Country Information Sheet - Turkey by Fusun ATAYATA, March 2012 Training of national dietitians, professional role and regard: The Turkish higher education system has a centralized structure. For admission to all undergraduate programmes in Turkey, the students are required a high school diploma and a sufficient score from the Student Selection Examination (OSS). OSS is a central university entrance examination administered by the Student Selection and Placement Center (OSYM), which is affiliated to the Council of Higher Education (YOK). The education and training of dieticians is regulated by the Council of Higher Education which approves educational establishments and their programmes. Nutrition & Dietetics programmes in Turkey are provided by Hacettepe University (Ankara), Baskent University (Ankara) and (Kayseri). The admission requirements are as above. Nutrition & Dietetics is a four- year undergraduate program. The first stage of the education includes chemistry, biological sciences, mathematics, basic medical as well as nutritional sciences underlying the practice of nutrition and dietetics. Courses in the second stage are directly related to practice. In addition to theoretical and laboratory studies, students carry out practical works in diverse institutions. Those who have undertaken this programme successfully are eligible to be granted the “dietician” title. Undergraduate students successful in the Examination for post graduate education (LES) and Foreign Language Examination can apply for Master of Science (M.Sc.) programmes and then for Doctor of Philosophy (Ph.D.) programmes upon receiving success in the same examinations.

Brief description of national healthcare system and private practice: Health care in Turkey is provided in large measure by public institutions. Main public institutions consist of Ministry of Health hospitals, SSK (Social Insurance Organization) hospital polyclinics/dispensaries and university hospitals. University hospitals are accountable to the Council of Higher Education and act as a referral center for tertiary care, but also provide primary and secondary care.. Private hospitals are particularly located in larger cities such as Istanbul, Izmir and Ankara. There are also some medical schools with their own private hospitals. Private hospitals, private practitioners and specialists, private polyclinics and diagnosis centers are mostly used by people from the higher income group and/or private health insurance.

In Turkey there are 3 main social security institutions: the SSK (both as an insurer and a health care provider for private sector employees and blue-collar public sector employees), Bag-Kur (Social Insurance Agency of Merchants, Artisans and the Self-Employed people)-Bag-Kur operates no health facilities of its own but contracts with other public service providers, the GERF (Government Employees’ Retirement Fund) for retired civil servants- primarily a pension fund, also provides other benefits including health insurance.

Most doctors working for public hospitals/health care centers have their own private practice.

At the provincial level, primary care services are provided by Ministry of Health institutions which consist of health centers, health posts (mainly in rural areas), mother&child health and family planning centers, and tuberculosis dispensaries.

The Ministry of Defense has its own health care infrastructure. Its hospitals run exclusively for the use of military personnel and its dependants.

In urban areas the outpatient departments of Ministry of Health hospitals are used extensively for first- level contacts. Similarly SSK (Social Insurance Organization) hospital polyclinics and dispensaries provide its members with the same service. University hospitals are another source for primary contacts.

Private specialist practices are an important point of initial contact both for urban and rural populations. Yet people living in rural areas are more likely to use health centers.

Country Information Sheet - Turkey by Fusun ATAYATA, March 2012 Employment opportunities profile (areas e.g. clinical, research, other): Graduates could find a post as dietician in managerial, therapeutic and consultant positions in the operations of food service systems, like hospitals, schools, hotels, commercial food operations and others wherever there is a group of people for whom food must be provided. Dieticians also work in a variety of public and private health organizations.

Dieticians can work in educational institutions as nutrition pedagogist and academician, for community health services as preventive and educative dietician, for medical establishments and inpatient treatment centers as clinic dietician (preparing special diets for the treatment and rehabilitation of infection, obesity, diabetes and heart disease etc). Besides, they can be appointed in self-catering companies or in companies where collective consumption is made, in food production companies as well as in special nutrition and sports centers.

Educational Opportunities (reciprocity, acceptance of credential): Foreign students who have completed a secondary school equivalent to Turkish highschools are admitted through Entrance Examination for Foreign Students (YOS) prepared and administrated by the Student Selection and Placement Center (OSYM), provided that they score at least 40 in the Basic Learning Skill Tests. The international examinations such as SAT 1, ACT, GCE etc. and minimum scores suggested by the universities and the equivalency of which is recognized by the Higher Education Supervisory Board will be assessed by the relevant universities.

Foreign students who would like to enroll in the post-graduate programs of the Turkish institutions of higher education must take the Graduate Education Entrance Examination or an international examination (e.g. GRE, GMAT) the equivalency of which is recognized by the concerning university senate. The evaluation of the results of these examinations is carried out by the concerning universities.

In Hacettepe University, Ankara, Turkey , there is an Erasmus programme. In this programme there are 2 opportunities.

One of them is Socrates. Under this, there is an exchange programme between the Turkish and foreign universities for undergraduate, post-graduate students and lecturers. For this year, 5-6 students were sent abroad for half academic year.

The second opportunity is when a macro agreement is made for students from the European Union Countries wishing to do a post-graduate programme.

How to obtain work permit:

Individuals can not apply for a Work Permit. Work Permit applications must be submitted by a company that intends to employ a non-resident foreigner on behalf of that person prior to their arrival in Turkey. The application is made directly to the General Directorate of Foreign Investments and each application is evaluated according to specific criteria where the qualifications of the personnel and the performance of the company are taken into account.

After the Work Permit is issued by the General Directorate of Foreign Investments, the prospective employee must obtain a Work Visa personally from a Turkish Consulate abroad. Once this visa is issued the foreign national must apply for their Residence Permit from a local police department in Turkey within 30 days of arrival. The local police will then forward the application to the Ministry of Internal Affairs. Residence Permit applications are generally approved without delay once the Work Permit and Work Visa are presented. The employee is technically not permitted to work until residency has been established.

Some professions are restricted to foreigners. Foreigners cannot practice as medical doctor, dentist, midwife, sick-attendant, pharmacist, optician, veterinarian and chemist, judge and public prosecutor,
