Tnited States Department of the Interior -----,:fational Park Service DRAFT National Register of Historic Places Continuation Sheet Old Dixie Highway/Old Brick Road Section Number _j_ Page_!_ Flagler & St. Johns Counties, Florida Descri1?,tion Summary The Old Dixie Highway is a ten-mile stretch of rural brick highway that extends between the north end of the unincorporated community of Espanola in Flagler County and Kersey's Comer in St. Johns County, where the brick highway intersects with County Road 204. The nine-foot wide highway was part of a sixty-six mile project completed in 1916 by the County of St. Johns, and designated by the Dixie Highway Association as part of the eastern route of the Dixie Highway between Miami Beach, Florida and Sault Sainte Marie, Michigan. Measuring nine feet wide, the brick roadbed and four-inch wide concrete curbs are flanked by three-foot wide shell shoulders, which amounts to a total width of fifteen feet for the highway. The highway is built on a packed, shell foundation. The right-of-way measures fifty feet in width. The brick highway served as a primary route in northeast Florida until 1927, when new highways farther east were built. Presently designated County Road 13, the brick highway retains its original integrity to a high degree and contributes to northeast Florida's sense of 'ime, place, and historical development through its location, design, materials, workmanship, feeling, and ~ociation. The highway provides an important engineering and transportation link to the heritage of Flagler, St. Johns Counties, and northeast Florida. Setting The Old Dixie Highway extends through a rural, undeveloped area of north-central Flagler County and south• central St. Johns County. The south boundary of the highway lies just north of Espanola, a rural late-nineteenth• century unincorporated village located approximately forty miles south of St. Augustine and five miles northwest of Bunnell, the seat of government in Flagler County. The brick highway extends ten miles with some of the surface covered by a thin layer of sand that measures as deep as three inches. The north boundary of the historic highway lies at Kersey's Comer in St. Johns County. At Kersey's Comer, the highway ends, forming a T-shape intersection with County Road 13, which continues to the west and County Road 204, which extends to the east. County Road 204 intersects U.S. Highway 1 five miles east of the intersection. The City of Palatka lies approximately fifteen miles west ofKersey's Comer. Approximately eight miles of the Old Dixie Highway is located in Flagler County and the remainder in St. Johns County. Only one building, constructed about 1915 near the south end of the highway, stands adjacent to the alignment of the historic highway. Historically several additional buildings stood astride the highway near its south boundary, but either burned, deteriorated, or were demolished decades ago. Approximately four miles north of the south boundary stood four or five additional buildings and an arch, which identified the site as Flagler City.

    2015 FLORIDA RAIL SYSTEM PLAN December 2018 Table of Contents FLORIDA RAIL SYSTEM PLAN - 2018 UPDATE The Florida Department of Transportation (FDOT) Freight and Multimodal Operations Office (FMO) present this 2018 update of the 2015 Florida Rail System Plan. As new challenges have had a great impact on the needs and future projects identified in the 2015 Rail System Plan, FDOT prepared this update. CHALLENGES • New State Rail Plan Guidance was created in 2013 to set a standard format and elaborate on required elements of the plan to include a 5-year update cycle, and a requirement for states seeking capital grants under Sections 301, 302, and 501. See https://www.fra.dot.gov/Page/P0511. Thereafter, FDOT prepared a 2015 Rail System Plan that was completed in December 2015. The Plan was not published at that time, as major industry changes were expected and no public outreach had yet been conducted. • Major industry changes occurred that impacted most of the rail mileage in Florida: o CSX hired Hunter Harrison in spring of 2017, and radically changed the company by imposing precision-scheduled railroading instead of a hub-and-spoke system. This approach has been continued by CSX leadership through 2018. o Grupo México Transportes (GMXT), the leading rail freight transportation company in Mexico, successfully completed the acquisition of Florida East Coast Railway in 2017. o Brightline began service in 2018 between West Palm Beach, Ft. Lauderdale, and Miami later in the year, and with plans to connect to Orlando and potentially to Tampa in the future. APPROACH • The FAST Act (Title 49, Section 22702) passage in December 2015 changed the 5-year update cycle to a 4-year update cycle.

FRA’s review of the SRP found that it contained the required elements in accordance with 49 U.S.C. 22705 and FRA’s 2013 State Rail Plan Guidance. This letter serves as notice that FRA formally accepts the SRP. While FRA finds that the SRP meets the minimum requirements, FRA recommends addressing the following points in future updates of the SRP: • Consider reorganizing section 3.2.1 Current Southeastern Rail Activity to clarify the history of the rail governance bodies in the Southeast and how they work together.
