In het kader van DLGP is een stappenplan opgesteld voor districten om te voldoen aan certificatie vereisten en zo zelfstandige uitvoering van projecten te mogen doen. fase 1: vestigen van capaciteit in de districten voor het zelfstandig beheren van de districtsinkomsten en –uitgaven. fase 2: certificering: het formuleren van een Vision en Mission en een daarbij behorend kapitaal-investerings programma (een CIP). Het doel van het Districts Strategisch Ontwikkelingsplan Plan (DSOP) is de strategische vormgeving van het district voor de komende 10 jaren: 2015-2025. Het Brokopondo DSOP is samengesteld door: het Districtsmanagement team districtsraad ressort raadsleden andere belangstellenden voor deze vormgeving van hun bestaan. Voor het garanderen van succes is een vereiste de projecten en programma’s binnen het Districts Plan en de Districtsbegrotingen uit te voeren. Dit document is 100% samengesteld uit de bevindingen van het Districtsmanagement team, de districtsraad, ressort raadsleden en andere lokale belangstellenden voor deze vormgeving van hun bestaan. Op 16 oktober 2014 is de finale presentaGe gehouden met de resultaten, waarbij het document is geadopteerd door de aanwezige DR leden en de Districts Commissaris. Ray Jong A Lock !6 Werkmethodiek Ten behoeve van het DLGP programma hebben 4 consultants proactief besloten samen te werken aan de DSOP’s van: PBO NO PBO ZW Brokopondo Sipaliwini Voorspoed portfolio model Met goedkeuring van de IDB en DLGP hebben de consultants gebruik gemaakt van het voorspoed portfolio model van Roy Silos: Fase 1 - 2015 Fase 2 - 2020 Fase 3 - 2025 ● Awareness ● Uitwerking ● Uitwerking ● Korte termijn middellang lang termijn projecten uit termijn projecten matrices projecten ● Uitvoering ● Uitvoering !7 Voorspoed Netwerk Economie De strategie tot succes is gebaseerd op de Voorspoed Netwerk Economie. Dit concept draait om veranderingen vanuit de supply- of demand chain gedreven aanpak. Lokale ervaringskennis en de verwaarloosde culturele drivers worden benut om dit concept voor Suriname te verduurzamen. In de Voorspoed Netwerk Economie wordt het Midden en Klein Ondernemerschap sterk ontwikkeld. Er is een sectorale aanpak. We creëren met ons allen een nieuwe flexibele creatieve netwerkeconomie. In dit concept zijn er 4 kwadranten te onderscheiden. 1. Dropouts 2. Grassroots 3. Overheid 4. Voorspoed (ideale situatie) Dit kwadrant is de motor van het concept. Kennis, Kapitaal en Kennissen worden met elkaar op duurzame manier gekoppeld. De overige 3 kwadranten worden ondersteund om zoveel als mogelijk in het eerste kwadrant te transformeren. De uitgangspunten van dit concept funderen op de 4 P’s te weten; People; kennis, vaardigheden, attitude Planet; grond, water, lucht Pleasure; vertrouwen, waardering, respect Profit; waarde gedreven optimalisering De Voorspoed Netwerk Economie wordt ontwikkeld langs 3 basis lijnen; ● Mentale en financiële versterking van de gemeenschap; belangrijke factor voor vooruitgang en duurzame stabiliteit ● Versterken en ontwikkelen van de private MKB; diversificatie van de economie ! Respect voor het milieu; groen denken en leven !8 Geïdentificeerde Algemene uitdagingen in Suriname In alle districten zijn algemene uitdagingen gedefinieerd in het voorspoed portfolio model ● Shared values definieren o multi ethnisch, veel verschillende values o verschillende belangen o jonge natie ● Post-koloniale samenleving o mentaal nog niet onafhankelijk o bewogen geschiedenis (slavernij, immigratie, etc) o vreemde eend in de bij, waarhoren wij bij? Caricom, ZuidAmerika? ● Investeren in Ondernemende burgers voor een Leefbare Omgeving, Innerjoy Pleasure en Waardegedreven geoptimaliseerde Winst ● Veranderen en verbeteren o altijd weerstand o jonge natie o globalisatie - we worden onderdeel van de wereld !9 Resultaten Het voorspoed model zal de volgende resultaten opleveren: ● Ondernemerschap o MKB, Corporate Glocal, Mini-nationals ● Human Power o Changemakers, 21th Century Leaders ● Ruimtelijke Ordening o Transparant, oprecht, betrouwbaar ● Human Power o Benutting van onze jonge natie ! Toeleverings bedrijven ● voeding ● toerisme ● Overheid faciliteert ● Onderwijs innoveert ● Ondernemers produceren ● Ondernemerschap o MKB, Corporate Glocal, Mini-nationals ● Human Power o Changemakers, 21th Century Leaders ● Ruimtelijke Ordening o Transparent, oprecht, betrouwbaar !10 Kernopdracht De Kernopdracht aan het consultants team vanuit het projectbureau is om de 10 districten in Suriname gefaseerd: zelfstandig fiscaal, een eigen wettelijk kader institutioneel versterken begrotings- en financieel geven beheer kunnen voeren zodanig dat zij hun eigen op basis van een projecten en meerjaren met optimale particpatie districtplan, - begroting en ontwikkelingsprogramma’s van de burgers eigen districtsfonds zelf kunnen voorbereiden en uitvoeren !11 deelnemers Deelnemers Deelnemers vertrouwd laten stellen regels op vertrouw laten raken met voor veilige raken met elkaar consultants discussie Werkgroepen Plenaire voldoende tijd Werkgroepen presentatie geven voor mixen bevindingen discussie Besluitvorming Discussie plenair De consultants hebben werkgroepen zodanig gefaciliteerd dat de DR, RR leden en andere burgers opGmaal konden parGciperen en zij zich konden buigen over: Vision, Mission, SWOT en strategische prioriteiten. De Input en Validatie van het beleid vindt plaats op het niveau van DC, DR- en RR leden !12 De werkmethodiek heeY geresulteerd in 100% deelname. De eerst sGlle en zwijgende aanwezigen, begrepen binnen enkele minuten dat hun stem gewaardeerd werd en dat zij het voor het zeggen hadden. De consultants hebben zich duidelijk opgesteld als facilitator. Optimale participatie in Brokopondo is uitsluitend te bereiken wanneer respect voor het gezag, de cultuur en de individuen wordt meegenomen in de benadering. !13 Baseline ! " !14 Historisch Het district Brokopondo wordt begrensd in het noorden door het district Para en in het Oosten, Zuiden en Westen het district Sipaliwini. De hoofdplaats van het district is de gelijknamige plaats Brokopondo waar het kantoor van de Districtscommissaris is gevesGgd. Toen in 1985 de Brokopondo-overeenkomst werd gesloten tussen de Surinaamse Regering en de ALCOA voor de bouw van een stuwdam in de Surinamerivier voor opwekking van energie en de bouw van een

Surinaamsche Almanak voor het Jaar 1898 8 FRANÇOIS LE VAILLANT 1753-1824 Surinaamsche Almanak voor het Jaar 1898 9 François Le Vaillant in het jaar 1753 te Paramaribo in de kolonie Suriname geboren, is een dier Zonen van ons Land, die om zijne wetenschappelijke kennis en daardoor verkregene beroemdheid door het nageslacht met eere wordt genoemd. Met recht getuigt JULES VERNE in zijn ‘Histoire des grands voyages et des grands voyageurs’ van hem, dat hij reeds op jeugdigen leeftijd in de weelderige natuur van zijn geboorteland aanleiding heeft gevonden om met waren hartstocht de studie der natuurlijke historie, vooral die der insecten en der vogels, te beoefenen; ook voor het jachtvermaak had hij eene bijzondere liefde. Dewijl zijn vader een Franschman was, - de landaard zijner moeder is ons niet bekend, - wil Frankrijk waarschijnlijk daarom hem als een zijner Zonen zich toeeigenen, en Suriname het eigendomsrecht van dien beroemden man betwisten. In de hoofdstad der kolonie geboren, vertoefde hij er tot zijn 25e jaar, zich meestal in de bosschen ophoudende ter beoefening van de natuurlijke historie, en om er vogels te vangen en die op te zetten.

By reading this document one will be able to gain information on the various activities and areas in which World WildLife Fund has pursued its conservation program in the Guianas. The Guianas is one of the few regions in the world where so much of nature is still in its pristine state and thus offers enormous opportunities for the promotion of sustainable development. The countries are endowed with small multicultural populations that exert little pressure on the region’s natural resources. However, major challenges do exist for the custodians of the region’s socio- cultural and natural patrimony. With the ever increasing international attention on “climate change” and its global effects, greater consideration is slowly being given to the fact that standing forests store significant quantities of carbon. The conservation of such forests is therefore imperative in the fight against global warming and climate change. It is in this context that we in the WWF family firmly support the initiatives of President Jagdeo of Guyana and top level government officials of Suriname in their efforts to get remuneration for their large areas of well managed tropical forests.
