The service is divided into 4 sectors and these match the locality boundaries of all other health and social care services, including Adult Psychiatry and Substance misuse. The four community mental health teams in each quadrant of Edinburgh have a full complement of community psychiatric nursing, occupational therapy, psychology and administrative staff. These localities are linked to inpatient services at the Royal Edinburgh Hospital. Recently a home treatment team for older adults has been developed to support the whole pathway. The Rapid Response Team has won numerous awards since its opening a couple of years ago and demonstrated NHS Lothian’s commitment to innovate new services for older people’s mental health. http://careers.nhslothian.scot.nhs.uk This post is a full time inpatient post and would suit doctors both at the start of their consultant careers, as well as more established consultants wishing to further develop their individual interests and clinical leadership. Mentoring is available for newly appointed consultants at the start of their consultant careers. The consultant group meets weekly and provides both informal and formal support to colleagues. The service has a strong track record in supporting consultants to develop and expand their roles/careers. Dedicated time for teaching, quality improvement, academic work, medical leadership or clinical work in subjects of particular interest is part of all excising consultant’s job plans. For example one of the National Training Directors in Psychiatry of Old age works in the department. As part of our commitment to flexible working we would also be happy to discuss options for less than full time working for any prospective candidate. Successful consultant careers often include periods of developing new interests and skills both in and out of work, and mental health services in Lothian have a strong track record in supporting people to do this. There is a flourishing and leading Quality Improvement Programme in Mental Health across NHS Lothian including the department of Psychiatry for Older Adults. All clinicians are actively encouraged and supported to become involved in this ongoing quest to achieve the highest quality of care delivery to patients as possible. The Royal Edinburgh Hospital is in the highly desirable residential area of Morningside, approximately 2 miles from the city centre, with easy transport links to all areas of the city, the airport and surrounding countryside. Professor Craig Ritchie is Professor of the Psychiatry of Ageing and heads the University’s highly regarded dementia research program and contributes to the clinical service. He is actively leading plans to integrate community memory assessment with the Centre for Dementia Prevention in the new Bio-quarter of the Royal Infirmary of Edinburgh. The University and NHS Lothian have developed strong links between the academic department and the clinical service. Dr Tom Russ, who has a joint clinical / academic post is director of the University of Edinburgh based Alzheimer Scotland Dementia Research Centre. The post-holders will normally participate in an Old Age Psychiatry on-call service for Edinburgh, East and Midlothian, with a frequency of approximately 1 in 12 Section 3: Departmental and Directorate Information The Royal Edinburgh and Associated Services (REAS) division of NHS Lothian provide a range of Mental Health Services to the population of Lothian and other Boards within Scotland, particularly inpatient and regional services. Community mental health services are provided by Edinburgh Health and Social Care Partnership. The Royal Edinburgh Hospital is located on the south side of the City of Edinburgh. It comprises some 20 wards, 400 beds, bases for community services and outpatient facilities. The hospital provides the following range of specialties:- - Older People’s Mental Health Services (wards and community team base) - Acute psychiatry services including acute care, IPCU and rehabilitation - Mental Health Assessment Service (MHAS) http://careers.nhslothian.scot.nhs.uk - Forensic Psychiatry and Regional Medium Secure Unit - Adolescent Mental Health Services - Psychotherapy Service - Psychology Services - Services for Eating Disorders - Occupational Therapy and Physiotherapy Services - Social Services and Mental Health Officer Services In-patient services Assessment Wards All acute admission beds for older adults are provided from within the recently opened Royal Edinburgh Building. All of these wards provide full single en-suite accommodation in a modern, purpose built facility. Dr Tom Russ (0.5 WTE) and Dr Donald Macintyre (0.2 WTE) have reasonability for the three off-site hospital based continuing care wards.     REPORT TO: East Lothian Integration Joint Board MEETING DATE: 30 March 2017 BY: Chief Officer SUBJECT: Primary Care Priorities in East Lothian 1 PURPOSE 1.1 To inform the Integration Joint Board of the intended focus of work in 2017-18 to support, stabilise and develop General Practitioner (GP) primary care services across East Lothian. This follows on from a range of actions taken during 2016-17 to support GPs and their teams. 2 RECOMMENDATIONS 2.1 The IJB is asked to note that general practitioner managed services across East Lothian remain under pressure as the result of a number of local and national factors. 2.3 The IJB is asked to approve plans to focus primary care development input and available funding on the following priority areas, all of which are described in more detail in section 3.0: • Musselburgh Primary Care Access Service • East Lothian Care Home Team • Primary care nurse training • Practice-based pharmacists • LEGup support for list size growth • Provision of IT hardware • Future planning for a new practice in Blindwells • Diabetes LES. 3 BACKGROUND Issues Affecting Primary Care Services 3.1 Responsibility for primary care is shared between the NHS Board and the IJBs. The NHS Board has a duty to ensure that its population receives general medical services and can register with a General Practice. The NHS Board through the Primary Care Contracts Organisation (PCCO) also holds contracts with practices and is responsible for delivery of services through the HSCPs and the PCCO, with IJBs responsible for the strategic planning and direction of primary care in their areas.
