Conservative Parties and the Birth of Democracy How do democracies form and what makes them die? Daniel Ziblatt revisits this timely and classic question in a wide-ranging historical narrative that traces the evolution of modern political democracy in Europe from its modest beginnings in 1830s Britain to Adolf Hitler’s 1933 seizure of power in Weimar Germany. Based on rich historical and quantitative evidence, the book offers a major reinterpretation of European history and the question of how stable political democracy is achieved. The barriers to inclusive political rule, Ziblatt finds, were not inevitably overcome by unstoppable tides of socioeconomic change, a simple triumph of a growing middle class, or even by working class collective action. Instead, political democracy’s fate surprisingly hinged on how conservative political parties – the historical defenders of power, wealth, and privilege – recast themselves and coped with the rise of their own radical right. With striking modern parallels, the book has vital implications for today’s new and old democracies under siege. Daniel Ziblatt is Professor of Government at Harvard University where he is also a resident fellow of the Minda de Gunzburg Center for European Studies. He is also currently Fernand Braudel Senior Fellow at the European University Institute. His first book, Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (2006) received several prizes from the American Political Science Association. He has written extensively on the emergence of democracy in European political history, publishing in journals such as American Political Science Review, Journal of Economic History, and World Politics. -

All Guns Blazing! Newsletter of the Naval Wargames Society No. 204 –April 2011 EDITORIAL Gentlemen, Gunnery: it’s all about gunnery. Unless you’re involved with ancient galleys or ultramodern missile-based encounters, our hobby, whether you’re Jervis or Jellicoe, is primarily concerned with measuring ranges and adding up factors for resolving gunnery. Some five years ago now I came across the ultimate gunnery book, John Brook’s Dreadnought Gunnery and the Battle of Jutland: The Question of Fire Control. At nearly £70 it was, and indeed remains, the most expensive book I have ever bought! However, this magisterial account seems to have been reprinted, as I saw it the other day in ‘Foyles’ on the Charing Cross Road for the princely sum of £96.99!! Nevertheless, it is worth every penny—all nine thousand, six hundred and ninety- nine of them. At some point I mean to give it a full review, but for now I’ll just say that it gets to the real nitty- gritty issue that lay at the heart of all fire control systems of the period: the importance of the rate of change of range, or ‘range rate’ for short. If this was changing constantly or too quickly, it played havoc with predicting the correct range at which to aim the guns. Generally, most rule-sets seem to pay lip service to this issue by penalizing vessels which turn or are firing a target that is turning, and you can see the point here. Nevertheless, it is worth considering that if you are bearing down on an enemy line at a constant angle but not turning, you won’t suffer any gunnery reduction; in reality, however, you could be closing at hundreds of yards a minute. -

Friedrich Ebert - Sein Weg zum Politiker von nationaler Bedeutung (1915-1918) Bei dem vorliegenden Beitrag handelt es sich um einen Vortrag, den der Autor am 3. Februar 1991 - dem Vorabend des 120. Geburtstags von Ebert - in der Reichspräsident-Friedrich-Ebert-Gedenkstätte gehalten hat. Es ist mir eine Freude, meinen Vortrag über "Friedrich Eberts Aufstieg in der Sozialdemokratie des Kaiserreichs", den ich 1989 hier halten durfte 1, heute unter dem Aspekt fortzuführen, wie Ebert in der Zeit zwischen 1915 und 1918 zum Politiker von nationaler Bedeutung wuchs.2 Die Biographie Friedrich Eberts unterteile ich in drei Ab schnitte: Friedrich Ebert hatte 1913 das Vertrauen der gesellschaftli chen Linken - nicht der radikalen Linken - erworben, besaß 1918 das Vertrauen der gesellschaftlichen Mitte und stützte sich 1923-24 immer mehr auf das Vertrauen der gesellschaftlichen Rechten, womit nicht die Rechtsradikalen gemeint sind. Der Weltkrieg, der in Revolution und Versailler Friedensvertrag mündete, war der entscheidende Einschnitt im politischen Leben Friedrich Eberts. Die damit verbundenen diskur- siven Strategien sind in der Regel durchsichtig. Schon die Entwicklung des Begriffs Rassismus setzte auf die an- gebliche Differenz von wissenschaftlicher Rassenforschung und rassistischer Ideologie.3 Eine solche Position wird selbst heute noch gelegentlich vertreten, wenn die Formulierung »wissenschaftlicher Rassismus« zum »Non- sense-Begriff« erklärt wird, weil sie unvereinbare Teile kombiniere. Dabei wird die zoologische Taxonomie als Beleg für die »Wertfreiheit« des Rassenbegriffs angeführt, der einen »empirische[n] Sachverhalt« beschreibe.4 Die Studie von Sarah Reimann über »Die Entstehung des wissenschaftlichen Rassismus im 18. Jahrhundert« geht einerseits davon aus, dass »der biologische Begriff ›Rasse‹ aus wissenschaftlicher Sicht in seiner Grundbedeutung wertfrei« sei (S. 25), kommt aber andererseits zu dem Ergebnis, ›Rasse‹ müsse »primär als imaginäres Produkt menschlichen Intellekts verstanden werden«, das »von Beginn an nicht wertneutral war« (S. 313). Das sind nur zwei der zahlreichen unklaren Formulierungen, die auf analytische Defizite einer Arbeit verweisen, welche zwar auf umfangreicher Lektüre beruht, sich aber gerade im Hinblick auf ihre zentrale Problemstellung begrifflicher Anstrengungen entzieht. Schon der Titel wäre einiger reflektierter Bemerkungen wert gewesen, derer sich die Verfasserin aber enthält. Sie setzt sich weder gründlich mit dem Rassenbegriff auseinander noch entwickelt sie einen rassismustheoretischen Ansatz. Sie problematisiert noch nicht einmal den zur Diskussion stehenden Zeitraum oder die Vermeidung der Kategorie »Aufklärung« auf dem Cover. -

In several cases the nations stand on shaky legs. Prussia as one nation hit hard by the Revolution sends a delegation to the Paulskirche Parliament with the young Rising Star Bismarck part of it. Bismarck is against the uprising, but after some time in Frankfurt sees the chance to use the Revolutionaries to give Prussia the top position in Germany. He marshals all his influence (he is well connected to the King´s court) to lobby for a Prussian acceptance of a to-be-modified Paulskirche constitution. Prussia thinking seriously about the Paulskirche proposal gives the Revolutionaries all across Europe hope and fresh drive. New revolts pop up or already began ones keep their momentum. Bismarck succeeds and after some gruesome negotiations on second May 1851 a united Germany is born. Several states close to Austria, despite the public opinion internally pro- Unification, decline to become part of Germany. But the more severe strife created TTL saps more of Austria´s strength and during the rest of 1851 and early 1852 all German states beside Austria join Germany. When Sardinia-Piemont with French help begins her Quest to unify Italy anew, overstretched Austria begins negotiations with Germany about what to do. To win time for negotiations and to stop a French allied Italy emerging, Germany and Austria help Guiseppe Mazzini´s Roman Republic. -
