In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services that include references to all amendments that have been made since the previous public notice setting out the lists was issued. 2. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the revised lists since the issuance of Broadcasting Regulatory Policy 2010-57. In addition, the lists of eligible satellite services approved as of 31 December 2010 are set out in Appendix 2. 3. The Commission notes that, as set out in Broadcasting Regulatory Policy 2010-839, it approved a request by TELUS Communications Company for the addition of 17 new language tracks to Baby TV, a non-Canadian service already included on the lists of eligible satellite services for distribution on a digital basis. MEDIA REFORM AND DEMOCRATIZATION: A COMPARATIVE ANALYSIS OF FOUR EAST-CENTRAL EUROPEAN COUNTRIES by PATRICK JOSEPH McCONNELL (Under the Direction of Alison Alexander) ABSTRACT More than a decade after the collapse of communism in Eastern Europe a number of countries in the region are well on their way to making a successful transition to democracy. It is often argued that the reform of a country’s media system toward freedom and independence is an important part of this democratization process. But as some countries have progressed toward democracy more rapidly than others, one needs to consider whether certain patterns of media reform influence the democratization process in either positive or negative ways. To do so, this study examines reform efforts in Bulgaria, Hungary, Poland and Romania by addressing three research questions: What are the dimensions of media reform? What is the relationship of the various dimensions of media reform during the democratization process? And what is the relationship of media reform to political and economic reform during the democratization process? While the prevailing model used to describe media reform during the democratization process is that of the “stages of transition” approach, a central claim made by this study is that media reform needs to be thought of as multi-faceted. Rather than a media system being considered a single entity, this study shows that various sectors of a media system progress toward freedom and independence at differing rates. There are also competing press philosophies and competing actors that can influence the way media reform is carried out. And it is common for political and business elites to try to skew reforms efforts to their benefit. -

Prof., PhD, ”Babeș-Bolyai” University of Cluj-Napoca Abstract: The present paper represents a first approach in the field and deals with the description of language transfer methods used for television productions in Romania. According to the preference in audiovisual translation in Europe, Romania is considered a subtitling country. Despite this general preference, other language transfer methods such as dubbing, voice-over, and sign language are also used. The focus of the article deals with a more comprehensive overview of the AVT in television production in Romania. The paper offers a brief analysis of the variety and distribution of AVT based on empirical data. Keywords: AVT, audiovisual translation, subtitling, dubbing, voice-over, television, AVT in Romania. 1. Introduction Audiovisual translation (AVT) is a continuously growing market in present days due to the development of media and audiovisual communication. In Europe, AVT has a rich and complex tradition and it is subject to continuous changes determined by the national and supranational regulations concerning the access of the audiences to the audiovisual productions. These factors determined modifications in the use AVT modalities in European countries. They determined, for example, the use in traditional dubbing countries such as Spain of the subtitling for hard of hearing and hearing impaired at on a large scale in television productions. On the other hand, we can observe in the last two decades that dubbing is also present as an AVT modality for television in traditionally considered subtitling countries. -

PARLAMENTUL ROMÂNIEI SENATUL CAMERA DEPUTAŢILOR Comisia pentru cultură şi media Comisia pentru cultură, arte, mijloace de informare în masă R A P O R T C O M U N privind Raportul de activitate şi contul de execuţie bugetară ale Societăţii Române de Televiziune pe anul 2017 Potrivit prevederilor art. 39 alin. (4) şi art. 46 alin. (3) din Legea nr. 41/1994 privind organizarea şi funcţionarea Societăţii Române de Radiodifuziune şi Societăţii Române de Televiziune, republicată, Raportul de activitate a SRTv şi raportul privind contul său de execuţie bugetară pe anul 2017 au fost depuse la Parlament, în vederea întocmirii unui raport comun al Comisiei pentru cultură şi media a Senatului şi Comisiei pentru cultură, arte, mijloace de informare în masă a Camerei Deputaţilor, cu avizul Comisiilor pentru buget, finanţe şi bănci ale celor două Camere, în ceea ce priveşte contul de execuţie bugetară. Comisia pentru cultură şi media a Senatului şi Comisia pentru cultură, arte, mijloace de informare în masă a Camerei Deputaţilor s-au reunit în şedinţă comună, în data de 8 aprilie 2021, pentru a dezbate documentele sus-menţionate. În redactarea prezentului raport comun, Comisiile pentru cultură ale celor două Camere au ţinut cont de avizul comun al Comisiilor pentru buget, finanţe şi bănci. 1 Raportul de activitate al Societăţii Române de Televiziune pe anul 2017 este structurat după cum urmează: În Introducere se face o scurtă prezentare a rolului și misiunii Televiziunii publice, fiind reiterat faptul că în anul 2017, prin votul Parlamentului României și ca urmare a adoptării Legii nr. 1/2017, alocarea bugetară a permis nu numai achitarea unor datorii istorice ale instituției, ci și lansarea unor proiecte de investiții majore pentru televiziunea națională, așa cum sunt construcția noului sediu al TVR Craiova, achiziții de echipamente pentru studiourile teritoriale și dezvoltarea producției HD.
