, Fazilka will make ensure to keep the reserve sufficient stock with each agency as under:- Sr. No. Name Type Reserve Quantity 1. Petrol Pump Holder Petrol & Diesel 1000 & 2000 Liters 2. Every Gas Agency LPG Cylinder 50 Cylender Each Source: - DFSC, Fazilka 5 Page MEDICAL FACILITIES The Civil Surgeon will be responsible to constitute the Mobile Medical teams having full equipment with sufficient quantity of needful medicines and the contact no. of Civil Hospital Fazilka is 01638-264105. It is also decided that civil surgeon will allocate the flood affected areas to the different medical teams. Allotment of teams and schedule will be provided to this office. A special campaign for vaccination will be conducted under the supervision of Civil Surgeon. Record will also be maintained about the special compaign. Sufficient stock of medicine will also be kept ready. VETERINARY TEAMS The Flood Control Room is established in Veterinary Hospital Contact No.01638- 260128 Dr. Rajinder Parshad Ast. Director Mob No.98723-41788. A special vaccination compaign before the start of flood season will be constituted by the department. It is also directed that the record regarding vaccination of animals should also be maintained. Sufficient quantity of needful medicines should kept ready in stock. Fodder and Shelter home will be arranged by District Administration. DRINKING WATER The Public Health Department has constituted 12 groups for providing drinking water to the flood affected populations. The water is also to be supplied by means of water tankers of Market Committees. Sufficient quantity of Bleaching Powder has also been stored and would be supplied at the relief camps. The Sub-Divisional Officer Mandi Board, Fazilka has informed that there are 09 water tankers available with the Market Committees of this district. TRANSPORT The District Transport Officer Fazilka will make arrangement of vehicles for shiftng the people to safer places in case of flood and for the transportation of food for the affected population and fodder for animals. In the Truck Union Fazilka have Almost 450 Trucks. The head of the Truck Union is Sh. Davinder Sachdeva & Contact No. of the Truck Union is 01638-262744 and Mobl. No. is 92160-62512. ASSISTANCE BY VOLUNTARY ORGANIZATIONS The SDMs will hold a meeting with voluntary organizations for seeking their cooperation for supply of ration and other requirements to the flood affected population. They have also been directed to hold meeting with the sarpanches and other respectables to elicit supportand sort out other problems. Directions to all the SDMs/DPRO/BDPO and Tehsildar have been issued to keep complete liaison with the people and inform them the latest position about the discharge/ flow of water, from time to time. 6 Page ESSENTIAL COMMODITIES In the meeting of flood preparedness held on 22-5-2017 DFSC,Manager Punsup, Manager Ware Housing Corp. & Manager Markfed have been directed to keep sufficient stock of Essential commodities like sugar, tea, rice, match box, grams and sugar as well as kerosene oil. He has also been directed to keep sufficient stock of Petrol and Diesel each Sub Division of Fazilka. ASSISTANCE BY MILITARY /PARA MILITARY FORCES Deputy Commissioner, Fazilka held a meeting with the officers of Military and Para Military forces and the representatives of these departments have given full assurance of all assistance like manpower, flood equipments and medical aid etc. to the civil support. Commandant Punjab Home Guard Fazilka has also supplied list of flood trained persons. CLEANLINESS OF DRAINS/SEWERAGE All the SDMs and Executive officers Municipal Council have been directed to get the drainage and sewerage system cleared so that flood/ rainy water may not collect in the towns.

Gosal Formerly Professor of Geography, Punjab University, Chandigarh ________________________________________________________________ Located in the northwestern part of the Indian sub-continent, the Punjab served as a bridge between the east, the middle east, and central Asia assigning it considerable regional importance. The region is enclosed between the Himalayas in the north and the Rajputana desert in the south, and its rich alluvial plain is composed of silt deposited by the rivers - Satluj, Beas, Ravi, Chanab and Jhelam. The paper provides a detailed description of Punjab’s physical landscape and its general climatic conditions which created its history and culture and made it the bread basket of the subcontinent. ________________________________________________________________ Introduction Herodotus, an ancient Greek scholar, who lived from 484 BCE to 425 BCE, was often referred to as the ‘father of history’, the ‘father of ethnography’, and a great scholar of geography of his time. Some 2500 years ago he made a classic statement: ‘All history should be studied geographically, and all geography historically’. In this statement Herodotus was essentially emphasizing the inseparability of time and space, and a close relationship between history and geography. After all, historical events do not take place in the air, their base is always the earth. For a proper understanding of history, therefore, the base, that is the earth, must be known closely. The physical earth and the man living on it in their full, multi-dimensional relationships constitute the reality of the earth. There is no doubt that human ingenuity, innovations, technological capabilities, and aspirations are very potent factors in shaping and reshaping places and regions, as also in giving rise to new events, but the physical environmental base has its own role to play.
