Course Report COURSE REPORT TRAINING PROGRAMME ON CHILD CENTRIC DISASTER RISK REDUCTION (24-28 February 2020) Submitted by National Institute of Disaster Management South Campus (Ministry of Home Affairs, Government of India) -2- Introduction Training Programme on CCDRR was conducted at Chandigarh in collaboration with Mahatma Gandhi State Institute of Public Administration during 24-28 February 2020. About 123 participants were participated from various departments. Dr Kumar Raka and Dr Balu coordinated the programme. 1. Name of the course: Training Programme on CCDRR 2. Duration: 5 days: 24-28 February 2020 3. Venue: Mahatma Gandhi State Institute of Public Administration, Chandigarh 4. AIM OF TRAINING This Five Days Training Programmeon Child Centric Disaster Risk Reduction is intended for officials of State level sectoral departments, Administrative Training Institutions and civil society practitioners to help build their knowledge, skills and perspectives towards child centric disaster risk reduction. This will help officials understand and prepare for risk informed planning, sectoral readiness and preparedness for emergencies so as children are not deprived of basic amenities. 4.1. OBJECTIVES At the end of this course participants will be able to: ● Understand and provide an overview of sectoral impacts of disaster on children. ● Understand and provide an overview of children rights and national & international commitments to CCDRR. ● Understand the process of CCDRR and its steps including mainstreaming approaches. ● Provide an overview of CCDRR with an emphasis on Life Cycle Approaches and Risk Informed Programming. ● Strategies to involve children in DRR activities ● Build knowledge on school safety. 5. Methodology The training will be delivered in English as well as vernacular language. The Methodology is participatory in nature and will employ interpersonal communication techniques to help make the training more interactive, practical with hands on experiences. Various participatory teaching and learning methods will be used to cover the each training module. These include interactive lectures (questions and answers), brainstorming, small group discussions, case presentations, recap modules and so on. 6. If the literacy rate is in the particular area is high that clearly depicts the prosperity in terms of economic conditions, labour productivity, health and culture. Improvement in education has a very long term effects on the welfare of the nation. It should always be very important for all the policymakers that improvement in the education sector and every community of the society and each part of the region should be benefitted; no caste or no gender should be given priority. Education is the basic necessity so it should be affordable to all. Equalization at education levels removes all the barriers of regional inequalities and gender discrimination. From the last few decades, with all the efforts of government and nongovernmental organisations there is an improvements in education levels as well as literacy rates but some regions of India are still deprived. For the recognition of those particular areas, the educationally backward districts were recognised and further for the implementation of the policies in a proper manner, Educationally Backward Blocks (EBB) were recognised in 2007 on the basis of census records of 2001. The researcher is trying to find out the improvements in the EBB’S of one of the prosperous state of Punjab where 21blocks were recognised as backward in education.

Ground Water being easily accessible, less expensive, more dependable and comparatively low in pollution has its merits. In order to develop this precious natural resource in a judicious and equitable manner, it is essential to have knowledge of its availability, present withdrawal and future scope of its development. The present ground water assessment report has been computed by the officers & officials of the Water Resources & Environment Directorate, Water Resources Department Punjab, along with Department of Agriculture & Farmer’s Welfare and Punjab Water Resources Management and Development Corporation Limited on the basis of latest guidelines by the Ground Water Resource Estimation Committee (GEC 2015), Government of India,. The report gives details on total annual recharge to ground water, its present draft and scope for future block-wise development. The present ground water development in the state is 165% as on March 2017. Out of 138 blocks of the state taken for study, 109 blocks are “Over-exploited”, 2 blocks are “Critical”, 5 blocks are “Semi-critical” and 22 blocks are in “Safe” category. There is an urgent need to recharge ground water in the over-exploited blocks and develop available shallow ground water in the safe blocks to avoid water logging in the foreseeable future.
