Primarily through loans to build up the economy and diplomatic pressure, the United States and Great Britain helped to maintain an independent Austrian state and prevent an Anschluss or union with Germany from 1918 to 1934. In addition, this study examines the minority of Austrians who opposed an Anschluss . The three main groups of Austrians that supported independence were the Christian Social Party, monarchists, and some industries and industrialists. These Austrian nationalists cooperated with the Americans and British in sustaining an unwilling Austrian nation. Ultimately, the global depression weakened American and British capacity to practice dollar and pound diplomacy, and the popular appeal of Hitler combined with Nazi Germany’s aggression led to the realization of the Anschluss . -

Nazi Party Membership in Canada: A Profile by Jonathan WAGNER* During the Depression a National Socialist movement with two rel atively distinct components developed within Canada's German com munity. A pro-Nazi society, the Deutscher Bund Canada (DBC =German Association of Canada), was established for the so-called V olksdeutsche (Germans who had been born outside the Reich). The Bund held monthly meetings for its members and staged pro-Nazi celebrations such as Hitler birthday parties; it imported and distributed Nazi propaganda materials to Germans and non-Germans alike ; it joined with other indigenous German Canadian organizations and clubs to organize social events and to establish German language schools. The second arm of the Canadian Nazi move ment was a separate Nazi party organization (NSDAP). This group was composed of non-naturalized German Canadians and Reichsdeutsche (Germans born in Germany proper) residing in Canada who had applied for and been accepted into the National Socialist Party. Although frequent contact existed between the NSDAP units and the Bund (the two groups often combined to hold public displays and to promote common causes), efforts were made to keep the memberships separate. Up to the present time little serious effort has been made to deal with the Canadian Nazi movement in general and nothing has been pub lished specifically describing the National Socialist Party here. 1 Part of the reason for this neglect relates to the problem of sources. Most often those Canadian historians who have dabbled in Nazism have stopped their investigations upon exhausting the limited Canadian (mostly English) sources. They have failed to look outside the country to European sources for additional information. -

Codebook: Government Composition, 1960-2019 Codebook: SUPPLEMENT TO THE COMPARATIVE POLITICAL DATA SET – GOVERNMENT COMPOSITION 1960-2019 Klaus Armingeon, Sarah Engler and Lucas Leemann The Supplement to the Comparative Political Data Set provides detailed information on party composition, reshuffles, duration, reason for termination and on the type of government for 36 democratic OECD and/or EU-member countries. The data begins in 1959 for the 23 countries formerly included in the CPDS I, respectively, in 1966 for Malta, in 1976 for Cyprus, in 1990 for Bulgaria, Czech Republic, Hungary, Romania and Slovakia, in 1991 for Poland, in 1992 for Estonia and Lithuania, in 1993 for Latvia and Slovenia and in 2000 for Croatia. In order to obtain information on both the change of ideological composition and the following gap between the new an old cabinet, the supplement contains alternative data for the year 1959. The government variables in the main Comparative Political Data Set are based upon the data presented in this supplement. In the last decades of the 19th century, the Romanian national movement from Austrian Bukovina turned from cultural stage into political phasis. Initially, Romanian political organizations were included into federalist or autonomist currents from Austro-Hungarian Empire. Politically, according to multidimensional theory, Romanian parties belong to the cleavage entitled Center/ Periphery, but also Church-State and Employers-Workers cleavages. -

Ethnic conditionality, along with democratisation and marketisation, has been a salient factor of the post-communist transition in Romania . It has concerned ethnically mixed communities as well as inter-state relations, and covers the whole period since 1989 . Actors, strategies and outcomes are to be differentiated, because ethnic matters are greatly dependent on internal and external contexts . The changing contexts in Romania turned it from a place of bloody ethnic conflict in March 1990, even before such conflict turned violent in Yugoslavia, to a level of “banal” everyday nationalism, with the overall characteristic of peaceful coexistence between ethnicities . Dragoș Dragoman is an Associate Professor in the Department of Political Science at the Lucian Blaga University in Sibiu, Romania . After the collapse of the communist regimes in 1989, many scholars expected to see institutional and economic transition follow the same pattern as it had in countries in Southern Europe and in South America during earlier waves of democratization there .1 In fact it took almost a decade before it became clear that former communist countries, and especially those in southeastern Europe, have supplementary obstacles to overcome . It emerged that besides harsh economic changes and a new democratic institutional design, those countries had inherited problems related to ethnic minorities, disputed borders, nationhood, and even statehood . Their transition had to balance national integration and secessionist threats, the legal recognition of inherited borders following the disintegration of previous multiethnic states in Yugoslavia, Czechoslovakia, and the Soviet Union, and a constitutional framework able to accommodate minorities 2. -

The Northeast Asian Economic Review Vol. 2, No. 1, March 2014 39 Cold Peace: “Reset” and Coexistence Steven Rosefielde* Abstract American international relations with Russia until recently were governed by the Obama administration’s “reset policy.” Its goal was to work with the Kremlin to construct a harmonious global order based on democracy, free enterprise and universal human rights. This objective wasn’t realized. The policy instead led to contentious engagement, and has been “paused.” The failure was caused by both sides’ overzealous double gaming, and raises the prospect of renewed cold war. The danger can be averted on a second best basis by both camps committing themselves to the principles of “coexistence,” and mutual self-restraint. Keywords: cold peace, cold war, coexistence, reset Vladimir Putin has steadfastly refused to comply with Washington’s and Brussels’s reset script.1 He hasn’t been enticed by American democratic free enterprise, or EU social democratic rhetoric, and he refuses to be swept away by a “Moscow Spring.”2 Moreover, Putin can barely hide his contempt for western hypocrisy.3 In the hallowed Soviet tradition, he sees the west as a fading power.4 America’s and the EU’s performance since 2008 has reinforced this belief. The Obama administration, after five years of denial has begun to recognize that something is amiss in its American-Russian partnership campaign. Stung by its inability to prevent Putin from granting Edward Snowden asylum,5 Washington has recently decided to “pause and reassess,” 6 a chill subsequently deepened by Russia’s stout support for Syria during America’s confrontation with Bashar al-Assad over his alleged use of chemical weapons against civilians.
