ROBINSON DECEMBER 2017 WHAT’S UP? CHANGES TO THE LOS ANGELES TERMINAL AREA CHART Edition 76 of the Los Angeles Terminal Area Chart was published December 7, 2017 and is good until June 21, 2018. Check out the changes: • Pacoima NDB has been deleted and is no longer charted. • The new chart attempted to better differentiate the city of El Monte from San Gabriel Valley airport; however, it still appears as if the airport name is El Monte. • El Monte NDB has been shutdown. It is still charted but the frequency is partially obscured by hash marks to indicate shutdown status. As soon as the approach plates using the NDB have been deleted, the NDB will be removed from the chart. • West of Albas intersection, two new platforms have been charted. • Cable Airport now has AWOS-3 ON 119.525. • Ontario Class C frequency for N-NE from 127.25 to 127.0. • Southeast of Hemet-Ryan Airport, Ernst Airport has been deleted from the chart. If you find any other changes on the Los Angeles Terminal Area Chart, please let us know!!! Check your flight cases to make sure you have the most current Los Angeles Terminal Area Chart! OUT WITH RUNWAYS 25L/25R, IN WITH RUNWAYS 26L/26R! Effective Monday, January 8th, Runway 7R-25L will close for reconstruction and is expected to be complete in the summer of 2018. The $15.3 million grant FAA grant is part of the Airport Improvement Program. The funds will go toward infrastructure improvements to Runway 7R/25L, which will be reconstructed to provide a minimum 20-year service life and will be reduced in width from 150 feet to 100 feet. Upon completion, Runway 7R/25L will be re-designated as 8R-26L due to natural shifts in the earth’s magnetic field. Runway 7L/25R will likewise be re-designated, becoming Runway 8L/26R. Tenants meetings have been in progress regarding impacts to airfield movements during the construction of Runway 7R-25L The construction is divided into several phases, dependent on which airfield pavements will be available for use during each phase. There will be temporary closures of taxiway and run-up areas during the runway construction project. Pilots are urged to pay attention to the taxi diagrams which will be available at the club and on-line. As a result of the construction, Long Beach Tower has made changes to the local pilot procedures to ensure safety while maximizing efficient operations. • During periods of high traffic intensity, ATC will slow traffic to accommodate runway capacity. Some examples of ATC action are: (1) deny pattern work (2) delay issuing takeoff clearances (hold aircraft on ground until arriving aircraft land) (3) restrict access to the Long Beach Class Delta (directs traffic to remain outside of Long Beach Class Delta) (4) limit the number of aircraft in the traffic pattern (5) stop practice approaches • Land and Hold Short (LAHSO) operations will be used to the greatest extent possible. Pilots are reminded that a read-back of tie LAHSO instruction is required with the aircraft call sign and landing clearance. Adhering to this requirement on initial response to ATC landing clearance will keep radio congestion to a minimum and reduce unneeded go-arounds. EXAMPl.E: TWR: Cessna 12345 Runway 25R cleared to land, hold short of Runway 30 for landing traffic. Pilot:Cessna 345 cleared to land Runway 25R and hold short of Runway 30. • In the event of a Runway 25R go-around due to landing/departing traffic on Runway 30, aircraft on Runway 25R can expect ATC instruction to tum right prior to Runway 30 Intersection and merge with traffic on right downwind Runway 25R • Clearance Delivery on 118.15 will query all VFR departures for your direction of flight This will be used to reduce radio congestion on Tower frequencies. Continued from page 1: West Traffic Procedures • Tower - 119.4 - controls the airspace south of Taxiway Kilo, at and below 1500 ft. • Tower - 120.5 - controls the airspace north of Taxiway Kilo, and above 1500 ft south of Taxiway Kilo. • Opposite direction departures will be solicited when winds allow departures on Runway 12 at intersections Kilo, Golf, or Juliet. This will be offered, traffic-permitting, for VFR departures to the South through West. • All piston-powered aircraft parked west of old Runway 34L can expect to depart Runway 25R, taxi via Bravo, Kilo Hold short of Delta. • All other aircraft parked west of Runway 30 can expect to depart Runway 30 at D3 or Runway 30, full- length. Piston aircraft can expect run-up at the current Runway 25L at D run-up area. After run-up is complete, expect taxi via Delta or Echo to Taxiway Delta then to assigned departure point. • Aircraft landing Runway 25R and parking west of Runway 30 advise ATC and request long landing on Runway 25R prior to turning base. Note: For overall operational efficiency ATC prefers long landing; however, there will be many times that the request will be denied and aircraft instructed to LAHSO of Runway 30 due to traffic on Runway 30. • All aircraft inbound from the south can expect crossing the airport midfield at or above 2000 for right traffic RY 25R. Tower frequency 120.5. HAPPY East Traffic Procedures DECEMBER • All piston-powered aircraft parked west of Runway 30 and departing Runway 7L at D, expect run-up as BIRTHDAYS follows: All aircraft parked west of Runway 34L and south of Runway 7R expect run-up on Foxtrot, west of F3. TOMAS MARTINEZ JACOB MASON In addition to redesignation of runways, airfield improvements will include reconstructed surfaces, drainage systems, signage, pavement markings, runway guard lights, grading infield areas, replacing existing lighting with DEON MITTON LED lighting, two new aircraft run-up areas and blast pads on Runway 7L-25R.
